Sustaining Cluster Evolution through Building the Triple-Helix Spaces: The Case of the Research Triangle Park, USA (트리플 힐릭스 공간 구축을 통한 클러스터의 경로파괴적 진화: 미국 리서치트라이앵글파크 사례)

  • Established as the first science park in the world in the late 1950's, the Research Triangle Park(RTP) has not jut grown significantly but also has been successful in the transition from the exogenous development model to the endogenous development model. In this context, this paper attempts to explore the evolutionary path of the RTP by drawing upon the concept of triple-helix spaces of regional innovation. Firstly, the three research universities in the triangle area, as a knowledge space, played a fundamental role for forming the RTP. However, it is difficult to say that the regional universities, as opposed to the Silicon Valley and the Boston area, have had a significant impact on inducing the dynamics of the cluster evolution and the triple helix spaces. Secondly, it can be argued that the North Carolina's Board of Science and Technology, which was formed in 1961 but traced back to the 1950's in its origin, has been a centerpiece of a consensus space that makes a contribution to creating, sustaining and transforming the RTP as a triple-helix-based innovation cluster. Thirdly, there have been a plenty of agents to be an innovation space in the RTP. Particularly, the North Carolina Biotechnology Center(NCBC) and the Microelectronic Center of North Carolina(MCNC) have been the boundary permeable agents to make triple-helix agents interact. Today, the RTP has the triple-helix spaces with the structure that a consensus spaces is centered on out of the three, but all of those are inter-connected and influenced by each other. It can be claimed that the RTP today shows the dynamic structure of cluster evolution in a way in which the existing industry sectors have adapted to the changes in external environment and the new industry sectors have emerged at the same time.

Promotion Strategies for Daegu-Kyungbuk Mobile Cluster: Searching for Alternative Regional Innovation Governance (대구.경북 모바일 클러스터 육성전략: 지역혁신 거버넌스의 대안 모색)

  • This research aims to examine Korean regional innovation governance, find structural problems, and explore alternative strategies of regional innovation governance. Especially the alternative governance was searched through the case study of Daegu-Kyungbuk mobile cluster, of which formulation Samsung is the anchor institution. Regional innovation governance in this research is defined as a policy system to link knowledge generation & diffusion subsystem and knowledge application & exploitation subsystem, and institutional conditions to steer the system. "Social Capital Assessment Tool (SOCAT)" of the World Bank was utilized for the appreciation of cluster governance. The regional innovation governance of Daegu-Kyungbuk mobile cluster is characterized as production networks dominated by one-to-one relationship between Samsung and hardware/software developers, decentralized R&D networks and policy networks with multiple hubs. Major policy agents have not developed networks with local companies, and rare are interactions between the policy agents. Local companies, especially software developers, responded they have had experiences to cooperate for local problem solving and shared their community goal, however, the degree of trust in major local project leaders is not high. Local hardware/software developers with core technologies need to be cooperative to develop similar technologies or products in Daegu-Kyungbuk mobile cluster. Regional administrative actors, such as the City of Daegu and Kyungsangbuk-do, and diverse innovation-related institutes should build cooperative environment where diverse project-based cooperation units are incessantly created, taken apart, and recreated.

  • Innovation clusters have developed a key policy indicator in the level of national competitiveness. Many countries have enhanced their regional competitiveness by fostering innovation clusters at the national, regional, and industrial level. In Korea, the cluster policy has been introduced and employed to a national policy as a means of facilitating a regional innovation for over two decades. This study analyze that the changes of the institutional, physical and social configurations of innovation clusters. In particular, we identified configuration factors which are the growth and development impact factors of individual subjects from the case study of the Daedeok Innopolis. Also, the factors are derived and identified priorities of the configuration factors by using Analytic Hierarchy Process (AHP) method in long term perspective. As a result, we provide the growth of individual innovation subjects, as well as the growth of the cluster caused by the cyclic causality among configuration factors. Also, we can suggest that innovation policy from priorities of configuration factors for innovation cluster which the priorities have lessons for policy implementation and new cluster policy agenda in Korea, in specific, the Daedeok Innopolis.

A Study on Factors Influencing on Companies' ICT-Convergence Cluster Participation (기업의 ICT융합 클러스터 참여 촉진 요인에 관한 연구)

  • ICT-convergence cluster is considered as critical policy means because it can create higher value-added products and services in the era of creative economy. Previous research has focused on comprehensive ICT-convergence cluster strategy based on Porter's diamond model. This paper adopted AIDA(Attention, Interest, Desire, Action) model and investigated a specific domain of government supporting policies related to non-R&D support. For two weeks, we gathered and analyzed 181 data from companies located in Chungbuk province. The results showed that support for technology, commercialization, and participation conditions positively leads to companies' interest in ICT-convergence cluster, which, in turn, makes positive impact on their intention to participate in it. It is significant that this paper verified AIDA model in the Government-to-Business(G2B) context. Future research will need to adapt AIDA model to national projects.

