Bacterial Blight Resistant Mid-late Maturing Rice 'Manbaek' with High Grain Quality (벼흰잎마름병 저항성 고품질 중만생 벼 '만백')

  • 'Manbaek' is a bacterial blight resistant mid-late maturing rice cultivar with high grain quality. 'Manbeak' was derived from anther culture using the backcross combination, $Hopum^*2/SR30075$. 'Hopum' is a mid-late maturing rice cultivar with high grain quality and 'SR30075' is a pyramid line carrying three bacterial blight resistance genes. 'Manbaek' was selected through the pedigree method, yield trials, and local adaptability tests. 'Manbeak' carrying two bacterial blight resistance gene Xa3 and xa5 showed high-level and broad-spectrum resistance against bacterial blight. 'Manbaek' was resistant to K3a, mostly virulent race in Korea, and exhibited resistance reaction against 16 Korean bacterial blight isolates. 'Manbaek' was a mid-late maturing rice. The heading date of 'Manbaek' was August 19th, which was 5 days later than that of 'Nampyeong'. Manbaek' was a lodging-tolerant rice with short culm and dark green leaf. Due to the low viviparous germination, 'Manbaek' could be a useful material to prevent pre-harvest sprouting. 'Mabeak' was resistant to bacterial blight and rice stripe virus, but susceptible to other virus diseases and insect pests. The yield of 'Manbaek' was similar to 'Nampyeong'. 'Manbaek' showed excellent grain appearance and good tastes of cooked rice, so that it could contribute to improving the quality of bacterial blight resistant cultivars. 'Manbaek', bacterial blight resistant cultivar with high grain quality, is suitable for the cultivation at bacterial blight prone area and has been utilized in the breeding programs for enhancing the resistance against bacterial blight (Registration No. 6069).

Effect of Subcritical Water for the Enhanced Extraction Efficiency of Polyphenols and Flavonoids from Black Rice Bran (흑미강으로부터 유용 폴리페놀 및 플라보노이드의 추출효율 증진을 위한 아임계수의 효과)

  • The extraction of polyphenol and flavonoid from black rice bran was performed by diverse extraction methods using the sugar solution, ethanol, hot water ($80^{\circ}C$), and by subcritical water extraction (SWE) method. By SWE under operating conditions of $190^{\circ}C$, 1,300 psi, and 10 min, the maximum yields of total polyphenolic compounds (35.06${\pm}$1.28 mg quercetin equivalent (QE)/g dried material and flavonoids (7.08${\pm}$0.31 mg QE/g dried material) could be obtained. These results were over 11.77- and 12.21-fold higher than those of the ethanol extraction, which showed the highest extraction efficiency among tested conventional methods in total polyphenols (2.98${\pm}$0.74 mg QE/g dried material) and flavonoids (0.58${\pm}$0.21 mg QE/g dried material), respectively. Though the highest antioxidant activity (87.14${\pm}$1.14%) was observed at the dried extract obtained from ethanol method, the relative antioxidant activity per 1 g dried black rice bran by SWE ($190^{\circ}C$, 10 min) was over 11.53-fold higher than that by the ethanol extraction.

A Study on the Protection and Management System of the Southwestern Coast Tidal Flat for Inscription in the World Heritage List (서남해안 갯벌의 세계유산 등재를 위한 보호 및 관리체계 연구)

  • The purpose of this study is to establish an effective protection and management system for World Heritage (WH) nomination of Southwestern Coast Tidal Flat (SCTF) by proposing a model of protection and management. SCTF has a potential to become a representative best practice to achieve a sustainable development for human society. SCTF has a potential Outstanding Universal Values (OUVs) for WH nomination, thus a harmony between human and nature for wise use of natural resources needs to be pursued. It is required to present the system of SCTF's protection and management and to analyze present status of the regions in the Tentative List by comparing the case which were already inscribed as WH. For better protection of nominated areas, SCTF should expand an area for protection with additional designation. For the management system, two separate management systems such as the Department of Culture & Tourism and the Department of Oceans & Fisheries need to be reconciled. Because of this overlapping management structure, the management of the nominated sites has been inefficient and long-term management plan is lacking. Therefore, it is necessary to integrate conflicting management system of each local government and make a long-term, integrated management plan. To make an efficient and sustainable protection and management, it is essential to set up a collaboration system by integrating various stakeholders such as central and local governments, academic organizations, local residents, and NGOs. As in the case of Wadden Sea, the combined community system of the stakeholders mentioned above should be established. Because it is essential for local residents to understand a basic concepts for protection and management, it is necessary to establish capacity-building of local people. The protection and management structure should be set up by bottom-up processes, that is the proper structure shoud be based on thorough research on local society as well as thorough communication with local residents to make relevant laws and policies. This study also propose the proper plan for better conservation and management of SCTF.

