Building capacity to promote health at national and local levels: after the Bangkok Charter about globalization, policy and partnerships (국가 및 지역단위의 건강증진정책 개발: 건강증진을 위한 국가차원과 지역차원의 역량 강화)

  • 역량(capacity)이란 진술된 목표를 수행할 수 있는 능력을 의미하므로, 목표란 그 목표를 성취하기 위해서 요구되는 역량의 구체적 요소, 양, 질, 그리고 역량의 소재를 결정한다. 건강증진이란 문제를 파악하고 해결하기 위한, 그리고 조직이나 사람들이 그들의 목표를 성취하기 위한 응용과학으로 발전되어 왔다. 문제를 분석하고, 문제의 원인이나 결정요인들을 파악하고, 그리고 해결책을 제시하고 이를 실행하는데 있어 효과적인 방법론이 중요하다는 점도 또한 밝혀졌다. 그러므로 효과적인 건강증진의 토대가 되는 방법론은 건강을 증진을 위한 역량으로 정의될 수 있을 것이다. 목표는 매우 중요한 역할을 한다. 평균 기대수명을 향상시키는데 요구되는 능력은 생물학적인 그리고 행동적 건강위험을 감소시키는데 필요한 능력과는 다르다. 그리고 질병의 발생을 예방하고, 또는 상해를 예방하거나 모든 사람들이 좋은 건강상태를 얻고 유지하는데 동등한 기회를 갖는 환경을 조성하는 능력도 다른 특성을 지닌다. 방콕헌장은 현 단계의 건강증진을 위하여 건강에 대한 사회적 결정요인에 대한 해결책과 더불어 건강에 도움이 되는 사회적, 경제적, 그리고 물리적 환경을 조성하여 건강형평성을 달성하고자 하는 목표를 설정하고 있다. 지난 30년간 건강증진을 위한 역량에 대하여 많은 것들을 배울 수 있었다. 이러한 역량을 기르고 확대하는 것이 미래를 위한 도전과제가 되며, 비록 우리가 성취한 것이 많지는 않을지라도, 더 많은 것들이 필요하다는 점은 명백해졌다. 우리는 좀 더 야심 찬 목적을 가져야 하며, 이러한 목적달성을 위하려 좀더 의욕적인 노력을 해야 할 것이다. 전문분야로서 건강증진은 다른 사람들에 의하여 발생된 문제에 대한 대책이나 반응에만 중점을 둔 이방인으로서의 역할을 해왔다. 그러나 우리가 도전해야 할 과제는 좀 더 새롭고, 더욱 야심 찬 활동계획을 설정하고 우리가 건강해지고 건강을 유지하는데 필요한 생활환경, 작업환경, 여가환경, 영적 환경을 모든 사람들에게 제공할 수 있는 가족, 지역사회, 그리고 국가가 있는 세계를 만드는 우리사회의 능력들을 신장하는 것이다. 방콕 헌장은 건강증진을 위한 새로운 일련의 목표들을 제시하고 있다. 이제 이러한 목표를 성취할 수 있도록 역량을 기르는 것은 우리의 책임이 되었다. 이는 원하는 활동수준을 달성하기 위한 역량을 조율하고 확장시키는 것을 의미할 것이다. 구체적으로 기존의 건강증진효과성에 관한 증거들을 좀더 큰 규모의 사업으로 확대시키는 것, 공공정책을 개발하고 건강증진 상태를 평가하는 데 다양한 지역사회의 참여를 촉진시키는 능력, 언어, 인종, 성, 종교, 장애 등과 관련된 건강형평성의 문제를 파악하고 제거하는 노력, 그리고 정책결정과 인구집단의 건강과의 관련성에 대한 증거수집, 국가와 지역차원에서 사회적 의사결정 과정에의 적극적 참여, 다른 부문과의 건강증진을 위한 협력 등이 포함된다고 볼 수 있다. 본 논문은 방콕헌장을 분석함으로써 이러한 역량이란 무엇인가에 대한 본인의 의견을 제시하였다. 이러한 아이디어는 토론과 논쟁을 위하여 제시된 것이다. 명백한 것은 건강증진을 위한 역량은 전략이나 기술적인 능력 뿐 만이 아니라 정치적 능력이나 개인적인 능력도 포함된다는 점이다. 가치와 증거들이 정책이나 권력과 함께 결합되어야하며, 정치적인 논쟁 속에서 연마되어야 한다. 우리세계의 미래는 역량에 의존하기 때문이다.

