  • 대학의 생명은 대학운영의 자율성이다. 대학 외부의 대학에 대한 통제와 간섭은 대학의 창의적인 교육과 연구활동을 위축시키고, 그 결과 국가와 대학의 발전을 저해한다. 새로운 기구의 신설로 인한 예산이나 인력의 소요보다는 기존의 기구에 대한 정비·확장과 대학평가기관 간의 유기적인 평가체제 구축을 통한 기능의 활성화를 기하는 것이 국가와 대학의 발전에 기여할 것이다. 따라서 정부로부터 독립된 자율적인 기구로서 공정하고 객관적인 평가를 실시하여 그 결과로 신뢰도를 확보할 수 있을 것이다.

Improvement Measures for Construction Education System in Specialized High School (특성화 고등학교의 건설교육 및 훈련체계 개선방안)

  • The construction industry is heavily dependent on labor force as automation to building constructions is difficult due to its characteristics such on-site production, custom manufacturing production. Thus, while securing and fostering high-quality functional manpower for stable construction work are significant, the construction workforce has been persistently lacking compared to demand. Young workers are reluctant to enter the construction industry due to high labor intensity, unstable employment structure, and uncertainty for the future. The employment rate for new jobs in the construction industry is half as high as in others. Currently, the departments related to construction are organized in specialized high school to conduct training for young workers. The graduates have a low ratio of employment rate to the construction industry and functional capacities fallen short of expectations. In this study, the education and training conditions of specialized high schools were analyzed to derive problems and key improvements of the education system were drawn. As an improvement for the analysis results, it provides solutions such as giving advantages of previous education experience, expand industry-academic cooperation with businesses, and expand links with external educational institutions.

  • The purpose of this study is to critically reflect on whether the higher education(HE) restructuring & funding policy proposed by the Moon administration can properly tackle the structural problems confronting Korean HE system. The three major structural problems having entrenched during the rapid expansion of Korean HE system since 1945 can be identified as (1) a 'high cost - low efficiency system' based heavily on 4-year private universities, (2) lack of clear distinction of the roles and connection among different types of higher education institutions (HEIs), and (3) provider-oriented education system and culture seemingly still being widespread at Korean HEIs. This study analyzed the validity of Moon Administration's HE restructuring and funding policy from both a macro- and micro-perspective. From a macro-perspective, this study raised concerns regarding the projects to nurture a national university and a government-dependent private university which will require huge public money. In terms of both the feasibility to secure enough funds and the validity of the proposed policy measures in the existence of unclear roles between public and private HEIs in Korea, this study criticized these policies and proposed, as an alternative policy measure, a low-cost and flexibly operated HEIs such as a government-dependent polytechnic, and a measure to increase connection between different types of HEIs. From a micro perspective, this study suggested, based on 'the expanded principal-agent theory (Waterman & Meier, 1998)', that it would be considered to introduce a more flexible approach in designing the level of government intervention depending upon the maturity of quality assurance procedure at individual universities and the level of goal conflicts between government and individual university.

A Study on the Necessary Factors to Establish for Public Institutions Big Data System (공공기관 빅데이터 시스템 구축 시 고려해야 할 측정항목에 관한 연구)

  • As the need to establish a big data system for rapid provision of big data and efficient management of resources has emerged due to rapid entry into the hyper-connected intelligence information society, public institutions are pushing to establish a big data system. Therefore, this study analyzed and combined the success factors of big data-related studies and the specific aspects of big data in public institutions based on the measurement of environmental factors for establishing an integrated information system for higher education institutions. In addition, 19 measurement items reflecting big data characteristics were derived from big data experts using brainstorming and Delphi methods, and a plan to successfully apply them to public institutions that want to build big data systems was proposed. We hope that this research results will be used as a foundation for the successful establishment of big data systems in public institutions.