An Analysis of a 100-Years-Old Map of the Heritage Trees in Jeju Island (제주도 노거수 자연유산의 100년 전과 현재 분석)

  • The purpose of this study is to verify and reconstruct the record information for big old trees of Jeju on the basis of the precise map of Jeju island in 1918 which was produced 100 years ago. For the analysis of high altitude, coordinate system and georeferencing were performed by selecting representative points using ArcGIS. We extracted digitized information by using point extraction method and extracted attribute information based on legend type and relative size in map. Based on the map of the past 100 years ago, the present situation of the big old tree in Jeju was analyzed and their characteristics were analyzed. In addition, based on the information of the protected big old trees in present, we discussed the characteristics of past tree (1918), present tree (2019), and contribution of big old tree in Jeju landscape and vegetation. As a result, 1,013 individuals were distributed in Jeju Island 100 years ago. Even when it was intensive in the use of timber, the big old trees were protected, and contributed as a representative component of Jeju's unique landscape. The remaining distribution of Jeju's big old tree is 159 trees. As in the past, distribution has been confirmed around the lowlands, but declines in numbers are found throughout the island. The major factors for the decline of individuals are large-scale development projects such as reaching the limit of life, natural disturbance (typhoon, disease, pest, drought, etc.). However, it is presumed that a large number of individuals have played a leading role in shaping the current forests as contributing to important species sources in the restoration process of Jeju vegetation. However, it is presumed that a large number of individuals (405) have played a leading role in forming the present forest by contributing to the species pool in the restoration process of Jeju vegetation.

Structuration of Space Change due to Planning and Leisure Activities in Hangang River Park - Focused on the Hangang River Park in Yeouido from the 1970s to the 2000s - (여가 활동 공간으로서 여의도 한강공원 공간변화의 구조화 - 1970년대부터 2000년대까지 여의도 한강공원의 여가 활동과 계획을 중심으로 -)

  • This study shows the changes in the space created by the planning and leisure activities of Hangang River Park, focusing on the Yeouido portion of the Hangang River Park, which has the most users and the greatest degree of planning. The relationship between planning, behavior, and space changes are explained based on Giddens's Structural Theory. As research material, Hangang River Park plans and satellite photos were interpreted and newspaper articles were used to identifying the space changes and their causes, and a model of the space changes was derived through the application of the theory. The flow of space change in the Yeouido portion of the Hangang River Park due to planning and leisure activities is as follows. In the 1970s, the first sports spaces are made due to need from residents near the riverside, but huge plans for the utilization of the entire space were not realized. In the 1980s, leisure spaces were planned and developed through a comprehensive plan. Various sports spaces were built, but the environment of the spaces became a slum. In the 1990s, various leisure activities were revitalized due to the revision of the legal system, regulations on the usage of space, and space maintenance, and from the late 1990s, ecological issues arose along the Hangang River. In the 2000s, there was an overall space improvement project directed by two comprehensive plans, and cultural and ecological issues appeared in the Hangang River Park plans. However, actual leisure spaces were developed along with the promotion of large-scale activities. Regarding the structuration theory, elements of interaction, modality, and structure are the aspects of space changes in the Yeouido portion Hangang River Park. As the flow of the space change, the proportions of the comprehensive plan and the individual plans were similar. The comprehensive plan was influenced by the change of public businesses and the proliferation of large-scale activities. Individual plans were influenced by the user's activities and opinions. However, both plans were influenced by the users and suppliers. The leisure space of the Hangang River Park can be viewed as a social space, in terms of the structuring as a theory due to the user repeatedly changing the use of the space. The purpos of this study is to investigate the changes in the Hangang River Park space through planning and leisure activities. Through this study, we can understand the characteristics of the Hangang River Park in planning the leisure activity space.

