국내외에서 플로팅 건축물에 대한 관심의 증대와 함께 수요가 현실화되고 있는 반면, 플로팅 건축물 계획에서 기본적으로 요구되는 배치와 형태계획 등에 관련된 직접적인 지침은 없다. 이 연구에서는 기존 국내외 관련 지침을 조사하여 배치 및 형태계획과 관련된 지침 구성요소를 도출하고 이를 비교 분석하여 배치 및 형태계획 지침을 작성하기 위한 지침 구성 체계를 제안하였다.

The purpose of this study is to analyze the guidelines and content of visual landscape planning according to the Landscape Law and to suggest improvements for it. The landscape planning guidelines were analyzed and landscape planning reports were reviewed and compared. To analyze the landscape planning guidelines, we conducted an expert survey and derived the results through statistical methods, such as t-test and importance-performance analysis(IPA). Both landscape planning reports were selected from among metropolitan cities, medium-sized cities, and counties. We analyzed and compared the reports with the landscape planning guidelines. The results of this study are as follows. The stage of visual landscape resource survey progressed systematically, but it was not practical for actual planning because of the excessively detailed guidelines. On the other hand, a greater variety of methods and techniques should be suggested for the landscape structure analysis. At the schematic planning stage, establishing contents suitable for the local government's identity and related plans is necessary. In addition, more detailed guidelines should be included in the landscape planning guidelines. At the master planning stage, the planning qualities and contents differed from cities and counties, so more substantial and detailed guidelines are necessary for the scope and contents. We suggested that some additional items be included such as the synthesis of landscape resource surveys and the viewpoint plan.

경제기획원은 제6차 경제사회발전계획 작성지침을 마련하여 7월 일 각부처에 시달했다. '87~'91년의 6차계획은 2000년대를 앞두고 「아세아 ㆍ태평양시대」의 미래상을 향한 실천계획이다. 다음은 각부문별 계획작성지침 가운데 몇 개 주요부문만을 요약해다.

Recently constructed several floating buildings, in Korea, provoked the discussion about the activation of floating architecture. But, there is no guideline for the planning of floating architecture in Korea. This study aims to propose the framework of planning guidelines for the superstructure of floating architecture. For the purpose, collected various exiting guidelines related to floating architecture, and then analysed the structure and components of those guidelines. As a result of analysis, many components, could be used as references, are extracted. After the classification of the components into several categories, then, compared the content of components, derived from different guidelines, in same category. Based on the former analysis and comparison, proposed the framework of planning guidelines for the superstructure of floating architecture, consist of various set of components.

The purpose of this paper is to pursue a case study of urban land use and transportation linkage policies based on a British city of Cardiff, Wales. To this end, the paper combines a review and synthesis of available land use and transportation planning sources, and a series of interviews with planners and a extensive survey of planning policy documents to assess the effectiveness of policy instruments in the city context. Considerable emphasis is placed on the analysis of the British land use and transportation planning in terms of the Policy guidance notes 11, 12 and 13 as well as the local transport policy guidance. The paper highlights the fact that the Cardiff unitary development plan and the local transport plan form a policy framework of integrating land use and transportation planning process, employing travel demand management schemes and implementing the various strategy components on the overall aim of achieving and maintaining a sustainable city.

국내 원자력발전소는 현재 19호기가 가동중이나 1978년에 상업운전을 시작한 고리 1호기와 1983년에 상업운전을 시작한 월성 1호기는 설비가 노후화된 상태이다. 월성 1호기의 경우 향후 20년 정도 상업운전을 계속하기 위한 목적으로 다양한 분야에서 설비개선계획 (refurbishment programme)을 수립하고 진행중에 있다. 본 논문에서는 월성 1호기의 Human System Interfaces (HSI) 설비개선을 위한 인간공학 설계지침을 개발하려는 계획을 설명한다. 설계지침은 VDU기반 정보표시장치, 전통적인 정보표시창 및 CRT기반 정보표시계통, 유지보수 및 시험, 그리고 제어실 및 현장 판넬 둥을 대상으로 개발하는데, 설계지침의 개발을 위해 인허가 관련자료의 조사, 월성 1호기 건설에 사용되었던 설계지침의 검토, 월성 1호기 HSI 현장실사, 주제어실 및 현장 운전원과의 면담, 기존 인간공학 표준 및 지침의 검토, 주기적안정성검토 후속조치 검토 등을 수행하고, 주기적인 HSI 사용자들과의 토의를 통하여 활용도가 높은 설계지침을 개발할 계획이다.

