A Study on PublicData Safety Verification System for Privacy in BigData Environment (빅데이터 환경에서 개인정보보호를 위한 공개정보 안전성 검증 체계에 관한 연구)

  • 빅데이터 환경에서 개인정보가 포함된 데이터가 공개될 경우 많은 프라이버시 문제를 야기할 수 있다. 따라서, 본 논문에서는 데이터 공개 시에 개인정보를 보호하기 위한, 공개정보 안전성 검증 체계를 제안한다. 제안하는 검증 체계는 개인정보가 포함된 공개정보에 대하여 익명화 수행을 지원하고, 익명화된 데이터에 대하여 비익명화를 수행하는 등 공개정보에 대한 안전성을 평가하고, 이를 관리 감독하는 체계이다. 안전성 검증은 공개되는 정보에 따라서 다양하게 이루어 질 수 있으며, 검증의 강도에 따라서 안전성 인증 레벨을 차등 부여한다. 제안하는 체계는 빅데이터 환경에서 데이터 공개 시 개인정보보호를 위한 최소한의 안전성 보장체계라 할 수 있으며, 제안하는 체계를 통하여 빅데이터 환경에서 개인정보에 안전한 데이터 공개 환경이 조성될 것으로 기대한다.

  • 본고에서는 현재 정부에서 입법을 추진하고 있는 정보공개에 관한 일반법인 정보공개법의 제정이전에 이미 시행되고 있는 정보공개제도를 안내하여 정보공개법이 제정되기 이전이라도 국민들이 정보공개제도를 적극활용할 수 있도록 하자는 취지에서 현재 운용되고 있는 정보공개제도의 내용과 운영현황을 설명하고자 한다.

A Study on the Improvement of Freedom of Information Act (「정보공개법」 개선방안 연구)

  • This study aims to discuss ways to improve the information disclosure system centered on the Freedom of Information Act by analyzing the revision history of the Act and interviewing information disclosure experts. First, the study analyzed the revision history and contents of the Act from its enactment to today. It found that although positive amendments have been made in terms of expanding the right to know, they have been limited to operational aspects, and no amendments have been made to the criteria for determining information subject to disclosure. The interview was organized into three areas: achievements, problems, and improvements of the Act. The analysis was conducted by breaking down the content of each area and organizing it into themes. In conclusion, the study proposed eight recommendations for improvement, including expanding the scope of information disclosure, categorizing the information to be disclosed, securing a procedure for appealing the non-disclosure of information, increasing the effectiveness of the committee, introducing penalties and disciplinary regulations, establishing an Information Disclosure Appeals Tribunal, establishing systematic controls to prevent misuse of the right to request information, and merging the Public Data Act with the Freedom of Information Act.

A Study on the Government Full-text Information Disclosure System through the Survey on the Government Officials' Perceptions (원문정보 공개제도에 대한 공무원들의 인식조사 연구)

  • This study is intended to analyze the actual condition of operating the full-text information disclosure system of government and Officials' Perceptions. According to the results of analysis, the public servant group's level of full-text information disclosure system was high. With regard to the positive and negative function of full-text information disclosure, an expectation for positive function was high in the aspect of assuring the transparency of administration. And public servants were worried about an increase in the burden of administrative duties. With regard to factors in hindering the development of full-text information disclosure, it was shown that the percentage of clients' abuse and misuse of full-text information was the highest. For the activation of full-text information disclosure system, it is necessary to prepare measures for preventing the abuse and misuse of full-text information.

  • 정부에서는 공개 소프트웨어 보급을 위해 많은 노력을 기울이고 있다. 이의 일환으로 공개 소프트웨어 시범 사업을 시행하고 있으며 정보화 사업 평가 항목에 공개 소프트웨어 사용 여부 포함하고 있다. 그러나 잠재적인 공개 소프트웨어 사용자들인 중등학교 학생을 대상으로 공개 소프트웨어에 대한 홍보와 교육이 부족한 상태이다. 본 연구에서는 현재 중등학교에서 정보 컴퓨터 교과를 담당하는 교사들의 공개 소프트웨어에 대한 인지도를 파악하고 분석한 내용을 기반으로 중등학교에서 공개소프트웨어 교육을 활성화하는 방안을 제시한다.