Comparison of Biological Activities of Ethanol Extracts of Unripe Fruit of Bitter Melon (Momordica charantia L.) Cultivated in Hamyang, Korea (함양에서 재배된 여주의 추출조건에 따른 생리활성)

  • To develop health-functional food ingredients for improvement of diabetes, we examined biological activities, including total contents of polyphenols and flavonoids, antioxidant activity, and inhibition of ${\alpha}$-glucosidase and pancreatic lipase activities of ethanol extracts from unripe fruit of Momordica charantia L. cultivated in Hamyang, Korea. Ethanol extracts were tested using different ethanol concentrations (0%, 30%, 50%, and 70%) and temperatures ($50^{\circ}C$ and $70^{\circ}C$). Experimental results showed that total polyphenol and flavonoid contents were achieved concentrations of 7.77 mg/g (tannic acid), 7.66 mg/g (gallic acid), and 10.66 mg/g (rutin). The hydroxyl radical scavenging, ABTS cation radical scavenging, and FRAP activities were 82.19%, 42.82%, and 0.19 under the same conditions, respectively. The highest inhibitory activities of ${\alpha}$-glucosidase and pancreatic lipase were achieved in the 70% ethanol extract at $70^{\circ}C$. These results will be useful for development of health functional foods for anti-diabetes using 70% ethanol extract from unripe fruit of bitter melon.

Management Strategies and the Growth Stages Analysis of Local Festival : Cases of Hampyeong Butterfly Festival and Hwacheon Sancheoneo Ice Festival (지역축제의 성장단계별분석과 관리전략 : 함평나비축제와 화천산천어축제를 중심으로)

  • The purpose of this study is to analyze the characteristics of two local festivals, already recognized as a successful regional cultural festival, over a period of time to apply the product life cycle theory. As a result of the analysis of the two festivals, in introduction stage, the festival organizers have focused mainly on settling down the festival's core programs and raising awareness on the subject of the festival for the stimulation for basic demands. Second, for maintaining increasing demands, the qualitative improvement of the core program, the development of new programs and the expansion of the programs for the visitors' convenience and safety were focused on. In addition, strategies for promoting awareness of the festival had modified the strategy to promote on the contents and programs of the festival, as well as public relations strategy, not only domestic but also the foreign countries, was established and fulfilled. Lastly, in maturity stage, to overcome declining the number of visitors and economic effect both festivals have showed providing sophisticated programs for the visitors' convenience and safety, improving service quality through the development of the existing programs, providing economic benefits such as admission cuts or giving gift certificates and expanding number of foreign visitors with strengthening the promotion that was implemented in growth stage and enhancing the better image of the festival through the social contribution. Therefore, strategies for the each stage mentioned above present the significant policy implications for festival organizers who were planning to establish a new festival or implementing a festival with experiencing the tepid growth.

The Effects of Father's Play Beliefs on Play Flow and Peer Play Behavior of Young Children, with Particular Focus on the Mediating Effects of Father's Play Participation (아버지의 놀이신념이 유아의 놀이몰입, 또래놀이행동에 미치는 영향:아버지의 놀이참여의 매개효과를 중심으로)

  • The purpose of this study was to analyze how father's play beliefs affect play flow and peer play behavior of young children, particularly as mediated by the father's play participation. For this purpose, 4 to 5-year-old children attending child care centers or kindergartens and their fathers were selected to participate in this study. Data on father's play beliefs and play participation were collected from the fathers, and data on the young children's play flow and peer play behavior from their teachers. Based on the collected data, the significance of the mediation model using Hayes's (2013) PROCESS macro was tested. According to the results of these analyses, the significant relationships between father's play beliefs and young children's play flow, reciprocal action of play and interruption of peer play were found mediated by father's play participation. This finding implies that father's play beliefs and his play participation may affect directly and indirectly the children's play flow and peer play behavior, underscoring the importance of father's play beliefs. In addition, the study's indicate that it is desirable to positively reinforce father's play beliefs by influencing father's play participation, in light of the likely positive influence of father's play beliefs over young children's social and emotional development.

  • An increasing number of vehicles is causing various traffic problems such as chronic congestion of highways and air pollution. Local governments have been managing traffic by constructing systems such as Intelligent Transport Systems (ITS) and Advanced Traffic Management Systems (ATMS) to relieve such problems, but construction of an infrastructure-based traffic system is insufficient in resolving chronic traffic problems. A more sophisticated system with enhanced operational management capabilities added to the existing facilities is necessary at this point. As traffic patterns of the urban traffic flow is time-specific due to the different vehicle populations throughout the time of the day, a local network-wide signal operation plan that can manage such situation-specific traffic patterns is deemed to be necessary. Therefore, this study is conducted for the purpose of establishment of a plan for contextual signal control management through signal optimization at the network level after setting the Frame Signal in accordance to the traffic patterns gathered from the short-term traffic forecast data as a means to mitigate the problems with existing standardized signal operations.

