The increase of bird strike requires to be amended more safely current airworthiness requirements for bird strike. The USA and Europe are considering the methodology to verify the bird strike requirements based on the finite element analysis (FEA). Meanwhile, the aircraft airworthiness standards in Korea enacted by the Ministry of Land, Infrastructure and Transport were based on those enacted by the Federal Aviation Administration (FAA). This means that the verification methods using the FEA for the bird strike requirements should be reflected in the airworthiness standards in Korea. Our study proposes the methodology for bird strike simulation based on the FEA for the external auxiliary fuel tank assembly on the Surion helicopters and confirmed that the numerical outputs corresponded to the test results. The authors suggest that the methodology and procedure based on the FEA are adopted not only in the bird strike requirements but in various aircraft certifications of civilian rotorcraft.

AVIs on the road are installed for (1) security (2) and for traffic, and they are various managed by (1) police department, (2) local government, (3) national highway management, (4) Korean highway corporation. But although the collected data of the plate number, the travel time, the picture of the car are same, they are used in purposes of its installation because the managements are different and the data are difficult to be connected with each other. For this reason, this study is to appraise the application for creating traffic information by integrating these data, and to suggest the introduction of spatial detection system which integrated security-traffic AVI DB for the purpose of reliability improvement of center's velocity. The estimating sections of link travel information seems to be expanded, and the error rate between the center's velocity and the experimental value will be reduced if integrated DB of traffic and security AVIs is used for creating traffic information. Also, the crime prevention and arrest rate is expected to rise in the future.

Since ocean dumping of wastes was permitted by law in 1900, the amount of wastes dumped into the sea has increased ten times for 15 years. As a result, the dumping sites has been deteriorated so much that the pollution has become a social problem. The 96 Protocol to the 72 London Convention, which requires the contracting party's stricter control on the disposal of wastes at sea, took effect on March 24, 2006. Therefore, our country has become confronted to the situation on which it cannot delay putting a restraint on ocean dumping. Hereupon, Korea Coast Guard (KCG) initiates a dumping sites recovery program. The program is intended to curb the amount of wastes dumped at sea and to recover the polluted dumping sites. In this paper, the current status of our country's management of ocean dumping of wastes is examined and the future condition is anticipated KCG's ocean dumping management measures are also presented.

According to the National Security Service of the National Police Agency, intrusion into empty houses increased form 2013 to 2016. Consequentially this statistics seemed that house intrusion, burglary is increasing. Also according to the statistics of Public Prosecutors'Office, a total 203,573 theft crimes occurered in 2016, of which 18.9% were theft after intruding. By reson of this is most frequent case of intrusion and theft, we have been studing the RodSecurityRobot model to enhance security in many factories to manage. In order to care for security to the high place, we have propsed a road guard robot model which controls the ground in cooperation with the robot that manages the ground by using the drones. The robot and the drone move together to autonomy to avoid objects. And they check time interval. they also goes to the charger to charge when there is no battery.

RAM analysis determines the range of resources to be invested by presenting the development goals of the weapon system. If the RAM analysis is not performed properly, it can cause a huge increase in business costs. While the cumulative cost ratio in the concept study is less than 1% of the total cost, 65-70% of the total lifecycle cost is determined and can't be reduced later. Therefore, RAM analysis is crucial in precedent study. When calculating the target RAM value by writing an existing OMS/MP, new functions and the future missions are hardly considered and reflected. Therefore, this paper proposes a method to establish OMS/MP by deriving arguments based on Delphi and Bayesian theory focusing on unmanned combat vehicle.

The Maritime Domain Awareness system is a component that is necessary to enhance the awareness of all situations occurring at sea in relation to security, safety, economy, and the environment. To establish a marine situation recognition system that is currently being introduced in major maritime countries after approval by the International Maritime Organization's Maritime Safety Committee in 2010, operational measures should be established. For the purpose of establishing a technological foundation for the efficient construction of a Korean maritime situation recognition system, this study analyzed the status of each system (RADAR, VHF, and V-PASS, etc.) and proposed the application of data and communication standards.

The phone number used for advertising messages and voices used as bait in the voice phishing crime access stage is being used to send out a large amount of illegal loan spam, so we want to quickly block it. In this paper, our system is designed to block the usage of the phone number by rapidly restricting the use of the voice spam phone number that conducts illegal loan spam and voice phishing, and at the same time sends continuous calls to the phone number to prevent smooth phone call connection. The proposed system is a representative collaboration model between an illegal spam reporting agency and an investigation agency. As a result of developing the system and applying it in practice, the number of reports of illegal loaned voice spam and text spam decreased by 1/3, respectively. We can prove the effectiveness of this system by confirming that.

