Improvement Direction of Conditional Driving License System for the Elderly Drivers (고령 운전자를 위한 조건부 운전면허제도 개선방향 연구)

  • Some drivers cannot meet the standards for a full driver's license and many countries allow them to drive a vehicle as long as they can satisfy certain conditions. Korea has mainly issued conditional driver's licenses to the disabled only after supplementary devices are attached either in the vehicle or in their bodies. However, it is becoming important to issue a conditional driver's license to other types of drivers, including the elderly as the population ages in the country. This study aims at improving the current practice of issuing conditional driver's licenses by benchmarking various types of conditional licenses in other countries. In particular, various conditions such as time, space, driving speed, road type, vehicle type, and specific individual conditions are compared. Issuing a conditional driver's license to various types of drivers should be beneficial, not only to elderly drivers but also to drivers who cannot live without a vehicle.

Survey and Analysis of Vitality of the Senior to Safe Driving License in Korea (한국의 고령자 생체능력 조사로 안전한 운전면허 적성검사 강화 연령 추정)

  • Purpose: Due to the change of demography, the ratio of senior drivers has increased and the transition to a super-aged society is expected to make more seniors drive in the future. Method: In this research, we analyzed medical characteristics of the driver's age-specific decline in body function and saw that both the function of the physical as well as mental capacities deteriorates as people age. Among them, various functions are precipitously weakened after reaching 70, implying that those over the age of 70 are classified as seniors in a medical sense. In this context, we also could identify that based on such age criteria, various safety policies for senior drivers should be developed and set up in Korea. Result: We could find a steep fall in the physical function of body after reaching 70 from the chronological change of cognitive function and judgment ability. In particular, it is revealed that the driving license institution and aptitude test for drivers over 70 should be thoroughly examined, as physical functions necessary for driving such as eyesight and hearing ability is not strong enough in many drivers over 70. Conclusion: Focusing on the physical capacity to drive, we tried to find the hazardous age bracket of senior drivers which might influence driving behaviors. Going forward, we expect this work would help to understand the policies for senior drivers and drivers' physical differences.

A Study on the Driver's License Renewal and Return Policy through the Recognition of the Elderly's Driving Pattern (고령자의 운전패턴 인식을 통한 운전면허증 갱신 및 반납 정책에 대한 연구)

  • This study was conducted to derive the traffic accident risk index through the recognition of the elderly driver's driving pattern to reduce the traffic accident rate of elderly drivers and to reflect them in the renewal and return policy of driver's license accordingly. First, the traffic accident risk index is defined by analyzing the behavioral characteristics of older drivers to derive the major factors that lead to traffic accidents. Second, we present a method to measure the traffic accident risk index from the driving pattern of the elderly through the smart-phone, the camera and the distance sensor attached to the car. Finally, we derive three thresholds by computer simulation and determine the accident risk from the measured traffic accident risk index as four steps and suggest ways to ensure safe driving of older drivers. It is required to objectively assess the driving ability of an aged driver in accordance with the proposed method, and to induce the driver to reset the driver's license renewal cycle and voluntarily return the driver's license to minimize social costs due to increased traffic accidents.

A Study on the Factors Concerning Non-Work Trip of the Elderly People : A case of Seoul Metropolitan Area (고령자의 비업무통행에 영향을 미치는 요인 분석: 수도권 사례를 중심으로)

  • This research explores different non-work trip characteristics between the elderly group (65+) and the working age group (20-64) using heteroscadastic ordered logit model. The analysis is based on travel survey data of Seoul Metropolitan area in 2006. The results show that age induces heteroscadasticity and the model provides a better fit than ordered logit model. The factors increasing the number of non-work trip of the elderly were driver's license and household income. Conversely, the number of non-work trips decreased in those groups that were male, with a job, in aging, and with the number of preschool children. The factors having opposite effects (increased the number of non-work trips in the working age groups and decreased in the elderly group) between the elderly group and working age group were age and job.

