Evaluation methods of flood control safety to establish flood management system of river basin (유역단위 홍수관리체계 구축을 위한 치수안전도 평가방안)

  • 물관리 일원화, 물관리기본법 제정·시행 등 우리나라 물관리 체계의 혁신기에 정책의 구심점 역할을 수행할 통합 물관리 전략 마련이 요구됨에 따라, 최근 관계부처 합동으로 「제1차 국가물관기본계획(2021~2030)」을 수립하여 공표·발간되었다. 국가물관리기본계획에서는 유역단위의 물관리를 원칙(12대 기본원칙 중(中))로 하며, 물관리 3대분야(수질·수생태, 이수, 치수)에 대한 추진전략을 수립하였다. 또한, 지속가능한 물관리 체계를 구축하기 위해 추진전략별 주요 관리지표를 설정하였으며, 이를 통해 물관리 방향을 정립하고 분야별 관련 및 하위계획과의 일관성·정합성을 유지하고자 하였다. 이에 본 연구에서는 추진전략별 주요 관리지표 중, 유역 재해안전도와 관련하여 하천범람에 대한 기존의 치수안전도의 한계점을 검토하고 유역단위의 치수관리 현황을 평가 할 수 있는 방안을 마련하고자 하였다. 과거 유역종합치수계획에서의 치수안전도는 홍수피해잠재능(PFD)을 적용하여 등급별 홍수방어대책 수립방향 및 하천의 설계빈도 조정을 검토하였으며, 홍수피해잠재능(PFD)의 실무적 적용 어려움(산정인자 다(多)), 설계빈도와의 연계성 부족, 치수단위구역의 공간적 정확성 미흡 등에 대한 개선·보완의 의견이 제기되어 왔다. 또한, 유역내 전체하천이 아닌 주요 하천을 대상으로만 치수안전도 설정하여 유역단위의 치수관리에 한계가 있으며, 하천 전체구간의 설계빈도 상향에 따른 홍수방어대책이 비경제적인 것으로 판단된다. 따라서, 기존의 치수안전도의 한계점을 개선하기 위하여 홍수피해잠재능(PFD)의 산정인자 단순화, 홍수위험지도를 활용을 통한 치수단위구역의 공간적 정확도 향상 및 치수단위구역별 설계빈도 조정 가능 등의 개선방안을 검토하였으며, 빈도별 치수단위구역의 홍수피해잠재능(PFD)의 통계적 특성 분석을 통해 등급 설정 및 설계빈도 조정 기준을 제시하였다. 그리고 유역내 전체하천에 대한 치수단위구역별 치수안전도를 설정하고, 중권역 단위의 치수안전도를 평가하여 유역단위의 치수관리 현황을 정량적으로 제시함에 유역 재해안전도로 활용이 가능할 것으로 판단된다.

GIS-based Spatial Zonations for Regional Estimation of Site-specific Seismic Response in Seoul Metropolis (대도시 서울에서의 부지고유 지진 응답의 지역적 예측을 위한 GIS 기반의 공간 구역화)

  • Recent earthquake events revealed that severe seismic damages were concentrated mostly at sites composed of soil sediments rather than firm rock. This indicates that the site effects inducing the amplification of earthquake ground motion are associated mainly with the spatial distribution and dynamic properties of the soils overlying bedrock. In this study, an integrated GIS-based information system for geotechnical data was constructed to establish a regional counterplan against ground motions at a representative metropolitan area, Seoul, in Korea. To implement the GIS-based geotechnical information system for the Seoul area, existing geotechnical investigation data were collected in and around the study area and additionally a walkover site survey was carried out to acquire surface geo-knowledge data. For practical application of the geotechnical information system used to estimate the site effects at the area of interest, seismic zoning maps of geotechnical earthquake engineering parameters, such as the depth to bedrock and the site period, were created and presented as regional synthetic strategy for earthquake-induced hazards prediction. In addition, seismic zonation of site classification was also performed to determine the site amplification coefficients for seismic design at any site and administrative sub-unit in the Seoul area. Based on the case study on seismic zonations for Seoul, it was verified that the GIS-based geotechnical information system was very useful for the regional prediction of seismic hazards and also the decision support for seismic hazard mitigation particularly at the metropolitan area.

