Study on the Identification of CSFs for Employment in IT Industry (IT 업계 고용 창출을 위한 성공요인에 관한 연구)

  • The purposes of this research are to empirically examine (1) the impact of application of IT in IT industry which is the main engine for creative economy, (2) the relationship between application of IT and corporate strategy, and (3) the influence of corporate strategy on application of IT and employment. To achieve the purpose of research, we conducted a survey on 187 CIOs in october 2013. Research findings confirm that application of IT provides competitive advantages such as efficiency, threat, functionality, attack, and integration and these traits of IT significantly contribute to employment. And research results show that the moderating effects of corporate strategy on the relationship between application of IT and employment are different depending upon the type of corporate strategy. Thus firms in IT industry should consider traits of IT more seriously when they establish corporate strategy.

The Effects of the Four Major Rivers Restoration Project on Regional Economy (4대강 살리기 사업의 지역경제 파급효과)

  • The 4 major rivers restoration project (4RRP) requires the government to invest a lot of money. Regional economic effect is one of the main purposes of implementing the 4RRP. This paper attempts to measure the regional economic effects, focusing on regional employment-inducing effect and regional income-inducing effect. Regional employment-inducing effect is computed by excluding indirect effect and directly investigating the amount of employment. To this end, marginal propensity to consume, household consumption, household income should be derived. We used working day data and government expenditure multiplier to measure local employment creation and income generation. As a result, the project creates 46,628 employments from 2009 to 25 August 2011 and generates 25 trillion won regional income for three years.

Evaluating Effects of the Creation of Industrial Park on Employment and Regional Development (산업단지 조성이 고용에 미치는 영향)

  • This study investigates the way in which to what extent the creation of industrial park effects on regional economy, particularly in terms of employment. We carry out empirical research with the case of industrial parks being under construction in Gimhae, Yangsan, Haman and Geochang in Gyeongnam. First of all we analyze the number of jobs and the existing location of firms, which are currently confirmed to move to industrial parks. Then we attempt to evaluate employment effects given to its focus on the relevancy of employment, the possibility of employment retention and the quality of jobs. The findings are as follows. It is estimated that the relevancy of employment is higher in Haman and Geochang than in Gimhae and Yangsan. On the contrary, when it comes to the possibility of employment retention, it seems to be that Gimhae and Yangsan are more favourable than Haman and Gimhae. Regarding the quality of jobs, jobs created in the period of constructing industrial park tend to be by and large temporary, but regular jobs tend to be more and more increased during the period that full-scale production activities are operated.

  • 본 연구의 목적은 자연재해나 인위재해로 인한 시설물 피해가 초래하는 경제적 영향을 분석할 수 있는 재해영향평가모형을 개발하고, 2002년도에 발생한 태풍 루사를 연구사례로 하여 본 연구에서 개발한 평가모형의 적용가능성을 살펴보는 것이다. 본 연구에서는 태풍 루사로 인한 시설물 피해가 초래하는 경제적 영향을 평가하기 위해서 경제분석모형인 다지역 투입산출모형(MRIO model)을 적용하여 서울시, 인천시, 경기도와 수도원외지역의 수해피해 영향을 분석하였다. 본 연구방법을 적용하여 지역별 산업별 경제피해영향을 분석한 결과 직간접 수해피해는 총 15조 4천 5백 2십 4억원이고, 고용손실영향은 총 265,476인으로 나타났으며 수도권외지역의 비중이 각각 88,8%와 88.1%를 차지하여 지방경제의 피해가 상당한 것으로 나타났다. 또한 복구비를 투자하였을 경우 총 21조 5천 9백 5십 7억원의 경제파급효과와 412,110인의 고용창출효과가 발생하고, 특히 수도권외지역에서 투자파급효과의 89.3%와 고용창출효과의 89.5%를 차지하여 지방경제 활성화에 크게 기여하는 것으로 분석되었다.

Local Economy and Local Universities: Focusing on the Job Creation (지역경제와 지역대학: 일자리 창출을 중심으로)

  • The purpose of this study is to analyze the relationship between local economy and local universities focusing on the job creation. The study estimates the impacts of industry-university cooperation expenditure in 2018 on the Korean industry using the 2014 input-output table released by the Bank of Korea in 2016. The results show that the effect of production inducement was 30.2 trillion Won which reached 1.5 times of the total industry-university cooperation expenditure 19.6 trillion Won. The effect of labor inducement was estimated to employ 35 thousand people. With respect to the effects of inter-industries, the professional, scientific and technical activities, information and communication, and education sectors showed much higher effect of both production and labor inducement in the Korean industry. Therefore, the industry-university cooperation expenditure in Korea has to be focused on those industries in order to increase job creation effects from industry-university cooperation.

