  • The aim of this study is to discuss some of the prominent ideas which use drone for police works. Focusing on the extent of the utility and practicability of using drone in policing, this paper attempts to address both positive and negative aspects in conjunction with related statutes and regulations. This study uses a qualitative case study approach and offers three practical implications including: (1) enacting a law that covers using drones in policing, (2) hiring technical professionals or training police officers to prevent illegal drones and to implement a variety of policing strategies, and (3) collecting data and information on crime and criminals and then developing the best way to respond to these problems.

  • Drones, one of the 4th industrial technologies that are expanding from military use to industrial use, are being actively used in the search missions of the National Police Agency and finding missing persons, thereby reducing interest in a wide area and the input of large-scale search personnel. However, legal review of police drone operation is continuously required, and the importance of advanced system for related operations and analysis of captured images in connection with search techniques is increasing at the same time. In this study, in order to facilitate recording, preservation, and monitoring in the concept of precise search and monitoring, it is possible to achieve high efficiency and secure golden time when precise search is performed by constructing spatial information based on photo rather than image data-based search. Therefore, we intend to propose a spatial information construction technique that reduces the resulting data volume by adjusting the unnecessary spatial information completion rate according to the size of the subject. Through this, the scope of use of drone search missions for large-scale areas is advanced and it is intended to be used as basic data for building a drone operation manual for police searches.

  • Since year 2016, in Korea, the police department started to use drones to patrol violated vehicles on the highway area. They monitor vehicle drivers who use side ways on the highway during traffic congested hours of the season, drunken drivers, or violent drivers. They use the 'Spot Mobility' method which floats the drones for 30 minute period. However, this method is inefficient since it requires manually charging batteries, gathering data, and operate drones with many numbers of policeman. Therefore, in this paper, for the efficient patrol in this purpose, I have suggested an effectively manageable network system consists of many drones as the wireless network nodes and with small numbers of policeman in a wide highway area. To accomplish this, the two topologies of effective drone patrol network systems are designed and simulated in OPNET simulator for performance evaluation.

  • Drones, which were originally developed for military purpose, have expanded rapidly not only in hobbies, leisure, but also in broadcasting, filming, and public sectors, and search and rescue drones have been used to find four Korean teachers who went to Nepal for volunteer work but went missing in the avalanche. The government is encouraging the use of drones in the public sector as a policy to foster the drone industry, and the market is expected to expand in the future. This study presents improvement measures and specific directions for use of drones by public agencies at a time when the use of drones is expanding in the public sector. To that end, this research reviewed the interviews of relevant experts, analysis of drone operation regulations by public agencies, and the cases of operation of drones for searching missing persons by police. First of all, it will have to secure skilled personnel before the introduction of the drones and then determine the specifications of the drones through sufficient review, and then be put into the mission after careful examination of the drones. Next, it is necessary to draw up a base rule for drone operation and draw up a manual accordingly. Finally, drone flight has the risk of a crash, and it is essential to secure dedicated personnel for drone operation, especially since drones in the public sector are specialized in large scale compared to hobby drones to achieve their purpose. This research only conducted a detailed analysis of the National Police Agency's drones for searching for missing persons, and there are limitations to the number of people interviewed. Subsequent studies will require analysis of various public institutions, and in addition to interviews, surveys will require analysis of various data and statistics.

  • The government sees drones as a key future growth engine, prepares plans to foster the nation-led drone industry, conducts pilot projects in various fields, such as transporting goods, forest protection, monitoring, facility safety diagnosis, and is actively in the use of drones. In particular, the police are attempting to use drones to search for missing people. However, existing drones have a short operating time due to the limitation of battery time. The effectiveness of the existing drones is insufficient because it has no choice but to search by aerial photography on the mountain tops in hillside or dense forest. In this study, we propose an FPV drone that utilizes virtual reality as a drone that can overcome the limitations of searching for missing people.

  • 본 논문에서는 해경, 경찰 소방의 임무 상황 등에서 신속하고 능동적으로 대처할 수 있는 드론(Drone) 영상 종합정보처리 및 분석용 시스템을 제안한다. 제안하는 시스템은 드론에서 획득한 영상을 RTP/RTSP 프로토콜을 통해 수신하여 서버에 저장하고, 다양한 시나리오에 따른 영상 처리 및 분석을 수행한다. 실험을 통해 교통량 측정, 용의자 및 차량 추적, 조난자 식별 및 해상 초계 임무에 적용할 수 있음을 확인한다. 드론 운용자가 임무에 따른 필요 기능을 선택하고 신속하게 대처할 수 있는 시스템을 구현하였다.

  • 'SMART Police' means collecting, analyzing and utilizing the police database such as crime statistics, reflecting 'strategic management', 'analysis and research', 'science technology' do. In recent years, the number of sex offenses has more than doubled based on the 'crime analysis' of the Supreme Prosecutors' In this trend, we started to build a sex crime prevention program for women 's relief special 3.0 which is suitable for regional characteristics. However, it was not enough for the women to have low publicity and utilization results, and to show the practical effect. In the future, we propose a crime prevention system which can safely take home safeguarding with autonomous driving car or drone by applying ICT to the future police system. Although it is difficult to operate autonomous vehicles and drones in the surrounding environment such as narrow alleys and power lines for application to this system, it is thought that the artificial intelligence technology can be sufficiently overcome to operate.

  • The drones, developed for military use, have recently expanded a wide range of areas of use, including agriculture, industry, broadcasting utility, police, fire fighting and leisure. Drone, combined with IT technology, is further expanding its utilization and emerging as a key part of the fourth industry. Purpose: This study designs and implements drones that can be utilized in disaster prevention areas such as disaster prevention, preparedness and response. Method: This study was conducted by examining hardware drone specifications and developing a program suitable for the purpose of research based on the literature review. Result: In this study, we developed a drone that can be controlled remotely, investigated program plans for drone remote control, and developed a program that enables remote control broadcasting from drones. Conclusion: The drone could be used in the disaster area based on functions such as remote control and remote broadcasting.

  • An unmanned aerial vehicle(UAV), commonly known as a drone, is an aircraft without a human pilot aboard, which is operated by wireless device. A drone provides the capability for the aerial search and traffic control as a police equipment. It has benefits for the missions for the aerial photography with the high resolution camera which can replace eye-dependent search processes. Moreover it has advantage of retrieving several times for the recorded videos. However, if the law enforcement agency misuse and overuse a drone for investigations and search missions without certain regulations and principles, it breaches privacy and personal information infringement. In this paper, we issue a lawful challenges on drone operations and discuss solutions to those challenges.
