Effects of Crisis History & Crisis Information Disclosure on Corporate Trust among Chinese Consumers: Focus on Corporate Ability Crisis & CSR Crisis (위기 이력과 위기공개 타이밍이 중국 소비자의 기업 신뢰에 미치는 영향: 기업 능력 위기와 CSR 위기 중심으로)

  • Negative perceptions about corporate social responsibility (CSR) crises and repeated crises are increasing. It is necessary to examine the effects of a proactive strategy of disclosing crisis information against the negative perceptions. The research is intended to analyze ability-based trust, and benevolence-based trust by crisis type, crisis history, and timing of crisis disclosure. In this regard, a 2 (crisis history: present vs. absent) x 2 (crisis type: corporate ability crisis vs CSR crisis) x 2 (timing of crisis disclosure: stealing thunder vs thunder) between-groups design experiment was conducted. Research results show crisis type and crisis history have significant interaction effects on ability-based trust. In the CSR crisis, the case with crisis history shows lower ability-based trust than the case without crisis history. Timing of crisis disclosure showed significant interactions with crisis history and crisis type. The stealing thunder strategy heigntened ability-based trust and benevolence-based trust against the CSR crises and the cases without crisis history more than the corporate ability crises and the cases with crisis history. Considering that the stealing thunder strategy is more effective with the CSR crises than the corporate ability crises, the research results suggest that future CSR crisis responses should prepare active disclosure of crisis information before news media disclosure of such information.

A Study on Institutional Reliability of Open Record Information in the Information Disclosure System (정보공개제도에서 공개 기록정보의 제도적 신뢰성에 관한 연구)

  • There have been numerous steps of growth in policy system since the legal systemization through the enactment of Information Disclosure of public institution Act in 1996 and Records Management of public institution Act in 1999 as well as infrastructure advancement led by government bodies, but it still shows insufficiency in some aspects of information disclosure system and records management. In particular, the issue of reliability on record information disclosed through information disclosure system is raised, and institutional base through the legal and technical devices to ensure the reliability are not well prepared. Government has attempted to enact laws and regulations to guarantee the public right to know through information disclosure and records management at government level, and establish the national system in a way that advances the infrastructure for encouraging the participation in state affairs and utilization of national record information resources. There are limitations that it lacks internal stability and overlooks the impact and significance of record information itself by focusing upon system expansion and disclosing information quantatively. Numerous record information disclosed tends to be falsified, forged, extracted or manufactured by information disclosure staffs, or provided in a form other than official document or draft. In addition, the disclosure or non-disclosure decisions without consistency and criteria due to lack of information disclosure staff or titular supervising authority, which is likely to lead to societal confusion. There are also frequent cases where the reliability is damaged due to voluntary decision, false response or non response depending upon request agents for information disclosure. In other cases, vague request by information disclosure applicant or civil complaint form request are likely to hinder the reliability of record information. Thus it is essential to ensure the reliability of record information by establishing and amending relevant laws and regulations, systemic improvement through organizational and staff expertise advancement, supplementing the information disclosure system and process, and changing the social perception on information disclosure. That is, reliable record information is expected to contribute to genuine governance form administration as well as accountability of government bodies and public organizations. In conclusion, there are needed numerous attempts to ensure the reliability of record information to be disclosure in the future beyond previous trials of perceiving record information as records systematically and focusing upon disclosing more information and external development of system.

An Open Adoption Family's Experience of Adapting to Adoption and Participating in Adoption-related programs: Focusing on Adoptive Mothers with Elementary School Children (공개입양가족의 입양 적응과 입양관련 프로그램 참여경험 연구 -초등학생 자녀를 둔 입양모를 중심으로-)

  • The purpose of this study was to provide information on adoptive families and obtain the basis data for adoption-related programs that are useful to adoptive families by examining their experiences in the adoption process, post-adoption adaptation, and adoption programs. For the study, in-depth interviews were conducted on six mothers who publicly adopted elementary school children and had expressed high satisfaction with adopted families and their willingness to participate in this research voluntarily. The main results exhibited parents' happiness post-adoption along with positive changes, such as internal growth, marital love growth, favorable response from others, and child's unexpected responses to adoption. However, open adoption mothers have coped with efforts to sympathize with and accept their children's feelings as they suffer from adoption, and with active support from their spouses, parents, and their own children. Open adoption mothers participated in various adoption-related programs, support, and voluntary self-help groups provided by adoption agencies or public organizations, and above all, their experience in self-help groups and peer groups of adopted children was found to be very useful. Based on these main results, we suggested strengthening welfare services for open adoption families, implementing education to better understand adoption, education for school teachers, students, and welfare staff, providing practical programs for adoptive families, and promoting self-help groups.

A Study on freedom of information in the Government 2.0 era (거버먼트 2.0 기반의 정보공개제도 개선방안에 대한 연구)

  • The concept of Government 2.0 is spreading rapidly in many countries and is fundamentally changing existing freedom of information system which has passively responded to information demands. This study aims at discussing possible strategies for a new freedom of information system that is based on the Government 2.0 notion which presents revolutional approaches to public sector information's creation, management, and usage. For the purpose of the study, precedence studies and researches about both freedom of information system and Government 2.0 are analyzed. Furthermore, mutual relationships between them are discussed. Through this discussion, social and economic benefits from freedom of information systems which are based on Government 2.0 are explored. As a case study, Data.gov services in the US, the UK, and Australia which are recognised as a feasible plan to set up Government 2.0 are analyzed. Their three common characteristics- revaluating public sector information's reuse, establishing exclusive agencies, and providing raw data-are discussed. Then, various mashup services which use Data.gov services' raw data are also studied. Issues related to the freedom of information system in South Korea are examined. As a result, a policy framework for establishing Government 2.0 based freedom of Information system is discussed in terms of three aspects, law, technology and organization.

