Safety Assessment for the self-disposal plan of clearance radioactive waste after nuclear power plant decommissioning (원전해체후 규제해제 콘크리트 방사성 폐기물의 자체처분을 위한 안전성 평가)

  • The Kori-Unit 1 nuclear power plant, which is scheduled for decommissioning after permanent shutdown, is expected to generate a large amount of various types of radioactive waste during decommissioning process. For concrete radioactive waste, which is expected to occupy the most amount, it is important to analyze the current waste disposal status and legal limitations and to prepare an appropriate and efficient disposal method. Concrete radioactive waste is waste of various levels, of which the clearance level is bioshield concrete. In this paper, clearance radioactive waste safety evaluation was performed using the RESRAD code, which is a safety evaluation code, based on the activation evaluation results for the wastes with the clearance level. The clearance scenario of the target radioactive waste was selected and the individual's exposure dose was calculated at the time of clearance to determine whether the clearance criteria limit prescribed by the Nuclear Safety Act was satisfied. As a result of the evaluation, the results showed significantly lower results and satisfied the criteria value. Based on the results of this clearance safety assessment, the appropriate disposal method for bioshield concrete, which are the clearance wastes of subject of deregulation, was suggested.

Analysis of Importance by Defect Type in Apartment Construction (공동주택 건축공사 하자유형별 중요도 분석)

  • While numbers of apartment housing are continually rising in the domestic housing construction industry, apartment contractors are currently developing plane models, upgrading facilities, and relevant technology, and investing much efforts to meet the higher demands of consumers. However, the construction process of apartment housing involves the intricate properties of the construction industry such as materials, workforce, equipment, weather, and unpredictable situations. If any of these factors becomes discordant and results in interference and interruption of the construction process, then defects, both functional and aesthetic, are likely to occur due to errors in the plan of industry organizers and constructors. Therefore, this research identifies the types of defects in an apartment construction project and analyzes their relative importance. Firstly, this research reviews the previous research trends and will reduce the needs of this research. Afterward, defect repair costs corresponding to the different defect types are calculated by applying results of the research and performing frequency analysis on defect types included in 'Tenant preliminary research' on apartments constructed by Company A. As a result of analyzing the importance of defect type, the top six activities, including tile, floor, paper hanging, PL window, cabinetry, and kitchen cabinet, are found to be of high importance, and the top six activities in question need of repair and management of defects first. The results of this study will help establish a plan to initially respond to such problems as refusal to move in and filing a defect suit against delay in repairing defects.

Spatial Equality of Firefighting Service in Daejeon Metropolitan City (대전시 소방서비스의 공간적 형평성)

  • Essential urban services that protect citizens' lives and property such as firefighting, disaster and crime prevention, should be provided equally to all citizens regardless of their location, personal status, and income. This paper analyzes the equality of firefighting services in spatial and social perspective in Daejeon Metropolitan City. For this the accessibility of fire service was analyzed for all settlements in the city. In addition, the distribution status of low-income class and forecasted income each region were compared to analyze whether the area where fire fighting service in 5 minutes was related to the distribution of income class. According to the analysis, the area where fire service can be provided within 5 minutes was 46.2% of Daejeon, and 98.0% of the population lived in this area. The proportion of old-age pensioners living in the area where fire service can't be provided within 5 minutes was 52.7%, reise than the average of 7.14% in Daejeon. In addition, in areas where the provision of firefighting services exceeds five minutes, the forecasted income tends to be lower in areas where service arrival is delayed. Therefore, it can be said that the economically vulnerable people living in the outskirts of Daejeon are not provided with equal urban services, and policy consideration is required accordingly.

