A Study on the Improvement of the Compensation Calculation Standard for Dust Damage in Construction Sites (공사장 먼지피해 배상액 산정기준 개선방안 연구)

  • 공사장에서 발생하고 있는 먼지는 현장 근로자뿐만 아니라 인근 주민들의 건강에 치명적인 영향을 미치고 있다. 공사장 인근 주민들이 환경분쟁조정위원회에 먼지피해에 대한 피해배상을 청구하고 있지만 공사장 먼지피해 수인한도 초과여부를 확인하기 위한 측정, 예측, 평가가 어려워 먼지피해에 대한 보상이 제대로 이루어지지 않고 있다. 공사장 먼지관리의 법적기준이며 먼지 저감에 대한 구체적인 방법을 제시하고 있는"비산먼지 억제조치기준"의 준수 등을 점수로 평가하여 일정 점수 이하인 경우 피해배상액을 차등 적용하는 방안을 제안한다. 본 안이 제도화된다면 건설사는 먼지피해 배상액 지출을 줄이기 위해 현재보다 한층 더 먼지 저감 노력을 강화할 것이기에 먼지 발생을 획기적으로 줄일 수 있어서 현장 근로자 및 인근 주민들의 먼지피해를 최소화할 수 있으며, 먼지로 인한 환경, 보건 법규위반예방과 쾌적한 작업환경으로 노동 생산성 확보와 먼지로 인한 피해 배상액 지급 등 손실을 줄일 수 있을 것이라고 생각한다.

  • In Gwangyang port, huge reclaiming work and developing harbor facilities are underway to built industrial complexes. So it is estimated that towing barges will increase and make overtaking, head-on, crossing situations with a lot of cargo vessels in narrow passages. And it is possible to cause severe marine accidents inside of the harbor. This paper has a purpose to produce some policies making navigational safety of towing-barge on Gwangyang Hysco temporary passage. So it is considered how the change of marine traffic capacity and the risk factors in passage navigation influence to towing-barge navigation. And also the questionnaire survey of pilots and VTS operator was conducted to find out what they think about the navigational safety of towing-barge incoming and outgoing in No.1 Yulchon industrial complexes.

Study on the Introduction of Safety Management Level Evaluation System for Shipping Company by Imitation Strategy (모방전략을 이용한 해운선사 안전관리 수준 평가제도 도입방안 연구)

  • Maritime transportation circumstance is changing rapidly in accordance with the increase of cargo volume between countries and increase of marine leisure activities by improvement of quality of life. And the circumstance for ship operation is also changing due to aging of seafarers and increasing of foreign seafarers. To cope with such changes in maritime environment well, it requires higher safety management skills from shipping companies, the main subject in charge of the safety matter. In this paper, we analyzed domestic and foreign similar system, and then applied imitation strategies for introduction of an unific evaluation and management system that was consist of marine accidents, port state control, ISM Code and so on from shipping companies. We defined that the imitation industry and system are converted accident ration of construction industry and traffic safety excellence company of road transportation, and then extracted relevant law, evaluation index, incentive system as a imitation subject. We also proposed scheme that introduction of basis law, and evaluation tool with marine accidents ratio, port state control & ism code result, and incentives such as immunity of safety inspection or reduction of commission for introduction of company's safety management level evaluation system. Finally, we proposed the imitation timing and plan in stages for system's sustainable development through the prompt introduction and continuous enforcement.

An Vulnerability Analysis and Countermeasures for Security in Outdoor Risk Management System based on IoT Technology

  • Following the development of Internet of Things (IoT) technology, the scope of application of IoT technology is expanding to industrial safety areas that detect and prevent possible risks in outdoor environments in advance, away from improving the convenience of living in indoor environments. Although this expansion of IoT service provides many advantages, it also causes security problems such as data leakage and modulation, so research on security response strategies is being actively carried out. In this paper, the IoT-based road construction risk management system in outdoor environment is proposed as a research subject. As a result of investigating the security vulnerabilities of the low-power wide-area (LPWA, BLE) communication protocol applied to the research targets, the security vulnerabilities were identified in terms of confidentiality, integrity, and availability, which are the three major elements of information security, and countermeasures for each vulnerability were proposed. This study is meaningful in investigating and analyzing possible vulnerabilities in the operation of the IoT-based risk management system and proposing practical security guidelines for each vulnerability.

  • Construction management firms in Korea have mainly focused on the key management areas of time, cost, quality and safety management in line with a rapid change of construction industry recently. However, a risk management is considered comparatively less important found from our research on an investment by the firms for training, system establishment. This has been identified that the construction management firms have taken an approach of dealing with risks with their experience, insight rather than managing risks with a systemized principles or proper tools. Therefore, the current system for risk management was identified by analyzing risk factors and work process in this research and systemized process for risk management of the identified risk factors was suggested. This research is expected to be a basis on establishing standard gudiance for risk management and risk management tools.

