The Effect of Management by Objective and Job Rotation on Newcomer Turnover Rate (목표에 의한 관리와 직무순환이 신입사원 이직률에 미치는 영향)

  • Utilizing fit theory in strategic human resource management, this study examines the impact of two HR practices on newcomer turnover rates. While there is a growing body of research identifying the linkage between high-performance work systems(HPWS) and improved organizational performance through higer employee commitment, little research addresses how specific mechanisms among the systems deliver different performances to organizations. Using management by objective(MBO) and job rotation in HPWS, we found a strong main effect of each practice-it decreases newcomer turnover rates. This main effect becomes stronger when one practice combined with another, showing synergy exists. Linking HPWS research to turnover, this study provides insightful evidence of interactions between MBO and job rotation for organizational performance.

Work & Life Balance and Conflict among Employees : Work-life Balance Effect that Reflects Work Characteristics (일·생활 균형과 구성원간 갈등관계 : 직장 내 업무 특성을 반영한 WLB 효과 중심으로)

  • Recently, with the MZ generation's entry into society and the social participation of the female population, conflicts are occurring between workplace groups that value WLB and existing groups that emphasize collaboration due to differences in work orientation. Public institutions and companies that utilize work-life balance support systems show differences in job Commitment depending on the nature of the work and the activation of the support system. Accordingly, it is necessary to verify the effectiveness of the WLB support system actually operated by the company and present universally valid standards. The purpose of this study is, first, to verify the effectiveness of the support system for work-life balance and to find practical consensus amid changes in policies and perceptions of the working environment. Second, the influence of work-life balance level and job immersion according to work characteristics was analyzed to verify the mutual influence in order to establish standards for WLB operation that reflects work characteristics. For the study, a 2X2 matrix model was used to analyze the impact of work-life balance and work characteristics on job commitment, and four hypotheses were established. First, analysis of the job involvement level of conflict-type group members, second, analysis of the job involvement level of leading group members, third, analysis of the job involvement level of agreeable group members, and fourth, analysis of the job involvement level of cooperative group members. To conduct this study, an online survey was conducted targeting employees working in public institutions and large corporations. The survey was conducted for a total of 9 days from October 23 to 31, 2023, and 163 people responded, and the analysis was based on a valid sample of 152 people, excluding 11 copies that were insincere responses or gave up midway. As a result of the study's hypothesis testing, first, the conflict type group was found to have the lowest level of job engagement at 1.43. Second, the proactive group showed the highest level of job engagement at 4.54. Third, the conformity group showed a slightly lower level of job involvement at 2.58. Fourth, the cooperative group showed a slightly higher level of job involvement at 3.80. The academic implications of the study are that it subdivides employees' personalities into factors based on the level of work-life balance and nature of work. The practical implications of the study are that it analyzes the effectiveness of WLB support systems operated by public institutions and large corporations by grouping them.

Study on Selftest Requirements in Cryptographic Module Validation Program with FIPS-OpenSSL Source Code Analysis (FIPS-OpenSSL 코드 분석을 통한 암호모듈 자가시험 보안요구사항 분석)

  • This paper analyzes the source code of FIPS-OpenSSL cryptographic module approved as FIPS cryptographic module in USA and shows how the selftest requirements are implemented as software cryptographic library with respect to pre-operational test and conditional tests. Even though FIPS-OpenSSL follows FIPS 140-2 standard, lots of security requirements are similar between FIPS 140-2 and Korean cryptographic module validation standards. Therefore, analysis from this paper contributes to help Korean cryptographic module vendors develop correct and secure selftest functions on their own cryptographic modules, which results in reducing the test period.

A Study on the Effect of Preliminary Feasibility Study System Improvement (예비타당성조사 제도 개선 효과에 관한 연구)

  • In 2019, the government improved the system to reduce the maximum weight of economic feasibility items in the comprehensive evaluation from 50% to 45% in order to improve the problem that economic feasibility is a decisive factor in passing the preliminary feasibility study. This study is to analyze the effect of system improvement in 2019 and verified the difference between before and after system improvement. As a result of regression analysis and correlation analysis, both periods showed high correlation, and the difference through Z-test was analyzed as not statistically significant. This result means that institutional improvement to reduce the impact of economics was not effective. Therefore, it is judged that it is necessary to discuss the design of a more effective comprehensive evaluation study through research such as reevaluating the weights of each item in the comprehensive evaluation in various ways in existing projects.