  • Thirteen types of business and sixteen administrative districts in Korea are categorized and segmented based on their similarities and visually plotted on multidimensional space. The similarities are determined by five characteristics of quantitative evaluation (simplified process of trading, reduced price, direct contact with supplier, faster process of trading, et cetera). Hence, domestic types of business and administrative districts can be categorized into certain clusters. Also, forms and characteristics of types of business and administrative districts can be evaluated between and within the clusters.

  • 특수선(FPSO, Drillship)의 거주구역이나, 대형 여객선(크루즈선) 공간의 70% 이상을 차지하는 수용시설(accommodation) 즉, 객실, 라운지, 공공장소, 창고 등은 24시간 사람이 상주하는 구역임으로 화재로부터 완벽하게 보호되어야 한다. 이를 위해 국제해사기구(IMO)에서는 SOLAS II-2 Reg. 10.6과 FSS code Ch. 8에 적합한 미분무수 소화설비를 설치할 것을 강제화하고 있다. 이러한 미분무수 소화설비는 미분무수 노즐, 압력용기, 섹션밸브, 펌프유닛 등으로 구성되는데 특히 핵심부품인 미분무수 노즐은 IMO Res. MSC 265(84)에 따라 노즐성능시험 및 화재진압성능시험을 통해 형식승인을 득해야 한다. 본 연구에서 이러한 기준에 만족하는 미분무수 노즐을 개발하고자 선실 및 복도에 대한 화재시험에 이어 공공장소 화재시험을 수행하였으며, 두 가지 천장 높이에 대한 화재진압성능을 평가하였다.

  • 본 연구의 목적은 도시고온화와 도시열섬 현황을 파악하는데 있어 중요한 역할을 하는 도시 지역의 알베도와 지표면의 토지이용 자료를 이용하여 한반도 행정구역의 알베도 분포를 비교 평가하고자 하는 것이다. 도시 지역의 알베도와 토지이용을 현장조사 할 경우 많은 시간과 비용이 소요되기 때문에, 시간적 경제적인 비용절감효과를 위해 전 지구적으로 변화를 감지할 수 있도록 NASA에서 제공하는 MODIS 위성영상 자료를 사용하여 분석하였으며, 그 결과 서울, 부산, 대구 등 주요 도시를 중심으로 대체적인 알에도 값이 낮게 나타났다. 이는 도시 지역의 인공 환경의 영향으로 인하여 주요 도시 지역이 주변 지역보다 알베도 수치가 낮게 나타났음을 알 수 있고 이러한 알베도 수치는 도시 열환경에 직접적인 영향을 주고 있으며 따라서 도시고온화와 도시열섬 현상을 감소시키기 위하여 도시 내 빌딩 및 도로의 재질개선, 지붕 및 도로 포장, 건물의 외벽을 밝은 색으로 교체 등의 방법으로 지표면 알베도를 높이기 위한 방안 마련이 시급 할 것이다.

Real-time Monitoring of Temperature and Relative Humidity and Visualization of Pest Survey Data for Integrated Pest Management in Collection Storage Area (유물 공간의 종합적 유해생물 관리(Integrated Pest Management)를 위한 실시간(Real-Time) 온습도 모니터링 및 유해 생물 조사 자료의 시각화)

  • Temperature and humidity data collection using real-time sensors and data loggers was conducted for integrated pest management in the collection storage and exhibition space of the Jeongnimsaji Museum, Buyeo. The real-time temperature and humidity monitoring system collected measurement data every 30 minutes and enabled real-time confirmation of the data through a linked application. If the temperature and humidity data measured in the real-time temperature and humidity monitoring system exceeds the set range, a push notification was sent to the mobile phone of the person in charge to provide status information to establish a continuous management system. Through this, it was possible to immediately recognize and take action when the temperature range exceeded the recommended relic temperature in August. We performed data visualization on the concentration of airborne fungus in the storage area and the inflow path and density of insects. Based on the recommended criteria presented by the National Institute of Cultural Heritage, The data on the spatial and temporal concentration of airborne fungus inside the collection storage were found to be maintained at a value below the standard recommended by the National Institute of Cultural Heritage (80 CFU/m3). Also, as a result of the insect inflow survey, no insects were captured inside the storage area, and in the case of the exhibition space, insects such as Scutigera coleoptrata, Loxoblemmus arietulus, Diestrammena asynamora, Koreoniscus racovitzai were captured. Based on this, as a result of visualization according to the individual density of captured insects by area, it was confirmed that the main inflow paths of insects were the external entrance and the toilet area.