Alternatives of the Korean Nationwide Survey on Natural Environments to Promote Biodiversity Conservation (생물다양성 증진을 위한 전국자연환경조사의 발전방안 - 선진 외국의 사례검토를 중심으로-)

  • We reviewed and compared nationwide surveys conducted in advanced countries (i.e., Japan, Germany, USA, and UK) with those in Korea, including the third Nationwide Survey of Natural Environments, which began in 2006 and will proceed until 2010. Based on this comparative analysis, we suggest alternatives to the nationwide survey of natural environments that are suited to Korea. Given the focus on species abundances and distributions in previous nationwide surveys in Korea, surveys of habitats, ecosystems, and ecoregions are required to more effectively protect biological resources in Korea. Furthermore, their spatial distributions should be mapped using periodical satellite images and aerial photographs. In particular, satellite images can be used to survey species, habitats, and ecosystems. Natural resources monitoring and management specialists are needed to collect various data and improve survey results. The participation of community volunteers is also important to develop an awareness in local residents of natural environment conservation. Independent survey institute (i.e., a 'National Ecosystem Institute') should be established to develop a database and survey scheme for species, habitats, and ecosystems throughout Korea. Moreover, the survey institute could develop natural environmental policy through the data analysis to meet the objectives of the Convention on Biological Diversity. The establishment of a survey institute will allow the completion of a natural environment survey that considers various factors, including physical habitat conditions. This will allow us to detect subtle changes in species abundance and spatial distributions and provide accurate and timely information on natural environments.

Assessment of Impact Rating Class and Deterioration Condition on the Trails in Juwangsan National Park (주왕산국립공원의 탐방로 훼손현황과 환경피해도 평가)

  • This study was carried out to maintain, manage and restore the trails by assessing the physical conditions, the patterns of deterioration and the impact rating class of the major trails of Juwangsan National Park. The major trails followed 4 routes including Jubong, Gamaebong, Janggunbong~Geumeungwangi and Woloe. The route length of Jubong was 4.6 km; it was 3.6 km for Gamaebong, 5.6 km for Janggunbong~Geumeungwangi and 5.9 km for Woloe. As for the physical conditions, Jubong was the widest and Janggunbong~Geumeungwangi was the narrowest in trail width. In terms of the bared trail width, Jubong was the widest and Janggunbong~Geumeungwangi was the narrowest. As for the depth of erosion, Gamaebong was the deepest and Woloe was the shallowest. Janggunbong~Geumeungwangi was the steepest and Gamaebong was the gentlest in the slope. Further, Gamaebong showed the highest soil hardness, and Woloe had the lowest hardness. In terms of the times of appearance of deterioration patterns, Jubong recorded 71 times, Gamaebong 62 times, Janggunbong~Geumeungwangi 63 times and Woloe 78 times. In case of the impact rating class, the trail erosion was similar to grades I and II grade; the rest were mostly I grade and hence considered to be in a generally good condition. For the ongoing management of trails, a comprehensive study needs to be conducted in the light of various environmental factors. Also, a restoration plan for damaged trails should be established with consideration for the surrounding environment and ecosystem.

An Investigative Study of the Awareness of Person in Charge on the Improvement of Extended Support Project Operation for the Public Libraries' Opening Hours (공공도서관 개관시간 연장지원 사업 운영 개선에 대한 담당자 인식조사 연구)

  • This study conducted a survey on the current status and satisfaction of libraries participating in the opening hours support project in order to continue it to meet the purpose of improving information access and life welfare. To this end, a questionnaire and interview survey were conducted for those in charge of opening hours for each library, and the results are as follows. First, the opening hours support project is a project that needs a strategy that fits the characteristics of the region and the environment. Therefore, it is necessary to consider operating independently rather than relying on national support in the future through the preparation of regional-oriented operation plans. Second, it is necessary to establish a flexible operating model for opening hours that both employees and users can understand. Third, it is necessary to prepare an organizational operation plan that requires both duties and responsibilities along with the rights equivalent to existing regular employees. Fourth, in order for national public libraries in Korea to develop and implement a consistent policy for specific policies and projects, it is necessary to unify the separate public library operating system in the future. Fifth, it is necessary to prepare education and guidelines for the continuity and stable operation of the project, and to activate services other than labor costs, such as support for improving the space for the user's pleasant use.

