국가의 신성장 동력을 찾고 국가 연구개발과제를 기획 평가하는 것은 국가 경쟁력에 직결되는 것이라 할 수 있으며, 이것은 해당 기술에 대한 철저한 분석을 토대로 정확한 기술궤적 (technology trajectory)을 도출할 수 있을 때 효과적으로 수행될 수 있다. 기존에는 이러한 과정이 직관에 의한 판단이나 경험에 의존하는 경향이 높았으나, 최근에는 기술이 보유하고 있는 지식과 정보에 대한 정량적인 수치화, 즉 계량화를 기반으로 분석하려는 시도가 미국, 일본 등 선진국을 중심으로 이뤄지고 있으며, 계량정보분석은 과학기술정책 수립에 주요 방법론으로 자리잡고 있다. 그러나 계량정보분석에 대한 기존 연구들은 방법론 적용 및 활용 프로세스 등과 관련된 한계를 가지고 있다. 따라서 본 연구는 이러한 한계를 극복하기 위하여 선진국의 계량정보분석방법론의 적용 사례를 바탕으로 방법론의 유형 및 활용영역을 분석함으로써 활용목적에 맞는 계량정보분석방법론 포트폴리오 구축하는 것을 목표로 한다. 이를 위해 과학기술정책 수립에 활용될 수 있는 계량정보분석방법론 적용 가이드라인을 제공하고 활용 목적에 맞는 적용 프로세스를 제시하였다. 본 연구의 결과는 유망 기술 영역과 핵심 기술을 탐색하고 모니터링하는 방향으로 계량정보분석방법론의 활용영역이 확장될 수 있는 토대가 되며, 기술 지능(technology intelligence)적인 정보를 창출하여 실질적인 업무 지원 역할을 할 수 있는 계기가 될 것이다.

신상품이나 신규 통신서비스의 수요 예측은 사업의 경제성 분석과 초기 시설투자 계획을 수립함에 있어 필수적이다. 그러나, 과거 자료가 없는 경우에 적용할 수 있는 기존의 수요예측방법은 비계량적인 방법들로서 객관성이 떨어지므로 가능한 한 주관적인 요소나 임의성을 배제할 수 있는 방법이 필요하다. 이에 본 연구는 저궤도 이동위성통신 서비스의 수요예측 사례를 중심으로 계량적인 모형에서 추정이 불가능한 모수들을 비계량적인 방법을 통해 추정함으로써 계량적인 방법과 비계량적인 방법을 결합한 수요예측방법을 제안한다. 본 연구에서는 기존 통신서비스와의 비교유추를 통하여 확산계수를 도출하고 설문자료로부터 잠재시장규모를 추정함으로써 신규 통신서비스의 확산과정을 예측하고 가격에 대한 수요의 탄력도를 도출한다.

This paper reviews the developments of econometric analysis and seeks a statistical applicability to current economic phenomena. During the last half century, economic analysis has progressed continuously, analyzing and predicting a broad variety of economic phenomena. In the center of this progress lies the remarkable contribution of econometrics and mathematical statistics. New economic research environment has been recently created via developments of IT and the spread of internet and SNSs. Economic phenomena has become increasingly complicated along with more volatile and sophisticated economic analysis. In that context, it can be suggested that there is a need to move beyond current economic paradigms and adapt new approaches such as complex theory and econophysics, all of which posits as a challenge for econometrics and statistics.

연구개발에 종사하는 연구자나 연구기획자들은 미래에 어떤 기술 또는 연구 분야가 각광을 받을지 파악하기 위해 정보를 수집하거나 분석한다. 그러나 방대한 정보 중에서도 정말 필요한 정보를 단시간내에 효과적으로 수집하기는 쉽지 않다. 기술기획이나 연구기획의 경우 현재의 연구동향이나 현황을 빠른 시간안에 정확히 파악하는 것이 주된 관심사이며, 이것을 지원해 줄 수 있는 연구방법론 중 하나가 계량서지학이다. 본 연구는 계량서지적 분석결과를 효과적으로 이해할 수 있도록 시각화 기법을 이용한 정보분석 방법론을 다룬다. 발표동향 분석, 공동연구네트워크분석, 수준지수분석, 특허인용네트워크를 통한 인용트리분석 등을 이용하여 전자종이(e-Paper)기술분야에 대해 분석하였다. 본 연구는 정보분석에 있어 비전문가라도 신속하게 정보분석 결과를 획득할 수 있도록 KISTI에서 개발한 정보분석시스템인 KnowledgeMatrix S/W와 이를 응용한 S/W를 활용한 방법론을 제시한다. 본 연구에서 사용한 방법론들은 실제로 연구사업에 활용하고 있거나 활용가능성이 매우 높은 방법론을 이용하였기 때문에 향후에도 널리 활용될 수 있을 것으로 판단한다.

In the 21st century, informatization is playing a huge role in people's lives. Korea is experiencing the tremendous changes in social structure and lifestyle caused by informatization. This paper focuses on economic phenomena rather than discussion on social structure due to informatization. We check whether the Goodwin model, which can comprehensively express economic growth, economic cycle, and income distribution, is suitable for the Korean economy in the information age. This model is simulated by selecting a quantitative economic methodology that estimates coefficients from time series data of the Korean economy. The simulation results confirmed that the Goodwin model is suitable for analyzing functional income distribution in Korea.

