우리나라는 1993년 포항에 최초로 해상교통관제시스템을 최초 도입하여 현재 항만VTS 15개소와 연안VTS 5개소 등 총 20개의 관제센터를 운영하고 있다. VTS에 대한 시행부처는 허베이 스피리트호 오염사고, 세월호 사고 등 대형 사고가 발생할 때마다 변경이 이루어져 왔다. 현재는 해양경찰청에서 VTS 운영에 관한 전반 업무를 수행하고 있다. 하지만, VTS 소관 법령은 해양수산부가 관장하고 있으며, 항만VTS의 경우 같은 업무를 수행함에도 해양경찰청 일반직공무원과 해양수산부 파견 일반직공무원으로 소속이 나누어져 있으며, 연안VTS는 대부분 경찰공무원이 업무를 수행하고 있어 소속과 신분에 있어서 일원화 되어 있지 않은 상황이다. 일원화되지 못한 소속 및 신분은 인력관리, 사고대응력, 관제역량 강화에 제한이 되고 있다. 이에 본 연구에서는 VTS 업무를 효율적으로 운영하기 위한 방안을 검토하기 하고자 한다. 이를 위해 내 외부의 환경을 분석하고 소속 및 일원화의 장단점을 분석하였다.

유선은 수상에서 고기잡이, 관광, 그 밖의 유락하는 사람을 승선시키는 것 등 「해운법」을 적용받지 아니하는 유선사업에 종사하는 선박으로, 안전관리 부분의 경우 해양경찰청에서 담당하고 있다. 선령기준 초과 유선의 선박검사 및 선박관리평가 기준을 마련하여 해양경찰청에서는 노후 유선에 대한 안전관리를 지속적으로 평가 하고 있으나, 기존의 여객운송사업의 선박관리평가 기준을 준용하여 평가함에 따라 내항만을 통항하고 출발지와 도착지가 동일한 관광등의 유람 목적 등 유선의 특수성 등을 반영하지 못하고 있다. 본 연구에서는 유선의 통항 특성과 일반적인 운영 환경등을 고려하여 유선에 적합한 선령기준 초과 유선의 선박 검사 및 관리평가 기준 마련의 필요성을 제안하였다.

The purpose of this study: firstly, investigate cognition of affiliated members about manpower distribution of the South Regional Headquarters Korea Coast Guard(SRH-KCG) and danweis. Secondly, seek ways to reasonable manpower distribution of SRH-KCG and danweis. And this study's research subjects are five coast guards(Busan coast guard, Tongyeong coast guard, Yeosu coast guard, Jeju coast guard, Seogwipo coast guard) belonged to SRH-KCG. The results of this study: firstly, 56.7% of affiliated members approved the need to organizational diagnosis. Secondly, must manpower loading in order of Busan coast guard Tongyeong coast guard Jeju coast guard. Thirdly, must manpower loading in order of maritime safety division the security division criminal investigation divition.

Regarding the [Government Organization Act; which is legislated on 19th November, 2014] Korea Coast Guard(KCG) has been re-organized and belong from Korea Coast Guard shall be established under the Minister of Oceans and Fisheries to Ministry of Public Safety and Security. Furthermore, National Police Agency(NPA) Commissioner has the right for administer duties concerning investigation and information by succession from Korea Coast Guard Commissioner. That means that main rule has been moved from prior KCG to Ministry of Public Safety and Security(MPSS) and NPA currently which is dual structure. Meanwhile, This kind of organization change has been effective to investigative agency which exert KCG's call of duty and causes needs of variety problems. In other words, There are quite huge changes such as KCG's reduction of their work, call of duty and re-organization regarding revised government organization act. However this change - including re-organization by government, was not able to take current MPSS's special features such as organization specialty and legal rights. It means, the current change has not been taken present law system CRIMINAL PROCEDURE LAW and there was no preparation to stable maritime police authority action as well. To sum up, this revised GOVERNMENT ORGANIZATION ACT is supposed to provide total, quick security service by establishing strong disasters and safety control tower. However they only contains few area such as organization revision regarding 'Sewol Ferry Disaster', they was not able to contain the other parts of Society. Therefore, in this article I would like to check the part of re-evaluation of current change made by KCC's organization revision. It is supposed to provide better legal stability by making clear of work area by government agencies who acts maritime police authority.

경찰관의 자살은 수차례 언론에 보도된 바와 같이 점차 증가하는 추세이며, 일반 공무원과 비교할 때 1.7배 높은 수준이다. 이 연구에서는 그 동안 경찰청에서 공개해 온 자료를 수집하여 우리나라 경찰관의 자살 실태를 파악하고 이에 대한 함의에 관하여 분석하고자 하였다.

The aim of this study was to investigate the current state of operation of information disclosure system in Busan Metropolitan Police Agency and to suggest recommendations for improvement. To achieve this goal, this study quantitatively analyzed the data on information disclosure claims (2010~2020.6), appeal cases (2010~2020.6), the disclosure rate of original documents (2014~2019) and so on. Furthermore, it examined how and how much information is announced in advance through the agency's homepage and the information disclosure portal site. Results show that the agency has various problems regarding information disclosure including the high rate of transferring information to other institutions, the low disclosure rate of original documents, the high rate of information released publicly only after an administrative appeal, a small number of information announced in advance, and a not user-friendly website. To solve these problems, this study proposes providing accurate information about the scope of information the agency and other related institutions own, expanding the disclosure of original documents, discovering more information to announce in advance, and enhancing the usability of the website.
