The Impact of National Innovation Capabilities and Institutional Quality on Economic Growth (국가혁신역량과 제도의 질이 경제성장에 미치는 영향)

  • The global economy is rapidly changing by technological innovation and diffusion of knowledge across nations. Therefore it is still important issue to find a major variables for convergence and divergence of economic development. The studies up to present on the relationship between innovation and institution has limitations that they have dealt with this issue only in term of cross-sectional study or mathematical research models. This paper aims at analyzing the impact of innovation capabilities and institutional quality on the economic growth. Empirically this paper will explore the relationship among human capital capacity and FDI, R&D expenditures and innovation capabilities and institutional quality. This paper analyzes 64 countries, which were divided into 4 groups depending on the level of economic development. Based on the data from 1995 to 2011 and by using a panel model, we look at the structural implications of the research questions. According to our analysis, the weight of R&D and the innovation capabilities were identified as important determinants of economic growth, and FDI was significant factor for economic growth in the upper middle group countries. In case of the innovation capabilities of countries, the diffusion and openness of innovation were most meaningful variables for economic growth. Also, institutional quality has a significantly positive impact. However, in the low-level economic group, innovation capabilities and institutions have a negative impact on economic growth. This paper identifies an important policy implications that of national innovation and institutional factors should be properly invested in accordance with the level of a country's economic growth.

Foreign Direct Investment and Economic Growth: A Cross-Country Analysis (외국인 직접투자와 경제성장에 대한 다국가 분석)

  • Although many policy makers and scholars argue that foreign direct investment is crucial to the economic growth of developing countries, there is no universal agreement on the positive relationship between foreign direct investment inflows and economic growth. Using a cross-country analysis based on data from 88 countries for the years 1990-2015, this paper empirically explores the impact of FDI on economic growth. To this end, several versions of the neoclassical growth models, explicitly including FDI, are estimated. Subject to the appropriate caveats, the results provide further support for several key conclusions of former studies, including the inference that investment in physical capital, population growth, and human capital are important in accounting for economic growth across countries. The results show that FDI significantly contributes to economic growth in developing countries.

  • 본 연구는 겸업은행(兼業銀行)과 전업은행(專業銀行)의 장단점에 대한 논의 중에서 충분히 취급되지 못한 문제라 볼 수 있는 은행(銀行)의 산업자본참여(産業資本參與)와 경제성장(經濟成長)간의 관계를 역사적으로 조명하고 이를 이론적인 모형과 실증분석을 통해 살펴본다. 역사적으로 보았을 때 겸업은행제도, 특히 그 제도의 핵심인 은행(銀行)의 산업(産業)에 대한 자본참여(資本參與)는 산업자금조달(産業資金調達)을 용이하게 만듦으로써 일찍이 산업혁명을 일으켰던 영국에 비해 후진국이었던 독일(獨逸)이나 일본(日本)을 선진국으로 발돋움하게 만들었던 중요한 금융혁신(金融革新)이다. 본 연구의 모형에서는 은행의 대출시장과 경쟁적으로 작용하는 잘 발달된 자본시장(資本市場)이 있기 전까지는 은행(銀行)에 의한 산업기업(産業企業)의 주식보유(株式保有)가 은행의 이익을 기업의 이익과 동일시 하도록 함으로써 기업의 투자(投資) 및 성장(成長)을 높인다는 것을 보인다. 그러나 모형(模型)의 이러한 효과는 자본시장이 발달하여 대출시장과 자본시장에서 기업이 자금조달에 무차별하게 되면 소멸된다. 한편 은행의 산업기업주식보유와 반대로 기업(企業)이 은행(銀行)의 주식(株式)을 보유할 수도 있는데, 본 모형에 따르면 이는 기업의 투자 및 성장에 영향을 미치지 못하는 것으로 나타난다. 이러한 결과를 실증분석을 통해 살펴보면 자본시장(資本市場)의 발달(發達)이 비교적 뒤떨어졌다고 판단되는 대륙형(大陸型) 금융제도를 갖고 있는 나라의 경우 은행의 기업주식보유는 성장에 정(正)의 효과를 주는 반면, 영미형(英美型) 금융제도를 갖고 있는 나라의 경우 이러한 효과는 발견되지 않는 것으로 나타나 모형의 결론을 지지한다.

An Empirical Study on the Effect of Local Festivals on Economic Growth (지역 축제의 경제성장 효과에 관한 실증분석)

  • The purpose of this paper is to examine the effect of local festivals on regional economic growth through empirical analysis of festival - economic growth relation. Theoretically, the theory of creative city is at the center of the discussion as to how festivals can influence economic growth. We used the regional convergence equation and used pooled OLS, fixed effect model, and GMM estimation method to analyze the effect of festivals on regional economic growth. According to this empirical analysis, the effect of festival variables such as the number of festivals and the festival period on economic growth has not been affected. This suggests that the effects of festivals on productivity and efficiency have not existed. This implies that the creative city theory that local festivals influence regional economic growth does not work well.

Is Carbon Neutral Policy Compatible with Sustainable Economic Growth? (탄소중립은 지속가능한 경제성장과 양립하는가?)

