Both competent authorities and private entrepreneurs face plenty of risks when negotiating BTO(Build Transfer Operation) methods of PPI(Private Participations in Infrastructures) projects. Also, success and failure of projects largely depend on the concession agreement contract. In this study, for more efficient negotiation, major issues are examined, and quantitatively analyzed to find out not only the relationship but also the characteristics of which these issues share. Questionnaire research was conducted through both research and by experts who were divided into an ordering agency, design company and constructor. Characteristics of major issues were quantitatively analyzed using the Likert index method, ANOVA(ANalysis of VAriance) and AHP(Analytic Hierarchy Process) analysis. Case studies were examined in order to estimate construction cost, rates of return, government finance support, level of operation-revenues guarantees, estimating operational costs and usage fees. With these 6 items, relative priority, relative impression which is sensible to risk and extent of difficulty in presenting data which is objective were quantitatively analyzed by the ordering agency, design company and constructor groups. From the analysis, there were some similarities between the design company and constructor groups while there was less of similarities between the ordering agency and design company or constructor. The government is diversifying the methods of project promotion, and PPI project from infrastructure-centered to public culture facilities are being expand. The current study will provide not only supporting efficient negotiation but also revitalizing PPI projects.
To reduce the amount of the signaling messages occurred in movement, HMIPv6 has been introduced as the hierarchical mobility management architecture tor MIPv6 by regarding the locality of movements. When approaching the visited link, the authentication procedure should be done successfully prior to any motility support message exchanges. The AAA(Authentication, Authorization and Account) authentication service is applied gradually to the wireless LAN and Cellular networks. However, It may bring about the service latency for the sessions of requiring the real-time processing due to not providing the optimized signaling in local and frequent movements. In this paper, we propose the authentication architecture with 'delegation' scheme to reduce the amount of signaling message and latency to resume for local movements by integrating it with HMIPv6 architecture. We provide the integrated authentication model and analyze the performance and effectivity of our proposal and finally offer the analysis materials comparing to the exiting authentication scheme. It cuts down the cost to $33.6\%$ at average measurement.
Biologist must have to do 2DGE biological experiment for Protein Search and Analysis. This experiment coming into being 2 dimensional image. 2DGE (2D Gel Electrophoresis : two dimensional gel electrophoresis) image is the most widely used method for isolating of the objective protein by comparative analysis of the protein spot pattern in the gel plane. The process of protein spot analysis, firstly segment protein spots that are spread in 2D gel plane by image processing and can find important protein spots through comparative analysis with protein pattern of contrast group. In the algorithm which detect protein spots, previous 2DGE image analysis is applies gaussian fitting, however recently Watersheds region based segmentation algorithm, which is based on morphological segmentation is applied. Watersheds has the benefit that segment rapidly needed field in big sized image, however has under-segmentation and over-segmentation of spot area when gray level is continuous. The drawback was somewhat solved by marker point institution, but needs the split and merge process. This paper introduces a novel marker search of protein spots by watersheds-based hierarchical threshold, which can resolve the problem of marker-driven watersheds.
Land Use and Land Cover Changes (LUCC) occur over a wide range of space and time scales, and involve complex natural, socio-economic, and institutional processes. Therefore, modelling and predicting LUCC demands an understanding of how various measured properties behave when considered at different scales. Understanding spatial and temporal variability of driving forces and constraints on LUCC is central to understanding the scaling issues. This paper aims to 1) assess the heterogeneity of land cover change processes over the landscape in northern Ghana, where intensification of agricultural activities has been the dominant land cover change process during the past 15 years, 2) characterise dominant land cover change mechanisms for various spatial scales, and 3) identify the optimal spatial scale for LUCC modelling in a savanna landscape. A multivariate statistical method was first applied to identify land cover change intensity (LCCI), using four time-sequenced NDVI images derived from LANDSAT scenes. Three proxy land use change predictors: distance from roads, distance from surface water bodies, and a terrain characterisation index, were regressed against the LCCI using a multi-scale hierarchical adaptive model to identify scale dependency and spatial heterogeneity of LUCC processes. High spatial associations between the LCCI and land use change predictors were mostly limited to moving windows smaller than 10$\times$10km. With increasing window size, LUCC processes within the window tend to be too diverse to establish clear trends, because changes in one part of the window are compensated elsewhere. This results in a reduced correlation between LCCI and land use change predictors at a coarser spatial extent. The spatial coverage of 5-l0km is incidentally equivalent to a village or community area in the study region. In order to reduce spatial variability of land use change processes for regional or national level LUCC modelling, we suggest that the village level is the optimal spatial investigation unit in this savanna landscape.

