Strategic Approach of Dredging the Port of Busan with the Change of Global Port Logistics Circumstances: Focusing on Financial Validity (항만물류환경 변화에 따른 부산항의 증심 준설 전략 - 재무적 타당성을 중심으로 -)

  • The purpose of this paper is to verify the financial validity of dredging the port of Busan with the change of global port logistics circumstances. In order to do so, NPV, IRR, B/C ratio, DPP techniques are adopted. The whole dredging at Northern port area is supposed to be negative at the depth of 16m water. Based upon its financial validity, however, the priority is Shinsundae (option 1) followed by Shinsundae (option 1) and Gamman (option 1), Shinsundae (option 1) and Gamman (option 2), Shinsundae (option 2) and Gamman (option 2), Shinsundae (option 2) and Gamman (option 2) and ShinGamman in sequence. In addition to this, Busan New port is considered to be the positive financial validity at the dredging of 16m water depth. This is because the ultra containerships of over 8,000TEU are trying to call at the port and Hanjin shipping and Hyundai Merchant shipping companies which are now the most significant customers in Northern port are scheduled to divert it.

A Study on Refinement of Benefit Evaluation Methods for Preliminary Feasibility Study of Port Construction (항만건설 예비타당성 조사의 편익 산정 개선에 대한 연구)

  • The purpose of this study is to suggest new methods for evaluating the benefits of a preliminary feasibility study for port construction. For this purpose, this study analyzes the problem of barge loading and unloading systems, and suggests new methods such as using neighboring same kinds of ports first. The study also estimates the benefits for ports that have been evaluated by the existing theory, using the newly suggested methods. The result suggests that there is a possibility to reduce the level of economic feasibility for both general and container-exclusive ports by applying the newly suggested methods.

  • According to the preceding research outcomes, feasibility studies on public construction projects were incorrect and subjective. To resolve the problems, Korean government initiated Preliminary Feasibility Study (PFS) system prior to undertaking the main feasibility study. The PSF can be categorized into four areas such as road, railroad, harbor, airport, and Culture & Tourism (C&T). Especially when it comes to complex due to the introduction of five-weekday working system and local $government^{\circ}{\phi}s$ self administrative system. As a result, the standardization and legislation of the PSF can not be operated effectively. Accordingly this paper seeks to 1) identify actual condition of conducted PSF in C&T; 2) set up analytical model considering cost factor of economical efficiency and seek obstacles of PSF system; 3) suggest improvement plan for construction PSF projects.

  • The window cleaning works are manpower-dependent and are performed in an unstable posture at high altitude, so that there is a risk of falling. Therefore, there is an urgent need to improve the safety of workers. In this study, a conceptual design was proposed for the cleaning of exterior windows of a building, and the economic feasibility of the proposed conceptual model was analyzed. The proposed model is designed to avoid protrusions such as window frames, and to be able to respond even if the shapes of the upper and lower parts are different. As a result of analyzing the economic feasibility of the designed conceptual model, the benefit cost ratio was 4.48, which was significantly higher than 1. Therefore, the economic feasibility of the proposed window cleaning device is expected to be sufficient. The results analyzed in this paper will be used in the development and marketing of the window cleaning device.

  • This study assessed the economic feasibility of an automatic egg washer. Based on various cost benefit analysis methods, including the net present value (NPV), internal rate of return (IRR) and benefit cost ratio (B/C Ratio), the automatic egg washer was confirmed to have economic feasibility. The NPVs were 38,565,991 won at 5% discount rate and 32,013,916 won at 10% discount rate, respectively. The IRRs were 1.325 at 5% discount rate and 1.299 at 10% discount rate, respectively. Finally, the B/C ratios were 1.726 at 5% discount rate and 1.699 at 10% discount rate.