에티오피아는 국제원조사업으로 SNNPR주 Gurage zone에 "안전한 식수 공급 사업"을 요청하였다. 이에 KOICA에서는 당해 지역내 국제원조사업 실시에 대한 성과를 평가하고자, ODA 사업 추진 전 지역주민의 "삶의 질"을 사전 평가하였다. 본 논고는 KOICA의 에티오피아 SNNPR주 Gurage zone "삶의 질" 평가 결과이다. "삶의 질" 분석을 위한 평가기준으로는 1. 현지 지역주민의 물이용 현황, 위생 및 환경 현황, 취수활동이 교육에 미치는 영향, 취수활동이 가정 경제 활동에 미치는 영향 등을 분석하고, 2. 식수공급사업 추진 시, 지역주민이 바라는 식수개발사업의 유형을 살펴보았다. 분석을 위한 자료 조사 방법으로는 설문 방법을 선택하였으며, 설문은 물 이용 현황, 질병 및 위생 관리 현황, 취수활동이 교육 및 가계 경제에 미치는 영향 그리고 지역주민이 바라는 식수사업의 방향 및 이유 등을 중심으로 구성하였다. 설문지 유형은 현황 관련 계량적 수치를 답하는 질문(계량적 평가)과 함께 지역주민이 현황에 관하여 인식하는 정도를 답하는 질문(비-계량적 평가, 리커트 5점 척도 이용)을 함께 구성하였다. 조사범위는 식수위생사업 범위에 있는 Gurage Zone 24개 마을, 301 가구, 400명의 주민을 대상으로 설문조사를 실시하였다.

In this paper, it is tried to combine the decomposition method and econometric analysis for the extension of the decomposition method. Since two approaches approach the energy efficiency problem in the different perspectives, it is believed that it is hard to reconcile the results of two approaches. In the results of energy intensity effect analysis with the econometric method, it is found that the increase in the energy price results in the improvement of energy intensity effect. In enconometric analysis of energy efficiency, the coefficient of a time trend measured as a proxy of energy efficiency is significant and has a negative effect on the energy consumption. This finding implies the energy efficiency improves very slowly over time. In addition, the directions of energy efficiency improvement in the decomposition method are consistent with those in the econometric analysis in four industries. This finding indicates that two methods may be in complementary cooperation for the analysis of energy efficiency. Therefore, it is needed the efforts to seek the complementarity between two methods for the enhancement of academic and policy implications.

최근에 거시계량경제학(巨視計量經濟學)의 실증분석(實證分析)은 불안정적(不安定的) 시계열(時系列)(non-stationary time series)에 대한 인식과 그 통계적(統計的) 처리기법(處理技法)에 있어서 현저한 진전을 보였다. 주요한 거시경제변수(巨視經濟變數)들이 단위근(單位根)(unit root)을 가지기 때문에 계량경제학(計量經濟學)의 방법론(方法論) 단순적용할 수 없다는 주장이 대두되고 있는 한편 이러한 문제점을 극복하는 동시에 변수 상호간 장기균형관계(長期均衡關係)를 설명할 수 있는 공적분(共積分)(cointegration)이론(理論)이 개발되어 경제학(經濟學) 여러 분야에서 응용되고 있다. 본(本) 연구(硏究)에서는 단위근(單位根)과 공적분(共積分)의 개념과 그 통계학적(統計學的) 및 경제학적(經濟學的) 의미를 설명하고 여태까지 개발된 검정통계량(檢定統計量) 중 비교적 우수하다고 평가되는 몇가지의 검정력(檢定力)을 비교평가(比較評價)함으로써 이들을 이용한 실증분석(實證分析)의 지침을 제공하고자 하였다.

생물서식지 보호나 산림보호 등을 목적으로 한 국제환경협약들은 향후 국내 가용 토지공급계획에 차질을 줄 수 있다. 즉, 토지공급의 제약은 지가상승과 직결되고 이는 우리나라 산업전반에 상당한 영향을 미치게 된다. 특히 우리나라가 최근 지가안정의 한 방법으로 택지개발 및 공급정책을 사용하고 있는 현실을 감안할 때 경제에 미치는 파급효과가 클 수 있다. 따라서 본논문의 목적은 국내 가용토지공급계획에 제약을 줄 수 있는 국제환경협약들을 살펴보고 예상되는 시나리오하에서 국민총생산 등 국내경제에 미칠 파급효과를 구체적으로 계량화하는데 촛점을 맞추고 있다. 이를 위해서는 토지공급과 토지가격, 그리고 각 거시변수들간의 연관관계를 동시에 파악할 수 있는 연립방정식 체계의 거시계량모형의 구축이 필요하다. 이러한 모형의 개발도 본논문이 갖는 의미 중에 하나일 것이다.

This paper intends to provide applied economists which study the effects of research and development with valuable information on econometric model selection. It includes extensive discussion on econometric models which have been applied for the study on the relationship between research and development and productivity. In particular, it compares various stochastic production frontier models which have been developed recently. The discussion decomposes them into models with scaling property and the ones with nonscaling property as well as models with monotonic and nonmonotonic relationships between research and development and productivity. Finally, this paper applies the models to two different panel data sets (firm level data and country level data) and compare estimation results from competing econometric models.
