A Performance Measurement on Construction R&D;Using Output Indicators (산출지표를 활용한 건설R&D의 상대적 성과측정)

  • The public research and development (R&D) funds for construction engineering is one of the key elements for the advancement of construction industry. Korean Ministry of Construction and Transportation is currently planning to produce approximately US$ 500 millions of research funds every year in Korea from year 2007. Along with the prospect for increasing R&D investment, there is of increasing pressures on the development of quantitative methodologies for assessing the performance of construction R&D results. Although there have been some general R&D project evaluation methods, they are not readily used for construction R&D research assessment due to the distinct characteristics of construction R&D. This paper presents a simple methodology that can make quantitative assessments of construction R&D performances. The proposed methodology is expected to assist government officials in objectively evaluating construction R&D performances and identifying the areas that require more R&D investment.

  • In 1994, Korean construction research and development (R&D) projects received investments amounting to 1.2 billion KRW, an amount that rose to 164.8 billion KRW in 2007. Under the current system, construction researchers submit the application records of Construction Research and Development (R&D) in construction projects to the Korea Institute of Construction & Transportation Technology Evaluation and Planning. The performance of Construction R&D projects has thus been dependent on the subjective reporting of the results by the researchers themselves. For this reason, it is difficult to secure confidence in the records of Construction Research and Development. Therefore, this research suggested measures for revitalizing Construction Research and Development, analyzed approaches to cost-saving in Construction Research and Development, and analyzed economic effectiveness in the results of construction R&D.

  • Construction Research and Development (R & D) projects have been begun with the investment of 1.2 billions in 1994 and have been reached to 30 billions in 2004. During this ten-year period, a total of investment for construction R&D amounts to 125.7 billions (Total 418 construction R&D projects). However, the results of each R&D project could not apply to real construction site because each project has been performed by a small size (0.5 billions). In addition to those, the social interest on the construction R&D projects has not been received and those importance has not been recognized. Especially, there aren't still standardized methodologies or weighted measurement data for evaluating research performance of the construction R&D projects up to now. The construction R&D projects has been Invested on the basis of an annual technology demand survey rather than the research performance outcome. Therefore, it is important to establish a qualitative performance measurement model for evaluating construction R&D projects. This paper proposes a new research methodology for analyzing the performance measurement of the construction R&D projects. First of all, the Balanced Score Card (BSC) is used to evaluate the construction STAR technologies selected in this research. The performance items of BSC has been modified as four criteria such as "productivity, "knowledge accumulation," "training of students," and "welfare." The new research methodology developed in this paper is expected to use in establishing resonable construction R&D budget in the future.

  • The construction industry has been recognized as lagging behind other industries in the area of research and development (R&D) due primarily to the lack of R&D funds. To overcome this situation, the Korea Ministry of Construction and Transportation has a plan to expand its investments on the construction R&D up to 1.72 billion US dollars over the next 3 years. Despite this effort, it is still challenging to conduct the quantitative measurement on the efficiency of construction R&D projects, which can be utilized as the objective basis in the reasonable selection of a promising R&D team or in the consequential evaluation of a R&D performance. This study aims to conduct the efficiency analysis on the construction R&D projects to provide the basis for evaluating the performance of research and development. Toward this end, this study performs an efficiency analysis, which reflects all of the input and output data into/from the construction R&D by utilizing the Data Envelopment Analysis (DEA). The proposed methodology can be utilized to make a better decision on the priority of the R&D investments and present a sound basis to suggest the areas to be improved so as to reduce the inefficiency of R&D projects.

Promotion Directions for Construction R&D in Private Sector (민간 건설기술 R&D 활성화 방안)

  • For the continuous growth of the construction industry and the increase of the global competitiveness, research and development of construction technology is necessary. However, the R&D investment of Korean government for the construction industry is not sufficient compared with other countries and the various policies for encouraging construction R&D investment need to be improved too. This research focuses on the promotion of the construction R&D by the private sector that is one of the principal body of construction R&D and also the final user of the developed construction technology. This research suggests three promotion directions for the construction R&D by private sector; (1) the direction of creating better R&D investment climate, (2) the direction of increasing R&D investment amount, and (3) the direction of fostering R&D activities immediately.

  • Continuous development of construction industry and enhancement of its global competitiveness must be supported by research and development(R&D) for new technology. However, the R&D investment in Korean construction industry is lower than those in other industries. The R&D investment by Korean government is also insufficient comparing with other governments. This paper investigates the R&D investment status in Korean construction industry and reviews the outcomes of the R&D in relation with construction new technology and patent. Based on the investigations of the present status, new direction of the construction R&D is suggested.

  • The construction R&D(Research & Development) has various performance according to research charater. But present performance evaluation form evaluates project rather than charater of research. The important reasons that evaluats the performance are to try conclusions with evaluated objects in the short run, but to forecast the performance of future construction R&D and to get the better performance. Thus this study extracts the RPI(Research Performanc Index) with output as the conter, developes the estimation method and measures the quantitative performance. Applying the ANOVA(Analysis of Variance), it is proved that the performance according to research charater is various. And applying the Correspondence Analysis, it is analised the relationship with performance and research charater. The purposes of this study are to idetify the problem of uniform performance evaluation and to improve it.

  • Econometric forecast models based on past time-series data have been applied to a wide variety of applications due to their advantages in short-term point estimating. These models are particularly used in predicting the impact of governmental research and development (R&D) programs because program managers should assert their feasibility due to R&D program's huge amount of budget. The construction governmental R&D programs, however, separately make an investment by dividing total budget into five sub-business area. It make R&D program managers difficult to understand how R&D programs affect the whole system including economy because they are restricted with regard to many dependent and dynamic variables. In this regard, system dynamics (SD) model provides an analytic solution for complex, nonlinear, and dynamic systems such as the impacts of R&D programs by focusing on interactions among variables and understanding their structures. This research, therefore, developed SD model to capture the different impacts of five construction R&D sub-business by considering different characteristics of sub-business area. To overcome the SD's disadvantages in point estimating, this research also proposed the method for constructing quantitative forecasting model using qualitative data. Understanding the different characteristics of each construction R&D sub-business can support R&D program managers to demonstrate their feasibility of capital investment.

  • Recent Construction and Transportation R&D projects are larger in size, investment scale has been increasing rapidly. However, the results of Construction and Transportation in R & D are papers, patents and other results. So, the application record of R&D in the construction field is very lacking. In particular, Construction New Technology's ratio in the midst of R&D's results are about 2.29%. Therefore, this study suggested program that R&D's results has been connected Construction New Technology. The introduction of the new system has greatly increased Construction New Technology and the results of excellent &D will be applied in construction field. So, Cost-reduction and technology's improvement are expected.
