Economic Analysis for a Tidal Power Plant Project using RETScreen - Focused on the Tidal Power Plant in Asan Bay (RETScreen을 활용한 조력발전 개발사업 경제성 분석 - 아산만 조력발전소 사례를 중심으로 -)

  • In this research, we analyse the economic feasibility of a tidal power plant project which can efficiently generate mass, permanent, predictable, and homogeneous electric power. For the economic feasibility analysis, we used the RETScreen that is developed at the CANMET Energy Technology Center in Natural Resources Canada and widely utilized for analysing the economic feasibility and sensitivity of clean energy projects. Results from the feasibility and sensitivity analysis showd that the tidal power plant project in Korea has a enough economic feasibility, and its feasibility increases more as certified emission reductions price and electricity unit price increase. Based on the results from the feasibility study, we can solve the energy problems to be come in near future by constructing the tidal power plants in Korea more aggressively.

  • The main bodies of housing markets of today need to carry out a systematic and objective feasibility analysis even from the step of planning in order to succeed in a diverse and complex market environment. Therefore, it is meaningful to understand this housing market environment and propose a necessary model for the feasibility analysis of hosing business. In this vein, the aim of this study was to extract an actual and practical feasibility analysis factor and its importance for housing market, and then present and apply a feasibility analysis factor model to an on-site example, in order to verify the model's validity. For this, the investigator interviewed with and carried out a questionnaire survey of experts in housing development projects. Study findings are as follows:First, the feasibility analysis factor, derived in this study, could provide a ground to evaluate the feasibility of subject projects in the planning of development through an analysis index. Second, when feasibility is under the level of carrying out the projects, it is possible to reexamine the projects through extracting analysis factors of which points are under the standard and via a feedback process for improvable analysis factors. Therefore, the result of applying the feasibility analysis model of this study to actual housing development projects analytically shows that the model could provide a practical evaluation criterion to the person in charge of project development through an analysis index.

  • Green Building Certification Program, which was first introduced to residential buildings in Korea in 2002, has been put on track. This program is expected to bring about the effect in the economic viewpoint that was based on a life-cycle-cost analysis, not to mention the environmental viewpoint. However, given the fact that the existing model for feasibility analysis focusing on early investment cost can hardly be applicable to the green buildings because of lacking the life-cycle-cost reduction factor, it remains still difficult to conduct an objective evaluation. The study thus was intended to identify the factors that should be additionally considered in conducting the feasibility study to be implemented through the analysis of the certification items of green buildings as a preliminary study in structuring the evaluation model for feasibility analysis of green buildings.

  • Forecasting cash flow is very important but is difficult and complicated to analysis in high-rise development projects. And An expected value which was forecasted on the early stage is likely to fluctuate due to uncertainties around such complicated huge project to consider the probable uncertainty. There are not objectified method which are able to cope with uncertainty of project, and feasibility study based on selected financial analysis does not include liquidity of cash flow. Through such a stochastic method, developer can cope with cash flow fluctuation and set up a financial plan. Also this study is meaningful for laying the foundation for high-rise development project and feasibility study as well as the suitability and accuracy of feasibility study. Analysis showed that NPV and IRR include residential apartments shows surplus revenue as return of apartments offset deficit of hotel and office. Factors influencing the project feasibility for high-rise development project are sales account of $1^{st}$ year and annual vacancy rate of office.

  • The objective of this study is to calculate road user costs that caused by the expansion work of metropolitan arterial highway and to analyze the costs that affect economic feasibility evaluation. "Taerung~Guri IC" section of Bukbu Expressway was selected as a case study. As a result, it shows that these costs could be a factor for determining economic feasibility for some projects. However, decreased capacity and free-flow speed are seriously different as period, type, length and traffic volume of work zones. These factors that decrease traffic capacity and free-flow speed should be deeply researched in the future.

