The Designation Criteria and Types of Natural Monument Plants in Different Countries (천연기념물(식물)의 유형 및 지정기준 변화에 대한 비교 고찰)

  • Natural monument system was originally developed as an environmental movement and introduced in Korea during Japanese Colonization. Korea, Japan and Germany are the countries that have the natural monument systems. They are controlled by the Cultural Properties Protection Law in Korea and Japan but by the law of the protection of natural environment in Germany. For that reason the progress of the law and policy directions are similar between Japan and Korea. The natural monument system of Korea has been in use since 1930s, but the values and conditions of natural monument systems have changed over time. In terms of contents, these days cultural identity involved are getting more important than the natural scenic and ecological values, or rarity of plants. Also it's a trend to expand the preserved area around cultural properties which have been preserved on individual basis before. Finally it is necessary to discover and manage the registered cultural properties as potential designated cultural properties by creating the registration standard for natural heritage.

Reconsideration and Conservational Scientific Diagnosis of Silla Stone Monument in Bongpyeong-ri, Uljin (울진 봉평리 신라비의 재판독과 보존과학적 진단)

  • This study was focused on the recognition of historical values and the establishment of conservation schemes for a Silla stone monument in Bongpyeong-ri, Uljin by combining the humanistic investigation of inscription reinterpretation and the scientific conservational diagnosis of deterioration. According to the investigation of inscription, a total of 13 letters were reconsidered compared to the preceding researches. Thus, the meaning and interpretation of previous inscription was partially changed. This monument is composed of gneissose leucogranite and the most suitable site as provenance of the stone would be the Jukbyeon seashore (2.1km). The site shows similar color, size and composition of minerals, gneissose structure and magnetic susceptibility as the Bongpyeong stone monument. This monument developed a structural crack (crack index 0.4) and a microcrack (crack index 2.0) along the gneissose structure. The horizontal strength is weaker than the vertical strength. Therefore, the cracks should be reinforced and treated. However, consolidating is not urgently needed because the total weathering grade by ultrasonic velocity shows the stage of moderate weathering(3,403m/s, 0.32). Also, the major problems of chemical deterioration are blackening (85.2%) with soil, iron oxide,rubbing mark, and salt crystals (17.3%) from the sea. Therefore, the contaminants and the salt crystals should be removed using pressure spray and pulp paper, while the application of poultice should be examined through clinical tests.

  • This study is focused on the investigation of the modal characteristics of the preliminary models of science technology satellite-3 (STSAT-3). Prior to the final decision of the composite structure model, several candidate structure models have been developed so as to find the most qualified structures with respect to the satellite structure systems' requirements and then utilize the information achieved to a real design. The main structure is composed of fiber reinforced composite faced honeycomb sandwich panel whose modal characteristics are found and compared to each other by means of finite element numerical analyses. Results from the current study demonstrate that a rectangular box shape having supporting inner panel shows relatively higher fundamental mode frequencies than octagonal box shape and etc., and regardless of the structure model shape tested herein, the fundamental mode turns out lateral bending mode.

  • In this study, de-identification policies of the US, the UK, Japan, China and Korea are compared to suggest a future direction of de-identification regulations and a method for vitalizing the big data industry. Efficiently using the de-identification technology and the standard of adequacy evaluation contributes to using personal information for the industry to develop services and technology while not violating the right of private lives and avoiding the restrictions specified in the Personal Information Protection Act. As a counteraction, the re-identification issue may occur, for re-identifying each person as a de-identified data collection. From the perspective of business, it is necessary to mitigate schemes for discarding some regulations and using big data, and also necessary to strengthen security and refine regulations from the perspective of information security.