A study on The Improvement Plan of The Restricted Development Zone Monitoring system (개발제한구역 모니터링체계 개선방안 연구)

  • The purpose of this study is to diagnose problems in the regulation and management of Restricted Development Zone and to prepare a construction plan to convert it to a data-based monitoring system. Unlike other land-use zones, the Restricted Development Zone is a exceptional zone that prohibits all development activities other than the minimum maintenance and must be strictly controlled and managed by the local government. However, the current Restricted Development Zone management is distributed according to the conditions of each local government, and it is not possible to monitor changes in the entire Restricted Development Zone as shown in the survey results. In particular, in this study, by introducing an AI-based monitoring system, MOLIT sends the results of detecting changes across the country at regular time points(monthly and quarterly) to the local governments based on the same regulation standards, and the local governments can be trusted while inputting the regulation results into the system. To propose this methodology, first, a survey and interview were conducted with local government officials and experts. Second, we analyzed cases in which AI analysis was applied to local governments and proposed a plan to improve the efficiency of regulation work according to the introduction of the monitoring system. Third, a plan was prepared to establish a monitoring system based on the advancement of the management information system. This monitoring system can be expanded and applied to land that needs periodic regulation and management in the future, and this study tried to propose a methodology and policy for this.

Grid Unit Based Analysis of Climate Change Driven Disaster Vulnerability in Urban Area (격자단위 분석기법을 적용한 도시 기후변화 재해취약성분석)

  • Today, because human settlements are concentrated into urban area, urban planning and management technique considering the complexity, diversity, and advanced situations of urban living space is being requested. Especially, to effectively respond to large and diverse climate change driven disaster, it is necessary to develop urban planning technique including land use, infrastructure planning based on disaster vulnerability analysis. However, because current urban climate change disaster vulnerability analysis system(UC-VAS) is using census output area as spatial analysis unit, it is difficult to utilize the analysis results for specific urban planning. Instead, this study applies the grid manner to two study areas. The analysis results show that it can generate more detailed results and it can be used for detailed zoning decision by comparing with areal photos. Furthermore, by describing the limitation of the grid manner and providing professional way to secure additional scientific character and objectivity of the future urban climate change disaster vulnerability analysis system, it is expected that this study contributes to the effectiveness of system management.

Economic evaluation for the re-arrangement of accommodation house in ultra large container ship (초대형 컨테이너선의 거주구역 재배치에 대한 경제성 평가)

  • Recently the building of ultra large container ship are discussed among ship building companies and ship operating company who have a tendency to pursue the advantage of large scale of economy. These tendency will be continued for the time being, if ship-building skill and economical efficiency are available. As the enlargement of container ship size becomes hot issues in ship-building markets, the needs for re-arrangement of accommodation house in large container ship are proposed carefully in some researches. This study examined economical efficiency of re-arrangement of accommodation house in ultra large container ship. The separation between accommodation and engine room is proposed through out drawing works in initial design stage and we examined the merits and demerits of the separation in the view of economical efficiency. The RFR(Required Freight Rate) is considered as the objective function to evaluate the re-designed vessel. The economical benefits are analyzed in the view of ship operator and shipyard respectively.

Research of the Face Extract Algorithm from Road Side Images Obtained by vehicle (차량에서 획득된 도로 주변 영상에서의 얼굴 추출 방안 연구)

  • The face extraction is very important to provide the images of the roads and road sides without the problem of privacy. For face extraction form roadside images, we detected the skin color area by using HSI and YCrCb color models. Efficient skin color detection was achieved by using these two models. We used a connectivity and intensity difference for grouping, skin color regions further we applied shape conditions (rate, area, number and oval condition) and determined face candidate regions. We applied thresholds to region, and determined the region as the face if black part was over 5% of the whole regions. As the result of the experiment 28 faces has been extracted among 38 faces had problem of privacy. The reasons which the face was not extracted were the effect of shadow of the face, and the background objects. Also objects with the color similar to the face were falsely extracted. For improvement, we need to adjust the threshold.
