How Much should the Poor Pay for their Health Care Services under the National Health Insurance System? (계층간 진료비 본인부담의 형평성에 관한 연구)

  • Although National Health Insurance(NHI) in the South Korea has guaranteed access to health insurance coverage to virtually all the people, a significant portion of out-of-pocket spending can create substantial financial burdens for some beneficiaries, particularly those with low incomes. Previous studies have estimated the magnitude of out-of-pocket spending by types of chronic illness or in- and out-patients. Prior estimates, however, have not given a complete picture of the impact of health care costs on lower-income populations. The result from this study shows that 20 percent of beneficiaries in the lowest-income quintile spent more than twelve percent of their household equivalent income out-of-pocket health services, whether they were enrolled in a Health care services or not. In comparison, the beneficiaries in the highest-income quintile level spent only 2 percent of their income out-of-pocket on health care. Also, the regression analysis suggests that age, household income, number of chronic illness, type of hospital in addition to the number of usage may affect the size of out-of-pocket spending.

A Study on Pauperization Process of Low-Income Woman Head of Household (저소득 여성가구주의 빈곤화 과정에 대한 연구)

  • This study focuses on the problem of feminization of poverty that is formed within family relations. In order to approach this question, this study analyses the process of becoming poor through the life stories of ten woman are now heads of a household. There are differences among the study participants in the process of becoming a member of a low-income class. I have classified them into two groups depending on the routes they are led into the low-income class; one is the continuation of poverty group, and the other is the new members of the low-income class group. The continuation of poverty group is the case where they have been poor since their childhood and are still poor in their adulthood. The new members of the low-income class group is the case where you have become a low-income class sometime around divorce. The difference of the groups are related to the differences of the ways the power relationships work within a family. Women head of a household are prone to poverty because of the discrimination in formation, distribution and control of resources in their original family and their family formed by marriage. The norm of male breadwinner worked as a discrimination device. But this kind of discrimination device showed differences in their workings according to class. The continuation of poverty group experienced exclusion in the gendered responsibility of supporting the family and maintaining the family, whereas the other group experienced exclusion through the gendered nature of the distribution and control of resources. By showing that the presupposition of discussions on the poverty of woman head of a household is false, these findings challenge the existing view that as long as 'The Family' is maintained women will not be poor.

Regional Demographic Transition in Developing Countries (개발도상국에서의 출산력 변천 추이)

  • Over the past four decades reproductive behavior has changed rapidly in much of the developing countries. The average total fertility rate has fallen by half from six or more to near three today. Between 1960 and 2000 the largest fertility decline occurred in Asia and Latin America. The mortality rate has decreased in most developing countries. The purpose of this study is to review the pattern of demographic transition in developing countries. At first, this study focuses on the regional fertility transition. In Africa, the total fertility rate has decreased from 6.59 to 4.85 between 1960 and 2000. However, the rate has rapidly fallen from 5.76 to 2.34 in East Asia. The same pattern is found in Latin America. The mortality rate has also decreased in most of developing countries. It is also interesting to find that there is a clear difference among developing countries. In terms of crude death rate, Latin American countries show the lowest rate, while African countries remain still high rate. The study also shows the relationship between socioeconomic indicators and fertility/mortality in developing countries. The result supports the hypothesized relationship between education and fertility. However, the effects of urbanization and income on fertility do not show consistent result. About mortality rate, however, the study shows the significant relationship between urbanization and infant mortality rate, between income and mortality. The study finally emphasizes that we should include 'AIDS' in the study of mortality in African countries.

