최근 우리 건설업계는 UR타결의 영향등으로 세계 경제의 개발화와 국제화가 급속히 진전됨에 따라 대내적으로는 우루과이라운드가 발효되는 95년부터 국내건설시장의 개방으로 외국업체의 시장잠식 및 우리 업체와의 치열한 수주경쟁이 예상되며, 대외적으로 세계 양대 건설시장인 미국과 일본을 포함한 선진국시장이 개방되는 등 건설서비스 교역자유화가 구체적으로 실현되고 있다. 우리 업계는 이처럼 급변하는 세계건설시장의 환경변화에 능동적이고 효율적으로 대처하기 위하여 국내건설업 제도의 정비와 국제경쟁력강화, 해외시장 진출 다변화 등 해결해야 할 많은 과제에 직면하고 있는데 해외건설협회에서는 UR건설서비스 타결 결과에 대한 전반적인 이해를 도모하고 특히 세계 주요 건설시장의 진입장벽 및 규제를 조사, 분석함으로써 수주전략수립 및 해외진출확대에 기여하고자 $\ulcorner$시계건설시장의 진입장벽과 대응방안$\lrcorner$ 이라는 보고서를 발간했다. 본고는 해외건설협회에서 발간한 $\ulcorner$시계건설시장의 진입장벽과 대응방안$\lrcorner$의 내용을 발췌, 정리한 것이다.

우루과이라운드 협상에서 건설시장개방은 건설서비스로서 일반시장개방과 정부조달과 관련된 공공건설발주시장개방의 두 측면에서 이루어졌다. 정부는 건설시장과 함께 국내 건설관련 제도들을 계속해서 개선해 오고 있다. 제도 개선의 초점은 입찰, 면허제도 등과 같이 외국업체에 대한 영업자격부여방안이며 그밖에 감리제도 등도 부실공사방지대책과 맞물려 개선이 이루어지고 있다.

The construction guarantee market is a rear market affected by changes in the construction industry and market. As the restructuring of the construction industry's production system is being carried out, such as the abolition of regulations on business field between general and specialty contractors, major changes are expected not only in the construction market but also in the construction guarantee market. In construction guarantee market, there are currently three Contractor Financial Cooperatives, which are divided based on business field and business type(General, Specialty and Plant & Mechanical). The abolition of business field regulation will have various effects on construction guarantee market, such as forming a competitive structure among the three Contractor Financial Cooperatives. Therefore the role of the construction guarantee institutions are also required to change. This study predicted the changes in the construction guarantee market after the restructuring of construction industry and analyzed the ripple effect on the market. This study reviewed the details of the reorganization plan on the construction industry, policies and statistical data related to construction guarantee, and lastly conducted the survey on each member of the three Contractor Financial Cooperatives to analyze the usage behavior in the future guarantee market. Based on the result of this study, the members of both the General Contractor Financial Cooperative and Specialty Contractor Financial Cooperative are not willing to change the existing institutions, but a lot of them are expected to use other institutions in duplicate. The members of the Plant & Mechanical Contractor Financial Cooperative are most willing to use other guarantee institutions.

2015년 세계 건설시장 규모는 전년대비 4% 성장한 8.8조달러에 달할 것으로 예상된다. 이후 연평균 4%씩 성장해 2018년에는 세계 건설시장 규모가 10조달러를 넘어설 것으로 전망된다. 지역별로는 아시아 개도국이 두드러진 성장을 보일 것으로 예상되는 가운데 유로존도 회복세를 나타낼 전망이다. 여기서는 한국수출입은행의 '세계 건설시장 동향 및 시사점' 보고서를 요약해 게재한다.

The purpose of this study is to forecast future changes in the construction market following the reorganization of the construction production system by analyzing the possible market size in which general contractors and specialty contractors may participate in each other, and by carrying out a survey. The ratio of correlation between general construction and specialty construction industries was derived by analyzing the relevance of work area of general contractors and specialty contractors, the similarity of registration standards, and the market in which general contractors and specialty contractors may be able to mutually participate. In order to overcome the limitation of previous studies which analyze the changes in construction market based on the statistical data, and to analyze in more detail the impact of reorganization of construction production system from market participants' view, a survey targeting general contractors and specialty contractors for their willingness and method of participating in the mutual market was conducted. As a result of the survey, it was found that 52% of general contractors were willing to participate in the specialized construction market and 55.1% of specialty contractors were willing to participate in the general construction market. It was found that there was a high willingness to participate in the earthworks, reinforced concrete works, facility maintenance and management, water and sewage facility works, and interior works, and high competition is expected for projects with a scale of 500 million to less than 3 billion won. Through this study, it will be possible for general and specialty contractors to understand the changes in the construction market due to the reorganization of the construction industry production system, and to respond effectively to these changes.

