해상교통안전 진단제도 진단대행자 경력인정기준의 오류와 불법성 고찰

  • 해상교통안전에 영향을 미치는 수역의 설정 및 개발 등으로 항해안전 위험요인을 조사, 측정 및 평가하여 선박의 안전한 통항로를 확보하기 위한 진단을 의무화한 해상교통안전진단제도가 시행되었다. 그러나 진단대행자 경력인정기준이 수학적 오류는 물론 비대칭적으로 설계되어 책임진단업무를 극소수로 제한함으로 해상교통안전을 저해하고, 기회균등의 공정사회 구현에 역행 할뿐만 아니라 건전한 학문발전 분위기를 해치는 등 폐단을 초래하고 있다. 본 논문에서는 경력인정방법의 오류와 탈법적 요소들을 고찰하고 그로 인한 폐단을 탐색하여 해상교통안전 진단제도가 공공성, 사회성, 공익성을 기반으로 한 합목적 제도로 발전 할 수 있는 경력인정설계 방안을 제안하고자 한다.

Supply-Demand Forecasting Method of Qualified Engineers in Construction Using System Dynamics (시스템 다이나믹스를 활용한 건설분야의 특급기술자 수급전망)

  • By prosperous condition of construction economy in the early 90s in korea, we needed a lot of the qualified professional engineers(PE) to manage the construction site. In order to meet the high demand of P.E., government has established the admitted engineer system(AES) which is given to admitted engineer who do not take the written exam but have equivalent working experience in 1995. However, since 2000, while professional engineer's shortage has been resolved, the opposite situation has occurred that is serious over-supply of construction engineers. Thus, government announced that will abolish the admitted engineer systems as recognized existent admitted engineers. However, Professional Engineers institution is insisting that must not recognize existent admitted engineer. From this point of view, it is critical to make the supply-demand forecast systems as a derivative approach of system dynamics also, that is useful in comparing the argument between government and Professional Engineers institution. This paper describes about qualified engineer's supply change by admitted engineer system abrogation and suggests the idea to regulate the supply and demand with the improvement of the regal system.

Differences and Multi-dimensionality of the Perception of Career Success among Korean Employees: A Topic Modeling Approach (기업근로자 경력성공 인식의 다차원성과 차이: 토픽모델링의 적용)

  • The purpose of this study is to explore the multi-dimensionality and the differences of the career success that is revealed by the employee's perception. In order to fulfill the research purpose, LDA topic modeling has applied to extract latent topics of career success from 126 Korean employees' open-end survey questionnaires. The extracted latent topics are social recognition, continuing service within an organization, expertise, financial rewards, and pursuing personal meaning. The occurrence probability of each topic was different by individual characteristics such as gender, education, position. Study findings showed there is multi-dimensionality in career success, and there are differences of topic occurrence probability by demographic characteristics. Additionally, this study showed how to apply the recently developed machine learning approach in order to reduce the researcher's bias by adapting the LDA topic modeling to the qualitative open-ended survey data.

  • This study illustrates the results of a background policy research conducted to provide supports for the 'Korean Engineering Industry Enhancement Law' promulgated by the Korean Ministry of Knowledge Economy. The main issue covered in this study is an effective way of managing standardized career development program for construction engineers. This study attempted to provide detailed criteria and guidelines for the public career development program for construction engineers by effectively collecting and analyzing relative. In doing so, various opinions from a wide range of stakeholders and related parties were gathered. In addition, an in-depth benchmarking investigation was performed with four main associations who have been operating their own career development management program for construction engineers. Some of the findings from this study have played a positive role specifying the details of the recently promulgated law such as 'Notice by Ministry of Knowledge Economy 2011-76: guidelines for managing construction engineer career'. This study was an empirical and practical research effort helping the government to set up an effective construction law system.

A Study to improve the Recognition System of North Korea's Technical Qualification (북한 기술자격 인정 제도의 개선 방안 연구)

  • The number of North Korean refugees entering South Korea since the mid 1990s has increased continuously and recently the number has reached 2 million people, which is expected to continue to rise. In the meantime, the government of South Korea has been developing various means to help the North Korean refugees take part in our society and to increase their self-reliance. In this study, improvements were made to systems where North Korean national qualifications are made eligible for use in South Korea, to help them better adapt to our society. The research conducted a Delphi survey of 70 professional qualified workers, training specialists, qualified professionals, researchers and government agents, and 6 interviews were carried out to North Korean refugees and qualified judges. The results complement the current system, in terms of eligibility qualification procedures, where the department's role in its qualification procedure is enhanced and practical experiences are added to the procedure.

Analysis of Educational Satisfaction on the Course for Recognition of Practical Experience with a License for the Supervisor of Radiation Handling (방사선취급감독자면허 경력인정과정에 대한 교육만족도 분석)

  • Nuclear Safety Act had described the three types of licenses on radioisotope handling, such as a general license, a special license and a supervisory license. Applicants should be qualified by careers and qualifications for the education and training to acquire the licenses. In particular, the information on the estimation for the career is notified by Nuclear Safety and Security Commission(NSSC). In this paper, we suggest an improvement by analyzing survey data at the end of the education course on a license for the supervisor of radiation handling. We applied the learning evaluation to improve the education course. The level of satisfaction with the improved curriculum was compared with the existing curriculum. The improved curriculum with the learning evaluation has shown high grades of performance, i.e. above 4.0 points (full mark: 5.0 points) on the level of satisfaction and field application. The learning evaluation should be applied to the basic education course on a general license for radioisotope handling.

