Risk Index Computation of Work Type for Bridge Construction using Accident Cases and the AHP Method (재해사례와 AHP를 이용한 교량공사 위험지수 산정)

  • 교량공사는 지상작업과 고소작업이 혼재하고 작업공종이 복잡하여 위험성이 높은 공사로 추락, 협착, 붕괴, 낙하 비래 재해의 발생빈도가 높다. 또한, 중량 부재의 운반, 조립, 양중 등의 작업과정에서 유해 위험 기계기구와 건설장비 사용에 따른 유해 위험 요인이 산재하여, 유해 위험의 정도와 재해 발생빈도 및 재해의 강도에 차이가 있어 위험성평가를 통한 정량화된 위험지수의 제시가 필요하다. 위험성 평가는 교량공사의 특성을 고려하여 교량 건설현장의 공종별 유해 위험요인을 세부공종별 요소작업에 따라 분류하고, 재해 발생정도와 피해정도에 따른 위험도가 평가되어야 한다. 이러한 교량 건설공사의 재해를 줄이는데 기여할 수 있도록 정량화된 교량공사 위험지수를 제시함으로써 체계적이고 효율적인 재해예방 활동에 필요한 기초자료를 제공할 것이다. 특히 교량공사 시공 상의 제반 위험요인을 사전에 점검하여 변경 보완 제거할 수 있는 재해 예방대책을 수립하여 재해를 최소화하는 연구가 필요하게 되었다. 건설현장에서 위험지수의 고저에 따라 자원을 적정하게 배분한다면 안전관리의 효율성이 제고되고, 궁극적으로 건설재해 감소에 기여하게 될 것으로 기대된다.

안내-행자부, 지방계약민원 종합상담센타 개관

  • 행정자치부(장관 박명재)가 지역예산을 집행하는 계약과정에서 발생하는 문제의 해결을 돕기 위해 마포구 공덕동에 소재한 한국지방재정회관에서「지방계약민원 종합상담센타」를 개설, 지난 1월 22일부터 민원상담서비스에 들어갔다. 이 센타는 2006년‘지방자치단체를 당사자로 하는 계약에 관한 법령’시행 이후 폭발적으로 증가하는 민원상담을 소화하는 한편, 서비스의 질을 높여 체계적·능동적인 민원서비스를 위해 개설 됐으며 △상담신청 → 1차상담서비스 → 진행상황 파악 → 미진한부분에 대한 사후 서비스 → 수범사례 전파의 순으로 서비스가 진행된다.「지방계약민원 종합상담센타」는 앞으로 자치단체, 교육행정기관, 건설업체 등에 대한 신속하고 품질 높은 민원상담서를 제공, 고객만족을 확대하고 제도적 건의사항이나 문제점을 즉시 파악해 정책에 반영할 계획이다. 한편 이날 현판 제막식에는 김경회 대한설비건설협회 상임이사를 비롯한 건설단체 임원 및 지방자치단체 시·도 계약담당 사무관, 시·도 교육청 계약담당 사무관, 행자부 산하기관 임원 등이 참석했다.

  • An objective of companies' existence is to make profits and grow steadily. Judging what is reasonable or excessive profit for an industry or a company by a profit figure is practically impossible because it is a matter of value judgement not just fact judgement. But recently construction companies' profit level is under severe argument. The objective of this study is to investigate the level of construction companies' profit level and compare it with other industries in order to identify facts and characteristics in relation to construction companies's profit level.

  • Recently, international plants construction markets are expending. Specially, oil/gas plants constructions in Middle-East are booming. However, international plants construction projects are high risky. So a risk assessments and managements methodology for international plants construction is needed. In this study, the risk assessment methodology for international plants construction is proposed on the basis of the literature review in the international construction risk assessment methods and the knowledge of experts explored by interview. In addition, case study in Middle East was applied for reviewing these risk assessments and managements methodology for international plants construction.

  • Recently, the importance of Pre-construction is gradually increasing in construction business. In addition to increasing greatness, Pre-construction affect to success or failure of projects. However, current domestic construction business doesn't constitute exact concepts and systems, and there are a lot of problems such as disorganize management of construction because most of Pre-construction depends on supervisors' experiences. Therefore, according as doing this study, We are going to analyze the tendency of Pre-construction step and bring up designed operation systems between departments in construction company. So we can expect to develop efficiency by excluding unnecessary operation and formulating more improved operation process.

Inventory Management in Construction Operations Involving on-site Fabrication of Raw Materials (원자재 조립.가공과정을 갖는 건설공사 프로세스의 적정 재고관리 방안에 관한 연구)

  • There are usually plenty of material inventories in a construction site. More inventories can meet unexpected demands, and also they may have an economical advantage by avoiding a probable escalation of raw material costs. On the other hand, these inventories also cause negative aspects to increase costs for storing redundant inventory as well as decreasing construction productivity. Therefore, a proper method of deciding an optimal level of material inventories while considering dynamic variations of resources under uncertainty is very crucial for the economical efficiency of construction projects. This research presents a stochastic modelling method for construction operations, particularly targeting a work process involving on-site fabrication of raw materials like iron-rebar process (delivery, cut and assembly, and placement). To develop the model, we apply the concept of factory physics to depict the overall components of a system. Then, an optimal inventory management model is devised to support purchase decisions where users can make timely actions on how much to order and when to buy raw materials. Also, optimal time lag, which minimizes the storage time for pre-assembled materials, is obtained. To verify this method, a real case is applied to elicit an optimal amount of inventory and time lag. It is found that average values as well as variability of inventory level decreased significantly so as to minimize economic costs related to inventory management under uncertain project condition.

  • The importance of process improvement under construction has arisen from recent issue, lower productivity in the construction site. The various 3D modeling program is utilized in the procedure of construction as an alternative solution. However, it's still shortage of the consideration about a specific technical application. The purpose of the study in this paper is helpful to improve the productivity of construction site using 3D realization of constructing place as one of extensive modeling technologies, which leads to not only efficient management of construction site allowing people to check the real time situation in the place but also the revitalization of information flow about building process control and prgress, Therefore, I research into modeling algorithm and extensive construction site realization technology. 3D realization of building place would reduce the safety concerns by providing the real time information about construction site, and it could help to access easily to similar project through collecting and appling the database of sites. Furthermore it can be an opportunity to develop the procedure of production in construction industry and to upgrade the image of this field.

Improvement scheme of utilization of the results of the post-construction evaluation system (건설공사 사후평가 수행결과 활용도 개선 방안)

  • Post-evaluation system reflects the results of performing a public construction project in the future similar public construction projects to be utilized in the planning. However, the current system simply compares the expected values, such as demand, B/C ratio, cost of construction, construction period, with the actual values after the completion of construction. In addition, most public owner does not actively conduct the post-construction evaluation tasks, so that the evaluation results has not been returned to early stage of a construction project. In this study, status of the post-construction evaluation system is investigated by a survey of the public owner and the construction project evaluation system of the United States and Japan was analyzed. This paper presents the improvement scheme of utilization of the results of the post-construction evaluation system. Through improving the post-construction evaluation system, it is expected that public agencies would easily utilize the post-construction evaluation.