Global consumption of fossil fuels continues to increase. As developing countries use fossil fuel as much as the existing fossil fuel using countries, the total amount of fossil fuel consumed has risen. The finite fossil energy depletion insecurity have become serious. In addition, fossil energy is caused by environmental pollution, economic and social problems remain in assignments that need to be addressed. Although solar power is clean and has many benefits, there are several problems in the process of installing a solar power plant. To solve these problems, floating photovoltaic plants has emerged as an alternative. This floating photovoltaic plants location analysis has not been made yet. In this study, the conditions of the floating photovoltaic plants location is analyzed with the Analytic Hierarchy Process using the terrain and climate factors. The score is assigned to the attribute information of each factor by the classification table. After multiplied by the weight the result is analyzed by visualization of the score. As the result, the score of the northen part of Gyeongsangbuk-do province is higher than the southern part of Gyeongsangbuk-do province. Especially Andongho lake in Andong City and the reservoir in Yeongyang-Gun are extracted as the optimal location. The score of the river boundary is low not the center of the river stream. It is expected that this study would be a more accurate floating solar power plant location analysis.
Recently with increase of data in the Internet, platform technologies that can process huge data effectively such as Google platform and Hadoop are regarded as worthy of notice. In this kind of platform, there exist network I/O overheads to send task outputs due to the MapReduce operation which is a programming model to support parallel computation in the large cluster system. In this paper, we suggest applying of TIPC (Transparent Inter-Process Communication) protocol for reducing network I/O overheads and increasing network performance in the distributed computing environments. TIPC has a lightweight protocol stack and it spends relatively less CPU time than TCP because of its simple connection establishment and logical addressing. In this paper, we analyze main features of the Hadoop-based distributed computing system, and we build an experimental model which can be used for experiments to compare the performance of various protocols. In the experimental result, TIPC has a higher bandwidth and lower CPU overheads than other protocols.
Decision environments involve a high degree of uncertainty as well as multiple, conflicting goals. Although traditional goal programming offers a means of considering multiple, conflicting goals and arrives at a satisficing solution in a deterministic manner, its major drawback is that decision makers often specify aspiration level of each goal as a single number. To overcome the problem of setting aspiration levels, chance constrained programming can be incorporated into goal programming formulation so that sampling information can be utilized to describe uncertainty distribution. Another drawback of goal programming is that it does not provide a systematic approach to set priorities and trade-offs among conflicting goals. To overcome this weekness, the analytic hierarchy process(AHP) is used in the model. Also, most goal programming models in the literature are of a linear form, although some nonlinear models have been presented. Consideration of risk in technological coefficients and right hand sides, however, leads to nonlinear goal programming models, which require a linear approximation to be solved. In this paper, chance constrained reformulation with linear approximation is presented for a 0-1 goal programming problem whose technological coefficients and right hand sides are stochastic. The model is presented with a numerical example for the purpose of demonstration.

The facility diagnosis technique of past subjective judged the technical expert and interpreted stably mainly. The facility the periodical civil official becomes indispensability consequently with the law and the system and objectivity inspection which relates with a this and development of diagnosis technique were necessary. Currently the evaluation elements which relate with an inspection and diagnosis technique depended to the subjectivity of each facility quality, data statistics, diagnosis know-how, various circumstance and the technical expert and the evaluation item came to decide. But the evaluation score distribution of marks of each item depended plentifully in data analysis result and experience. The past method is weak in logically because the objection theoretical background and basis are insufficiency. Consequently in order to apply a data analysis result and an experience logically, it used AHP(Analytic Hierarchy Process) method from this research. It is visible with the fact that the application result reconfirmation and complement process will be necessary the technique which is suitable in the multi facility management. Also it is expected with the fact that the application characteristic from the next relation technique will be excellent.

In this paper, an integration of stochastic dynamic programming (SDP), integer goal programming (IGP) and analytic hierarchy process (AHP) is proposed to handle multiobjective-multicriteria sequential decision making problems under uncertainty inherent in R & D investment planning. SDP has its capability to handle problems which are sequential and stochastic. In the SDP model, the probabilities of the funding levels in any time period are generated using a subjective model which employs functional relationships among interrelated parameters, scenarios of future budget availability and subjective inputs elicited from a group of decision makers. The SDP model primarily yields an optimal investment planning policy considering the possibility that actual funding received may be less than anticipated one and thus the projects being selected under the anticipated budget would be interrupted. IGP is used to handle the multiobjective issues such as tradoff between economic benefit and technology accumulation level. Other managerial concerns related to the determination of the optimal project portifolio within each stage of the SDP model. including project selection, project scheduling and annual budget allocation are also determined by the IGP. AHP is proposed for generating scenario-based transformation probabilities under budgetary uncertainty and for quantifying the environmental risk to be considered.

Performing arts are composite art forms made through the collective participation of people who are responsible for a variety of roles with a multidimensional context. This study presents an analysis of the context to be expressed in the process of the arrangement and description of records of performing arts, with a focus on the relationship between performance work and performance planning, the relationship between performance planning and individual performance, the relationship between performance and people who participated in the performance, relationship between records and records, and the relationship between performance and records. With this, this study proposes a logical hierarchical structure that is required to express the context of the inner relationship of performing arts archives. It also suggests a model of sequential organization to describe the inner logic of the relationship between records and records.