  • The shield tunnel was mostly applied to cable tunnel with a diameter of 3~4 m, recently 7.8 m diameter shield tunnel was constructed in the lower section of the Incheon International Airport runway and is planning or under construction to roads and railway tunnels in the lower section of the Han River. Segments are also becoming larger as the shield tunnel cross-section increases, which causes a number of problems in the design, construction, and performance evaluation of segments. In this study, segment lining structural safety, criteria for serviceability check considering axial forces and quality control method for approximately 8 m in diameter shield tunnel were reviewed by field measurements and full scale bending test.

Theoretical Heat Flow Analysis and Vibration Characteristics During Transportation of PCS(Power Conversion System) for Reliability (전력변환장치 캐비넷에서의 내부발열 개선을 위한 열유동 분석 및 유통안전성 향상을 위한 진동특성 분석)

  • PCS needs to freely switch AC and DC to connect the battery, external AC loads and renewable energy in both directions for energy efficiency. Whenever converting happens, power loss inevitably occurs. Minimization of the power loss to save electricity and convert it for usage is a very critical function in PCS. PCS plays an important role in the ESS(Energy Storage System) but the importance of stabilizing semiconductors on PCB(Printed Circuit Board) should be empathized with a risk of failure such as a fire explosion. In this study, the temperature variation inside PCS was reviewed by cooling fan on top of PCS, and the vibration characteristics of PCS were analyzed during truck transportation for reliability of the product. In most cases, a cooling fan is mounted to control the inner temperature at the upper part of the PCS and components generating the heat placed on the internal aluminum cooling plate to apply the primary cooling and the secondary cooling system with inlet fans for the external air. Results of CFD showed slightly lack of circulating capacity but simulated temperatures were durable for components. The resonance points of PCS were various due to the complexity of components. Although they were less than 40 Hz which mostly occurs breakage, it was analyzed that the vibration displacement in the resonance frequency band was very insufficient. As a result of random-vibration simulation, the lower part was analyzed as the stress-concentrated point but no breakage was shown. The steel sheet could be stable for now, but for long-term domestic transportation, structural coupling may occur due to accumulation of fatigue strength. After the test completed, output voltage of the product had lost so that extra packaging such as bubble wrap should be considered.

  • 원자력 발전소 격납구조(containment) 내에 설치되는 센서, 구동기(actuator) 및 설비는 원전의 안전운전과 함께 방사능 누출사고와 같은 중대사고(severe accident)를 예방하기 위한 것이다. 격납구조 내부는 Category I 등급으로 분류되며, 격납구조 내부에 설치되는 센서, 구동기, 기기 및 통신망은 IEEE Std. 323-1974에서 정의하는 극한환경(harsh environment) 요건에서 생존할 수 있는 내환경성이 요구된다. 이러한 엄격한 내환경성 요건으로 인해 일반 산업의 IT 기반 센서통신망이 원전 격납건물 내부에는 적용되지 않고 있다. 최근에 이르러 독일을 중심으로 신규로 건설 중이거나 계획 중인 원전에서는 일반 산업의 IT 기반 센서 통신망 적용이 검토되고 있다. 본 논문에서는 IT 기반의 첨단 센서 통신망 기술을 격납구조내부와 같은 극한 환경에 적용하기 위한 방안을 제시하고자 한다. 정상운전중의 원전 격납 건물 내부의 환경(온도, 감마선, 습도) 특성과 중대 사고를 가정한 DBA (설계 기준사고) 요건에서의 환경 특성을 조사하였다. 또한 설계기준사고에서 정의한 감마선 조사 환경에서 통신 시스템의 생존성을 실험하였다. 이를 토대로 격납구조내부의 원전 극한 환경 통신망의 개선방안을 제시하고자 한다.

Application of Decision Tree Algorithm for Automating Public Survey Performance Review (공공측량 성과심사 자동화를 위한 결정트리 알고리즘의 적용)

  • The current public survey performance review extracts samples according to the set screening ratio, and examines the extracted samples to determine the suitability or inadequacy of the survey performance. The examiner directly judges the survey performance submitted by the performer, and extracts it in consideration of various field conditions and topography for each subject. However, it is necessary to secure fairness in the examination as it is extracted with different extraction methods for each subject and the judgment of the examiner. Accordingly, in order to automate sampling for public survey performance review, the detailed sampling criteria of the reviewer were investigated to prepare a volume calculation table, and the automation of sampling using Python was studied. In addition, by reviewing items that can and cannot be automated, the application of the automated decision tree algorithm of sampling was reviewed.

  • The blast demolition technology has been used to demolish various industrial facilities and tall buildings since 1950s in the advanced countries such as USA and U.K. It is now considered as one of safe demolition methods in the above countries. In Korea, several companies have tried to introduce blast demolition technology in the early days of the 1990s. However, this technology is still at the beginning stage and not fully adopted due to situation of avoiding technology transfer by overseas technical tie-up companies, lack of objects to be demolished and low level recognition on blast demolition. This technology shall be considered as a cutting edge technology to be applicable to demolition of skyscrapers, various industrial structures and factory buildings in the near future. Blast demolition of a pier structure was carried out under the site condition where there were already the constructed 2 pier structures of up and down line which had safety problems in an expressway construction project. The pier structures need to be demolished and reconstructed for a short period of time in consideration of the construction work process to be followed.
