Market effects analysis of when lowering the threshold value of construction services under WTO GPA (WTO 정부조달협정 건설서비스 양허하한선 인하시의 건설시장 변화와 대응방안)

  • Lowering threshold value of construction services is extremely sensitive issue to the small and medium enterprises in construction industry. Because it means opening the construction markets where the small and medium construction companies compete intensely. Nevertheless, it is absent that the analysis on the effect of opening the market lowering threshold value of construction services under Government Procurement Agreements or Free Trade Agreement. This research is to analyze the effects of lowering threshold value of construction service which have been agenda repeatedly in the international agreements such as WTO and FTA. The current threshold value of construction services of Korea under WTO GPA are 5million SDR where the government delivers and 15million SDR where the local government or the public institution deliver. However major parties to an entente such as USA and EU have been demanding to lower threshold value of 15 million SDR where the local government or the public institution deliver to 5million SDR. The analysis figure the effect of this lowering threshold value to be a market reduction by 2trillion Won as '07 fiscal year basis. This market shrinkage will effect to the small and medium construction companies in local considerably.

The material management process model of material characteristic for material administration of physical distribution (자재물류관리를 위한 자재 속성별 자재관리 프로세스 모델 - ETO 범주 자재를 중심으로 -)

  • In construction industry, the cost related to material is different from each other under the characteristic of projects. However, it has 40% of the whole cost in the composition of prime cost. Recently, While the construction work become bigger, specialized and complex, it is complex to carry in materials because of shortage of space. However, in many cases, material management has been underestimated as well as the material management is depending on experience of site managers so it has been studied about frequently. In this study, I suggest four classification methods of material characteristic ETO, ATO, MTO, MTS. I also analyze what the most efficient supply management of the site materials is through researching the characteristics of the material distribution. In conclusion, I would like to build the material management classification for the characteristics of materials.

  • In general, material cost of a construction project is more than 30$^{\sim}$40% of total construction cost, thus on site material control is very important. The factthat buildings have recently become higher and bigger also increases the importance of on site material control. However, on site material control has not been considered as an important management issue. This study classifies building construction materials considering the material delivery characteristics such as ETO, ATO, MTO and MTS and the unique characteristics of each materials. Using the classification, this study examine the requirements for on site material control of each materials. Finally, this study suggests on site material control systems for each construction material.

Quantification of Schedule Delay Risk of Rain via Text Mining of a Construction Log (공사일지의 텍스트 마이닝을 통한 우천 공기지연 리스크 정량화)

  • Schedule delays present a major risk factor, as they can adversely affect construction projects, such as through increasing construction costs, claims from a client, and/or a decrease in construction quality due to trims to stages to catch up on lost time. Risk management has been conducted according to the importance and priority of schedule delay risk, but quantification of risk on the depth of schedule delay tends to be inadequate due to limitations in data collection. Therefore, this research used the BERT (Bidirectional Encoder Representations from Transformers) language model to convert the contents of aconstruction log, which comprised unstructured data, into WBS (Work Breakdown Structure)-based structured data, and to form a model of classification and quantification of risk. A process was applied to eight highway construction sites, and 75 cases of rain schedule delay risk were obtained from 8 out of 39 detailed work kinds. Through a K-S test, a significant probability distribution was derived for fourkinds of work, and the risk impact was compared. The process presented in this study can be used to derive various schedule delay risks in construction projects and to quantify their depth.

  • In Korea, it has recently occurred that problems of productivity and construction duration in the construction industry. If five days per week system come into effect, they'll become more urgent. The productivity of construction industry and competitive construction duration in Korea are too low. If post sale system becomes effective, construction companies will strive to improve productivity. Therefore, the objective of this study is to draw up Architectural PC as the alternative for productivity improving and analyze possibility of productivity improving by comparing with established method of construction.

Economical Analysis and Estimate Method of Possible Working Hours for Marine Rock Excavation Work Regarding the Tide Cycle (조석의 주기를 고려한 해상 암굴착 공사의 경제성 분석 및 작업가능시간 산정 방법에 관한 연구)

  • The rock excavation work on the sea is planned as underwater process if the elevation of the rock is lower than the M.S.L.(Mean Sea Level). However, in case of West and South sea which are largely different between the rise and fall of the tide, the earth work can be performed on the ground while the work surface is exposed above the sea according to the tide cycle. Thus, it may a good substitute to make up for shortcomings of underwater construction works such as safety problems of workers, loss of efficiency and increasement of construction costs. But the difference between the height of the rock excavation surface and the water surface changed by the tide makes the exposure time of work surface, that is the possible working hours be changed. Also, it may cause the changes of construction cost. Thus, this study analyzes the economical efficiency of the construction method using the difference between the rise and fall of the tide in comparison with the construction method which is performed under the sea, and it also suggests the way to analyze the economical working hours by estimating the possible working hours on the ground. We also try to find out the application possibility of the way like the rock excavation work on the sea using the difference between rise and fall of the tide.