A Study on the Reliability Improvement Plan on Electric Leakage & Ground Fault of Low-voltage Electrical Line (저압전로의 누전.지락에 대한 신뢰성향상 방안에 관한 연구)

  • One of a large proportion among the causes of fire is electrical factors, and of fire by electric factors, the accident which accounted for over certain percentage is electric leakage and ground fault. In order to reduce the electric leakage and ground fault, the technical guidelines on the protection of ground fault in the low-voltage electrical line (KECG 1091-2011) was amended for reflecting recent international standard, IEC 60364-4-41, and new conservation methods, which improved the reliability by recovering the facility's all-time use operation and breakdown defect, was on the rise. Accordingly, in this paper, after grasping the fire's status for last 10 years and analyzing the risk of electrical fires, and as a way to improve the electric leakage and ground fault accident which accounted for more than certain percentage, the revision of KECG 1091-2011 will be reviewed. And then, after applying to the preventive conservation methods in order to enhance the protection reliability of electric leakage and ground fault detection, the problems at issue routine inspection scheme and durable years scheme in time-scheduled conservation method are listed, along with suggestion of the problem-solving scheme, and the leakage current integrated monitoring systems and digital electric leakage devices by status monitor conservation method will be proposed.

Development on Classification Standard of Drought Severity (가뭄심도 분류기준의 개선방안 제시)

  • As drought is phenomenon of nature with unavoidability and repeated characteristic, it is necessary to plan to respond to it in advance and construct drought management system to minimize its damage. This study suggested standard for classification of drought, which is appropriate for our nation to respond to drought by assessing drought severity in the regions for this study. For data collection, 61 locations were selected - the locations keep precipitation data over 30 years of observation. And data for monthly precipitation for 37 years from 1973 were used. Based on this, this study classified unified drought interval into four levels using drought situation phases which are used in government. For standard for classification of drought severity fit to our nation, status of main drought was referred and these are classified based on accumulated probability of drought - 98~100% Exceptional Drought, 94~98% Extreme Drought, 90~94% Severe Drought, 86~90% Moderate Drought. Drought index (SPI, PDSI) was made in descending order and quantitative value of drought index fit to standard of classification for drought severity was calculated. To compare classification results of drought severity of SPI and PDSI with actual drought, comparison by year and month unit were analyzed. As a result, in comparison by year and comparison by month unit of SPI, drought index of each location was mostly identical each other between actual records and analyzed value. But in comparison by month unit of PDSI for same period, actual records did not correspond to analyzed values. This means that further study about mutual supplement for these indexes is necessary.

A Study on the Design Directions for Public Housing through Trend Analysis in Housing (주택 트렌드 분석을 통한 공공주택 디자인 방향설정 연구)

  • This study aims to provide new design directions for public housing by analyzing trends in housing design. To this end, we investigate the changes in population, household, society, policy, institution, and technology as the main factors that can affect the housing design trends. Then we analyze the applications of public housing design and suggest the new design directions for public housing after considering experts' opinions. The low growth rate of population, growing separation of household members and increasing level of income produced more diverse demands from residents. In addition, housing demand is notably different by region, and the supply of medium and small-sized housing and small scale developments are growing. Information technology and green technology are also advancing. As a consequence, future housing trends would change from numerically-controlled to performance-based, from central to regional-oriented, from unit to city-centric. Current designs of public housing reflect recent housing trends- in reducing the number of housings and making view corridors by placing a central square in the middle. This shows that the existing designs are not differentiated by region and we need to develop various approaches according to location characteristics and the corresponding new housing types. Therefore, this study proposes the following five directions: responsiveness to demand changes, reflection of location characteristics, connectivity to a local community, realization of green environment, and acquisition of housing function.

A Study on Categories of Land Use (지목분류체계에 관한 연구)

  • In the past, the main function of land use categorization was merely used for basic data for taxation purpose, but recently land use categorization is used as important reference data in various ways, including administrative affairs, national land plan, land development, city maintenance as well as private transactions of land, in addition to the provision for assessment data. In the future, it can be expected to broaden its own functions. For expansion of the function of land use, we need to reconsider categories of land use from a perspective of individual laws and regulations actually regulating land use from a perspective of demand. In order to resolve any discrepancy between actual land use and land use on official books, the ultimate method of resolution is to study the current state of actual use of land and reflect them on official books, but it is also necessary to prevent any confusion of national people by unifying various categories of land adopted by the regulatory acts related to land. In addition, if the same administrative regulations are applied to different land use under the current laws, it is necessary to include them in the land of the same category. This study proposes to establish a new category for securing systematic consistency of the current categories of land use under the integrated cadastral act with other land laws and regulations.
