현대사회 환경의 변화와 개인생활의 복잡 다양화는 시민의 안전한 삶을 위협하는 요인들로 특히 범죄피해를 당하게 되면 피해당사자는 정신적 물질적으로 회복이 힘들고 피해의식과 두려운 기억에 의한 원만한 대인관계의 불가능이나 가족과 친지에게도 큰 상처를 남기게 된다. 경찰의 국민보호는 기본 임무이며, 주요 임무 중 하나인 수사도 국민보호의 차원에서 이루어지고 있는 활동임에도 이러한 경찰활동은 피해자의 신뢰와 협력 없이는 목적을 이룰 수 없으므로 이들 범죄피해자를 위하여 경찰에서도 적극적인 노력을 기울여야 한다. 본 연구에서는 경찰의 범죄피해자 보호 실태와 문제점의 주된 내용을 살펴보고, 그에 대한 대책을 살펴보도록 한다.

This study aims to find out the determinants of male police officers' investigative behavior(active investigation vs. secondary victimization) of sexual violence. For this purpose, a hypothetical model which explains the relationships among the 5 variables (knowledge of law about the investigative role, perception of the protective & connective role, prejudice against the sexual violence, active investigation, and secondary victimization) was developed. Using the data collected from 354 male police officers of 3 cities in Gyeongnam area, the hypothetical model was tested. For data analysis, a structural equation modeling was used, and the final model was found(CFI=0.947, IFI=0.948, RMSEA=0.048). As a result of analyzing the model, the followings were found: (1) Active investigation was increased by knowledge of law about the investigative role, and perception of the protective & connective role, while decreased by prejudice against the sexual violence. (2) Secondary vicimization was decreased by knowledge of law about the investigative role. (3) Prejudice against the sexual violence mediate the effects of knowledge of law about the investigative role, and perception of the protective & connective role on active investigation. (4) Prejudice against the sexual violence was found to have no significant effect on secondary victimization. Based on the findings, multi-educational programs, protocols on investigation of sexual violence, professionalization of the police, and changes in investigation environment as well as a system of collaboration and cooperation between police officer and social worker were suggested as a way to increase active investigation and to decrease secondary victimization.

본 연구의 목적은 설문조사기법을 통하여 경찰의 휴대용 장비의 사용실태를 조사하여 경찰의 작업부하 (work stress)를 가중시키는 장비와 설계요소를 규명하는데 있다. 또한 인간공학적 측면에서의 장비분석을 통 하여 경찰 임무 수행능력의 제고와 경찰의 사기전작에 기여할 수 있는 사용자 중심의 휴대용 장비개발의 필요성 을 제시하였다. 현대사회에 있어서 경찰은 타 직종에 비해 그 작업부하(work sterss)의 수준이 매우 높으며, 더 우기 다양한 원인에 의한 재해 가능성 또한 커서 위험한 직업으로 평가 된다. 이러한 이유로 인해 상당수의 경찰 관등이 여러 직업성 질환에 노출되고 있다. 설문조사 분석결과, 현재 사용되고 있는 휴대용 장비 중 무전기, 경찰 혁대, 경찰단화, 정모, 근무복, 우의, 신호봉 등 7가지 조사대상 장비 모두가 사용이 불편한 것으로 나타났고, 이 러한 불편함으로 인하여 사용자의 대부분이 신체적 불편함을 경험한 것으로 조사되었으며, 이외에도 발바닥, 머리, 다리 및 무릎 등의 부위가 불편한 것으로 나타났다. 또한 임무수행시 현재 사용되고 있는 휴대용장비가 기동성에 장애를 주며, 근무의욕 및 사기에도 크게 영향을 주는 것으로 나타났다.

경찰은 2015년 '범죄피해자 보호 원년'을 선포하고 전국 경찰서에 피해자전담경찰관을 배치하는 등 지속적인 보호조치를 실시하였고, 2018년에는 경찰법과 경찰관직무집행법의 경찰 임무와 경찰관 직무 범위에 '범죄피해자 보호'를 명시해서 범죄피해자 보호를 강화하고 있지만, 강력사건에 피해자전담경찰관이 현장 출동자와 동행하도록하는 등 현재보다 경찰의 범죄피해자 보호제도가 더 확충되어야 하며, 사건의 가해자에 대한 철저한 수사도 필요하다. 경찰은 범죄가 발생하지 않도록 예방하여야 하고, 범죄가 발생한 경우에는 수사 전과정에서 범죄피해자 보호중심으로 수사하여야 국민의 신뢰도 얻고 실체진실발견에도 도움이 될 것이다.

