정보통신표준화운영규정 제8조(의결), 제9조(투표단위), 제10조(의결방법), 제29조(표준화 과제의 채택 등)에 의거한 제19차 정보통신표준총회(2000. 7. 13)가 개최되어 총 309건의 정보통신단체표준(TTAS)이 제정되고 1건이 개정되었으며, 6건의 표준화 과제가 선정되고 8건이 폐지되었다. 이번에 제/개정된 310건의 단체표준은 통신망분야 1건, 통신망운용관리분야 12건, 정보화분야 2건, 정보보호분야 2건, 전파통신분야 1건, 차세대이동통신분야 292건으로 새로이 제정된 단체표준 및 개정된 단체표준 중 일부표준을 선정하여 표준내용을 요약$\cdot$소개한다.

It was investigated to apply the information of the satellite imagery to the field of urban planning. Built-up area and road area are very important factors in the field of urban planning. To extract these information from the satellite imagery, landcover classes were categorized into the 4 classes, exterior space, built-up area, vegetation and shadow. And it was discussed what is needed for landcover classifications and essential factors on the information extraction.

현재 프로판은 산동네, 달동네, 도서, 벽시 등 저소득층이 사용하고 있으나 특별소비세가 부과되고 있어 당초 특소세의 부과취지와 맞지 않을 뿐만 아니라 중산층이상이 사용하고 있는 도시가스와의 가격격차가 더욱 벌어지는 등 문제점이 있다는 지적이다. 이에 우리회는 최근 프로판의 특소세를 폐지해줄 것을 재정경제부와 국회 재경위원들에게 건의한 바 있다.

최근 우리회와 LPG수입양사는 공동으로 올해 판매부과금 부과액만큼 부탄 특소세와 교육세를 인하해줄 것을 기회예산처.재정경제부.산업자원부에 건의했다. 아울러 판매부과금의 폐지와 장애인 등에 대한 보조금은 에특회계가 아닌 일반회계에서 지원해줄 것을 요청했다. 한편 최근 재경부는 우리회와 수입사의 건의를 받아들여 특소세와 교육세를 203원/kg으로 인하.조정하는 내용의 특소세법시행령개정안을 입법예고 했다.

The purpose of the study was to explore modern people's emotion regarding sex commercialization related to the abolition of grid girl. To collect data, based on 'reply journalism', this study collected 15 blogs, 10 online cafe contents, 1 youtube video clip, and 364 replies associated with the three online contents. To analyze the data, interpretive text analysis was utilized and the following results were obtained. As results, the analysis on the replies shows that the most strong emotion of the modern people regarding the abolition of grid girl is anti-feminism that includes hatred toward feminists and even females, criticism on feminism, and notion of 'women's enemy is women themselves'. In addition, sympathy toward racing models who lost their jobs, requirement of same abolition to the people with similar occupations, spatial separation between men and women, and consent on the abolition of racing models were found. Unlike the feminists' emotion regarding sex commercialization and racing models, modern people's emotion was different from them. Rather, ordinary people have doubted and even criticized on the rationales of feminism. Unlike feminists' notion about sex commercialization of racing models, these results imply that social image of racing models has changed and wish their position is respected as an ordinary occupation, without issues of sex commercialization.

건설업계의 뜨거운 감자였던 건설산업기본법 개정안이 지난 11월 7일 국무회의에서 의결, 통과됨으로써 12월 5일 국회 건설교통위원회 법안심사소위원회 상정과 12월 6일 국회 건설교통위원회에서 의결을 앞두고 있다. 대한설비건설협회는 이번 건산법 개정에서 건교부가 주장하는 선진화된 건설생산체계 개선이 되기 위해서는 일반∙전문 겸업제한 폐지시 형평에 맞는 법개정이 되어야 한다고 일관되게 주장해 왔다. 즉“일반∙전문 겸업제한을 폐지할 경우 전문건설업자간의 공동도급 금지조항을 폐지하여 단순 복합공사의 원도급 입찰 참가자격 부여와 CM업을 활성화하여 CM에 의한 공종별 발주 등이 필요하다”고 주장했다. 건산법 개정안의 귀추가 주목되는 가운데 대한설비건설협회의 건산법 개정 추진현황을 게재한다.