Socio-Demographic Characteristics and Subjective Class Identification of 'Joongsancheung' (중산층의 사회인구학적 특성과 주관적 계층의식)

  • The 'Joongsancheung(JSC)', a unique term for the middle class in Korea, is defined as a stratum sharing common lifestyles and a certain level of life chances. It involves non-economic factors such as life chance, educational attainment, occupational groups as well as economic factor. Such objective measures as the occupational status of the main breadwinner, family income, and the educational level of respondent, and subjective measures of class identification are used for the operational definition of the JSC. Data from a national survey of 1,515 respondents is analyzed to investigate the change of the JSC in size and the major determinants of class identification. The results show that while there is no strong evidence of any significant change of the JSC by the objective measures during the recent decade, there seems to be a slight decrease in the subjective class identification. In addition, binary logistical regression analysis reveals that self-identification of JSC is heavily influenced by house ownership, along with subjective evaluation of one's own income and property ownership. This study demonstrates that the apparent class polarization in Korean society reflects not so much objective conditions but subjective perception of respondent of his or her circumstance. It is suggested that problems of housing and relative derivation people have as regards income and property should be resolved to alleviate such class polarization in Korean society.

  • UV-curable coatings have been used in various industries due to their advantages such as high mechanical property, good solvent resistance, fast curing process and low volatile organic compounds. However, a lack of flexibility of UV-cured films is a weak point for the pre-coated system of roll-to-roll process. In this study, UV-curable polycarbonate-based methacrylates were synthesized with polycarbonate diol, isophorone diisocyanate and 2-hydroxyethylmethacrylate to improve flexibility of the UC-cured films. The effects of polyol molecular weight, content of photoinitiator and monomers on the UV-curing behavior, flexibility and properties were investigated. The UV-curing behavior was measured by a photo-DSC, the pendulum hardness, tensile strength, viscoelastic properties were also evaluated.

Integrated Approach for Watershed Management in an Urban Area (도시 유역 관리를 위한 통합적인 접근방법)

  • Heathcote (1998) identified a systematic, seven-step approach to general watershed planning and management. It consists of 1) understanding watershed components and processes, 2) identifying and ranking problems to be solved, 3) setting clear and specific goals, 4) developing a list of management options, 5) eliminating infeasible options 6) testing the effectiveness of remaining feasible options, and 7) developing the final options. In this study the first five steps of that process were applied to the Anyangcheon watershed in Korea, which experiences streamflow depletion, frequent flood damages, and poor water quality typical of highly urbanized watersheds. This study employed four indices: Potential Flood Damage(PFD), Potential Streamflow Depletion(PSD), Potential Water Quality Deterioration(PWQD) and Watershed Evaluation Index(WEI) to identify and quantify problems within the watershed. WEI is the integration index of the others. Composite programming which is a method of multi-criteria decision making is applied for the calculation of PSD, PWQD and WEI (Step 2). The primary goal of the study is to secure instreamflow in the Anyangcheon during dry seasons. The second management goals of flood damage mitigation and water quality enhancement are also set (Step 3). Management options include not only structural measures that can alter the existing conditions, but also nonstructural measures that rely on changes in human behavior or management practices (Step 4). Certain management options which are not technically, economically, and environmentally feasible, are eliminated (Step S). Therefore, this study addresses a Pre-feasibility study, which established a master plan using Steps 1 through 5.

A Study on Land Use Regulation on Border Area of Incheon Metropolitan City (인천광역시 접경지역 토지이용규제에 관한 연구)

  • At present, Ganghwa County and Ongjin County of Incheon Metropolitan City are under the application of a different land use regulation like military regulations, etc. due to distinct characteristics of a border area; moreover, these two Counties have degenerated into the deepening area of economic backwardness and decline with the overlapping application of various land use regulations on the ground that these areas belong to a metropolitan area in view of an administrative district. In addition, different support is also implemented for border areas, such as 'the Special Act on Border Area Support' for the border areas, and development projects for special situation areas, etc.; however, realities are that the border areas are not free from regulations as yet due to the problems of unreality of support projects, and hierarchy of ordinances, etc. Accordingly, this study implemented this research under the judgment that it's about time to mitigate overlapping regulations on regional characteristics of the border areas of Incheon Metropolitan City, i.e. different land use regulation as a border area. It is required that general land use regulations should be mitigated through f lexible deregulation & management of the military regulation on the border areas of Incheon-si, mitigation of regulations under the Metropolitan Area Readjustment Planning Act, and relaxation of the preservation area of cultural properties; particularly, it's necessary to minimize the damage to border areas of Incheon-si caused by overlapping regulations on the areas by exempting the areas from the range of a metropolitan area through acknowledgment of the difference between the distinct characteristics of the border areas and regional, cultural conditions of a metropolitan area.

