  • High-speed railway raises global interests with the growing concerns on the green development and the green energy. However, since most of the infrastructure investment of Korea was focused on the highway projects for last forty years, the investment on the railway has been limited around 40~50% of that of the highway projects. In addition, due to the world economy crisis and unsatisfactory support of existing policy for the private investment project, the private investment is given a small deal of weight on the social overhead capital investment. Meanwhile, despite the world high-speed railway market is growing rapidly and the Korean contractors have won the international construction contracts over 70 billion USD, past records of railway projects are very rare. Therefore, it is required to develop strategies for encouraging private investment in the domestic market to achieve efficient high-speed railway development and for advancing into foreign high-speed railway market. This study carried out data collection and market analysis for both domestic and foreign market respectively. Through a structured questionnaire survey and expert interviews, contractors' perceptions on the high-speed railway market and needs for the government support are collected. Summary of strategies drawn from this study are as follows: 1) carrying out BTL high-speed railway projects and revising related policies; 2) upwarding incentive level for the private pre-investment projects considering the contractors' credit rating; 3) carrying out Honam-Jeju submarine railway project; 4) establishing a efficient consortium model for foreign market; 5) improving the capacity of the Korea Railway Association that support Korean contractors' foreign advancement; and 6) expand the budget for Global Infra-fund.

Examining Access Mode Choice Behavior of Local Metropolitan High-Speed Rail Station - A Case Study of Dong-Daegu Station - (고속철도 지방대도시 정차역의 연계교통수단 선택모형 구축에 관한 연구 - 동대구역을 사례로 -)

  • This study aimed to analyze access mode choice behavior for KTX Passengers. To fulfill the aims of this study, Dong-Daegu Station was selected as a station for a case study. This study takes place in two stages. These are (i) descriptive statistical analysis of transportation status before and after introduction of the KTX, (ii) empirical model estimation for analyzing access mode choice behavior. This study makes use of the data from travel survey from Daegu metropolitan area. The main part of the survey was carried out in the KTX Dong-Daegu station. The data was collected from a sample of 1,800 individuals. The survey data includes the information on travel from Dong-Daegu station to Seoul. From descriptive statistical analysis of transportation status before and after introduction of the KTX, it is found that revealed demand of the KTX is lower than that expected. Moreover, it is found that the low demand of the KTX stems from high cost for the KTX itself and inconvenience( including travel time and cost) of access mode. In order to analyze mode choice behavior for accessing Dong-Daegu station, multinomial logit model structure is used. For the model specification, a variety of behavioral assumptions about the factors which affect the access mode choice, were considered. From the empirical model estimation, it si found that access travel time and access travel cost are significant in choosing access mode. Given the empirical evidence, we see that improvement of access transportation system for Dong-Daegu station is very important for enhancing the use of KTX.

  • Today, high-speed rail is gradually increasing in importance as an eco-friendly means of transportation responsible for the movement of people between regions. In the past, problems of inefficiency continued due to monopolistic operation of the railway industry, and with the introduction of a public enterprise competition system, KTX and SRT operating organizations are making efforts to expand service quantity and improve quality. However, the high-speed rail service quality evaluation was limited to modifying and supplementing indicators from the operator's perspective suitable for past quality evaluations, and the evaluation target or method was not specific. Therefore, in this study, we developed a hierarchical model to measure high-speed rail customer service quality based on the model of Brady and Cronin(2001) and applied the analytical hierarchical decision-making method(AHP) to derive the priorities of Korea's high-speed rail competitiveness factors. Based on the results, it is believed that introducing reasonable and standardized service quality indicators will contribute to establishing a marketing strategy to improve the customer service competitiveness of high-speed rail operators.

  • With the growing international consensus regarding sustainable development of transportation, the plan of transportation infrastructure needs to meet various requirements toward enhancing environmental conditions. Accordingly, the upcoming long-term plan of high-speed rail network has to be reflecting the sustainability of transportation systems. In this paper, we demonstrate an application of methodologies based on multi-attribute utility theory for determining priorities of sustainable high-speed rail investment. The proposed methodologies identify indicators for sustainable transportation systems such as economic, environmental, and social ones and then, evaluate priority for planning a long-term sustainable high-speed rail network by comparing the relative importance among indicators. This will help transportation agencies to prioritize high-speed rail investment toward sustainable transportation systems.