A Validation Study on the Drive Ability Cognitive Assessment Tool of Elderly Drivers (고령자 운전능력 인지 검사 도구의 타당화 연구)

  • This study was designed to verify reliability and feasibility by analyzing elderly drivers' ability test tools for older drivers aged 65 or older, which were improved in 2018 and are currently being conducted by the Korea Highway Traffic Authority. Only those aged 65 or older who voluntarily applied to the elderly driving ability evaluation system implemented by the Seoul branch of the Korea Highway Traffic Authority. The research was conducted for about 50 days until Aug. 31, 2018, starting with the registration and inspection of the first study subjects. The analysis performed a correlation analysis with existing tools and cognitive testing tools (MMSE_K) to determine their feasibility and reliability as an improved tool in 2018. As a result, the first, the speed distance, time-space memory, and dispersionism of each sub-component of the old version showed statistically significant static correlation with the sub-factor of the current version. Persistence, on the other hand, was not statistically significant to the current version. The limitations of this study were as follows. Most of the people in the study were highly educated and residents in the metropolitan area. Therefore, it is likely that the results of MSE_K, which checks cognitive and judgment skills, have been upgraded. Also, cognitive tools that are measured by computers are likely to have real measurement errors for generations who are not familiar with computers. Therefore, it is expected that improvement and development of tools for improving the limit points at the site and assessing actual operation capability will be required.

Analysis on the Auto Accident Risks of the Old (고령자의 자동차사고 위험도 분석)

  • After empirically investigating the vehicle accident risks by age groups, various programs and policies have been imposed to reduce the old's risks in other countries. In Korea, it is little known the risk level by age groups and no policy changes has been implemented even if the number of vehicle accidents occurred by the old has been rapidly rising while the total number of vehicle accidents has been decreasing. This study empirically investigates the vehicle accident risks by age groups and the results show that the old drivers over age 65 has the highest accident risk except for the young drivers below age 25. Thus, we emphasize the necessity of reinforcing the qualifications for reissuing the drive licence and programs for educating the old drivers in Korea which is facing the most rapid population aging in the world. On the other hand, various changes are needed reflecting the old drivers such as reforming the road signs, issuing a sticker and providing them incentives such that the old drivers use the public transportation instead of self-driving.

Study of the Effect of Incentive Policies on the Intention to Return the Driver's Licenses of Elderly Drivers (고령운전자의 운전면허증 반납 의사에 인센티브 정책이 미치는 영향 연구)

  • In Korea, as the aging phenomenon accelerates, the problem of traffic accidents related to the elderly is continuously emerging. Efforts to improve this are being implemented, but unfortunately the results of these effects are not clear. Therefore, in this study, the effect of traffic characteristics and incentive policies on the return of driver's licenses of elderly drivers was reviewed. As a result of the analysis, it was confirmed that the intention to return the driver's license was low in the case of men, older people, those with low dependence on public transportation, those who undertook long driving hours, and those who took frequent trips. On the other hand, financial incentives were found to play a positive role with regard to the intention to return the driver's license. However, the effect is expected to be insignificant for those with a low intention to return the driver's license. As a result, under the current policy, it is predicted that there is a limit to improving the social problems caused by elderly drivers, meaning that it is necessary to review approaches that induce the return of their driver's licenses.

Identifying the Characteristics of Elderly Pedestrian using the Tobit Model (토빗모형을 활용한 고령 보행자의 보행 특성 연구)

  • This study identified the factors which affect pedestrian behavior using the tobit model with a descriptive analysis. Individual characteristics, household characteristics, zone characteristics were selected as the independent variables. Walking frequency and walking time was adopted for the variables which represent walking behavior. The results showed that the walking time models were superior than the walking frequency models. The model for education purpose had the most lowest fitness and the model for others purpose had characteristics mixed up the various purposes. Futhermore, this research found that independent variables: individual, household and zone characteristic variables affected walking activities of elderly pedestrian by purpose. The walking activity decresed when a pedestrian grew older or had a vehicle or a driver's license. The Elderly facilities promoted the walking activity of seniors. As the floor area of neighborhood and business facilities was wide, the walking activities were animated. In addition, the compacted downtown developments decreased the elderly's walking activities, so it is needed to consider those results in terms of the urban planners.
