Development of a Collision Risk Assessment System for Optimum Safe Route (최적안전항로를 위한 충돌위험도 평가시스템의 개발)

  • In coastal waters where the traffic volume of the ship is high, there is a high possibility of a collision accident because complicated encounter situations frequently occurs between ships. To reduce the collision accidents at sea, a quantitative collision risk assessment is required in addition to the navigator's compliance with COLREG. In this study, a new collision risk assessment system was developed to evaluate the collision risk on ship's planned sailing routes. The appropriate collision risk assessment method was proposed on the basis of reviewing existing collision risk assessment models. The system was developed using MATLAB and it consists of three parts: Map, Bumper and Assessment. The developed system was applied to the test sea area with simple computational conditions for testing and to actual sea areas with real computational conditions for validation. The results show the length of own ship, ship's sailing time and sailing routes affect collision risks. The developed system is expected to be helpful for navigators to choose the optimum safe route before sailing.

Landslide Risk Analysis due to Development of Mountain Area (산지지역 개발에 의한 산사태 위험 분석)

  • In this study, the risk of landslides was analyzed for planned development sites in mountainous areas. Field survey was conducted on the research area with the slope and valley site. The criteria for evaluating the risk of landslides in the field survey were based on the risk assessment table of the Korea Forest Service Notice No. 2023-10. The research area has 13 slopes and 11 valleys. As a result of evaluating the risk area, two slopes and two valley were found to be dangerous sites in each. Numerical simulation was performed on the investigated risk areas to predict the spread of damage. The debris flow was simulated to have an affect on roads and buildings located in the lower part of the basin, and it was determined that a disaster prevention facility was nacessary to minimize damage. This information can be used to determine the impact of disasters before carrying out mountain development.

A Development of Risk Identification Checklist for Stakeholders in the Construction Phase of the Urban Regeneration-Projects (도시재생사업 건설단계의 참여주체별 위험인지 체크리스트 개발)

  • The mixed-use development project like urban regeneration project has been enforced with long period and participation of various stakeholders. For this character, lots of risk could be occurred during the process of project and the project's success or failure depends on the risk management. So the process of identifying and responding to risks in urban regeneration projects should be followed systemically. The risk identification phase is the first step to identify risk factors and define risk's character. One of the risk identification methods, the checklist, is the most practical and well-known one. This study suggests the check list that devide risks classified by stakeholders through analizing tasks of stakeholders and drawing risks. This kind of checklist which handles risk factors classified by stakeholders is an easy tool to identify risks and expected to be effective to find risks for various stakeholders and themselves in the urban regeneration projects.

  • 건설 현장에서 발생하는 사고가 전체 산업재해의 약 20~30%로 높은 비율을 보이고 있기 때문에, 위험성평가를 통해 위험을 감지하고 대책을 수립하는 것이 중요하다. 이 연구의 목적은 현장의 모든 관리자 및 근로자들이 참여하고 정보를 공유함으로써 근로자들의 안전한 작업환경을 조성하고, 건설현장 근로자의 안전의식과 안전문화를 형성하여 안전사고를 미연에 예방하기 위한 위험성평가 프레임워크 개발에 있다. 이를 통해 종합적인 안전관리를 실현하고, 안전한 작업환경을 조성하며, 근로자의 안전의식을 높이고 안전문화를 정착시키는 것이 주요 목적이다. 본 연구에서는 디지털 플랫폼을 활용하여 건설현장에 적합한 위험성평가 프레임워크를 개발하고자 한다. 이 프레임워크를 통해 안전한 작업환경을 조성하고, 건설현장 근로자의 안전의식과 안전문화를 형성하여 안전사고를 미연에 예방할 수 있다. 이러한 연구결과는 안전한 작업환경 조성과 안전사고 미연에 예방하는데 중요한 역할을 할 것으로 예측가능하다.

  • 집중호우로 인한 자연재해는 대부분 하천을 중심으로 발생하며, 설계빈도를 초과한 홍수량을 인해 제방을 월류하거나 제방의 붕괴로 인해 피해가 발생하게 된다. 일반적으로 제방 붕괴와 같은 홍수의 위험으로부터의 취약성을 감소시키는 동시에, 홍수에 의한 피해에 대해 빠른 복구가 이루어질 수 있도록 하는 정책을 홍수 경감 대책이라고 하며, 홍수에 대비하는 정책은 홍수의 주기 및 재해특성과 관련이 있고, 인간과 사회에 대한 잠재적인 피해를 줄이기 위해 필요하다. 본 연구에서는 여러 가지 이유에 의해 발생하는 제방의 붕괴 현상이 복잡한 수리학적 또는 토질 기초 공학적 현상 등에 의하여 일어나기 때문에 이에 대한 발생 원인을 규명하는 것이 쉬운 일은 아니나, 일반적 월류, 세굴, 침하 및 지진 등으로 꼽히는 제방 붕괴 위험 원인들을 검토하여 제방 붕괴를 유발할 수 있는 하천의 위험 인자들을 제시하고자 하였다. 이를 토대로 하천 내 주요지점에 대한 위험도를 산정할 수 있는 기법을 개발하고 시험유역을 대상으로 하천에서 발생 가능한 위험 지구를 선정하여 그 타당성을 검토하고자 하였다.