Studies on The Reutilization of Used School Uniform of Middle and High School Students (중.고등학생의 교복 재활용 활성화에 관한 연구)

  • Purchasing used school uniforms is to reduce environmental pollution and expenses, and to enhance a feeling of wearing satisfaction for school uniforms by improving size fitting. In order to improve reutilization of used school uniforms, uniform purchasing behavior, awareness of the reutilizing markets of used school uniforms, and the running conditions of reutilizing markets of used school uniforms were analyzed through the survey. The subjects are 741 students of middle and high schools in Seoul and Kyeonggi Province in this study. The results are as follows. First, the better-fitted uniforms students wear, the higher satisfaction they feel. Therefore, it is desirable for students to wear the uniforms which are well fitted for each student. Second, the higher aware of environment students are and the more environmental preservation behavior they do, the higher awareness of wearing used school uniforms they are. In order to enhance students' awareness of reutilizing markets of used school uniforms, it is important to educate students about the environment systematically and to promote recycling events. Third, the reasons for not purchasing used school uniforms are difficulty in access to the repurchasing market and the sanitary problem. Therefore, it is suggested that environmental education which boosts students' awareness of environment and reutilization events should be held to make reutilizing markets of used school uniforms vigorous. Moreover, it is necessary to make reutilizing markets easy to access and improve cleaning and repairing system.

Effect of Powder Hardening Accelerator on the Physical Properties of Precast Concrete (분말형 경화촉진제를 혼입한 PC부재용 콘크리트의 기초특성에 관한 실험적 연구)

  • This study is intended to produce a PC (Precast Concrete) member without a steam curing process in developing the high early strength concrete satisfying the condition of 10MPa in compressive strength at the age of 6 hours, and is intended to ensure economic feasibility by increasing the turnover rate of concrete form. Hence, high early strength cement with high $C_3S$ content and the hardening accelerator of powder type accelerating the hydration of $C_3S$ was used. And the properties of concrete were evaluated according to the hardening accelerator mixing ratio (0, 1.2, 1.6, 2.0). No big difference was found from the tests of both slump and air content. When 1.6 % or higher amounts of the hardening accelerator were mixed, the compressive strength of 10MPa was achieved at the age of 6 hours. From the test results of autogenous (drying) shrinkage and plastic shrinkage, it can be seen that there was a difference according to hydration reaction rate due to the addition of the hardening accelerator. However, it was shown that no problem arose with crack and durability. And it was shown that resistance to freezing-thawing, carbonation, and penetration were excellent.

Characteristics of Foam Concrete with Application of Mineral Admixture (무기혼화재 적용에 따른 기포콘크리트의 특성)

Thus, this study has an aim of applying foam concrete to structural purpose by adding bottom ash as a reinforcing material like fine aggregate, in contrast to conventional non-structural usage such as soundproofing or insulating materials. In addition, it was evaluated in terms of unit volume weight, flow value, air void, water absorption and dosage of foam agent wether replacement of cement by granulated blast furnace slag or fly-ash has an effect on the material characteristics of foam concrete. As results of experiments, it can be found that the increase of fine aggregate ratio, that is to say, the increase of bottom ash results in the increase of unit volume weight, while decreasing air void and flow value. But, appropriate addition of bottom ash to foam concrete makes it easy to control a homogeneous and uniform quality in foam concrete due to less sensitive to bubbles. As the replacement ratio of mineral admixtures such as granulated blast furnace slag and fly-ash increases, as unit volume weight tends to decrease. In the meanwhile, serious effects were shown on fluidity of foam concrete when more than limit of replacement ratio was applied.