A Study on the Relationship between the Freedom of Information and Records Management: Focusing on Local laws and Regulation about Information Disclosure (기록물관리와 정보공개의 상관성에 관한 연구: 지방자치단체의 정보공개 자치법규를 중심으로)

  • This study aims to shed light on the relationship between information official disclosure and records management in the local government's authority regulations. To that end, analyzed 337 local autonomy laws found in ELIS and the Ministry of Office of Legislation. As a result, it found a link between the 'Public Records Act' in terms of 'records preservation (making minutes)', 'information disclosure procedures for transferred records,' and claims receiving department. 'Record keeping (written minutes)' was similar to that of the 'Public Records Act,' and the 'Claims Receiving Department' mentioned 'Record Management Department.' However, the 'Claims Reception Department' had a strong characteristic of the civil service department, and the 'Public Record Act' did not specify the clause in terms of 'minutes of the minutes.' In 'relation with other laws.'

최초공모주의 장기성과와 대주주지분 변동의 관련성: 한국 시장의 실증 결과

  • IPO주의 단기성과에 대한 연구는 많이 진전이 되었다. 그러나 장기성과에 대한 연구는 아직 미진한 상태이다. IPO주가 단기적으로는 초과수익을 실현한다는데 대하서는 거의 합일점을 찾은 듯하다. 한국 시장의 경우도, IPO주의 장기성과에 대하서는 3편 정도에 그치고 있다. 본 연구는 IPO주의 장기성과와 대주주의 지분변과의 관련성을 검증하는데 초점을 두었다. 실증 결과로는, 기업은 공개시점을 대체로 그 기업의 기업가치의 최대점으로 잡아 공개를 결정한다는 것과 공개후 5개월이란 시점에서 누족초과수익이 가장 정점을 이루며, 21개월 후에 안정을 찾는데는 경향을 알아내었다. 또한 대주주의 지분을 많이 처분하는 기업의 장기성과가 떨어짐을, 그리고 공개후 시간이 지날수록 장기성과가 떨어짐을 조심스럽게 추론할 수가 있었다.

A Study on the Factors Affecting Diffusion of Open Source Software (공개소프트웨어 도입 및 확산의 영향요인 연구)

  • OSS(Open source software) pursues the freedom to have access to open source and offers several advantages, over the proprietary software, to enterprises. Based upon Rogers(1995)' innovation-diffusion process, we assume that attributes of innovations includes five characteristics of innovations: relative advantage, compatibility, complexity, trialability, and observability, and that firms' perceptions of these characteristics predict the rate of adoption of OSS. To test this hypothesis, we presents a survey result from 201 companies and institutions concerning the use of OSS. Statistical analysis shows that adoption is highly correlated with each of those characteristics of innovations, but the regression analysis indicates that only compatibility and observability have effects on the adoption of OSS. This implies that intrinsic value of OSS is important, but unless the appropriate service package for improving IT environment is provided, it is not easy to change the perspective of corporate customers more favorable toward OSS use. As a conclusion, the academic and practical implications are also discussed.

  • With the development of the Internet and Information Communication Technology, there has been an increase in the amount of Open Source Intelligence(OSINT). OSINT can be highly effective, if well refined and utilized. Recently, it has been assumed that almost 95% of all information comes from public sources and the utilization of open sources has sharply increased. The ISVG and START programs, for example, collect information about open sources related to terrorism or crime, effectively used to detect terrorists and prevent crime. The open source information related to the cyber attacks is, however, quite different from that in terrorism (or crime) in that it is difficult to clearly identify the attacker, the purpose of attack, and the range of damage. In addition, the data itself of cyber attacks is relatively unstructured. So, a totally new approach is required to establish and utilize an OSINT database for cyber attacks, which is proposed in this paper.

  • Multi-precision multiplication over public key cryptography should be considered for performance enhancement due to its computational complexity. Particularly, embedded device is not suitable to execute high complex computation, public key cryptography, because of its limited computational power and capacity. To overcome this flaw, research on multi-precision multiplication with fast computation and small capacity is actively being conducted. In the paper, we explore the cutting-edge technology of multi-precision multiplication for efficient implementation of public key cryptography over sensor network. This survey report will be used for further research on implementation of public key cryptography over sensor network.

  • RFID 시스템에서 태그는 객체를 유일하게 식별하기 위한 정보를 가지고 있기 때문에 개인정보의 노출, 위치 추적 등의 프라이버시 침해를 유발할 수 있는 문제점이 있다. 태그가 다양한 목적을 위해 사용되어지는 경우 키 분배, 키 관리 등의 문제로 인해 공개키 암호화 기법이 적용될 수 있다. 공개키 암호화 기법을 이용한 기존 RFID 인증 프로토콜에서는 서버와 태그 사이에 공개키를 사전에 공유하고 있다고 가정을 하여 설계를 하였다. 하지만 하나의 태그가 다양한 목적으로 사용되는 다목적 구조에서 수동형 RFID 태그가 서로 다른 서버의 공개키를 모두 공유한다는 것은 현실적으로 불가능하다. 본 논문에서는 다목적 구조에서 XOR 연산과 리더와 태그가 사전에 공유한 마스터 키($K_m$)를 사용하여 태그에게 공개키를 안전하게 전달하며 이를 이용한 공개키 암호화 기반의 RFID 인증 프로토콜을 제안한다. 또한 제안한 인증 프로토콜은 프라이버시 침해를 유발할 수 있는 도청, 재전송 공격, 위치 추적과 같은 공격에도 안전성을 보장한다.
