A Study on The Demand Management for Determination of Freeway Toll System (고속도로 통행요금체계 결정을 위한 수요관리방안 연구)

  • Statistics shows that 80% of freeway users travel less than 50km, and only 8% of them do over 100km. It means that the freeway is used for commuting. As a result, the freeway is not used efficiently and social cost is high. The current toll system aims for the efficient usage of the freeway by restraining short-distance trips and inducing long-distance ones. Thus, policies such as minimum toll system and discount for long-distance trips have been carried out. However. these two policies take no account of demand management between the freeway and alternative roads. They merely consider the compensation for charge on users, so the assessment of discount rate and distinction of distance are not reasonable. Consequently, not only the effective demand management but also the evaluation of those policies has been difficult to be achieved. The objective of this paper is to analyze those problematic policies and to establish a reasonable and improved toll system. In addition, this study presents the methodology to minimize social cost, which can be achieved by reducing short trips and encouraging long ones on the freeway. A new methodology of freeway toll system is applied and the results are presented.

고속도로에서의 혼잡통행료 도입방안 검토

  • 도로에 있어 교통량이 일정한 수준을 초과하여 증가되는 경우 통행시간과 운행비용이 과도하게 증대되는 혼잡현상이 발생하게 된다. 이러한 혼잡은 경제적 관점에서 추가분의 통행자가 기존 이용자의 통행비용을 증가시키는 유형으로 해석되고 있고, 이에 대한 대응으로 많이 사용되어 왔던 방법이 개별 통행자에게 다른 이용자들의 통행비용 증가분에 상응하는 요금을 혼잡통행료로서 부과하는 방법이다. 이와 같은 혼잡통행료는 국내의 경우 도심부로 진입하는 특정 도로에 국한하여 시행되는 것을 일반적인 것으로 인식하고 시행해왔으나(서울시 남산1, 3호 터널) 국외의 경우에는 환경보호 및 수요조절 측면에서 고속도로까지 확대 시행하고 있는 사례를 찾아볼 수 있다. 이에 본 연구에서는 국내의 고속도로 요금체계 현황에서 혼잡 통행료의 도입방안 및 가능성을 검토하고자 한다. 고속도로의 현행 통행료 부과 방법 및 제도를 고려할 때 통행요금에 혼잡통행료를 도입할 경우 1)시간대별 차등요금제, 2)폐쇄식 및 개방식 구간에서의 차등요금제, 3)노선별, 구간별 차등요금제, 4)요일별, 계절별 차등요금제를 고려할 수 있다. 현재의 고속도로에서 혼잡통행료를 도입할 경우 현행 이부요금제의 주행요금에 혼잡통행료 개념을 도입하는 것이 타당할 것으로 검토된다. 시간대별 차등요금제는 그 시간대를 주간(06시~24시)과 야간(24시~06시)으로 구분함이 타당할 것으로 판단되고 폐쇄식 구간의 경우 혼잡도를 고려한 주행요금을 이용거리에 비례하여 부과하며 개방식 구간의 경우 최단 이용거리를 기준으로 혼잡도를 고려한 주행요금을 부과하는 것이 타당할 것으로 판단된다. 또한 혼잡도를 고려한 주행요금을 부과하는데 있어 노선별, 구간별 차등을 두는 것이 바람직할 것으로 기대된다. 그러나 요일별 차등요금제는 주 5일 근무제가 확산됨에 따라 증가하는 비업무 승용차의 통행에 의해 고속도로의 비효율적인 운영이 발생할 경우를 제외하고는 적용하지 않는 것이 타당할 것으로 검토된다.