  • A recently developed tunnel section enlargement method can maintain traffic flow during construction by using a protector. By keeping traffic flowing, it can minimize the lost time and costs associated with diversions and also the accompanying environmental pollution. On the other hand, installing the protector can lengthen the construction period and increase the direct cost. This paper presents a method for analyzing the economic feasibility of tunnel section enlargement methods considering the direct construction cost and the indirect social cost. The indirect costs are divided into categories of: vehicle driving cost, travel time delay cost, and environmental pollution cost. The economic efficiency of existing technology is compared with the new method in an case study of Namsan Tunnel 3.

  • Air pollutants have a high impact on everyday life as well as on human health; therefore, new technologies such as low-emission vehicles and add-on systems for air pollutant reduction are needed for our society. However, the environmental benefits and costs of those technologies are not taken into account in existing economic feasibility assessments, which is a barrier that needs to be overcome for green technology to achieve wide dissemination and fast penetration in the market. Thus, this study develops a methodology to assess the economic feasibility of an air pollutant reduction technology by taking into account the social costs from air pollutants and carries out a case study to validate the methodology. Because the social unit costs for air pollutants have not been evaluated yet in South Korea, the methodology uses the social unit costs evaluated for the European Union that are then converted to those for South Korea based on the measuring criteria for vehicle emission gases, parity purchasing price, foreign currency exchange rate, and customer price index. The social unit costs for South Korea are used to assess economic feasibility. A case study was performed to assess the economic feasibility of a dual fuel system using diesel and compressed natural gas by taking into account social costs from air pollutants as well as economic costs. This study could contribute to assessing the true economic feasibility of green technology, projects, and policy related with air pollutant reduction.

  • Recently, large-scale projects are required in the water resources sector considering safety and publicitythe due to uncertainty of securing water resources and changes in the ecological environment by climate change. Among these large-scale projects, the projects that fall under the preliminary feasibility study are determined by comprehensive analysis based on economic analysis, policy analysis, and balanced regional development analysis. However, most of the results of the preliminary feasibility study showed a tendency to depend heavily on economic analysis. For this reason, projects in non-metropolitan areas sometimes fail in the preliminary feasibility study. To supplement this point, the Korea Development Institute revised the standard guidelines for preliminary feasibility studies for water resources sector projects that place a high weight on policy feasibility analysis. Therefore, the objective of this study is to analyze the cases of the preliminary feasibility study conducted previously and to suggest the direction of policy analysis in the preliminary feasibility study for water resources sector projects. For this, we analyze preliminary feasibility studies conducted for 18 years from 2002 to 2019, and suggest direction of policy analysis method using the benefit items not included in the economic analysis.

  • This study is about setting the weighed value of evaluation items for cultural tourism development project using AHP and it analyzed the cultural and ecological tourism infrastructure project in three cultural areas of Andong City. As a result of examining the reliability of evaluation items, it turned out to be 0.9, an appropriate level. In the analysis of weighed value, the items valued highly were in the order of validity of the plan, economic validity, validity of the policy. As for the detailed indices for the three that showed the highest weighed value, for validity of the plan, distinction of contents; for validity of the policy, compatibility of regional characteristics; for economic validity, sustainability were given high values. In the end, it could be concluded that as the cultural and ecological tourism infrastructure project in three cultural areas was delayed a lot more than previously planned, in order to flexibly respond to changing environment, it would be desirable to change parts of the previous plan before pushing ahead with it.

  • In this research, we analyse the economic feasibility of a tidal power plant project which can efficiently generate mass, permanent, predictable, and homogeneous electric power. For the economic feasibility analysis, we used the RETScreen that is developed at the CANMET Energy Technology Center in Natural Resources Canada and widely utilized for analysing the economic feasibility and sensitivity of clean energy projects. Results from the feasibility and sensitivity analysis showd that the tidal power plant project in Korea has a enough economic feasibility, and its feasibility increases more as certified emission reductions price and electricity unit price increase. Based on the results from the feasibility study, we can solve the energy problems to be come in near future by constructing the tidal power plants in Korea more aggressively.