  • The purpose of this study is to explore the perception to Technical Vocational Education and Training (TVET) and General Higher Education (GHE) of students, teachers and TVET institutes' directors in Cambodia. As a research method, the study conducted the focus group discussions at Regional Technical Centers in the five representative regions from May to June in 2019. The result was TVET graduates have better chance with linkage in the labour market than GHE graduates through skill-focused curriculum and public private partnership between institutions and enterprises in Cambodia. The study recommend to implement a national strategy to improve the status and awareness of technical skills related jobs and the career pathways for the technical skill level courses.

The Chronological Stages of Advanced Online Education (온라인 고등교육의 변화에 대한 단계별 고찰)

  • This study categorized the developments of advanced online education in Korea, which have achieved rapid growth for past 20 years, and analyzed the characteristics of each stage. Starting from the introduction stage, which focused on video content and basic LMS, it went through a growth stage in which the transition from lifelong to advanced education institute, and the first online graduate program accreditation were achieved. In the maturity stage, the expansion of online graduate programs led to the spread of online real-time classes and seminars, and the introduction and proliferation of smart-phone also paved the way for smart learning. However, as the non-face-to-face teaching method was suddenly implemented as a whole due to the COVID-19 pandemic, online education has rapidly developed and also faced various problems to improve the quality of education. By analyzing and reviewing the trend, this study discussed the problems facing the current revolutionary period and what needs to be solved for future development.

  • 제 4차 산업혁명이 시작되고 있는 지금 소프트웨어 개발자의 수요가 늘어나고 이들의 교육이 중요해 지면서, 초, 중 고등학교 컴퓨터 코딩 교육이 대두되고 있다. 이에 본 연구에서는 현재 운영되고 있는 컴퓨터 과학 분야의 코딩 교육과 관련된 정부 및 비영리 교육기관들의 동향을 살펴보고, 정보올림피아드 경시 및 공모부분 대회, 해커톤을 통해 컴퓨터 과학 코딩 교육의 향후 방향성을 제시하였다. 이후, 코딩 교육을 통해 응용가능 한 학문분야에 대해서 다루었으며, IT 생태계의 활력을 불어넣은 스타트업 창업 사례를 제시함으로서 이후 코딩 교육을 받았을 때 향후 진로에 대해서 알아보았다.

A Fundamental Study on K-12 Design Education Emphasizing 'Design Based Education' (초.중등 디자인교육에 대한 기초연구 :‘디자인을 기초로 한 교육’을 중심으로)

  • Design education has been developed on the basis of higher education and continuing education for professional designers. This professional education has been regarded as a top priority in order to establish the discipline of design and status of designers in the society for the birth of design as a new discipline. Education of designers, however, should not be limited within the professional education led by higher education system. In order to educate designers having the competitiveness for the 21st century, it is necessary to expand the range of design education from higher education to general education by developing new programs. This paper is designed to investigate the importance and characteristics of 'Design-Based Education' by emphasizing design educational methods which are applied to the general education. As case studies, the current educational situations of England and United States of America are analyzed on the basis of their efforts and children's education programs. This study will provide the fundamental guideline for the development of K-12 design education in Korea.

A Critical Review on the Inherent Problems of MOOC (MOOC(Massive Open Online Course)의 근원적인 문제점들에 대한 비판적 고찰)

  • MOOC (Massive Open Online Course) is an online course aimed at limited participation and open access via the web. There is even the prospect that MOOC may break down the existing university system and open a new horizon of education. However, MOOC is going differently from the first prospect that it would threat the existing higher education institutions. So this study wishes to provide a starting point of discussion that we can produce and utilize MOOC to fit our situation of higher education by revealing the inherent problems of MOOC. MOOC is a basically online education, so that it cannot help inheriting the essential weakness of the existing one: the interaction, supervision and evaluation. The newly added concept 'massive' raises the problem of class size which is the most sensitive part in the field of education. The concept 'open' reverses a customized education because MOOC is a kind of video clips of a lecture for unspecific massive learners. As a conclusion, we predicts that MOOC will be positioned as a higher education service for very prominent learners in self-led learning ability and people who cannot access even traditional online higher education institutions. Also MOOC is highly likely to be used as a means of Flipped Learning in universities. Therefore, considering these points in the future, we need to develop MOOC to suit these targets.