A Study on Science Teaching Orientation and PCK Components as They Appeared in Science Lessons by an Experienced Elementary Teacher: Focusing on 'Motion of Objects' and 'Light and Lens' (한 초등 경력교사의 과학수업에서 나타나는 과학 교수지향과 PCK 요소들 사이의 관련성 탐색 -물체의 운동과 빛과 렌즈 단원을 중심으로-)

  • This study aims at exploring the features of science teaching orientation (STO) and its relationships with other PCK (pedagogical content knowledge) components. To do this, based on the definition of STO by Friedrichsen, Driel, & Abell(2011) and PCK model by Magnusson, Krajcik, & Borko(1999), we observed one experienced elementary teacher's science lessons for 21 lesson hours (10 hours of 'Motion of Objects' and 11 hours of 'Light and Lens') and carried out qualitative analyses of the data obtained from lessons observation, teacher interviews, and CoRe (content representation) responses. We analyzed the teacher's three aspects of STO (i.e. beliefs about the goals and purpose of science teaching, beliefs about the nature of science, and beliefs about science teaching and learning) which can converge into an overall STO of 'inquiry'. And these aspects of STO appear to interact differently with four PCK components (i.e. curriculum knowledge, learner knowledge, instructional knowledge, and assessment knowledge) depending on the topic of the lesson. It is hoped that this in-depth understanding of the features of STO and its relationship with other PCK components would provide useful information on how to monitor and improve STO and PCK of elementary teachers.

산업간호사의 근무조건 - 서울 경인지역을 중심으로 -

  • 본연구는 보건관리자로서의 산업간호사의 역할을 뒷받침 할 수 있는 근무조건을 파악하기 위한 기초조사연구이며 산업간호사의 근무조건 개선에 기여코저 한다. 연구방법은 1991년 3월부터 4월까지 서울, 인천, 경기 지역에 위치한 산업장의 건강관리실에 근무하는 산업간호사 131명을 대상으로 설문지를 이용하여 전화 또는 산업간호사회를 통해 자료를 수집하였다. 조사 결과는 다음과 같다. 1) 조사대상의 일반적 특성 서울, 경기, 인천지역에 상시근로자수가 300인 이상에 근무하는 산업간호사 배치율은 49.3%로 나타났다. 조사대상의 지역별 분포는 서울이 61개사업장이었고 인천 경기의 순이었다. 또한 산업간호사의 교육수준은 전문대졸이 84.0%이었고, 연령별 분포는 20대가 65.7%이었으며, 규모는 500~999사이가 42.7%였고, 노조가 있는 사업장은 73.3%인 것으로 나타났으며 산업간호사 1인이 근무하는 곳이 90.7%였고 보건관리자가 간호사뿐인 곳이 63.3%이며 1000명이상 근로자를 가진 산업체중 31.9%가 전임산업의나 산업위생사 없이 간호사 혼자서 근무하는 것으로 나타났다. 2) 근로조건 산업간호사는 주당근무시간이 44시간이하인 경우가 59.6%였고, 1부제 근무만하는 경우가 93.1%였으며, 월차휴가는 94.7%가 사용할 수 있었으며, 보수는 기본급이 25~40만원 사이가 69.5%였고 면허수당은 43.8%만 받는 것으로 나타났으며 상여금은 년 600%를 받는 산업장이 42%였고 총급여액이 35~55만원을 받는 경우는 전체의 67.3%를 차지하였다. 또한 연장근로인정여부는 일부만 인정하거나 인정하지 않는 경우가 61.8%였고, 과거경력 은 34.4%가 인정하지 않았고 승진은 66.4%가 불가능한 것으로 나타났다. 산업간호사가 별정직이나 촉탁으로 취업한 경우가 35.1%였고 일반 고졸이나 전문대졸 대우를 받고 있는 경우가 68.9%였다. 또한 전문단체활동 지원정도는 대한간호협회나 산업간호사회지원이 95 %를 넘었으며 산업간호사가 원하는 것 모두 지원하는 경우가 68.7%였으며 회비와 참석 모두를 지원하는 경우가 83.7%였다. 3) 모성보호 산업간호사중 81.7%가 결혼 후 근무가 가능했으며, 94.7%가 생리휴가를 사용할 수 있는 것으로 나타났다. 그리고 산전산후휴가는 76.3%가 사용할 수 있었다. 그러나 결혼후 근무나 산전산후휴가는 명문화되어 있었으나 실제로 이용한 경우는 없는 것으로 나타났다. 본 연구결과는 산업간호사의 근무시간, 전문단체활동지원은 비교적 좋은 조건이나 보수를 비롯 승진이나 대우, 모성보호에 대한 개선여지가 있음을 보여주었다. 따라서 결혼후 지속근무, 산전산후 휴가제 등이 보장되어야 전문직으로서의 산업간호사 인력확보, 활용이 용이할 것으로 기대된다. 더불어 전문단체의 조직적 활동과 연구, 행동적인 지원이 계속되어져야 할 것을 제언하는 바이다.
