As smart convergence occurs, solving the digital divide issue for weak layers such as the elderly, handicapped and poor groups is becoming an emerging issue. This study aims to promote information service to encourage active participation of the weak layers and to bridge the digital divide among those under the digital switchover and the smart phone convergence environments. This study, comparing the environments of Korea and other major countries with respect to digital divide, found some differences and tried to suggest proper policies for Korea to remain as a leading IT country. We expect this study to help the government, industries, schools cope with the divide issues and establish proper policies to provide weak layers with equal opportunities to IT in the coming smart convergence era.

Due to COVID-19, much research has been conducted on learning loss and educational gaps due to the postponement of the start of school and prolonged online distance learning, and most of the research has focused on the phenomenon of educational gaps. If a pandemic situation like this occurs in the future, fundamental policies are needed to resolve the educational gap. A fundamental solution requires not only an understanding of the educational gap phenomenon, but also the structure behind the phenomenon. Therefore, from a structuralist perspective, this study sought to model the educational gap caused by COVID-19 as a prototype of systems thinking and identify its structure. In addition, we looked at the unintended consequences resulting from policies aimed at resolving existing educational gaps. In order to respond to similar disaster situations in the future, policies for resolving the digital gap, support for basic academic skills, quality improvement for distance learning, and self-directed learning were discussed based on the structure of this study.

As a result of decomposing the wage gap between large enterprises and SMEs using Oaxaca's wage gap decomposition method, the total wage gap of supply side factors was 44.2%, and the service years and educational background were the biggest influences. and As a result of decomposing the wage gap by firm size based on demand side factors such as business performance, total wage gap was 44.9%, and the influence on wage gap was in the order of labor productivity, union and outsourcing ratio. The results of this analysis suggest that it is necessary to consider the demand side factors such as business performance and capital structure of supply side companies such as differences in human capital in order to solve wage gap by firm size.

The purpose of this study is to identify the concept and current status of resolving the gap in knowledge and information provided as a new role of public libraries. We have examined what kind of role public libraries has to play, and have analyzed the relationship of financial independence of public libraries and local autonomous entities, the use of public libraries and the social class vulnerable to knowledge and information by utilizing existing statistical data. Through this, We have presented a basic point in question needed in searching for a way to strengthen the role of public libraries in resolving the gap in knowledge and information..

The numbers of population, areas, possessions, employees, operational budget, users, and circulated books in Korea Library Yearbook were collected for the purpose of analyzing the status of information disparity through libraries among four large regional groups in Korea in this paper. They were the main indicators of four types of libraries such as public, academic, special, and school ones. The collected data were classified into four regional groups, and were analyzed by using the comparisons of means such as t-test and ANOVA, and correlation coefficient if there is any significant differences among them or not.

본 연구는 시 청각 장애인의 정보격차 및 정보 불평등 문제를 해소하기 위해 장애인 정보화 교육의 문제점을 살펴보고 개선 방향을 제시함으로써 향후 장애인 정보화 교육이 보다 효율적으로 시행될 수 있도록 하는데 그 목적이 있다. 시 청각 장애인에게 정보 격차 해소를 위한 교육은 지속적으로 시행되고 있으나 정보화가 진행될수록 신체적 결함으로 인한 정보소외는 존재할 수밖에 없다. 이런 문제점을 극복하기 위해서는 첫째, 시 청각 장애인에게 정보화 교육 기회를 확대해야 한다. 둘째, 장애 특성을 고려하여 개별화 교육을 실현할 수 있도록 정보화 교육과정 및 교수법 개발을 개발해야 한다. 셋째, 교육과정의 정기적인 지도 점검이 요구된다. 넷째, 보조공학 기기 및 S/W에 대한 지원 및 개발을 강화해야 한다. 마지막으로 시 청각 장애인 정보화 교육 과정의 표준화 작업이 매우 시급한 실정이다.

This research was conducted both to analyze the determining factors of and to suggest resolution methods for the smart divide of adults over 65 years of age in the rapidly aging society of the 2000s and the smart society of the 2010s following the information society of the 1990s. The research model based on the Technology Acceptance Model (TAM) includes 6 determining factors derived from existing studies: Self Efficacy, Training, Accessibility, Playfulness, Cost Rationality, and Policy Support. Research data were collected through a survey given to a total of 243 older adults in 14 Senior Welfare Centers nationwide, and research hypotheses were verified by structural equation model (SEM) analysis. The results of this research that gives priority to the order of Political Support, Playfulness, Self Efficacy, Accessibility, Cost Rationality, and Training can be used to develop various resolution methods for the smart divide of adults over 65 years of age.

In spite of various efforts to resolve digital divide of people with disabilities, it still has a long way to go because there lack of identifying information needs of people with disabilities and potential users including their family and the related, and integrated information channels such as a portal, and so on. In this context, this study aims at analyzing the users' unique information behavior and evaluating usability of domestic web information services for people with disabilities which are currently serviced. Increasingly, we suggest new functional requirements of building a library portal for people with disabilities.

The objective of this paper is to analyze the profitability of expanding the high-speed internet network and provide the strategy and policy for the government and telecommunication providers to fill the information gaps in rural areas. First, we analyzed the situation where the accessibility of high-speed internet networks is deficient and reasons why it is slow to build the communication network infrastructure in the remote agricultural and fishing areas. Then economic analysis was performed to find out how much it cost to make it possible for every village of rural areas to access the high-speed internet network as well as sensitivity analysis.