정부는 지난 6월29일 과천청사에서 한리헌 경제기획원차관 주재로 경제행정 규제완화 실무위원회를 열고 석유정제업 등록을 허가제에서 등록제로 전환하고 석유제품 수출입 승인을 폐지하는 것등을 골자로 하는 통관제도ㆍ해운항만ㆍ환경산업ㆍ제약산업ㆍ에너지 및 자원산업 등 5개분야 70건의 행정규제완화 과제를 의결했다. 다음은 에너지 및 자원산업분야의 규제 완화 내용이다.

대통령직 인수위원회가 지난 2월 19일 중소기업중앙회 강당에서 열린 '중소기업 손톱 및 가시 힐링캠프'에서 대규모의 공공공사 분리발주 등 총 94건을 수용 개선키로 했다고 발표했다. 대통령직 인수위원회는 중소기업계가 꼽은 299건(공익과 상충하는 41건 제외)의 건의사항 가운데 총 94건을 수용 개선키로 한 것이다. 주요 개선과제는 ${\triangle}$정부조달 판로 확대 ${\triangle}$창업 기술규제 현실화 ${\triangle}$대 중소기업 상생 정착 등 총 7개 분야로, 이 가운데 조달부문에서는 전문건설사의 정부 공공공사 직접 참여 활성화를 고려해 대규모 공공공사 분리발주 원칙을 법제화 하는 한편 분할계약 금지 원칙이 담긴 국가계약법 시행령 제68조의 규정을 폐지키로 했다. 인수위의 이같은 결정은 지난 1월 24일 '중소기업 소상공인 현장의 목소리를 듣겠습니다' 간담회에서 대한설비건설협회가 건의한 분리발주 법제화 내용이 반영된 것이다.

The purpose of this study is to investigate and analyze present condition of enactment and enforcement of regulation for reading culture promotion which is a local statute of the autonomous community of Korea to suggest effective improvement methods for operation of ordinance and regulation. In this research, literature review and regulation analysis were conducted and investigated. The results of this study are as follows. 1) There were 77 ordinances of reading related local statutes of 245 metropolitan and primary local authority and 7 regulations. 2) Ordinances and ordinance regulation of the local government and local government of education are being named variously. 3) Composition of ordinances ordinance regulation were not systematic due to diverse contents of ordinance by local government according to the names of ordinance, and they overlapped with similar contents in general. 4) There were 10 ordinances and 2 official orders for the abolished reading related local statutes of the local government until today. This study suggested the following methods to vitalize the reading culture promotion policy. 1) It would be necessary to improve awareness by promoting the reading promotion policy. 2) Optimal name for local statute and ordinance that considered the environment of reading promotion of local statue need to be assigned, and contents of the ordinance regulation related to reading needs to be consistent. 3) Local statutes need to be established by collecting enough opinions of residents or specialists after thoroughly examining problems of the ordinance before abolition.

The government is propelling regulatory reform in priority that abrogate (8,121 an item in 14,186) improve (6,065 an item in 14,186) administrative regulation. But In spite of many regulatory reform results, successive diminution of regulatory reform is low because that modification of bureaucracy's execution don't support or a concerned group of gain and loss resists. In the future, regulatory reform must perform continuously promote. At the same time, the people, enterprises ＆ public service manage diversified a regulatory adaptation countermeasure. In this study, grasp the present condition at A Construction Permit Consent ＆ Use Admission Consent and would present the promotable method in analysis synthetically ＆ systematically about cognizance, recognition & observance of a administrative regulation.