South Korea needs reorganization of dispute resolution system due to the frequent occurrence of a case that trade secret or technique are leaked. First, the distributed various laws are established and enforced by enacting and enforcing individual laws. Therefore, the redundancy problems, the collision of individual laws, the decline in diversity, integrity, and connectivity are issues. An independent legal system is needed by Act on the Prevention and Protection of Technology Leakage. Thereby, The support system of technological protection that is sprayed in government departments such as the Small and Medium Business Administration, the Ministry of Trade, Industry and Energy, the Patent Office, the Fair Trade Commission, the Trade Committee, the National Police Agency, and the Spy Agency integrates and unifies institutionally, and it is necessary to advance a policy with functional division. Second, the Patent Tribunal, the Invention Promotion Act, the Industrial Property Right Dispute Mediation Committee by the patent law, the Industrial Technical Dispute Mediation Committee on the Industrial Technology Outflow Prevention and Protection Law and the Medium and Small Firm Dispute Mediation and Arbitration Committee on Small Business Technology Protection Support Law are installed. However, since it established the integrated law on the Act on the Prevention and Protection of Technology Leakage, it is desirable to set the merged operation of establishment on the Technical Dispute Mediation Committee under the Small and Medium Business Administration or the Ministry of Trade, Industry and Energy.

South Korea already became an aging society, and is now in the process of becoming an aged society. With increasing elderly population, elderly safety issues such as traffic accidents and elderly suicides are becoming important problems. Elderly victimization are increasing, and elderly safety accident is also becoming an imporotant social problem. The police is doing various activities for elderly safety. The police is conducting programs for the elderly, such as a prevention program for fraud against elderly, and safety checks and traffic safety education for preventing elderly traffic accidents. Also, there's a program of providing regular visits for a lone elderly, expansion of CCTV network and fingerprint registration to prevent elderlies with Alzheimer's disease going missing. However, these programs are not done on a national scale, but rather limited to local police stations. The purpose of this study is to seek police roles for enhancing elderly safety, due to lack of police activity in this area. Recommendation for police roles in enhancing elderly safety is to first conduct routine crackdowns on fraud against elderly and also conduct education programs for preventing fraud. Also, crimes such as elderly abuse is lead by elderly protection agencies, but considering elderly abuse is a crime, the police should take a leading role. Also, to prevent elderly suicide, meticulous management of elderlies with high suicide risk is necessary, and elderly protection areas should be designated to prevent traffic accidents. Also, elderlies should be induced to turn in their driver's license. To conduct these matters of elderly safety, an organization exclusively charged with elderly safety is necessary. Elderly safety is a broad concept, and since police alone cannot handle the task of ensuring elderly safety, the police should take on a leading role in cooperative efforts with various institutions of the government, non-profit organizations and the community to establish a social saftey net for elderly safety.

This study is aimed to analyze problems of police budgetary execution and to suggest better ways for establishing effective budget implementation as well as legitimacy of securing budget in the field of police work. For this purpose, this paper analyzed the annual reports on police budgetary execution, from 2009 to 2012, conducted by National Assembly Budget Office. In result, most parts of the police budgetary execution were not satisfied with the audit standard, and especially in terms of management of budgetary execution, it showed 40% in inappropriateness. In addition, excessive and underestimate appropriation in the police budgetary execution, which happened frequently in other offices, was recorded on the second place. 10% of the amount of budget was executed for ordinance violence. Given results analyzed from each division, Transportation Division occupied 40% of the amount of related problems and all of types in the field did not meet the audit standard, thus it is required to manage budgetary execution effectively. In terms of Public Safety Division, the problem was related to budgetary allocation prior to execution, such as overlap in other works, excessive and underestimate appropriation, and inappropriate business plans. Director General for Planning and Coordination did not meet the standard of law system maintenance, Given the light of the result of analyzing programs, traffic safety and securing communication was the most problematic and support for police administration, crime prevention and protecting the disadvantaged, educating professional police officers, and establishment of policing infrastructure were required to be reformed in sequence. In order to resolve these problems, it is demanded to check budgetary execution and the process in business plans on a regular basis. Additionally, in case of using budget in inappropriate parts, tough penality including reduction of budget in related to the local police should be implemented to increase the importance of budgetary execution. Moreover, because of the fact that a part of problem of budgetary execution was originally caused by the budgetary allocation, it is advised to allocate police budget using the budget proposal of National Finance Act and Ministry of Strategy and Finance.