Palliative Care Practitioners' Perception toward Pediatric Palliative Care in the Republic of Korea (소아완화의료에 대한 호스피스 완화의료 전문기관 종사자의 인식)

  • Purpose: This study was performed to investigate the current status of pediatric palliative care provision and how it is perceived by the palliative care experts. Methods: A descriptive study was conducted with 61 hospice institutions. From September through October 2017, a questionnaire was completed by experts from the participating institutions. Data were analyzed using SPSS 21.0. Results: Among 61 institutions, palliative care is currently provided for pediatric cancer patients by 11 institutions (18.0%), all of which are concentrated in Seoul, Incheon and Gyeonggi and Gyengsang provinces; 85.2% of all do not plan to provide specialized pediatric palliative care in the future. According to the experts, the main barriers in providing pediatric palliative care were the insufficient number of trained specialists regardless of the delivery type. Experts said that it was appropriate to intervene when children were diagnosed with cancer that was less likely to be cured (33.7%) and to move to palliative care institutions when their conditions worsened (38.2%); and it was necessary to establish a specialized pediatric palliative care system, independent from the existing institutions for adult patients (73.8%). Conclusion: It is necessary to develop an education program to establish a nationwide pediatric palliative care centers. Pediatric palliative care intervention should be provided upon diagnosis rather than at the point of death. Patients should be transferred to palliative care institutions after intervention by their existing pediatric palliative care team at the hospital is started.

Management Guidelines and the Structure of Vegetation in Natural Monuments Koelreuteria Paniculata Community (천연기념물 모감주나무군락의 식생구조와 관리제언)

  • This study analyzed vegetation structure of natural monuments Koelreuteria paniculata community in search of a conservation and management plan. Plant sociological analysis of Koelreuteria paniculata community indicates that it can be classified into Achyranthes japonica subcommunity and Rhodotypos scandens subcommunity and Trachelospermum asiaticum var. intermedium subcommunity. While Koelreuteria paniculata community of Ahnmyeondo is composed of sub tree layer and herb layer, those of Pohang and Wando are composed of tree layer, Sub tree layer, shrub layer, herb layer. The results of tree vitality analysis showed that those in Ahnmyeondo appeared to be relatively low when compared to those in Pohang and Wando-gun. This can be understood in two different aspects: disease and insects vulnerability due to a relatively simple structure and lack of competitive species, and decreased vitality / natural branch losses due to crown competition arising from high density. The result of soil characteristics analysis showed that soil texture, soil pH, organic matter, $p_2O_5$, exchange positive ion were sufficient for tree growth while total nitrogen was not, so that discretion would be needed for fertilizer application. As there were damages of disease and inscet, but only for 10~15% of the entire area; it still requires consistent preconsideration. The study suggests the management methods for preservation of Koelreuteria paniculata community. First, securing designated areas is necessary in order to minimize environment deterioration due to surrounding development. Especially, for sections with decreased areas, expansion of designated areas through land purchase should also be considered. Second, artificial interference may affect the livestock. Therefore, monitoring of artificial interference is necessary, based on which protection projects must be conducted. Third, from analysis of young plants which influence the maintenance mechanisms of Koelreuteria paniculata community, a decrease compared to the prior year was observed; investigation is needed. Therefore, an active management policy through status examination of livestock such as germination and young plants is necessary.

A review on the design requirement of temperature in high-level nuclear waste disposal system: based on bentonite buffer (고준위폐기물처분시스템 설계 제한온도 설정에 관한 기술현황 분석: 벤토나이트 완충재를 중심으로)

  • Short-and long-term stabilities of bentonite, favored material as buffer in geological repositories for high-level waste were reviewed in this paper in addition to alternative design concepts of buffer to mitigate the thermal load from decay heat of SF (Spent Fuel) and further increase the disposal efficiency. It is generally reported that the irreversible changes in structure, hydraulic behavior, and swelling capacity are produced due to temperature increase and vapor flow between $150{\sim}250^{\circ}C$. Provided that the maximum temperature of bentonite is less than $150^{\circ}C$, however, the effects of temperature on the material, structural, and mineralogical stability seems to be minor. The maximum temperature in disposal system will constrain and determine the amount of waste to be disposed per unit area and be regarded as an important design parameter influencing the availability of disposal site. Thus, it is necessary to identify the effects of high temperature on the performance of buffer and allow for the thermal constraint greater than $100^{\circ}C$. In addition, the development of high-performance EBS (Engineered Barrier System) such as composite bentonite buffer mixed with graphite or silica and multi-layered buffer (i.e., highly thermal-conductive layer or insulating layer) should be taken into account to enhance the disposal efficiency in parallel with the development of multilayer repository. This will contribute to increase of reliability and securing the acceptance of the people with regard to a high-level waste disposal.