In this study, I suggested 'Mission command' as the on-scene commander's leadership intended to save people's lives quickly and safely when occured marine accident. First, I considered the concepts and limitations, efforts to introduce and settle the mission command, discussed why the introduction of mission command for Korea Coast Guard, the scope and specific way when applied. Korea Coast Guard must apply the Mission command as the on-scene commander's leadership to achieve efficient rescue work at the scene of an accident, even for incidents that can-not be foreseen. However, mission command cannot be established overnight: long-term, systematic efforts to stably develop mission command at the organizational level are required. We will strive to apply mission command across all aspects of the system, including education, training, personnel, and procedures, equipping each component with the basic requirements for mission command.

To improve the educational system of Korea Maritime Police Agency(KMPA), the authors investigate and evaluate the present course and curricula in details comparing with the systems of US Coast Guard and Japanese Coast Guard As a result, it is suggested that KMPA try to recruit good-quality officers through the diverse route, develop the future-oriented educational, system, adjust the course and curricula to meet KMPA's role and mission for 21st century. Besides, it requires that KMPA establishes its own institute to carry out the recruit training and re-freshening courses for both the officers and enlisted person.

본 연구의 목적은 높은 직업적 작업부하(Work stress)에 노출되어 있는 경찰들이 사 용하는 개인보호장비를 대상으로 사용자 중심의 설계기준에 기초한 인간공학적인 분석과 개선을 통하여 경찰의 임무수행도의 향상은 물론 직업에 따른 신체적인 안전과 건강의 향상을 도모하는데 있다. 주요 연구대상 장비는 방석복, 헬멧, 방패였으며, 개선의 주요 사항으로는 장비별 무게의 경감, 열압박의 감소와 통풍성의 향상, 사용성과 안전성을 향 상시킨 재질과 구조적인 개선을 가져왔으며 개선안에 대한 시제품을 제작하였다.

Currently, patrol officers dispatched are required to work in pairs, and are assigned individual duties. However, despite these rules, there are still inappropriate combat education centered around dangerous weapons and arresting technique training being taught in the police system. The human rights problems resulting from excessive responses, the damages done to the patrol officers due to insufficient responses, and the judicial issues that many officers who have justly arrested face, reveal the ultimate problem of the decrease in reliability of the police. Considering this problem, there is a need for change in the current training system. Specifically, in the current dispatch rule, assignment of individual duties, and training methods, realistic improvements must be made. Having understood the arrest technique training problem and reviewed case studies of the police training in South Korea and other countries, I plan to analyze the effects of implementing a realistic and professional training system, and propose a systemic solution according to the results. By effectively discussing the various issues of the proposed training and police education, I intend to propose a realistic teamwork training for paired patrol officers, enabling them to work well together in practice and theory, hence increasing the effectiveness in crime situation.

우리나라의 치안상황은 매우 안정적이라는 평가를 받는다. 특히 자정 이후에도 도심의 길거리를 활보하더라도 범죄에 대한 두려움의 수준은 낮다고 할 수 있다. 이는 대한민국 경찰공무원의 노력의 결실로 생각할 수 있으며, 경찰조직내에 우수한 인적자원이 많이 유입될 수록 효과는 더욱 극대화 될 것이다. 2014년 한국직업능력개발원이 고등학생 약 5만여명을 대상으로 희망직업을 조사하였더니 경찰관이 4위를 차지하였다. 이는 경찰조직의 입장에서는 매우 고무적인 현상이나, 이를 뒷받침 하는 결과들은 보다 강화된 선발과정이 필요하다는 것을 반증하기도 한다. 과거 10년전과 비교하여 4위를 차지했던 CEO, 사업가 등은 8위로 밀리는 등 경제불황이 학생들의 직업선택에도 영향을 미치게 된다고 밝혔다. 한 언론매체의 인터뷰 내용에서 고등학교 3학년생이 밝힌 내용은 "공무원이 되고 싶은데${\ldots}$ 공무원은 일이 편하고 미래가 보장되고 덜 잘리니까${\ldots}$하고 싶어요"라는 내용은 우리에게 시사하는 바가 크다고 할 것이다. 이러한 입직지원자들의 변화는, 고도의 전문성과 사명감을 갖추고 공직임무를 수행해야하는 경찰관에게 필요한 지식의 측정은 어떻게 이루어져야 할지 신중한 검토가 필요할 것이다.
