Analysis and Development Plans of Employment Policy for Persons with Disabilities in North Korea (북한 장애인고용정책 분석)

  • The purpose of this study is to analyze the employment policy for persons with disabilities, and to propose a policy development plan to promote employment of persons with disabilities in North Korea. For this purpose, this study reviewed the laws and employment status related in persons with disabilities in North Korea through literature studies and secondary data analysis as the context of the policy analysis. Since then, North Korea's employment policy for persons with disabilities was analyzed according to the framework of Gilbert and Specht(1974). The results of this study are as follows. First, the benefits of the North Korean employment policy for persons with disabilities are employment benefits and vocational skills development benefits. Second, segregated employment is mainly composed of employment policy for persons with disabilities. Third, the allocation of employment policy for persons with disabilities is centered on persons with mild and physical disabilities. Fourth, the delivery system of employment policy for persons with disabilities is segmented around the Cabinets and the People's Committee of each municipality. Based on the results of this analysis, this study suggests the development of employment policy for persons with disabilities in North Korea through the revision of regulations, the diversification of benefits, and the reorganization of delivery systems.

The Effects of Assistive Technology Device on the Employment Promotion and Job Retention of the person with disabilities (보조공학기기의 장애인 고용증대 및 고용유지 효과)

  • The purpose of this study is to estimate employment promotion and job retention effects of assistive technology device. Data from the survey on status of the vocational life counselor for workers with disabilities in 2009 was utilized. This study applied multiple regression analysis methods. As a result, effects of the employment promotion and job retention in the whole samples were not founded. Thereupon, this analysis was performed by company size. For the employment promotion effect, the company which provided assistive technology devices was higher than that of company which did not provide devices in the less than 300 persons sample. For the job retention effect, worker with disabilities who used assistive technology devices was longer than that of workers with disabilities who did not use devices in the 50-299 persons sample, Finally, policy suggestions based on the results of this study was presented.

Tax Incentives for Job Creation and Employment Retention (고용창출과 고용유지를 위한 조세지원제도의 개선방안에 관한 연구)

  • This study is aimed at suggesting the establishment strategy of human resource development through the tax support system under the "Tax incentive limitation law" provided for job creation and employment retention, by which the improvement measurements for utility maximization. The study results are briefly summarized as follows: At first, It's necessary to permit overlapping deduction of the tax favor for encouragement of job creation and employment retention, i.e. tax exemption and tax credit, and to exclude a company from the object for the alternative minimum tax application for maximization of the effect on employment inducement. Secondly, It's necessary to establish tax exemption and a tax credit on the surplus of the minimum wage standard. At last, It's also necessary to abolish, or expand the sunset period of tax support on a large scale to enhance the predictability of human resources management. These discussion are made through the convergence both employment policies and tax laws.

Employment Effectiveness of Innovation-certified SMEs and General SMEs: A Comparative Analysis (혁신인증 중소기업과 일반 중소기업의 고용효과 비교·분석)

  • The employment effect of innovation-certified SMEs (venture certification, inno-biz certification and main-biz certification) and general SMEs was compared and analyzed. Through propensity score matching, general SMEs with similar tendencies to SMEs for each innovation certification were selected. The employment effect was approached from two perspectives: the absolute employment effect, the employment growth rate, and the relative employment effect, the sales-employment coefficient. As a result of the analysis, it was confirmed that venture certified SMEs and inno-biz certified SMEs, which are technology innovation-type certifications, have an advantage in absolute employment effect. In addition, it was concluded that innovation-certified SMEs have more room for employment than general SMEs by achieving sales growth that exceeds employment growth. Therefore, there is a possibility to enhance the employment effect of innovation-certified SMEs by strengthening employment-related incentives for innovation-certified SMEs.

  • This paper illustrates key features of an enterprise employment simulation which integrates a system dynamic feedback model with a cost-effectiveness optimisation capability utilising genetic algorithms. Its core is a 3-dimensional array structure tracking staff numbers by rank, by time-in-rank, by years-of-service. The resultant model, which could readily be adapted to non-Defence use, can identify, given user specification of any mix of employment rules, the likely patterns of employment behaviour including: resultant time-in-rank and years-of-service profiles; ability of a Unit to fill all positions to target strength; ability to fill promotional positions within normal rules for substantive promotion; need to fill promotional positions using rules for temporary promotion or transfer from outside; necessary recruitment pattern to sustain target strength.

건설근로자 계속고용지원금 제도 신설

  • 노동부는 계절적 영향으로 고용불안을 겪고 있는 건설근로자의 고용안전을 위해, 겨울철이나 장마철 등 공사 중지기간에도 건설근로자를 계속 고용하는 사업주에게 하루 3천만원 한도에서 임금의 3분의 2를 지원하는 '건설근로자 계속고용지원금 제도'를 신설했다. 그러나 공사중지와 관계없는 휴무일은 지원 대상에서 제외된다. 또 1개월 이상 기간을 정해 고용된 근로자에게만 지급된다. 따라서 일용근로자와 무기계약 근로자는 지원대상에서 제외된다. 이 제도는 7월 1일부터 시행된다.

이슈 & 이슈 - 건설공사 장애인고용 및 부담금 납부 실태조사 실시

  • 설비건설업은 고소작업 및 중량물 설치 작업 등 안전을 최우선으로 고려해야 되는 직종으로, 장애인을 고용하는데 한계가 있다. 따라서 대부분의 설비건설업체는 장애인 의무고용비율을 채우지 못하고 부담금을 납부하고 있는 실정이다. 이에 대한 개선방안을 마련하기 위해 대한설비건설협회는 지난 5월 2일부터 6월 16일까지 145개사의 장애인 고용부담 실태조사를 실시했다. 그 결과 지난 2011년 대비 회원사의 장애인 고용부담금이 94.7% 증가한 것으로 나타났다. 이 설문조사 결과를 토대로 대한설비건설협회는 장애인 의무고용제도에 대한 개선안을 마련하고 이를 관련 기관에 건의할 계획이다.

An Analysis on the Effect of Industrial Technology R&D Investment on Employment (산업기술 R&D 투자의 고용창출효과 분석)

  • Under the diagnosis of low employment rate and low growth, the government regards the creation of new jobs through the creative and innovative R&D as an important national plans. This study attempts to measure the employment creation effect of R&D investment of industrial technology by using input-output analysis used in domestic and international broadly. The employment effect can be divided into employment inducement effect and direct employment effect. As a result of the analysis, The employment creation effect of R&D investment of government industrial technology is measured to be 8-12 peoples per 1 billion KRW investment. This results mean that government R&D investment is a effective policy for employment creation. And it is necessary to establish R&D policies that reflect the technical characteristics of the employment creation effect. In short term, it is important that the government invest the superior technology of total employment and direct employment as essential means of employment creation by selection and concentration strategy. In mid-long term, the government should focus on technology spread as technology transfer and opening innovation strategy for employment creation to support superior technology of employment inducement. The results of this study can be used in analysis on the employment creation effect related to industrial technology R&D.