  • 1997년 말 외환위기 이후 한국의 노동시장은 빠르게 변화하고 있다. 외환위기에서 2년이 경과한 현재 실업률이 빠르게 하락하고 임금수준은 위기 이전으로 회복되었으나, 고용수준은 아직 회복되지 않은 상황이다. 현재의 상황에서 우려되는 것은 1970년대 이후 유럽에서 발생한 것처럼 고실업이 지속되는 현상이다. 본고에서는 여러 가지 분석을 통하여 이러한 우려가 현실로 나타날 수 있는 가능성에 대하여 경고하고 있다. 향후 고용 및 실업정책의 최우선 목표는 본원적인 일자리 창출을 통해 구조적 실업률을 저하시키기 위한 종합적인 정책의 시행에 두어져야 한다고 판단된다. 이는 실업과 분배문제를 동시에 해결할 수 있는 기초라 여겨지기 때문이다. 이를 위해서는 일자리의 창출을 위하여 수십년 동안 경험을 축적한 OECD국가의 경험을 참고할 필요가 있을 것이다. 현재 OECD국가에서는 일자리의 창출을 위하여 개별기업의 상황에 맞게 임금결정구조의 분권화를 지속적으로 추구하고 있으며, 임금상승률의 결정은 과거의 물가상승률이나 생산성 증가 등의 지수화에 의존하던 정책을 포기하고 미래지향적으로 물가상승의 예측치만큼 설정한 후 그 변동분은 사후적으로 고려하는 소득정책협약(income policy agreements)을 추구하고 있다. 이는 일자리 창출을 통해 경제의 성과를 기존의 취업자 외에 실업자와 신규근로자에게 분배하기 위한 수단으로 사용하고 있음을 의미한다. 한편 노동시장 유연성 제고를 통한 일자리의 창출은 소득분배를 악화시키는 경향이었다는 점이 유럽과 미국에서 발견된 경험 중의 하나이다. 따라서 일자리의 창출과 분배의 상충관계(trade-off)를 염두에 둘 필요는 있으나, 일자리의 창출은 일자리를 가짐으로써 불평등도를 개선하는 고용효과(employment effect)가 임금격차의 발생으로 불평등도를 확대시키는 임금효과(income effect)를 상쇄할 경우 오히려 분배구조를 개선시킬 수도 있다.

Tax Incentives for Job Creation and Employment Retention (고용창출과 고용유지를 위한 조세지원제도의 개선방안에 관한 연구)

  • This study is aimed at suggesting the establishment strategy of human resource development through the tax support system under the "Tax incentive limitation law" provided for job creation and employment retention, by which the improvement measurements for utility maximization. The study results are briefly summarized as follows: At first, It's necessary to permit overlapping deduction of the tax favor for encouragement of job creation and employment retention, i.e. tax exemption and tax credit, and to exclude a company from the object for the alternative minimum tax application for maximization of the effect on employment inducement. Secondly, It's necessary to establish tax exemption and a tax credit on the surplus of the minimum wage standard. At last, It's also necessary to abolish, or expand the sunset period of tax support on a large scale to enhance the predictability of human resources management. These discussion are made through the convergence both employment policies and tax laws.

  • 본 연구에서는 중소기업의 기업가적 특성과 고용창출간의 관계에 대해 검토하고자 한다. 중소기업의 기업가적인 특성들이 많은 긍정적인 결과를 창출할 수 있다는 논의에도 불구하고 기업가적 특성과 고용창출간의 관계를 살펴보고 있는 연구들은 많지 않다. 본 연구에서는 기업가적 지향성과 고용창출간의 관계를 탐구함으로써 기업가적 지향성이 어떠한 긍정적인 효과를 창출하는지를 탐색하고자 한다.

Impact of R&D expenditures on SMEs' employment: The moderating effect of Government R&D funding (중소기업 R&D활동이 고용창출에 미치는 영향에 관한 연구: 정부R&D지원의 조절효과를 중심으로)

  • This article investigates the impact of SMEs' R&D expenditure, government R&D funding, the number of funded by Government R&D programs on the employment growth rate. This study also explores whether government R&D funding and the number of funded by Government R&D programs have interaction effects between SMEs' R&D expenditures and the employment growth rate. The results show that SMEs' R&D expenditure and government R&D funding have a positive effect on the employment growth rate. The rest of variables have no significant direct effects on the employment growth rate. The government R&D funding has a interaction effect between SMEs' R&D expenditures and the employment growth rate. Especially, the firm group of high-level innovation capabilities has a positive effect on the employment growth rate. The results explain that the government R&D funding influences SMEs' employment positively and the impact of the government R&D funding on employment is more effective in the firm group of high-level innovation capabilities. Therefore, Government provides differentiation strategy of R&D funding by innovation capabilities of SMEs and can maximize the employment.

The impact of external workers on the employment performance (간접고용이 고용성과에 미치는 효과)

  • This paper explores the impact of the external workers on employment performance in Korea, using Workplace Panel Survey (WPS). I find the use of external workers, e.g., temporary agency workers, in-subcontract workers, and contract workers, is mainly negatively related with employment performance. Especially the use of in-subcontract workers and contract workers is negatively related with the job creation rate of standard workers and the net growth rate of internal workers. The results show the existence of a substitute effect between the use of internal and external workers.