Deterioration Diagnosis and Evaluation of Physical Properties in the Dinosaur Footprint Fossils in Cheongsong Sinseongri, Korea, for the Conservation Plans (보존방안 수립을 위한 청송 신성리 공룡발자국 화석지의 손상도 진단 및 물성평가)

  • The Sinseongri site contains at least eleven theropod trackways, three sauropod trackways, and one or more ornithopod walkways of dinosaur footprints. The host rock at the site is primarily siltstone and mudstone, but thermal alterations have metamorphosed it into hornfels. Except for micro cracks and exfoliations, joint systems in various directions appeared on the surface of the fossils site and showed a low share of all damage factors. The host rocks in the fossils site demonstrated relatively high physical properties as a result of ultrasonic velocity and were classified as stable. More than half of the fossils required reinforcement to control the progression of cracks if the type of conservation treatment was subdivided according to the damage type of dinosaur footprint fossils. The white paint used to visualize the footprints seems to deteriorate, allowing rock debris to spill out and causing damage to the fossil site, and alternative visualization schemes should be considered.

  • 전기요금수준과 요금체계는 산업의 생산비와 가계의 소비생활패턴에 직접적인 영향을 미쳐, 생산활동 산업구조 소비형태에 변화를 초래한다. 또한 적정요금의 부과는 미래의 전력수요에 부응하는 전원개발의 비용확보와 이를 통한 전력수급 안정에 필수적인 사항이다. 전기요금체계가 경제적으로 효율적인 한계비용방식으로 장기적으로 전환되겠지만 이에는 상당한 시간이 필요하다고 예상되므로, 본 논문에서는 현재 한전이 택하고 있는 평균비용방식에 의거한 용도별 요금체계의 문제점을 지적하고 중단기적 개선방안을 제시한다. 현재 용도별 요금에서의 문제점을 지적하자면, 일반용요금은 평균비용에 비해 과다하게 높은 데 반해 농사용요금은 과다하게 낮다. 또한 일반용에서 계시별 구분을 적용받는 소비자가 너무 적으며 선택요금이 다양하지 못하다는 문제점이 있다. 주택용요금은 평균비용과 상당한 괴리가 있으며, 현재의 7단계분류는 보통 외국의 3단계 분류에 비해 복잡하며 단계별 누진율이 과다하게 높다. 주택용의 기본요금과 전력량요금이 모두 누진적이나 이에 대한 경제적 논거가 약하다. 전기요금의 중단기적 개선의 기본방향은 한계요금체계에의 근접화, 정책적 왜곡의 최소화, 수요관리 요금체계의 강화로 정리될 수 있다. 현재의 전기요금체계는 산업정책 소득정책 정치적 선택 등 정책적 요소를 혼용하고 있는데, 정부의 경제개입이 줄어드는 추세에 맞추어 전기가 필수재라는 요소 이외의 정책적 요소는 사라져야 한다. 또한 전기가 피크기의 수요에 맞추어 용량을 확보해야 하는 특성을 가지고 있으므로 피크기의 수요관리는 설비비용의 절약으로 소비자 모두에게 혜택을 줄 수 있다. 본 논문에서는 위의 기본방향을 기반으로 하여 구체적 개선방안으로 산업용 일반용 교육용의 전압별 통합, 산업용 일반용의 선택요금 및 차등폭 확대, 요금의 비용 근접화, 농사용내의 구분 단일화, 주택용의 체계 단순화, 누진율의 대폭 완화, 하계수요관리 요금의 도입, 계시별 차등요금시간대 단순화를 제안한다. 이러한 개선방안은 현재의 전기요금체계를 경제학적 논리기반에 근접화시키고 좀도 효율화 합리화시킬 수 있을 것이다.