Depression and Social Support among Adults in Jeju Province, South Korea (제주지역 성인의 사회적 지지와 우울)

  • Objectives: This study aimed to compare depression and social support according to general characteristics and to investigate the influence of social support on depression. Methods: This study analyzed raw data from a project funded by Jeju Province. Data were collected through home visit interview with 750 households selected by using a randomized cluster sampling method. CES-D was used to measure depression, and the Medical Outcomes Study Social Support Survey was used to measure social support. The data of 1,155 subjects were analyzed using t-test, ANOVA, and regression. Results: The mean was 11.35 for depression and 75.53 for social support. Women showed a higher depression score and a lower social support score than men did. Older people; the divorced or the bereaved; and those in groups comprising people with lower education, lower social class, poor health, or high stress presented higher depression and lower social support. The result of stepwise regression showed that social support was one of the predictive variables of depression, and 22% of variance was explained by social support in this study. Conclusions: Social support was a powerful predictive variable of depression, and it was suggested that to prevent and manage depression, strategies that enhance social support should be developed and evaluated.

  • This paper suggests the strategy for attracting FDI in Gwangju and Jeonnam region using the secondary data collected by homepage of Ministry of Knowledge Economy, Gwangju City, and Jeollanam-do. The strategy for attracting FDI in Gwangju and Jeonnam region is as follows: First, the local governments of Gwangju and Jeonnam must progressively attract FDI by adjusting to the Korean government's regional industry policy direction. Second, in order to attract FDI consistently, the local governments of Gwangju and Jeonnam must enhance the ability of local officials to attract FDI. Third, in order to attract FDI effectively, the local governments of Gwangju and Jeonnam must build a complete system to support FDI. Fourth, in order to attract FDI effectively, the local governments of Gwangju and Jeonnam have to apply different investment incentives according to FDI effectiveness. Fifth, the local governments of Gwangju and Jeonnam must consistently support foreign companies in order to induce FDI expansion by foreign companies which have already invested in the Gwangju and Jeonnam regions. Finally, in order to attract FDI consistently, the local governments of Gwangju and Jeonnam must improve the negative images and living environments of the Gwangju and Jeonnam regions.

  • The Korea government has recently announced "A Master Plan for Smart Education", including application of digital textbooks and composition of education system using cloud computing. Our education system in future circumstance, over the conventional e-learning methods, needs the smart education solutions which enable students to study and communicate on various types of devices. The ongoing government project related with the digital textbook has been performed as mid- and long-term goals, whereas PDF-based e-textbook project, similar to e-book model and, has been already completed for the short-term goal. For the purpose of improved future smart education circumstance, however, a specific strategy is required in the following areas: flexibility of format conversion and independency of original text sources among the multiple device platforms. Therefore, in this paper, we propose a standardization scheme for e-textbook format based on e-book structure. To do this, we survey trends in e-book technologies, and research on standardization of e-book format for digitalization of textbooks, based on the analysis of existing textbooks. Moreover, we produce an example e-book content using our proposed standard method. As a result, our approach can be applied to the future smart education circumstance, and we may say that it will be efficiently applicable to the long-term digital textbook project.

The Application of Science Education Lecture for Pre-Service Teacher Using Teaching-Learning Method Based on Flipped Learning (플립러닝 교수-학습 방법을 활용한 예비교사의 과학교육론 수업 적용)

  • A flipped learning class was held in an attempt to overcome the limits of lecture-type classes in pre-service science teacher training and to provide a student-oriented education suitable for digital native generation. The principles of teaching-learning in flipped learning were applied to the general ADDIE model to design the class; learning materials were developed accordingly. The developed flipped learning materials and class design were verified for their validity using an expert panel's Delphi method and validity test, in which the validity was verified with 0.75 CVR. The developed flipped learning materials were applied to the theory of science education and the instructional effectiveness was analyzed. The results suggest that the students' motivation to study, interest, and confidence in learning increased; however, their satisfaction in class decreased by 30% as compared to the lecture-type class and their self-confidence in the improvement of their academic achievement was not sufficient. In order for a flipped learning class to be successful, the class should be small in size, which would ensure appropriate teacher-student communication and individualized learning; also, the students' burden of learning should be reduced and accessibility to video materials for pre-class learning should be reinforced.

Perceptions of Elementary Teachers on Teaching Science-Arts Integrated Activities (과학-예술통합 활동에 대한 초등학교 교사들의 인식)

  • This study investigated the perceptions and the characteristics of elementary teachers on teaching science-arts integrated activities. Twelve elementary teachers who have taught in the third to sixth grade science lessons participated in this study. Data was collected by individual interviews lasting 60 to 90 minutes. Interview questions were composed of three aspects: 1) how elementary teachers perceive science-arts integrated activities, 2) in what ways elementary teachers address science-arts integrated activities, and 3) what difficulties elementary teachers experienced in addressing science-arts integrated activities. The results showed that, first, elementary teachers agreed that science-arts integrated activities have educational value in science learning. Second, most teachers focused on improving understanding of science knowledge through teaching science-arts integrated activities, while several teachers put emphasis on having experience of arts as well as understanding of science knowledge. And third, teachers experienced difficulties due to insufficient teaching materials and time to prepare for teaching science-arts integrated activities. Based on the results, we suggested educational implications for utilization of science-arts integrated activities in elementary education.