  • Carbon neutral policy in Korea pays limited attention to the concept of sustainable economic growth. This limitation can be compared with other countries' carbon neutral policies such as US, UK and China where the climate change policies are closely connected to economic policies to boost further economic growth. This paper adopts a Ramsey growth model to account for the impact of carbon neutral policy on long-term economic growth and the accumulation capital. The model incorporates the Hartwick rule to allow sustainability of economic growth by transforming resource input into other input factor for growth. The analysis provides a possibility of low accumulation of capital as a result of carbon neutral policy in the absence of effective transformation of fossil-fuel factor into growth-related productive capital. Such low capital stock can be more aggravated when there exists a rent-seeking behavior of various interest groups with voracity to exploit social capital.

  • The main theme of this paper was to investigate the role of education as a source of economic growth in Korea. In this study, first, the objective mode was built by extending neoclassical Solow growth theory. Second, the capital deepening typical of an endogenous economic per-capita growth model was developed empirically for seven East-Asian economies as for the medium term, during $1975{\sim}2004$. And then we found the meaning of coefficients of growth factors, direct relative contribution of each input to per-capita growth in seven East-Asian countries, relative indirect contribution of education to per-capita growth in Korea, accounting for difference due to accumulation in Korea. The indirect relative contributions of secondary and higher education and R&D to per-capita growth change the results somewhat. Secondary education is still the largest single contributor 83.6 percent of predicted growth is due to secondary school enrollment in Korea. Primary education comes second with 37.5 percent and followed by higher education at -52.9 percent. Physical investment gives 62.3 percent and unimproved raw labor contributes only -1.4 percent.

The Effect of Environmental Tax Policy on Economic Growth : An Endogenous Growth Approach (친환경 조세정책이 경제성장에 미치는 영향 : 내생적 성장모형을 중심으로)

  • In this study, by extending the model proposed by Fullerton and Kim(2006), we explored the tax interdependency effect to examine the relationship between environmental tax and economic growth. The theoretical model shows that environmental tax cannot always stimulate economic growth if other taxes such as labor or income tax are distorted by environmental taxes. However, environmental tax can boost economic growth if cutting distortionary taxes offset the distortion of taxes, or improvement of abatement knowledge can sufficiently reduce the cost of production. An empirical analysis using 14 OECD countries shows a positive relationship between the increase of implicit energy tax rate and the increase of implicit income tax rate. Meanwhile, empirical analysis does not provide enough evidence to claim that the increase of implicit energy tax decreases implicit labor tax. We can presume that environmental tax policy in Europe did not necessarily mitigate the burden of labor tax.

A classical two sector disequilibrium model of distribution and growth cycles with no long-period equilibrium (고전학파 2부문 불균형동학 모형)

  • Consider an n goods production economy. Assume the equilibrium condition of Sraffa's price system, a balanced growth condition and the goods market clearing conditions. If both equations are given to determine a real wage rate and investment, the economic system is over-determined. It suggests that there exists no long-period equilibrium to satisfy both labor market and goods market conditions. This paper interprets this situation of over-determinacy as a disequilibrium state, and attempts to solve it through disequilibrium dynamics. It constructs a model of accumulation and real wage rates consistent with Lotka-Volterra system, and shows that the overall growth path fluctuates endogenously around a resting point of long-period disequilibrium.

수정(修正)된 Jones모형(模型)을 이용(利用)한 한국(韓國)의 성장요인(成長要因) 분해(分解)

  • Romer류의 내생적 성장모형과 신고전학파의 성장모형을 통합한 Jones(1997, 1998a)에 의하면 장기균형성장요인의 기여도가 예상보다 작고 여러 단기요인의 성장기여도가 큰 것으로 나타났다. 본고에서는 기술이용능력과 모방노력의 개념을 도입하여 Jones모형을 수정하고 이를 이용하여 한국의 성장요인을 분해한다. 이에 따르면 대GDP 투자비중, 연구인력비율 및 취업자 교육연수의 증가 등 이행경로상의 단기요인이 지난 30년간의 노동생산성 증가의 78%를 설명하고 있으며 균형성장경로 요인의 기여도는 22%에 지나지 않는다. 자본축적의 뒤를 이어 R&D 투자 등 새 단기요인의 역할이 증대되면서 우리나라의 경제성장률이 크게 하락하지 않을 것으로 예상된다.

Investigation on Granger Causality between Economic Growth and Demand for Electricity in Korea: Using Quarterly Data (한국의 경제성장과 전력수요간의 인과성에 관한 연구: 분기별 자료를 이용하여)

  • This study investigates the Granger-causality between economic growth and demand for electricity in Korea, using two quarterly time-series data (real GDP and electricity consumption) for 1970:Q1 through 2009:Q4. We apply Hsiao's sequential procedure to identify a vector autoregressive model to a decision of the optimal lags in the vector error-correction model because the two time-series data contain unit roots respectively and they are cointegrated. According to the empirical results in this study, we find that Hsiao's approach to the Granger-causality indicates a bidirectional causal relation between economic growth and demand for electricity in Korea. Following the Granger and Engle's approach, we also find the statistical evidence on (1) short-run bidirectional causality between real GDP and electricity consumption, (2) bidirectional strong causality between them, and (3) long-run unidirectional causality running from demand for electricity to economic growth. Our results show an inconsistency with the existing studies on Korea's case; however, the results appear to provide more meaningful policy implications for the Korean economy and its strategy of sustainable growth.