  • The impact of the recent small business start-up competition in the market, has become overheated. It is effected by early retirement of a generation of youth employment. This study is a study on the impact of SEMAS(Small Enterprise and Market Service) system operating of the funding system, education support programs, and consulting support system on the business performance of small business owners. It has surveyed 272 business owners, in Gyeongsangnam-province. The study includes specific support system for usage frequency and satisfaction and conducted from January 2013 to September 2015. In addition, it analyzes characteristic that motivation, business model, item, owner's experience, sales and demographic by small business owner. Analysis results, the management performance of small business that uses financial support system and consulting support system is shown to be high. But education support system is the opposite effect. As a result, the management performance is related to industry experience. Therefore education support system need to be reorganized to the support depends on the development stage. This study was conducted to help small business owners entered the start-up market and a decision-making person with a policy decision.

금융산업구조(金融産業構造)의 결정요인(決定要因)에 대한 실증분석(實證分析)

  • 본고(本稿)는 금융시장(金融市場)의 규모(規模)와 금융산업구조(金融産業構造)와의 관계에 대한 몇가지의 가설(假說)을 미국(美國), 영국(英國), 독일(獨逸), 프랑스, 캐나다, 이탈리아, 스웨덴, 벨기에, 네덜란드, 스페인 등 11개 OECD국가와 한국(韓國)의 시계열자료(時系列資料) 및 동(同) 자료(資料)의 크로스섹션결합자료(結合資料)를 이용하여 검증하였다. 검증결과에 의하면, (1) 각국의 직(直) 간접금융비중(間接金融比重)은 전체 금융시장규모에 의해 유의하게 영향을 받고 있으며, (2) 직(直) 간접금융(間接金融)은 시장규모(市場規模)의 확대(擴大)에 따라 어느 하나가 압도함이 없이 일정한 균형비율로 수렴해 나가는 것으로 관찰되고 있어 세계금융산업(世界金融産業)은 일반적으로 전업균형(專業均衡)보다는 전업(專業) 및 겸업(兼業)의 혼합균형(混合均衡)으로 이행해 나갈 것으로 기대되며, (3) 최근 진행되고 있는 금융(金融)의 세계화(世界化) 및 개방화(開放化) 추세(趨勢)는 궁극적으로 각국 금융산업조직(金融産業組織)의 동질화(同質化)를 촉진시킬 것으로 나타나고 있고, (4) 금융시장규모(金融市場規模)의 확대(擴大)에 따른 혼합균형(混合均衡)으로의 이행과정에서는, 겸업주의(兼業主義) 은행제도(銀行制度)는 금융시장의 규모가 상대적으로 작은 경제에서, 역으로 전업주의(專業主義) 은행제도(銀行制度)는 금융시장의 규모가 상대적으로 큰 경제에서 주로 형성되는 경향이 있는 것으로 관찰되었다. 부수적으로는, 전업주의(專業主義) 금융제도(金融制度)에 비해 금융업무(金融業務)의 자유(自由)를 보다 더 허용하는 겸업주의(兼業主義) 금융제도(金融制度)가 균형금융구조(均衡金融構造)로의 이행(移行)을 촉진시키고 있다는 점도 발견되었다. 이상의 검증결과는, 금융산업(金融産業) 및 제도(制度)는 이를 받치는 전체 금융(金融)의 규모성장(規模成長)에 따라 적절한 균형구조(均衡構造)를 찾아가는 것이기 때문에 전체 금융의 성장과정 및 속도에 부응하지 못하는 인위적인 금융개편정책(金融改編政策)은 바람직하지 못하다는 시사를 주고 있다.

  • Warranty contracting is contracting methods that European Countries have applied to asphalt pavement projects from long ago, and in America as the expected effects of the warranty contracting are being verified to introduce it, the number of projects with warranty is being increased rapidly. In Japan, the warranty contracting suitable for Japanese style was established and is being applied. This study investigated and analyzed the present state of the warranty contracting being applied to European countries, America and Japan, and suggested advantages and disadvantages in introducing the warranty contracting into Korea and directions to introduce it. The principal result of this study is that performance bond contract system, performance surety bond system and performance bidding system should be established to introduce the warranty contracting into Korea.

  • 미연방통신위원회(FCC)에서는 무선전파를 사용하는 장비 및 부품들은 사용에 앞서 해당 기술기준에 적합한지를 인증받도록 하고 있다. FCC가 규정하고 있는 무선전파를 사용하고 있는 기기들에 대한 인증은 확인, 형식승인, 신고, 형식인정, 검증 등으로 분류된다. 본 고는 FCC의 전파응용기기 및 부품에 관한 인증제도를 조사 분석하여 향후 국내의 무선통신 기기들에 대한 인증제도의 확립 및 시험 방법 연구에 보탬이 되고자 한다.

  • The Police are classed special service on civil service system. Most of special service officers are applied special personnal law. It is for this reason that organization and mission are different from general public officials. The police performance evaluation is enforced in dissimilar form with another civil services for these cause. This study proposed to verification formality about appraisal result to desirable operation of police performancce evaluation system. At system enforcement early, it may be desirable that verification is limited finally supervisors rating.