A Study on the Management of Manhwa Contents Records and Archives (만화기록 관리 방안 연구)

  • Manhwa is a mass media (to expose all faces of an era such as politics, society, cultures, etc with the methodology of irony, parody, etc). Since the Manhwa records is primary culture infrastructure, it can create the high value-added industry by connecting with fancy, character, game, movie, drama, theme park, advertising business. However, due to lack of active and systematic aquisition system, as precious Manhwa manuscript is being lost every year and the contents hard to preserve such as Manhwa content in the form of electronic records are increasing, the countermeasure of Manhwa contents management is needed desperately. In this study, based on these perceptions, the need of Manhwa records management is examined, and the characteristics and the components of Manhwa records were analyzed. And at the same time, the functions of record management process reflecting the characteristics of Manhwa records were extracted by analyzing various cases of overseas Cartoon Archives. And then, the framework of record-keeping regime was segmented into each of acquisition management service areas and the general Manhwa records archiving strategy, which manages the Manhwa contents records, was established and suggested. The acquired Manhwa content records will secure the context among records and warrant the preservation of records and provide diverse access points by reflecting multi classification and multi-level descriptive element. The Manhwa records completed the intellectual arrangement will be preserved after the conservation in an environment equipped with preservation facilities or preserved using digital format in case of electronic records or when there is potential risk of damaging the records. Since the purpose of the Manhwa records is to use them, the information may be provided to diverse classes of users through the exhibition, the distribution, and the development of archival information content. Since the term of "Manhwa records" is unfamiliar yet and almost no study has been conducted in the perspective of records management, it will be the limit of this study only presenting acquisition strategy, management and service strategy of Manhwa contents and suggesting simple examples. However, if Manhwa records management strategy are possibly introduced practically to Manhwa manuscript repositories through archival approach, it will allow systematic acquisition, preservation, arrangement of Manhwa records and will contribute greatly to form a foundation for future Korean culture contents management.

A Status Analysis for the Standards on Permission of Altering Cultural Heritage's Current State Focusing on the Results of Handling Application Cases on Permission of State-Designated Cultural Heritage (Historic Site) for the Last Five Years (2015~2019) (문화재 현상변경 인·허가 검토기준 마련을 위한 실태분석 연구 - 최근 5년(2015~2019)간 국가지정문화재(사적)의 허가신청 안건 처리결과를 중심으로 -)

  • Since June 2006, there have been active efforts to systematize the permission system including the amendment of [Cultural Heritage Protection Act]. Cultural Heritage Administration prepared standards on reviewing each type of cultural heritages(CH) in 2015, promoted a project on the modification of permission standards and showed remarkable performances in quantitative aspects. But as there has been little change for the cases applied for permission, additional studies on policy are required to improve the management efficiency and reduce the citizens'inconvenience. In response, this study aims to identify the actual management status on the current state alteration permission system, and establish practically utilizable reference materials at permission review. While historic sites(HS) constitute a relatively small proportion in state-designated CHs, they are subject to the designation of permission standards. Also, with their location in the downtown area, the application rate is high (51.4%) and the results are commonly utilizable to other types of CH. We constructed a DB based on the minutes of Cultural Heritage Committee(CHC) on HS and categorized similar features in permission handling results. The result of the analysis is as follows. Out of a total of 5,243 cases for permission applied for HS, 1,734 cases of cultural heritage areas(CHA) and 3,509 cases of historic and cultural environment preservation areas(HCEPA) have been applied. CHA has a great proportion of the applications for events and festivals, which are highly related to CHs or representing the local area. There is a high permission rate on applications for the purpose of public service by local governments. Meanwhile, HCEPA has a high proportion of applying for the installation and extension of buildings and facilities at the private level. Thus, negative decisions were made for tall buildings, massed facilities, or suspected scattering of similar acts. Our actual condition analysis has identified a total of 78 types of harmful acts which may influence the preservation of CHs. 31 types in CHA and 37 types in HCEPA are categorized. Especially, 10 common types of permission have been confirmed in both sectors. As a result, it is expected to secure consistency in the permission administration, enhance the management efficiency and improve the public's satisfaction over the regulatory administration by providing practically utilizable reference materials for altering the current state of CH and for decision making on the part of CHC.
