Korean government is carrying out educational training program for the competencies of the construction engineers. However, this training program is insufficient to take advantage of the practice. Therefore, the purpose of this study is to investigate and analyze the satisfaction and problems of educational programs at training graduates. And we have suggested the improvement directions of educational program. The results of this study, satisfaction of training programs for construction engineers generally was investigated highly. However, this has been underestimated in terms of capacity-building abroad. And there are operational problems including lack of educational programs using in construction site, lack of training program courses in few work sector and lack of graded training program. Therefore, we have proposed the development direction of training program for construction engineers to solve this problem.

학·경력자제도 개선 등 기술자제도 변경을 내용으로 하는 건설기술관리법시행령이 지난 해 12월 29일 개정 공포(시행일 : 2007. 3.1)되었다. 이번 개정은 기술등급 승급 범위를 3월 1일 부터는 자격자 중 기사와 산업기사는 고급까지 승급 가능하고 학·경력자는 초급으로만 인정한다.

건설산업기본법 시행령 시행규칙이 개정, 2008년 12월 31일 공포되었다. 이번에 개정된 건산법 시행령은 ${\bullet}$원도급자의 공사금액 조종사유 통보 내용과 절차 구체화 ${\bullet}$소규모 공사의 건설기술자 중복배치 허용 현장 수 확대, 건산법 시행규칙은 ${\bullet}$건설공사 하도급계약통보서 및 건설공사대장에 4대 보험료 등의 내용 명시 ${\bullet}$건설업 양도 공고절차 간소화 등의 내용이 개정되었다. 개정된 건산법 시행령은 오는 7월 1일부터, 시행규칙은 오는 4월 1일로부터 시행된다.

건설교통부 서울지방국토관리청(청장 한기선)에서는 지난 한 해 동안 수도권에 건설 중인 아파트 등 다중이용건축물의 부실시공 방지를 위해 시공실태점검과 기술자교육 등을 실시하고 있으나, 에너지절약 부분에 있어서는 관련법령에 미달되게 적용하는 사례가 반복 지적되고 있어, 설계자에 대한 관련 기준의 바른 이해에 도움이 되고자 알려 드립니다.

By prosperous condition of construction economy in the early 90s in Korea, the government needed a lot of the qualified professional engineers (PE) to manage the construction site. In order to meet the high demand of P.E., Government has established the admitted engineer systems(AES) in 1995 that give the authority of principal engineers to the admitted engineers who do not take the written examination but have equivalent working experience. Since 2000, professional $engineer^{\circ}{\phi}s$ shortage has been resolved. however, the opposite situation, which is serious over-supply of construction engineers has occurred. Thus, Government announced that would abolish the admitted engineer systems as recognized the existent admitted engineers(about 1,000,000 persons) from 2007. However, Professional Engineers Institution has strongly insisted that Government should not recognize existent admitted engineers. From this point of view, it is critical to make the supply-demand forecast systems as a derivative approach of System Dynamics also, that is useful in comparing the argument between Government and Professional Engineers Institution. This paper describes about principal $engineer^{\circ}{\phi}s$ supply change by admitted engineer system abrogation and suggests the idea to regulate the supply and demand with the improvement of the regal system.

건설기술정보시스템(CODIL)에서는 2016년부터 중소 중견 건설 및 엔지니어링 업체의 기술경쟁력 강화에 도움을 줄 수 있도록 건설기술정보 서비스 사이트에 대한 안내서비스를 제공하고 있다. 본 연구는 건설기술자에게 보다 유용한 정보서비스를 제공하기 위한 일환으로써, 선행연구사례의 조사, 분석을 통해 건설기술정보 서비스 사이트 안내서비스를 성공적으로 이끌어 내기 위한 평가영역과 평가항목을 분석하였다.

정부는 8월 15일 광복절을 맞아 특별사면을 단행하고 정부, 지자체, 공기업 등 각 기관별로 지난 8월 15일부터 시행에 들어갔다. 이에 따라 영업정지,입찰참가 제한 등을 받고 있는 4,441개 건설사에 대한 제재조치가 해제된다. 또 자격정지 등 행정처분이나 벌점을 받고 있는 건설기술자 4,390명에 대한 처벌도 삭제된다. 반면 민,형사상 책임과 과징금,과태료,이행감제금 등의 납부 및 이행의무는 사면대상에서 제외된다.