한국고속철도 개통에 즈음하여

  • 2004년 4월 1일. 단군이래 최대의 국책사업인 한국고속철도 KTX(Korea Train eXpress)가 지난 12년의 산고 끝에 경부ㆍ호남 동시 개통되어 최고속도 300km/h로 영업을 하게 되는 날이다. 1989년 5월 서울∼부산간 경부고속복선전철을 1998년에 완공하는 것으로 계획을 수립하고 철도청에 고속전철 기획실을 설치한 이래 1992년 3월 건설전담 조직인 한국고속철도건설공단이 별도로 설립되어 1992년 6월 대전∼천안간 시험선 건설의 첫 삽을 뜬지 12년의 세월이 지나 총 사업비 18조4,358억원 중 1단계 12조7,377억원이 투입되었고 221.1km의 고속신선이 시흥∼대전 조차장, 옥천∼신동구간에 건설되었다. 또한 고양기지∼시흥, 대전 및 대구 연결선, 대구∼부산간 기존선이 전철화되었고, 1999년 12월 확정한 호남선 복선 전철화계획에 의해 서대전∼목포 구간이 총사업비 8,994억원이 투입되어 전철화 됨으로써 동서화합차원에서 2004년 4월 1일 서울∼부산, 서울∼목포간 동시 개통되게 되는 것이다.   • 고속철도는 한번에 1천명에 달하는 승객을 태우고 시속 300km를 넘는 고속으로 주행하는 만큼 성능과 안전에 대한 철저한 사전 검증이 필수적이며, 특히 새로운 차량시스템의 개발은 철저한 성능검증 및 안전성을 확보하는 시험평가 과정을 반드시 거쳐야 한다. 본 논문에서는 최고속도 350km/h인 한국형 고속철도 차량시스템 개발사양의 성능요구 조건을 입증하기 위한 시험으로서, 핵심 개발품 단위별 구성품 시험, 개발품 단위간의 조합시험, 차량에서의 기능 동작 확인을 위한 완성차시험(단차시험 및 편성시험)및 전기신호 및 선로구축물 시스템과의 적합성 및 연계성을 확인하는 시운전 시험으로 구분하여 한국형 고속철도 차량시스템의 성능시험 체계 및 성능시험 기준(안)의 개발 내용을 소개하고자 한다.

  • 경부고속철도 급전구간을 운행하는 KTX 고속열차는 싸이리스터 위상제어방식을 사용하는 대용량의 집중부하로 고속열차가 운행될 때 차량에서 발생되는 많은 고조파 전류가 철도급전계통으로 유입된다. 이러한 고조파 전류가 한국전력계통으로 유입되면 한전계통의 전압왜형율을 증가시켜 전력품질을 저하시키게 된다. 이에따라 모든 고속철도 변전소에는 고조파 전류 저감을 위한 필터설비가 설치되어 있다. 필터설비 설치에 따라 고속철도 급전계통으로 유입되는 고조파 전류와 전압왜형율 측정결과로 고조파 저감효과를 보인다.

고속차량도입과 향후과제

  • 21세기 무한경쟁시대에 대비하여 국가산업의 경쟁력제고는 물론 지역의 균형발전을 위해 추진하고 있는 경부고속철도 건설사업은 2004년 4월 개통을 목표로 마무리 단계에 접어들었다. 경부고속철도 건설사업을 통하여 우수하고 완벽한 성능의 고속열차도입과 함께 첨단기술을 이전받아 기술수준을 향상시켰고 G7 연구개발 사업으로 시속 350Km급의 차세대 차량을 설계, 제작할수 있는 능력을 보유하게 되었다. 철도는 육로 교통수단과 달리 시스템적 특성이 매우 강하다. 즉 토목, 건축, 기계, 전기, 전자 등 각 분야의 균등한 기술발전을 도모하여야 철도선진국에 진입할 수 있으며 해외 진출이 가능하다. 사업 추진과정에서 습득한 각종 기술은 향후 건설사업의 독자적 추진을 가능케 하였으며, 철도차량의 제작사뿐만 아니라 부품업체가 해외시장을 개척할 수 있는 능력을 갖추어 철도 선진국으로 도약할 수 있는 기틀을 마련하였다.

Ride Comfort Analysis of High-Speed Train with Flexible Car Bodies (차체의 유연성을 고려한 고속철도 차량 승차감 해석)

  • In the development of high-speed trains, ride comfort is an important factor that determines the quality of the train. In this study, the ride comforts of high-speed trains with rigid and flexible car bodies were evaluated. The rail irregularity is used as an exciting source of the car-body bounce motion. The complex extruded structures of the car-body are modeled as shell structures using the calculated equivalent stiffness of the flexible model. The numerical results show that the ride of the rigid-body model improves as the speed increases, which is unreasonable. In contrast, the relationship between ride comfort and speed in the case of flexible-body model is reasonable. Thus, it is confirmed that the flexibility of the car body needs to be taken into consideration while fabricating a high-speed train.