  • An optimal selection of form-work is very important in the construction project in terms of construction cost and duration management. Also, it substantially affects the quality of the structure and the finishing work. However, in South Korea, the decision making on the selection of form-work has been based on the experience and intuition of construction practitioners not on the objective data or rational decision-making system. In order to solve the problem, several types of research on the selection of form-work has been processed. However, they did not consider the construction site condition, which is one of the most important factors for the selection of form-work. Thus, the objective of this study is developing the objective decision supporting system considering the site condition. This study provides the quantitative decision support model for optimal form-work based on construction site type. It is expected that the decision support model will help the practitioners decide optimal form-work based on the objective data. It will ameliorate the existing decision making process using experience and intuition. In addition, because the model considers site-conditions, it will provide more accurate and appropriate decision on the selection of an optimal form-work.

  • Great efforts have been made worldwide to reduce the Green House Gas (GHG) emission following the "Kyoto Protocol" declared during the United Nations Framework Convention on Climate Change in 1997. Many industries have restructured to meet the standard set by the Protocol. However, no clear guidance has been established for the purpose of reducing the GHG emission in construction industry. In addition, no significant effort has been made to conserve the energy during construction activities. For more effective energy saving in construction industry, it is essential to collect data about energy consumption, quantity of environmental emissions and costs. However, most studies on sustainable construction have been concentrated on the use of equipment, maintenance and repair works during construction due to the difficulties of collecting such data. This study suggests a method to select the most environmentally friendly equipment combination for earthwork with comparing environmental loads and costs using the database of Life Cycle Inventory in the Ministry of Knowledge Economy and Ministry of Environment of Korea.

  • Recently, architectural design has been changing from formal design to freeform design due to the digitalization of construction industry. Especially, the formal design has been accepted as a design trend recently and applied many times as a design concept in the architectural design competitions such as turn-key. However, various deflects such as water leak and cracks have been occurred because the traditional construction methods had been applied without any revision or adaptation of the formal construction method for the freeform building construction. Design and construction of freeform building has been developed as an new method in order to solve the problems and minimize the construction duration and cost for the freeform building. Therefore this research deduced the positive implications for developing freefrom envelope by analyzing the domestic and abroad cases and proposed the considerations during design and construction of the freeform envelope as follows. First, the freeform design should consider the constructability for the freeform envelope. Second, manufacturing technology for the two-way curvature of the unit panel should be developed. Third, exposed concrete form method should be developed for the freeform envelope of concrete. Forth, material characteristics, construction method and facility management should be considered in order to manage precipitation and keep water-proof according to the classification of the freeform envelope area.

Improving Road Construction Productivity by Developing a Programmatic Resource Distribution System for Equipment Sharing in Multi-sectioned Road Construction Projects (다(多)공구 도로 건설 현장의 장비 공유시스템 구축을 통한 생산성 향상에 관한 연구)

  • Road construction projects are parcelled into sub-sections which are then tendered to individual contractors for construction. The type of work and equipments used are similar for each sub-section. However, such equipment are not shared on a regular basis among the contractors and only partially performed in an informal and ad hoc manner. Consequently, road construction equipment suffer from low utilization and increased leasing costs. Lean construction and Program Management approaches stress the importance of collaboration among individual participants in a way that increases the collective cost savings of the entire project. This research attempts to apply such theories with the notion that under utilization of expensive equipment can be improved by formalizing a way to enable the sharing of equipment in large, public sponsored, multi-sectioned road construction projects. A system was developed consisting of a set of criteria and processes that enables automatic allocation of equipment to multiple sites on daily basis, in a way that minimizes equipment costs and improves their individual utility. The system was then applied in allocating three different types of equipment to an actual road construction project with four sub-sections for three months. A new metric, nDPR showed that utilization improved for all equipment and also equipment related costs were decreased by 4.45%. Results also showed that increased shared opportunities of equipment correspond to an increase in utilization and cost savings.