광역도시계획은 전략계획, 정책계획, 지침계획의 성격을 지니는 공간계획으로 청사진 계획으로 운용되어 온 기존의 광역개발계획 및 도시기본계획과 구분된다. 광역도시계획이 정하는 사항은 도시기본계획 및 관련 하위계획에서 기본적 취지를 검토하여 집행됨으로써 이들 계획에 대하여 지침 (guideline)적 성격을 가지나, 직접적으로 개별 개발행위나 토지이용행위를 구속하지는 않는다. 행정중심복합도시 광역도시계획에 대한 전략환경평가는 국토해양부 시행지침에서 제시한 절차를 준용하되, 계획수립 여건을 고려하여 평가계획 수립, 항목과 범위 설정(scoping), 환경성평가, 보고서 작성, 보고서 검토, 모니터링 및 사후평가의 6단계로 진행하였다. 전략환경평가 시 구체적인 항목과 범위, 평가방법 등은 계획의 범위와 성격, 내용 등에 대해 대안의 비교 검토가 가능하도록 4가지 사항을 중점적으로 고려하였다. 즉, 정책목표 달성방법의 환경 적 적정성, 대안의 설정, 자원과 에너지 이용의 효율성, 계획이 지구환경에 미치는 영향 등이다. 계획의 환경성 제고를 위해 설정한 항목은 인구, 토지이용계획, 교통계획, 녹지관리 등 4가지이며, 평가과정에서 반복 및 환류를 통하여 계획과 평가간의 연계성을 도모하였다. 이 과정에서 공간구조 변화는 행정중심복합도시를 정점으로 하고 주변 연결거점을 3개로 늘려 조정하였다.

본 연구는 해양플랜트 지원선 중 작업자들에게 전용거주시설을 제공하는 생활바지선 거주구공간계획에 관한 연구이다. 생활바지선의 거주구는 '작업자영역', '서비스영역', '승무원영역', '업무영역'으로 공간을 분류할 수 있다. 본 연구에서는 현재 사용되고 있는 10척의 생활바지선 일반배치도(GA)를 조사하여 거주공간특성을 분석하였다. 또한 해양플랜트 거주구 설계시 가장 많이 참조되는 ABS, NORSOK 등 해외선급협회에서 제시하는 해양플랜트 거주구 공간설계지침을 분석하여 생활바지선에서 거주구 공간계획에 적용하기위한 설계지침을 제시하였다. 그리고 생활바지선 거주구 설계모델을 설정하고 모델을 대상으로 데크별 공간배치와 동선을 계획하였다. 마지막으로 거주구 설계모델의 객실, 식당, 주방, 휴게공간 그리고 위생시설 등 주요공간을 대상으로 공간계획을 실시하고 계획안을 제시하였다. 최근 국내 조선업계에서도 생활바지선에 대한 관심이 증가하고 있으나 거주구 공간설계기술의 부족으로 외국 설계업체에 의존하고 있는 형편이다. 따라서 우선 한국선급협회에서 본 연구결과를 기초 생활바지선 거주구 공간계획을 위한 설계지침을 시급히 만들어야만 한다.

2000년 문제들을 조기에 해결하고자 총무처에서 "행정정보화촉진시행계획('96-2000)"에 컴퓨터 2000년 연도표기 문제에 대처하는 사업을 반영시켰고, '97년 5월에 "컴퓨터 2000년 연도표기문제 처리지침"을 마련하여 각 부처에 시달하였으며, 동 지침을 실무자들이 수행하는데 이해를 돕기 위하여 지침에 대한 해설서를 작성하여 '97년 7월 각 부처에 송부하였다. 이 글에서는 동 지침을 중심으로 행정부문의 Y2K(2000년)현황과 대책을 소개한다.