Development Life Cycle-Based Association Analysis of Requirements for Risk Management of Medical Device Software (의료기기 소프트웨어 위험관리를 위한 개발생명주기 기반 위험관리 요구사항 연관성 분석)

  • In recent years, the importance of the safety of medical device software has been emphasized because of the function and role of the software among components of the medical device, and because the operation of the medical device software is directly related to the life and safety of the user. To this end, various standards have been set up that provide activities that can effectively ensure the safety of medical devices and provide their respective requirements. The activities that standards provide to ensure the safety of medical device software are largely divided into the development life cycle of medical device software and the risk management process. These two activities should be concurrent with the development process, but there is a limitation that the risk management requirements to be performed at each stage of the medical device software development life cycle are not classified. As a result, developers must analyze the association of standards directly to develop risk management activities during the development of medical devices. Therefore, in this paper, we analyze the relationship between medical device software development life cycle and risk management process, and extract risk management requirement items. It enables efficient and systematic risk management during the development of medical device software by mapping the extracted risk management requirement items to the development life cycle based on the analyzed associations.

Creating and Validating Scale of Resilience to Burnout and Scale of Burnout Risk with Mixed Methods (질적-양적 연구방법론의 혼합에 의한 의료사회복지사의 소진탄력성 및 소진위험성 척도개발 연구)

  • The purpose of this study was to create and validate Scale of Resilience to Burnout and Scale of Burnout Risk for social workers in medical settings. For the purpose, instrument development model, a kind of mixed methods research was used. In the first phase, six dimensions of resilience(: professional competency, accomplishment and worthwhileness, firm belief and value about their profession, good teamwork, support by their agency, and individual resources) and six dimensions of risk to burnout(: dissatisfaction with organizational condition, interpersonal stress among team members, organizational conflict, work related stress, deficiency of professionalism, and individual stress) were suggested thorough the preceding papers with qualitative approaches. The second phase involved analysis of a survey of 185 participants that appeared to validate the dimensions of the measures. The construct validity and reliability of each measure were tested. And it was founded that there were its own factors in each concept, although resilience to burnout related negatively to burnout risk. The results of this study suggest mixed methods research is useful to develop measures reflecting voices in the social work field.

  • This research developed the RMIS(Risk Management Information System) which focus on works of risk management fields required of apply of a space information, and focus on the DB to establish and apply the space information efficiently with research scope on the LPG refueling station in city. On the basis of the RMIS, this research provides the baseline to lead on an efficiency of safety inspection of LPG refueling station, advance risk assessment, and efficient making decision of an accident correspondence assessment with interlocking the GIS representing risk through the automation of a quantitative risk assessment standardize requirement to control at real-time. The RMIS development process is as follows. firstly, Relational Database(RDB) was developed by using fundamental data both On-site and Off-site relating data as peforming risk assessment on the LPG refueling station in city. Second, the risk management integral database system was developed to monitor and control the risk efficiently for user with using the Visual Basic Program. Third, through interlocking the risk management integral database system and the GIS(Falcon-map) was suggested the decision making method. Represented results through out the RMIS program development are as follows. Firstly, the RMIS was established the mutual information to advance management the risk efficiently for user and inspector with using the risk management data. Second, as this study managed risk for on-site and off-site separately and considered effect for inside and outside of facility, constructed the basis on safety management which can respond to major accident. Third, it was composed the baseline to making decision that on the basis of user interface.

  • Technical development have broaden human activity ranges and make human possible to defend the disasters which was undependable in the past. However, human's space activity brought a new kind of disaster to human. In the past, natural space objects was the only concern from the space, like the asteroid fallen on Chelyabinsk, Russia. But, nowadays, by the increasing number of the man-made space objects, these space kind of threat have diversified and become very real. So, nationwide safety strategy should be established to protect the people. In this paper, we suggest three points to make the decision for establishing the strategy based on the AHP analysis results.

Development of Flood Risk Map Using Two-Dimensional Unstructured Grid-Based Analysis (2차원 비정형 격자기법을 통한 홍수위험지도의 개발)

  • 홍수는 인간이 지구상에 생존하기 전부터 발생하여왔다. 그러나 최근 들어 홍수 규모가 대형화되었고, 그 발생빈도도 증가하고 있다. 최근에는 지구온난화가 가속화 되면서 전 세계적으로 높은 강도의 기상이변들이 속출하고 있다. 우리나라도 예외는 아니어서 지난 100년 동안 기온이 약 $1.5^{\circ}C$ 가량 상승하였고, 집중호우나 태풍과 같은 극단적인 기상현상들로 인한 피해가 날이 갈수록 심해지고 있다. 이러한 이상기후에 따른 태풍, 집중호우 등의 대규모 호우로 인해 댐 및 제방 붕괴와 같은 비상상황이 초래될 수 있다. 잇따른 피해들을 통해 홍수침수 범위의 예측 분석을 통한 홍수위험 및 다양한 홍수위험지도 작성의 필요성이 대두되었다. 본 연구에서는 다양한 종류의 홍수위험지도의 개발을 위해 금호강과 태화강을 대상유역으로 선정하고, 1차원 분석(하천흐름)에는 미국 기상청의 FLDWAV 모형을 적용하였고 2차원 분석(범람흐름)에는 2차원 비정형 격자기법 침수해석 모형을 적용하였다. 1차원 및 2차원 수치해석 모형을 대상유역에 적용한 모의를 통하여 실제 홍수에 대한 제방의 붕괴 및 월류에 따른 유량을 산정하였고, '침수심 지도'와 '홍수유속 지도'를 작성하였으며, 또한 홍수위험 강도를 표현하기 위해 유속과 수심을 이용하여 홍수위험에 대한 '홍수위험강도 지도'를 작성하였다. 다양한 홍수위험지도는 홍수방어대책에 대한 평가와 개발, 또한 개발지역에 대한 선택에 이용될 수 있으며, 실제 홍수시 홍수위험지도에 나타난 긴급대피지역의 모든 주민들에 대해서 피난경고를 미리 발령하는 등의 방법으로 이용이 가능할 것으로 판단된다.