Statistical Distribution of Fatigue Life of Composite Materials for Small Wind-Turbine Blades (소형풍력발전 블레이드용 복합재료의 피로수명 분포에 대한 확률론적 평가)

  • This paper deals with several statistical distribution functions for the analysis of fatigue life data of composite laminates for small wind-turbine blades. A series of tensile tests was performed on triaxial glass/epoxy laminates for loading directions of $0^{\circ}$, $45^{\circ}$, and $90^{\circ}$. Then, fatigue tests were carried out to determine the fatigue life at the aforementioned loading directions and the fatigue stresses at four levels. Two-parameter Weibull, three-parameter Weibull, normal, and log-normal distributions were used to fit the fatigue life data of the triaxial composite laminates. The three-parameter Weibull distribution most accurately described the fatigue life data measured experimentally for all the cases considered. Furthermore, the variation of fatigue life was simultaneously affected by the loading direction and fatigue stress level.

A Study on Improving the Direction of Moving Image Material Descriptions (영상기록물 기술의 개선 방향 연구)

  • Since the year 2000, the need for an improvement of archival descriptions has been an increasing issue, due to the growing usage and amount of archival materials. Unlike the development of descriptions for paper records, however, the technological development and research for moving image descriptions has been limited due to its diversity and specificity. This research investigated the current status and the specificity of the moving image descriptions and also examined major international archival description cases. In-depth interviews with archival professionals were also conducted. Based on the findings, this study suggested the need for redefinition of and continuous research on the fundamental values of moving image information, moving image description and management based on digilog view points, the development of user-centric description and search aides, the creation of moving image values using a relevant information management system, and the improvement of moving image description elements throughout the life-cycle of the material.

Influence of Thickness and Temperature on Delamination Properties of Stitched Carbon Fiber Reinforced Plastics (스티칭 된 탄소섬유 강화 복합소재의 박리 특성에 온도와 두께가 미치는 영향)

  • Stitching is one of the techniques used to improve the through-thickness properties of CFRPs. In this study, the enhancement of CFRP properties through stitching for aerospace applications was investigated with considering high-temperature conditions and thickness effect. Stitched CFRPs were observed to have 18.2% higher maximum loads and 33.2% higher elastic moduli than non-stitched CFRPs. In addition, as the areas exposed to high temperatures increased, the mechanical properties of the CFRPs decreased regardless of stitching. In thick CFRPs, the load drop rate was complemented by stitching yarn. However, for thin CFRPs, there was no significant change in load drop rate. Additionally, it was observed from testing of the thin CFRPs that multi-layer delamination occurred as the precrack propagation direction changed due to stitching yarns. This study highlights the influence of various factors that need to be considered for the application of CFRPs in the aerospace field, and suggests improving weaknesses by enhancing mechanical properties through stitching. Finally, new perspectives on temperature conditions are presented.

Management Policy Directions for Sustainable Management of the Uninhabited Islands of Korea (무인도서의 지속가능한 관리를 위한 기본 정책방향)

  • This study aimed at suggesting management policy directions for the uninhabited islands of Korea which are national land resources with economic potential for tourism and development and strategic value for boundary delineation of territorial waters and exclusive economic zone as well as their unique ecological status. Review of existing management arrangements related to the uninhabited islands revealed six management issues to be addressed: insufficient data and their low reliability, lack of management policy directions, increase in ecosystem deterioration and perturbation by human activities, lack of policy measures for meeting utilization and development demands, weak management base with insufficient personnel and budget, and legal measures not taking Into account their unique ecological and socioeconomic characteristics. The management policy directions to improve the management of the uninhabited islands of Korea include management directions and strategies, and suggestions for legal improvement. Considering the unique ecological value of the uninhabited islands, management directions suggested are anti-degradation in which current and future demands for their utilization and development do not degrade the ecological potential of the uninhabited islands and integration in which land and sea areas are managed as an integrated management unit. Four strategies proposed to follow the management directions are enhancement of the knowledge base through a comprehensive survey, development and legislation of guidelines for the rational management of utilization and development demands, establishment of the comprehensive island debris collection and disposal system, and enhancement of management capacity. Legal improvement for the effective implementation of the management policy directions should include comprehensive uninhabited islands survey, legal utilization restraints and management guidelines based on classification of the islands, management boundary, and improvement of regulations on designated islands.