Development and Application of a Path-Based Trip Assignment Model under Toll Imposition (통행료체계에서의 경로기반 통행배정모형 개발과 적용에 관한 연구)

  • 이용자의 경로선택 형태를 모사하는 통행배정모형 결과의 정확도는 교통계획에 상당한 영향을 미친다. 이용자의 경로선택 결정과정에서 가장 중요한 판단기준은 통행시간과 통행요금이다. 그런데 통행요금은 이용자의 경로거리에 따라 다양한 방식으로 부과되므로, 링크를 분석단위로 하는 기존의 통행배정모형은 현실적인 통행요금 반영이 힘들었고 또한 수요예측 결과를 이용한 다양한 분석에서 제약을 받아 왔다. 본 연구는 이러한 배경에서 경로교통량을 도출할 수 있는 경로기반 통행배정모형을 구축하였고, 또한 경로거리에 따라 결정되는 현실적인 통행요금을 반영할 수 있는 알고리즘을 개발하였다. 경로기반 배정모형에서는 GP(Gradient Projection) 알고리즘을 이용하였고, 계산상의 효율성 제고를 위해 K-최단경로 알고리즘 중 MPS(Minimal Path Search) 알고리즘을 이용하였다. 개발된 배정 모형은 현실적인 통행요금을 반영할 수 있으므로 통행배정 결과의 정밀도를 향상시켰을 뿐만 아니라 기존 배정모형에 비해 최적해로의 수렴속도도 개선되는 것으로 나타났다. 본 논문의 배정모형은 경로교통량이 도출되고 통행요금을 반영할 수 있으므로, 통행요금과 통행 거리 관계에 따른 목적함수의 규명과 그에 따른 효과척도를 계량화할 수 있다. 따라서 본 모형은 통행배정에서 실재상황을 보다 현실여건에 맞도록 규명할 수 있고, 기존의 제한적인 효과분석의 문제점을 해결할 수 있으므로 그 활용범위가 넓다. 또한 본 논문은 개발된 배정모형의 적용사례로서 고속도로 수요관리 요금체계 개선방안을 제시하였다. 기존의 고속도로 통행요금 산정 방법은 이론적 근거가 미약했던 반면, 본 논문에서 개발된 배정모형과 고속도로 수요관리 요금체계 개선방안은 고속도로 통행료 결정에 대한 과학적이고 합리적인 분석방법을 제공하였다.한 민감도 분석을 실시한 결과 대안1의 경우 교통량의 변화 및 화물통행의 시간가치의 증가시 사회적 편익이 오히려 감소하였고, 대안2와 3의 경우 사회적 편익이 증가하는 것을 알 수 있었다. 이는 경부고속도로의 화물차량의 구성비에 따라 대안 1의 경우 오히려 화물차의 통행시간이 증가함에 그 원인이 있다 할 것이다. 이상과 같은 결론을 통하여 경부고속도로상의 화물전용차선의 설치시는 수답렬 교통량의 구성비와 구간 평균교통량에 의하여 그 효과가 다르게 나타남을 알 수 있었다. 따라서 물류비용 절감차원에서의 화물전용차선의 설치는 본 연구에서 나타낸 방법과 같이 수단간의 경제적 편익을 고려한 구간별 시간대별 효과분석을 통하여 정책의 시행여부가 결정되어야 할 것이다. 한편, 화물전용차선의 설치로 인한 물류비용의 절감을 보다 효과적으로 달성하기 위해서는 종합류류 전산망의 시급한 구축과 함께 화물차의 적재율을 높이고 공차율을 낮출 수 있는 운송체계의 수립이 필요한 것으로 판단된다. 그라나 이러한 화물전용차선의 효과는 단기적인 치유책일 수밖에 없기 때문에 물류유통 시설의 확충을 위한 사회간접자본의 구축을 서둘러 시행하여야 할 것이다.으로 처리한 Machine oil, Phenthoate EC 및 Trichlorfon WP는 비교적 약효가 낮았다.>$^{\circ}$E/$\leq$30$^{\circ}$NW 단열군이 연구지역 내에서 지하수 유동성이 가장 높은 단열군으로 추정된다. 이러한 사실은 3개 시추공을 대상으로 실시한 시추공 내 물리검층과 정압주입시험에서도 확인된다.. Segment-based Differentiated Pricing Strategy for Reducing Congestion of Expressways (고속도로 혼잡 완화를 위한 구간별 차등요금 부과전략)