With intensive competition due to the limited growth of the domestic construction market volume and the opening and construction boom of international construction market, construction firms register to grope strategy of enterprise dimension for improvement such as entry extension of domestic construction market order corporate strategy and international construction market. In this research, influence factors of corporate strategy are extracted and their interrelationships are presented in the domain of change of external environment with the internal and external market system, construction enterprise's internal capacity and corporate strategy, government and the internal and external market. The result of this research will be used for quantitative analysis through system dynamics simulation and basic data of model effectiveness verification through actuality domestic construction enterprise's case study, and can be used to basic data of new corporate strategy establishment because construction enterprise forecasts effect hereafter establishing corporate strategy in construction environment that change rapidly.

지난 9월10일 국회 의원회관 대회의실에서 한국건설정책연구원(원장 김호일민자당 의원)은 형행 건설면허제도 전반에 대한 검증을 통해 $\ulcorner$시장개방에 대응한 건설면허체계 개편방안$\lrcorner$에 관한 정책 토론회를 개최했다. 이날 김호일원장은 $\ulcorner$현재의 건설면허 체계의 점검을 통해 건설시장 개방시 우리 건설업체가 외국 유수 건설업체와의 경쟁에서 살아 남고, 나아가 세계 건설시장에 진출하여 명실상부한 건설 선진국으로 발돋움할 수 있는 토대를 구축하기 위한 계기를 마련한 데 그 목적을 두고 정책토론회를 개최했다$\lrcorner$고 밝혔다. 현재 건설업 면허체계는 (1)국내 건설시장 개방시 국내업체는 외국건설업체의 하청업체로의 전락가능성이 크다는 점 (2)설계분야와 시공분야가 분리되어 Engineering Construction 기능이 제약되고 있는 점 (3)고부가가치화되고 있는 건설환경의 변화에 제도적 측면에서 효과적으로 적응하지 못하고 있는 점 등 여러 문제점들을 안고 있는 실정이다. 이와관련 본지에서는 이날 발표된 대우경제연구소 선임연구원 김일중 경제학박사의 내용을 전면 발췌,게재하기로 한다.

세계무역기수(WTO) 출범으로 국내 건설산업은 그 동안의 제도적인 보호막과 안주에서 벗어나 앞선 기술력과 자본력을 갖고 있는 외국의 선진건설업체들과 경쟁해야 하는 국제화 시대를 맞이하게 되었다. 국내 건설산업이 기술수준이나 경영능력면에서 해외선진업체에 비해 뒤떨어져 있는 상황에서 건설시장 개방은 선진건설업체의 국내시장의 잠식 등 부정적인 예상을 줄 것으로 예상된다. 그러나 장기적으로 국내 업체의 해외시장 진출 확대, 산업구조 합리화, 기술개발촉진 등 긍정적인 영향도 클 것으로 기대된다. 따라서 정부 및 업계는 시장개방에 대응하여 외국 업체에 의한 국내시장 잠식의 최소화, 국내 건설업체의 체질 강화 방안을 하루속히 강구하여 국제화 시대에 대비해야 한다. 즉, 외국 건설업체들의 국내시장 진출에 따른 관련 제도의 합리적인 정비, 국내 업체의 선진화를 위한 기술개발투자 확대, 경영혁신 및 경쟁력 제고, 해외건설 시장 진출을 위한 금융지원 등 입찰, 계약제도의 개선, 국내 제반여건을 시급히 마련해야 할 것이다. 여기세 소개되는 신기술$\cdot$신공법은 지난 3월 28일부터 4월 1일까지 독일 프랑크프르트에서 개최된 $\ulcorner$ISH기자재박랍회$\lrcorner$에 출품된 것으로서 우리나라 실정에 어느정도 맞고 앞으로 개선 발전이 요구되는 사항으로 자재 생산업체와 설비업체 공동으로 지속적인 연구와 기술개발을 할 경우 건설시장 개방과 국제화 추세에 대응하는데 크게 도움이 되리라 사료된다.

The purpose of this study is to examine the degree of openness and competition in special contractor's market. And the result of this study will present the basis of rational policy making. The literature research and time series analysis are adopted as research method. And the findings of this study are as followed. The study has shown that the degree of openness is high in korean special contractor's market by gradual deregulation of entrance barriers into special contractor's market. And the study has revealed that the degree of competition in special contractor's market is high, revealing that the rate of increase of contract account and the subcontract bid rate have decreased.
