Necessity of Improvements on Code of Practice at the Demolition Work considering Building Structure Type : Based on Demolition work of Permission and Registration (건축물의 구조유형을 고려한 해체공사 제도 개선 방안 필요성 - 해체공사의 허가 및 신고를 기준으로 -)

  • To prevent incident of demolition work the Building Management Act was implemented to manage demolition work. According to this law, buildings with the scale upper than 500㎡ of floor area are classified as permission to conduct the demolition work, however it may be hard to perform safety management at demolition work. In addition, the risk level of demolition work is varied with related to the structure type. So, the purpose of this study is to suggest the improvements of criteria on demolition work considering building structure types including small-scale structures such as masonry, wooden, and other structure. The research process was conducted by three steps. (I) Application of Building Management Act; (II) Analysis of demolition work by structure types; and (III) Subdivision of permission targets by building structure types. The result of this study, permission ratio was only 10% for total demolition work and 2.43% for masonry. Because the masonry, wooden, and other structure types are concentrated on a floor area of small-scale, the separate criteria of demolition work is need to prevent the accident and fatal incident. Through the results, the decision maker can be utilized (1) For the special building structure types, the criteria of enhanced safety management are applied by referring to the overseas law ; and (2) The demolition work can be considered by the criteria of separate permission in terms of structure types.

  • 저탄소 녹색성장은 세계적인 친환경 추이에 발맞추고 소비자들의 인식변화에 부응하는 신성장동력이다. 이를 잘 활용하면 기업의 경쟁력을 장기적으로 강화시킬 수 있고 새로운 기회를 가져다줄 수 있다. 녹색성장은 그야말로 기업 성장에 엄청난 영향을 끼칠 수 있는 새로운 패러다임인 것이다. 정부는 향후 에너지를 자급자족하는 건축물을 목표로 저탄소 녹색성장 정책을 추진하고 있다. 그 일환으로 건축물 에너지 목표관리제 도입, 녹색건축물 조성 지원법 등이 있다. 내년 2월 23일 시행을 앞두고 있는 '녹색 건축물 조성 지원법'은 건축물의 설계 시공 유지 관리 등 모든 분야에 영향을 미치는 법으로서, 특히 건축물의 에너지효율 개선 관련 기준을 제시할 예정이다. 이로써 고효율 설비 등 시설 투자는 물론 에너지 소비를 제어할 수 있는 기계설비의 위상과 역할이 크게 부각될 전망이다. 대한건설협회 및 한국생산성본부인증원은 지난 4월 18일 건설회관에서 '건설분야의 녹색정책과 대응방안' 컨퍼런스를 개최하고, $\bigtriangleup$저탄소 녹색성장 정책방향 $\bigtriangleup$녹색건축물 관련법 및 정책 추진방향 $\bigtriangleup$녹색건축물 조성지원법 제정에 따른 건설업의 나아갈 방향 $\bigtriangleup$녹색건축 도시조성을 위한 실천전략 $\bigtriangleup$녹색건축물제도가 건설업에 미치는 영향 등에 관해 주제발표를 했다. 본지는 '건설분야의 녹색정책과 대응방안' 컨퍼런스에서 발표된 내용을 바탕으로 '녹색건축물 조성 지원법'에 대해 자세히 알아본다.

  • Building use classification is classified the building types according to the similar structure, the goal of the use, and its shape. The important reason of building use classification is that building restrictions are applied according to building use classifications. But there are a lot of confusion because the building use classification is regulated not only by the Building Act but also by the several individual Act. Particularly in the large-scaled, high-raised and complex building construction, it is very important to remain the consistency of the building use classification between the Building Act and the Fire-Fighting System Act for safety of occupants. So the purpose of this study is to suggests the improve direction of the building use classifications through the comparative analysis of the Building Act and the Fire-Fighting System Act.