Government 3.0 Era, Issues on Freedom of Information System (정부3.0 시대, 정보공개시스템의 개선 과제)

  • In the recent years, Gov.2.0, which strengthens not only a claim for freedom of information but also sharing public information, became a new paradigm of government operations. In line with the paradigm the Korean government promotes the Gov.3.0 policy. This study exams the freedom of information system, which expends its roles and responsibilities for enhancing the usage of public information in the Gov.3.0 era. Furthermore, it analyzes the system's usability from the perspective of users. The freedom of information system is the fundamental portal for all the public information's disclosure and usage. Without providing the solution for problems of the system, the Korean government's Gov3.0 policy cannot succeed. Also, Park Geun-hye Government's Gov.3.0 initiatives which consists of tasks, such as reinforcing freedom of information, immediate releasing original documents, and expending public access to information, should be done through the freedom of information system. The importance of the system is increasingly heavy. It is not only the simple online contact point for public information, but also a public sphere for sharing public raw data and for implementing the Gov.3.0 vision. However, the current system still does not slove it problems. This study analyzes the system's problems in terms of usability and sustainability. As a result, it provides three alternative strategies for the freedom of information system, including 'personnel and financial support expansion', 'strengthening user-friendly operating' and 'establishing long-term strategies for system improvement.

Responsiveness of Request to Information Disclosure (중앙행정기관의 정보공개청구에 대한 대응성 분석)

  • This study aims to find whether there is a difference between the resulting responsiveness and substantial responsiveness, as noticing citizen satisfaction of the result of information disclosure is not equivalent to a high rate of information disclosure. Previous studies focused on the analysis of the resulting responsiveness such as disclosure decision and processing time. However, this study would identify how much opened information is equal to requested information on the side of substantial responsiveness. This study found that accuracy dropped as opening not requested information but different information and completeness dropped as omitting some part of information or opening unseizable information on the side of substantial responsiveness. There are differences between the resulting responsiveness and substantial responsiveness. Some of the opened information is not requested information despite the disclosure decision. It takes over ten days despite the immediately disclose decision. The main reason for the decline in substantial responsiveness is the passing of document retention period and the absence of data. Therefore, the obligation for the creation and preservation of records for public agencies will have to be followed with the agencies' will to opening information. Although this study analyzes the limited cases, it is significant to enunciate there are differences between the resulting responsiveness and substantial responsiveness.

  • 행정정보공표는 시민이 공개요청을 하기 전에 공공기관이 사전에 행정정보를 요청하기 전에 미리 공개하는 제도이다. 이 제도는 국민의 알권리 충족을 위해 2004년 "정보공개법"에 도입되었고 2011년에 동법 시행령을 통하여 좀 더 구체화 되었다. 이에 따라, 공공기관은 "정보공개법"과 "정보공개운영매뉴얼" 등을 기준으로 행정정보를 사전에 공개하고 있다. 본 연구는 중앙행정기관 중 17개부 웹사이트를 대상으로 행정정보를 사전에 공표하고 있는지, 공표된 목록을 웹사이트에서 어떤 형식으로 공개하고 있는지, 사전공표한 행정정보를 쉽게 찾을 수 있는 방법을 제공하는지 등의 3가지 측면에서 분석하였다. 분석 결과, 내부규정 및 지침에 법에서 요구한대로 행정정보공표를 사전에 제공하는 기관이 5개에 불과했으며, 규정 및 지침에 따라 웹사이트에서 제공하지 않았고, 메뉴의 구성도 통일성이 부족하며, 원문정보로의 접근을 위한 링크연결과 검색기능에 대한 문제점을 발견하였다.

The Study of Factors to Affect on Users' Self-disclosure in Social Networking Services (SNS에서 사용자의 정보공개에 영향을 미치는 요인에 대한 연구)

  • As the number of SNS users increases, so does their self-disclosure. This study examined the factors affecting self-disclosure based on Social Capital Theory and Regulatory Focus Theory. The (extent of self-disclosure by users/number of users disclosing themselves) in SNSs is expected to differ depending on their social capital (bonding capital vs. bridging capital) and regulatory focus (promotional vs. defensive). As a result of this study, it is found that bridging capital is positively related to self-disclosure in profile and in conversation, while bonding capital is positively related to self-disclosure only in conversation. With regard to regulatory focus, promotional orientation has a significant effect on self-disclosure in profile and in conversation, while defensive orientation is negatively related to self-disclosure in profile, but not related to self-disclosure in conversation. Promotional orientation is found to moderate the effect of bridging capital on self-disclosure.
