Domestic Design-Build, which has applied for client's convenience, has many problems Because It is being applied in the building law, which devides between architects and contractors. Among problem the relation between architects and contractors is a typical problem. It makes a quality decline and a design skill decline. In result, it causes insufficience of competitive power in overseas projects from now on. So we present the plans to improve mutual relations between architects and contractors. And we induce development of design skill and good quality of building by presenting a coordinative committee model between them in Design-Build projects.

Global construction market has grown rapidly since 2000. Even though developing countries grew into an economic, the most of oil-producing countries of continuous high oil prices due to an increase in plant construction orders is to present a lot of influence. According to the growth of global construction market, the domestic construction companies in the overseas market share have recorded 3% of the performance of the top 10 world records. However, current performance has analyzed the expansion of the market rather than competitiveness development of domestic construction companies. Therefore, to improve competitiveness in the global construction orders for the domestic construction companies in terms of long term, the government in Korea has ordered various research projects related to the plant since 2005. This paper presents not only global plant market trends and plant project in domestic but also introduction of completed research standardization recently.

The government introduced a waste disposal share system to reduce the annual increase in construction waste and to increase the recycling rate. As a result, the cost of waste treatment by public institutions is growing inevitably, causing disagreements and disputes between the public owner and the construction waste treatment company. They are also arguing for an increase in construction waste disposal costs. Therefore, in this study, an on-site survey was conducted to identify the current construction waste management problems and to find improvements. The survey was conducted for supervisors of public institutions, construction companies, and those related to waste treatment companies. The survey results were analyzed by dividing the construction waste management, regulations, treatment cost, and treatment method. The results of this study were used as primary data for changes in the construction waste guidelines and waste treatment costs of public institutions.

The construction of Pusan National University Yangsan Hospital is a new construction of a medical town in Yangsan. It is a case that CMr participated in the project from planning to post-completion. It shows an actual proof of Construction Management business applied CM by each phase. In this case, CMr selected the design-build contractor in the planning phase and technically performed CM businesses in every single phase such as design and construction schedule management regarding application of Fast Track technique, procurement management and contract administration in phases based on the Fast-tract; technique, design review, VE in the design phase, change order management in the construction phase and operating and maintenance in the post-construction phase. This study would go far toward applying CM to Mega Turnkey projects by analyzing the problems of CMr's practical application to the project and providing guidelines for effective and efficient CM business implementation especially in the Turnkey projects.

시공을 하다가 손해를 보았는데도 발주자 혹은 원도급업체에서 인정을 안해준다면 어떻게 해야 할까? "소송을 할까?", "다음 공사는 어떻게 해. 그냥 손해보고 말지 뭐", "아니야 그냥 넘어가기에는 너무 억울해" 설비건설업을 하다보면 누구나 한번쯤 이런 경험이 있었을 것이다. 이럴 경우 공정거래위원회에 문의 하거나 건설하도급분쟁조정협의회에 문의하다가 정 안될 경우 소송에 돌입한다. 소송의 경우 대법원의 최종 판결이 나기까지 2~3년은 고스란히 걸림은 물론 소송비용도 만만치 않다. 이렇게 기간이 길지 않고 가격도 저렴하면서 해결 가능한 방법은 없을까? 물론 있다. 공정거래위원회에 제소하면 된다. 공정거래위원회는 국무총리 소속의 장관급 중앙행정기관이자 합의제 준사법기관으로서 경쟁정책을 수립 · 운영하며 공정거래관련 사건을 심결 · 처리하는 역할을 하고 있다. 정부는 지난 84년 하도급자보호 및 소비자의 보호를 위해 「하도급거래공정화에 관한 법률 」과 「약관의규제에 관한 법률」을 84년과 86년에 각각 제정함으로써 상대적으로 약자인 하도급자도 법의 보호를 받게 되었다. 본지는 지난 7월호 대한상사중재원의 '중재제도'에 이어 이번 8월호에서는 건설하도급분쟁조정협의회를 게재했고, 이번호에는 공정거래위원회에 대하여 게재한다.

최근 건설분야에 화두가 되고 있는 건축정보모델링(BIM, Building Information Modeling)은 건설산업의 패러다임 전환을 통한 새로운 성장동력의 미래로 부각되고 있으며, 건축분야는 서울시, 용인시, LH공사 등 BIM을 활용한 공공 발주사례가 확산되는 추세다. 토목분야는 건축보다 기간이 길고 비용이 크며 이해당사자가 너무 다양해서 발생하는 정보의 양이 방대할 뿐만 아니라 활용분야를 다양화하지 못하고 이를 뒷받침해주는 제도나 지침의 부재 등으로 인해 건축분야보다 BIM도입이 늦어지고 있다. 이에 토목분야에서 활용할 수 있는 3차원 형상정보와 관련된 정보모델표준, 지침, 가이드를 개발하기 위해 BIM 적용시 가장 효과가 크고 도입의지가 강한 엔지니어링사의 BIM에 대한 인지도 분석을 통해 토목분야 BIM 도입을 위한 기초자료로 활용하고자 한다.

The safety and health ledger system, which gives the responsibility of safety and health management for construction site workers to the construction project owner, was introduced as part of the overall revision of the Occupational Safety and Health Act. There is a need to explain the system's effectiveness in terms of economic feasibility to solve the execution problem of the system caused by low awareness and implementation rate. In this study, the economic effect of implementing the safety and health ledger system was analyzed using cost-benefit analysis based on the data discussed at the time of the introduction of the system. Results show that creating and managing the design safety and health ledger caused additional costs in implementing the system. As a result of comparing the cost of preparation and the direct and indirect benefits caused by the reduction of industrial accidents, the benefits were evaluated higher than the costs. Thus, it is thought that the safety and health ledger system reduces construction work accidents and generates economic effects.

High-rise buildings need thorough cost management because of large size and high risk. Cost management makes a budget by establishing and analyzing detail element at planning phase, needs cost control as each design phase, then reflected to next design. This research develops a schematic estimation model based on vertical and horizontal elements at design phase for structure cost of high-rise buildings to reduce error range and use data as design management. Usability of the model is confirmed by case study. The estimation model is expected to contribute to making the cost model more effective and satisfactory to concerned in construction or budget department and manage keeping track of the cost.

The main purpose of Construction Management(CM) is the improvement of efficiency and effectiveness of the project with construction methodologies systematically and technically. This pilot project Dong Myeong Service Area and Gas Station project among 5 projects designated and supervised by Ministry of Construction and transportation(MOCT), is to reduce cost, to maintain and control schedule, to keep proper quality, Claim and Risk through Partnering, Design Review, Constructability, Value Engineering and Project Management Information System(PMIS) and so on. Major factors of CM Plan are introduction of the phased and classified Construction Management Services from initiation of project to completion and adaptation of CM technologies and guide the implementation methodologies of the CM Pilot Project in CM construction market.

Recently advanced nations utilize evaluation system about LCC, and KOREA begin to introduce the system to reduce construction expense. And Introducing "Technical proposal type bid" that is new government construction order mode made needs for valuation of price to evaluate facilities LCC. These days LCC is evaluated by BTL and turnkey project in KOREA, but it is suffering from difficulty in evaluation. because evaluation element and standard are indefinite. In addition LCC evaluation of public construction business except BTL and turnkey is not consisting. Therefore, in this research we present LCC evaluation Index for systematic and objective evaluation.