Current Status Analyses and Efficient Strategies Subjected to Safety Management of Small-Scaled Old Buildings (소규모 노후 건축물 안전관리 실태분석 및 효율화 방안)

  • Based on the current state of safety management for small-scaled old buildings, this study identified problems and proposed improvement plans. The study investigated the current status of safety management based on relevant laws and government and financial portal data, as well as budget documents related to the targets of safety management, the organization responsible for safety management, and the budget required for organizational operation. As a result, the study revealed the problem of safety management blind spots for buildings that are not included in the legal safety inspection targets. It also identified difficulties in securing specialized personnel for the operation of local building safety centers and financial constraints for the operation of building safety special accounting. To address these issues, the study proposed measures such as expanding the scope of safety inspection targets for small-scaled old buildings to reduce safety management blind spots, improving compensation regulations for specialized personnel, setting a minimum ratio for enforcement fines to secure financial resources, and gradually adjusting building permit fees. The study aimed to contribute to improving the efficiency of safety management for small-scaled old buildings based on these proposed measures.

  • The supervision system due to the Building Law was introduced in 1963. As the building came to be more various from the side of use, efficiency and the size, it came to be complicated. Construction Technical Managemen Law started in 1994. and it introduced a responsibility supervision system. And Residential Building Promotion Law improved quality of Buildings. But these facts are limited in part in the supervision objective building, and supervision system is restricted. This research investigates the current problem of supervision system, and the improvement program will go far toward solving the problem.

  • 국토교통부(장관 서승환)는 그린리모델링 사업지원 및 효율적 건물 에너지 관리 방안 등을 담은 '녹색건축물 조성지원법'을 일부 개정해 지난 5월 28일 공포했다. 이로써 정부는 녹색건축물 시공 전문기업을 지원할 뿐만 아니라, 에너지 절약적이고 친환경적인 건축물의 보급 활성화를 위하여 일정규모 이상의 건축물을 건축하는 경우에는 녹색건축 에너지효율등급 인증을 받도록 하고, 건축물 에너지 소비 절감을 위한 고효율 냉 난방 장치 설치를 의무화했다.

  • 대한설비건설협회는 지난 2월 23일부터 시행에 들어간 녹색건축물조성지원법에 미래 건설산업의 핵심분야인 녹색건설에 차지하는 설비건설의 중요성을 반영하고, 설비건설 발전을 위한 정부 차원의 기본계획수립을 추진한 결과 국토해양부 장관이 녹색건축물 조성 촉진을 위하여 5년마다 수립하는 기본계획에 우리 설비분야가 포함되었고, 녹색건축물 전문인력 양성 및 업체 육성정책에도 설비 등 시공분야가 반영되었다. 이로써 그동안 협회가 추진했던 기계설비기준법의 제정 목적을 녹색건축물조성지원법에 반영시킨 성과를 거두었다. 이러한 성과를 바탕으로 협회는 금년에도 기계설비 시공 및 유지관리기준 등 기계설비의 주요 내용이 제대로 규정될 수 있도록 더욱 노력할 계획이다.

A study on the Rationalization of Safety Management in Chemical Facilities: Focused on Architecture Fire Resistance Standards (화학물질 취급시설의 안전관리 합리화 방안 연구: 건축물 내화기준 중심)

  • In Korea, the Ministry of Environment's Chemical Control Act is the basis for hazardous chemical substances and safety management is being carried out. In particular, the standards for the installation and management of facilities are strongly managed. There were problems in the early stages of implementation, conflict with other laws, size of facilities and non-reflection of material properties. In this study, more realistic and reasonable improvement was planned for the fire-resistance standard of buildings among these facilities. We compared the fire resistance standards of buildings in the Korean similar chemical facility safety management ordinance. Key problems were identified through examples of representative complaints concerning the criteria for facilities. Finally, the Chemical Control Act provided an improvement measure to apply the building fire-resistance standard by clarifying the size and chemical of facilities. In the future, the results of this study are expected to be consistent with the basic purpose of the Chemicals Contral Act considering environmental hazards and contribute to the standard of handling facilities of reasonable chemical management laws that can be applied to the industry in reality.
