  • This study was designed to analyze instructors's perceptions on legislation of the amendments of the Higher Education Law in 2011 and discuss some issues related to direction for revision henceforth. This study explored two research questions. First, how do instructors perceive the legislation of the amendments of Higher Education Law? Second, how do they think the directions for the revision of the law? To complete this task, the author conducted in-depth interviews with 16 interviewees; 13 instructors and 3 specialists of the higher education. As a result of in-depth interviews, the author found that instructors perceive the law as condescending law or election-based law even though they recognize the significance of the law. They predict that the law can increase non-tenure track faculty members. In addition, they emphasize the law should be revised to improve the instructors' labor condition substantially, for instance increase of the teaching pay and employment stabilization. However, instructors' opinions on the law itself and its revision direction are divided according to their age and major. Based on the results of this study, I discussed some potential issues of the revision of the law and suggested improvement plans.

  • Since the number of student is regarded as the fundamental basis to calculate the future allocation of employed teachers, it needs to be systematically estimated based on statistical data. In order to achieve this purpose, the number of high school students is projected following the assumption that the teacher-student ratio of Korea should be adjusted to the level of OECD to improve the quality of education. Hence, this paper introduced the projection methods by time series model. To predict the number of high school students and error estimation, various models were adopted.

Central Lancashire University, Liverpool John Moors University and London Metropolitan University were selected for the case study. The findings based on the framework consisting four areas are as follows. First, the franchising was actively pursued due to the interest of UK universities in securing student and financial resources associated with the interest of partner universities aiming at internationalization and development. Second, the field of cooperation reflected the strengths of UK universities and the needs of partner universities, while the types and degree awarding methods were diversified thanks to the autonomy given to UK universities. Third, the management system was well structured to guarantee transparent and valid operation of franchising with the intensive support of the headquarter at the beginning stage. Fourth, rigorous quality control measures were applied to provide education services of the same quality. In this process, QAA played an important guiding role. Based on these findings, we suggested policy implications for the Korean government as well as universities who are interested in franchising of higher education.

  • US government and leaders in education have deeply paid an attention to the transition from school to work as we live in an era of globalization and fierce competion between countries. Industrial leaders, on the one hand, stress that schools should be reformed to adapt to changing technical environment. On the other hand, general educators still maintain that school education should strive to educate people to be a good citizen. However, fierce competition between countries under the remarkable development of computer and information technique has led the US government to create new programs of the transition from school to work. However, parents as well as students are still suspicious that diplom of high school with stress in skills is enough to keep a stable job, guarantee a satisfactory salary, and mai lain a social status. Accordingly they are more likely to use the school-to-work program as a supplement to the transition to college than to participate in the program to get a good job after high school. Each state in the US prepares its own program of the school-to-work transition with financial supports from the federal government. But the prospect of the programs in each state is not optimistic as financial supports from the federal government have decreased. The school-to-work transition program is strongly needed not only for those half who do not go to college but also for the US government that requires workers with a high level of skills. Nonetheless, the program is not firmly established in the US yet.