  • This paper develops a differentiated pricing strategy over each segment of expressways based on the second-best pricing method for reducing congestion. To this end, a bi-level problem is proposed, in which the upper level of the model is formulated to determine toll level of each segment for minimizing traffic congestion, whereas the lower level of the model is formulated as a variable demand assignment problem. The sensitivity analysis based algorithm is took placed to find optimal solutions of upper level model. An application of the proposed model uses the modified Sioux-Falls network. The results show that the segment-based differentiated pricing strategy performs better than the existing uniform pricing strategy in reducing traffic congestion. This study can be applied as a demand management method to relieve disutility of excessively congested segments of expressways.

Traffic Flow Analysis by Delay Penalty and Road Pricing (지각패널티와 변동요금에 의한 교통류 분석 연구)

  • With rapid development Telematics industry, the concern of dynamic road pricing system is increasing. In this study, the change of traffic flows according to traffic information and variation of congestion road prices related to the dynamic road pricing was analyzed. In this study, three facts were unfolded. First, high delay penalty and low delay penalty drivers are shown different reaction for the different congestion road prices. Second, the higher congestion road prices the more drivers convert their route from toll road to non toll road. Third, high penalty drivers are converting to toll road than low delay penalty drivers under same congestion road prices. This study has reached the conclusion that dynamic congestion pricing has a high possibility for traffic management.

Analysis of Open Toll Segments in Urban Freeways (개방식고속도로 통행특성과 영업체계 전환분석)

  • Two variations of toll roads exist: mainline toll plazas and entry/exit tolls. On a mainline toll system(open toll scheme), all vehicles stop at various locations along the highway to pay a toll. While this may save money from the lack of need to construct tolls at every exit, it can cause lots of traffic congestion, and drivers could evade tolls by going around them. With entry/exit tolls, vehicles collect a ticket when entering the highway, which displays the fares it will pay when it exits, increasing in cost for distance travelled. Upon exit, the driver will pay the amount listed for the given exit. The pressures on the Seoul ring roadway network have been changing over time. In the past, the emphasis was on mobility and maintenance of the road network to provide an efficient transportation network, but recently, road use has outstripped the network's ability to extend and expand the road network and hence the policy emphasis has moved towards reducing free riders rather than mitigating its effects. In addition to this pressure is an incidental pressure, which argues that provision of free ride segments generates further traffic in isolation of other factors. This paper is examining policies to reduce the burden of traffic congestion in Seoul ring roadway which is used open toll scheme for decades. One key mechanism to achieve this policy aim is automatic charging mechanism on freeway, but if a nation-wide electronic toll collection is to be implemented successfully, there are a number of prerequisites which must be place.

Methodology for Estimating Highway Traffic Performance Based on Origin/Destination Traffic Volume (기종점통행량(O/D) 기반의 고속도로 통행실적 산정 방법론 연구)

  • Understanding accurate traffic performance is crucial for ensuring efficient highway operation and providing a sustainable mobility environment. On the other hand, an immediate and precise estimation of highway traffic performance faces challenges because of infrastructure and technological constraints, data processing complexities, and limitations in using integrated big data. This paper introduces a framework for estimating traffic performance by analyzing real-time data sourced from toll collection systems and dedicated short-range communications used on highways. In particular, this study addresses the data errors arising from segmented information in data, influencing the individual travel trajectories of vehicles and establishing a more reliable Origin-Destination (OD) framework. The study revealed the necessity of trip linkage for accurate estimations when consecutive segments of individual vehicle travel within the OD occur within a 20-minute window. By linking these trip ODs, the daily average highway traffic performance for South Korea was estimated to be248,624 thousand vehicle kilometers per day. This value shows an increase of approximately 458 thousand vehicle kilometers per day compared to the 248,166 thousand vehicle kilometers per day reported in the highway operations manual. This outcome highlights the potential for supplementing previously omitted traffic performance data through the methodology proposed in this study.