  • The policy aims of Regional Innovation Cluster(RIC) are not making the RIC itself but promoting the competitiveness of Small and Medium Enterprises(SMEs) in the region. Also, it goes without saying that small and Medium Enterprises (SMEs) do the key roles of regional economic growth. This paper indicates that the innovative capabilities of SMEs are the crucial factors of the success of Regional Innovation Cluster. In order to improve SMEs' capabilities for innovation, knowledges are vital including codified knowledge or tacit knowledge. In cluster, the linkages especially among researchers and factory workers is important to innovative activities, and universities have to of for knowledge, education programs and new researchers fully qualified to SMEs. Also, regional governments and medias positively participate the cluster as helpers. Based upon the research results, some policy implications have been suggested concerning the policy supports to enhance innovative activities of SMEs within the Regional innovation Cluster.

  • 웹의 이용율은 매년 100%이상씩 증가하고 있으며 대부분의 경제 활동도 웹으로 옮겨가고 있는 추세이다. 그러나 고속의 웹 이용율의 증가에 따른 웹서버의 성능 향상이 뒤따르지 못하면 웹서버는 과적이 된다. 이것은 웹을 통한 경제 활동에 매우 큰 부정적인 영향을 미치고 있다. 본 논문에서는 웹서버의 과적 상태를 대처하기 위하여 비교적 저렴한 가격의 시스템들로 구성되며 확장성이 높은 웹 클러스터링 시스템을 설계하였다. 본 논문에서 제시하는 웹 클러스터링 시스템은 사용자의 요청을 보고 부하를 분산하는 Laye-7 switch 방식을 LINUX 시스템에 적용한다.

  • 황해경제자유구역은 환황해권 첨단기술의 국제협력 거점 조성이라는 비전과 국제수준의 첨단기술산업 클러스터 육성, 대 중국 수출입 전진기지 및 부가가치물류 육성을 목적으로 2007년 지정되어 사업이 추진 중에 있다. 황해경제자유구역 반경 15km 이내에 7개의 산업단지가 입지하고 있어 충남 서북부지역의 산업집적도는 날로 증가하고 있는 추세이다. 그러나 이를 지원할 주요 인프라 중 하나인 물류단지 시설은 전무한 실정이며 황해경제자유구역을 포함한 충남 서부지역의 물류거점 개발은 매우 미약하다. 본 연구의 목적은 첫째, 서해안 지역 물류거점 단지 조성의 필요성을 검토하고, 둘째, 물류단지 규모 및 성격을 부여하며, 셋째, 물류단지 도입기능을 설정하고자 한다. 연구목적을 달성하기 위해 물동량 수요예측과 주변지역 연계방안을 토대로 황해경제자유구역의 배후물류단지의 필요성과 조성방안을 제안하고자 한다.

The Spatial Analysis of Knowledge Production Activities Based on Korean Patent Data (특허 데이터에 기초한 지식창출활동의 공간분석)

  • In the last decade, there has been a widespread interest in knowledge production activities as a new engine of endogeneous growth. In the knowledge-based economy, there has been a growing importance of the patent as the index of knowledge production. Much literature suggests that knowledge production activities tend to be spatially concentrated and formed the clusters in the advanced economies. The purpose of this paper is to analyze spatial-temporal patterns of knowledge production activities in Korea based on a data set of patents from 1981-2000. This paper uses spatial statistical methods and GIS to explore the spatial dimensions of knowledge production activities in Korea. Through this research, it was found that knowledge production activities were unevenly distributed. The knowledge production activity measured by patent counts is highly concentrated in a limited number of cities. The top 10 cities accounted for 68.5% of the total number of patents in the period of 1981-2000, suggesting the existence of a strong concentration of knowledge production activities in Korea. The locations of knowledge production activities by themselves represented a strong spatial autocorrelation. The concentration of knowledge production activities in Korea is spatially correlated to the concentration of adjacent neighboring cities. The location of knowledge production activities is not free from a spatial context and spillover of knowledge production activities are heavily bounded within geographic limits, forming a spatial cluster. There appear some quite a large spatial cluster around the seoul metropolitan area.

The Evolution of the IT Service Industry in the U.S. National Capital Region: The Case of Fairfax County (미국 수도권 IT서비스산업 집적지의 진화: 페어팩스 카운티를 사례로)

  • This study aims to explore an evolutionary path of the IT service industry in Fairfax County using the Cluster Adaptive Cycle model in economic geography. The analysis is based on detailed historical and industrial information obtained through a variety of data sources including local archival materials, economic census, and interviews. This study also performs a shift-share analysis during the period of 1990 to 2011. Using the adaptive cycle model, the local IT service industry is indicated by a trajectory of constant cluster mutation. The evolution of the local IT service industry has been closely related to federal government policy due to the regional specificity of the National Capital Region and the proximity of the Department of Defense. Although the economic downturn of the late 2000s, the local IT service industry has been notable resilience and adapted to a changing market and technological environment. This constant mutation of the local industry is resulted from not only high resilience which is based on the large government procurement market, the reinforcement of adaptive capacity of the local firms and the network of economic agents such as firm and supporting institutions, but also high flexibility of the knowledge-based service industry to a changing business environment.
