  • 본 기술보고에서는 미국의 고준위 방사성폐기물 발생 현황 및 최근 에너지성 장관의 최종 추천을 받는 등 활발하게 진행되고 있는 미국 유카산 고준위 방사성폐기물 처분장 후보 부지 선정 과정 및 조사 연구 현황을 요약하였다. 본 기술보고에 요약한 바와 같이 유카산 프로젝트의 자연 환경은 우리 나라와는 매우 상이하다. 그러나 세계 원자력 계에서의 미국의 영향력을 고려할 때 유카산 프로젝트의 성공은 2001년 핀란드 올킬루오토(Olkiluoto) 처분 부지 확보와 함께 원자력 계의 오랜 숙원이었던 고준위 방사성폐기물 처분을 실현시킴으로서 향후 원자력 에너지 사용의 증대와 함께 심부 지질에 대한 이해를 증진시키는데 크게 기여할 것이다.

  • Deep geological disposal of high-level radioactive waste is imperative to national safety and environmental protection and it relies on establishing siting criteria suited to the geological and social conditions of each country. This paper compares the various geological and social criteria applied by different countries in the process of securing sites for the deep geological disposal of high-level radioactive waste. The present comparative analysis considers the siting criteria established by the worlds leading countries in high-level radioactive waste disposal with the aims of establishing detailed criteria appropriate to Korea's conditions and applying the criteria to explore safe and suitable sites for deep geological disposal. The findings of this research are expected to serve as a foundation for establishing criteria for the selection of disposal sites for high-level radioactive waste in Korea and are anticipated to contribute significantly to sustainable national development and environmental protection.

A Review on Development of Nationwide Map of Scientific Features for Geological Disposal in Japan (일본의 과학적 특성 지도 개발에 대한 고찰)

  • Japan enacted the "Designated Radioactive Waste Final Disposal Act" for the geological disposal of high-level radioactive waste in 2000 and began the site selection process. However, no local government wanted to participate in the siting process. Therefore, in 2015, the Japanese government developed a new site selection process during the literature survey step, and on June 28, 2017 they published a "Nationwide Map of Scientific Features for Geological Disposal" created with the aim of promoting public participation from local governments. This map illustrated the requirements and criteria to be considered in the early or conceptual stages of securing a geological repository and was useful for improving public understanding and exchanging opinions with local governments by analyzing the suitability of different geological disposal sites.

Site Selection Methods for High-Level Radioactive Waste Disposal Facilities: An International Comparison (고준위방사성폐기물 처분시설 부지선정 방식 해외사례 분석)

  • Site selection processes for high-level radioactive waste disposal facilities in different countries differ in terms of local geology and degree of public engagement. There seem to be three alternative processes for site selection: (1) selection with community consent after government choice; (2) selection with continuous community engagement after exclusion of unsuitable areas based on existing survey data; or (3) site selection where communities have expressed a willingness to participate. The Yucca Mountain site in Nevada, USA, was selected as the final disposal site by process (1) through six stages, but its development was suspended owing to opposition from the local governor and environmental groups. In Sweden, Switzerland, and Germany, process (2) is used and sites are selected through three stages. Sweden and Switzerland have completed site selection, and Germany is currently engaged in the process. The UK adopted process (3) with six stages, although the process has been suspended owing to poor community participation. In Korea, temporary storage facilities for spent nuclear fuel will reach saturation from 2030, so site selection must be promoted through various laws and systems, with continuous communication with local communities based on transparent and scientifically undertaken procedures.

  • Nuclear power plants have been operated in Korea since 1978, thus the high-level radioactive waste (HLW) produced from the plants has been accumulated accordingly. Hence, it is urgent to secure a final repository for HLW disposal, however, siting process should be preceded, which usually takes long time, as it requires broad and precise investigation. The investigation is generally carried out in stages, which consists of multidisciplinary approaches. In this study, the case studies mainly pertaining to rock mechanics were conducted. Rock mechanical aspects required in each stage and their applications were investigated and corresponding R&D researches were presented as well. At the same time, current research status in Korea was presented, followed by a brief future research plan with regard to the site investigation. The future research aims to produce fundamental information for siting process, and the compiled cases in this study will be utilized as references in the research.

  • In step-by-step site selection for geological disposal of high-level radioactive waste, parameters necessary for site selection will be acquired through deep drilling surveys from the basic survey stage. Unlike site investigations of rock mass structures such as tunnels and underground oil storage facilities, those related to the geological disposal of high-level radioactive waste are not only conducted in relatively deep depths, but also require a high level of quality control. In this report, based on the 750 m depth drilling experience conducted to acquire the parameters necessary for deep geological disposal, the methodology for deep drilling and the geology, geophysics, geochemistry, hydrogeology and rock mechanics obtained before, during, and after deep drilling are discussed. The procedures for multidisciplinary geoscientific investigations were briefly described. Regarding in-situ stress, one of the key evaluation parameter in the field of rock engineering, foreign and domestic cases related to the geological disposal of high-level radioactive waste were presented, and variations with depth were presented, and matters to be considered or agonized in acquiring evaluation parameters were mentioned.

초점 - 고준위 방사성폐기물 '국민 안전 관리 로드맵' 제시

  • 산업통상자원부는 5월 26일 행정절차법 제46조에 따라 "고준위방사성폐기물 관리 기본계획(안)"(이하 '기본계획(안)')을 행정 예고했다. 이번 기본계획(안)은 미래 세대를 위해 고준위 방폐물을 안전하게 관리하는 방식과 절차를 담은 사실상 최초의 '중장기 안전 관리 로드맵'으로서, 사용후핵연료 공론화위원회가 고준위 방폐물의 안전 관리의 세부 절차와 틀을 제시한 "권고안"을 바탕으로 정부 차원의 기본 계획을 만든 것이다. 산업부는 이번 기본계획(안)에 대해 6월 중순경 공청회 등 의견 수렴을 거쳐, 7월경 총리주재 원자력진흥위원회를 거쳐 확정할 예정이다. 기본계획(안)은 현재에서 최선의 관리 방식을 선택하면서 현실적 대안도 감안한 것으로, 향후 여건 변화를 반영하여 5년 단위로 보완할 예정이며, 과학 조사, 부지 선정 등 투명한 절차를 담은 (가칭)"고준위방폐물 관리절차에 관한 법률"을 금년중 국회에 제출할 계획이다. 기본계획(안)은 미래 세대를 위해 고준위 방폐물을 안전하게 관리하는 방식과 절차를 주요 내용으로 담고 있으며 세부 내용은 다음과 같다.