Progressive Iterative Forward and Backward (PIFAB) Search Method to Estimate Path-Travel Time on Freeways Using Toll Collection System Data (고속도로 경로통행시간 산출을 위한 전진반복 전후방탐색법(PIFAB)의 개발)

  • The purpose of this paper is to develop a method for estimation of reliable path-travel time using data obtained from the toll collection system on freeways. The toll collection system records departure and arrival time stamps as well as the identification numbers of arrival and destination tollgates for all the individual vehicles traveling between tollgates on freeways. Two major issues reduce accuracy when estimating path-travel time between an origin and destination tollgate using transaction data collected by the toll collection system. First, travel time calculated by subtracting departure time from arrival time does not explain path-travel time from origin tollgate to destination tollgate when a variety of available paths exist between tollgates. Second, travel time may include extra time spent in service and/or rest areas. Moreover. ramp driving time is included because tollgates are installed before on-ramps and after off-ramps. This paper describes an algorithm that searches for arrival time when departure time is given between tollgates by a Progressive Iterative Forward and Backward (PIFAB) search method. The algorithm eventually produces actual path-travel times that exclude any time spent in service and/or rest areas as well as ramp driving time based on a link-based procedure.

A Study on Social Welfare Reflecting Road Maintenance Cost: the Case of Cheonan$\sim$Nonsan Lines (도로유지비용을 고려한 사회적 후생에 관한 연구 : 천안$\sim$논산 구간을 중심으로)

  • The aim of this paper is to research the changes of social welfare by internalizing external cost, especially the maintenance cost. Main target of this paper is the Cheonan$\sim$Nonsan Line, where private capital highway, national highway and local road are competing against each other. Considering the realistic difficulties in applying the First Best pricing, this paper applied the Second Best pricing, applying the maintenance cost, in lieu of the already mentioned. The demand functions of the toll roads were built through regression analysis. By reflecting the maintenance cost to the toll fee, It was able to confirm the variation of social welfare deriving from the traffic assign change but also the aspects of toll revenue at the same time. Result of applying the Second Best pricing shows merely a small change in social welfare. However, in the aspect of finance, it is analyzed that there will be about 13 billion won worth of financial effectiveness which will contribute to the reduction of the national financial support.

Application of Multi-Server Queuing Theory to Estimate Vehicle Travel Times at Freeway Electronic Toll-Collection Systems (고속도로 자동요금징수시스템의 차량 통행시간 산정을 위한 다중서비스 대기행렬이론 연구)

  • This paper presents the investigation results of a research on how engineers can analyze the economic effect of the ETCS(Electronic Toll Collection System) installed to minimize the vehicle delays on freeway tollgates during toll payments. This research considered this economic effect to occur in the form of vehicle passing time reductions at the ETCS, and the multi-service queuing theory was applied to estimate these values. This research found: 1) When vehicles approaching tollgates show Poisson distribution and the service time of the ETCS shows Exponential distribution, the multi-service queuing theory would be applicable for estimating vehicle passing times at toll-gates, 2) Despite the ETCS placement, exit sections of tollgates give a greater reduction of vehicle passing times than entering sections due to more delays at conventional toll payments, and 3)The ETCS would not guarantee vehicle passing time reductions all the time, because in such a case as many vehicles were queuing at the ETCS, the total delay level for a toll gate would increase greatly. In addition, in order to examine the accuracy of the estimated vehicle passing values, this research compared the values from the multi-service queuing theory with the observed values from a set of field survey values at freeway toll-gates, and found that the two values were in a good agreement with a very low error range of 1-3 seconds per vehicle. Based on this result, the multi-service queuing theory was recommended for practice.
