Fuzzy Based Condition Assessment Model of Middle and Small-Size Buildings (중소규모 건축물의 퍼지기반 상태평가 모델)

  • In the current maintenance system of building, safety inspection and precise safety diagnosis have been applied only for Type 1 and 2 buildings. Considering the fact that middle and small-size buildings take up 99.4% of total buildings, it is necessary to implement safety diagnosis for the buildings to make long lasting buildings. This study suggested improvement methods for adjusting the existing evaluation items to middle and small-size buildings by reviewing the current diagnosis system and a survey. Based on the methods, an improved model, which modified the existing diagnosis model, was developed by applying fuzzy theory. If the improved model of this study is applied on site, the buildings except Type 1 and 2 could be maintained constantly. In the future studies, it is necessary to implement the developed model practically, to strengthen the feasibility of the model.

Current Status Analyses and Efficient Strategies Subjected to Safety Management of Small-Scaled Old Buildings (소규모 노후 건축물 안전관리 실태분석 및 효율화 방안)

  • Based on the current state of safety management for small-scaled old buildings, this study identified problems and proposed improvement plans. The study investigated the current status of safety management based on relevant laws and government and financial portal data, as well as budget documents related to the targets of safety management, the organization responsible for safety management, and the budget required for organizational operation. As a result, the study revealed the problem of safety management blind spots for buildings that are not included in the legal safety inspection targets. It also identified difficulties in securing specialized personnel for the operation of local building safety centers and financial constraints for the operation of building safety special accounting. To address these issues, the study proposed measures such as expanding the scope of safety inspection targets for small-scaled old buildings to reduce safety management blind spots, improving compensation regulations for specialized personnel, setting a minimum ratio for enforcement fines to secure financial resources, and gradually adjusting building permit fees. The study aimed to contribute to improving the efficiency of safety management for small-scaled old buildings based on these proposed measures.

  • 구조 안전진단 업무는 구조물의 설계, 시공과 아울러 재료와 구조역학 등 여러분야에 익숙하여야 수행할 수 있으며, 진단 결과 보강, 보완할 필요가 있을 때는 더구나 종합적인 지식과 경험을 갖추어야 할 것임을 강조하고 싶다. 거기에 덧붙여 각종 진단 장비를 마련하여 그 장비들의 적절한 사용방법과 측정결과의 분석 능력이 필수적이다. 그러나 수많은 첨단장비로 무분별하게 많은 검사를 한다고 해서 정확한 진단이 내려지는 것도 아니다. 이제 시중에서 흔히 자행되는 구조 안전진단 사례를 보면서 느낀 점을 중심으로 설명함으로써 70여명의 안전진단 기술자를 비롯한 독자들의 이해를 돕고자 한다.

  • Type 1 and type 2 buildings must regularly conduct precise safety inspections and precise safety diagnosis for the safety and maintenance of facilities, and the safety grade of the building is determined according to the results of the implementation. In addition, the cycle of inspection and diagnosis is determined according to the safety grade of the building. In order to determine the safety grade of the building, a precise safety inspection conducts condition evaluation, and a precise safety diagnosis conducts condition evaluation and safety evaluation. Therefore, since the inspection and diagnosis cycle is determined according to the safety grade of the building, the condition evaluation and safety evaluation must be precise. However, in the case of member unit evaluation, which is the first step in evaluating the current condition, the evaluation grade is determined by using the representative value of the measurement result, and this may result in an error in the evaluation grade. To solve this problem, this study analyzed evaluation criteria for each evaluation item and presented evaluation criteria using inequalities to respond to measurement results and evaluation scores. In addition, we present a functional formula that can reflect performance scores for each evaluation item.

  • In this study, develop the seismic acceleration measurement data conversion and signal processing algorithms for improve the operational efficiency of the seismic acceleration measurement system installed for public facilities. Through the analysis of the seismic acceleration time history data, the evaluation methods and criteria and evaluating the safety of buildings were proposed. The system was applied to the test bed building to verify its operation and usability. It is expected to be used as a decision making support data and determining the direction and priority of disaster response in the event of an earthquake.

  • 최근 국내 산업구조 및 생활환경의 변화로 도시구조의 고도화, 집중화로 인해 특정관리대상건축물이 다양화됨으로써 안전사고 및 재해양상이 점차 다변화 되어 증가되고 있다. 이에 따라 우리나라 정부에서는 관련 법령에 근거하여 지자체 및 재난관리책임기관 등에서 시설물의 안전관리를 수행하고 있다. 1995년 제정된 "시설물의 안전관리에 관한 특별법"에 근거하여 일정 규모 이상의 1종 및 2종 시설물을 대상으로 정기점검, 정밀점검, 정밀안전진단이 관련전문가에 의하여 주기적으로 수행되고 있으며, "재난 및 안전관리 기본법"에 의하여 특정관리대상시설을 지정하여 주기적인 안전점검이 수행되고 있다. 그러나 수작업에 의한 안전관리 업무 수행과 점검 및 진단 결과에 대한 사후 관리로 관계 업무 주체들에게 과다한 업무가 부과되면서도 안전관리가 효율적 효과적으로 이루어지고 있지 못한 상황이다. 또한 관련 업무가 서로 다른 법령 및 기관에 분산되어 업무의 비효율성을 야기하고 있다. 이에 본 연구는 특정관리대상 건축물의 효율적인 안전관리를 위해 안전관리 업무의 정형화, 안전관리 정보의 통합관리 및 현실적인 업무환경을 고려한 안전관리시스템의 개발을 목적으로 수행되었다.

An Analysis on the Correlation between Crack Condition and Safety Grades in Masonry Buildings (조적조 건축물의 균열양태 및 등급판정과의 상관성에 관한 연구)

  • In Seoul, structural deterioration is severe in the private masonry buildings which have been built since 1906s. But most of these structures remain without any repair works. As a result, the rate of deterioration is getting faster and these dangerous structures may cause hazardous circumstances to the adjacent structures and neighborhood. The purpose of this study is to investigate the actual conditions of wall cracks among the defect types which occur in private masonry buildings and to analyze the correlation between safety grades and wall cracks for offering the fundamental data. Using these date we can establish basic criteria for safety grades of structures and improve the quality of masonry buildings. The result of this study indicate that there are high correlations between safety grades and the width of crack but much less so with the length. Furthermore, with regard to crack patterns, vertical cracks much more negatively effected the safety grades.