  • 교통사고가 중요한 사회 문제로 대두되어 정부는 교통안전대책의 실질적인 추진 방안으로 "교통사고 잦은 곳"과 "위험도로" 개선사업을 제시·시행하고 있다. 이에 "교통사고 잦은 곳" 개선사업은 추진현황에 따라 각 년도별 기본 개선계획의 평가 및 경제적 타당성에 대한 효과분석이 이루어지고 있다. "위험도로"'의 경우 모든 사업을 건설교통부 산하 국도유지사무소에서 진행을 하고 있으나, 광범위한 사업으로 인한 업무과중 및 개선사업비 조달 등의 문제로 개선된 현황의 체계적인 효과분석이 이루어지지 못하고 있는 실정이다. 이에 따라 본 연구에서는 "위험도로" 개선사업에 대한 효과분석을 수행하여 보다 비용-효율적인 개선사업이 될 수 있는 기반을 마련하고자 한다. 이를 위해 전체 위험도로 구간 중에서 '광주국도유지사무소' 및 '순천국도유지사무소' 관할 구역 내의 "위험도로"로 선정(1995년)된 도로구간 중 1999년 이전에 도로개선공사가 완료된 후 현재 교통소통이 원활하게 진행되는 18개 도로구간을 연구 대상으로 선택하였다. 선택되어진 18개 구간에 대한 도로개선공사 전후의 교통사고건수 및 교통사고율을 효과척도로 삼고 각 사고에 대한 소요비용을 기준으로 경제성 평가를 실시하였다. 이를 근거로 "위험도로" 개선사업에 대한 타당성조사 및 효과분석을 실시한 결과 "위험도로" 개선사업의 타당성이 입증되었다. 연구 분석결과가 전라도 권역의 사업을 중심으로 진행되어져 전국적인 개선사업에 대한 대표성을 가지고 있다고 볼 수는 없으나, 체계적인 분석을 통한 개선사업의 효과를 구체화 할 수 있는 대안을 제시할 수 있을 것으로 사료된다. 더불어 공사 완료된 도로구간에 대한 상세한 공사비 내역과 다수의 개선방안별 자료가 갖추어지면 위험도로의 사고율과 개선방안별 상관관계를 관련 비용을 중심으로 도출함으로서 비용-효율적인 개선 방안을 제시할 수 있을 것이다. 또한 비용-효율적인 개선 방안을 기반으로 한 각각의 사업 투자우선 순위 결정방안에 관한 지속적 인 연구가 요망된다.

  • Recently, large-scale projects are required in the water resources sector considering safety and publicitythe due to uncertainty of securing water resources and changes in the ecological environment by climate change. Among these large-scale projects, the projects that fall under the preliminary feasibility study are determined by comprehensive analysis based on economic analysis, policy analysis, and balanced regional development analysis. However, most of the results of the preliminary feasibility study showed a tendency to depend heavily on economic analysis. For this reason, projects in non-metropolitan areas sometimes fail in the preliminary feasibility study. To supplement this point, the Korea Development Institute revised the standard guidelines for preliminary feasibility studies for water resources sector projects that place a high weight on policy feasibility analysis. Therefore, the objective of this study is to analyze the cases of the preliminary feasibility study conducted previously and to suggest the direction of policy analysis in the preliminary feasibility study for water resources sector projects. For this, we analyze preliminary feasibility studies conducted for 18 years from 2002 to 2019, and suggest direction of policy analysis method using the benefit items not included in the economic analysis.

  • Recently, the Busan Economy has been depressed because of the constant economic slowdown. This also causes severe damage to the construction industry. This study focuses on The Apartment Building Type-Factory Business Incubator in the university paying attention to the construction company who struggles to make a new item of business in this aggravated state of the building business. There are no universities who operate The Apartment Building Type-Factory Business Incubator until now and there are no related data or researches at all. With this in mind, this study is to perform a feasibility study on inducement of The Apartment Building Type-Factory Business Incubator in the University in Busan area. In consequence, feasibility of Policy was sufficient and this study could draw a result of stable returns. Through this business, this study expects that schools, construction companies and enterprises who want to start a business can get the synergy among each other.

  • Private companies will get back their investment by leasing facilities to the government, Since act on private participation in infrastructure were changed in January 2005, BTL(Build Transfer Lease) project of introduced in the domestic construction market for the purpose of providing public facilities with the public. BTL projects is for with approximately project life cycle form plan to maintenance the success of the project totally depends on the capability and role of concessionaire. Accordingly, this study is aimed to improve in order to proceed with BTL project efficiently, a clear standard for the item of evaluation was presented.

  • In case of low benefit project with low traffic or high-priced project, existing analysis of cost and benefit tends to present a low feasibility. However, considering the improvement of environment, intensification of disaster prevention, public stability of countryside area and formation of good scenery, these projects can have a feasibility. This paper analyzes and summarizes the indirect benefit of some ripple effects, caused by road projects, and presents the methodology and process in order to change the indirect benefit into monetary value.
