This study is based on data ecology theory and takes Chinese local governments' open public data as the research object. Data asset value assessment methods are compared from a new perspective of data business operations. The results show that the assessment model constructed using the hierarchical analysis method (AHP) can more objectively reflect the commercial value of government open data assets than the traditional cost, revenue and market methods, has the advantage of a comprehensive assessment of data value index, and better reflects the findings of a comprehensive index of regional data value. The data show that the local government data value assessment index is positively proportional to the region's digital economy development index, highlighting the driving effect on the digital economy. The results of the study provide a good help for the identification of local government data value rights. The research and practice of promoting the construction of data innovation and data business operation models, improving social well-being and promoting the rapid development of the digital economy to achieve data realisation provides a good reference.

This study analyzed the gap between users' perception and staff expectations on users' perceptions about dimensions of library service quality(library staff, service supports. materials and resources, and facilities and equipments), service value, user satisfaction, royalty. using newly developed model. Six hundred-fourteen users and one hundred staff members or the National Libra of Korea were participated in the survey using questionnaires. Users evaluated service quality lower but evaluated service value, satisfaction. and loyalty higher In terms of showing complaining behaviors, users were less than staffs expected. Model analysis for users and staff3 showed that service value and general satisfaction influenced on complaining behavior and loyalty. For users. only the dimension of library staff influenced significantly on the service value, satisfaction, complaining behavior, and loyalty. None of the other dimensions of the service qualify showed significant relationship to them in the case of staff expectation.

This study aims to evaluate the economic value of the heat wave watch/warning (HW/W) forecast provided by the KMA (Korea Meteorological Administration) for the public sector. Local govermenments of Korea currently use the HW/W forecasts as a major input variable to determine the preparative requisite level for reducing potential damage by extreme heat events. To assess the value of the HW/W, which is not a marketable commodity, a decision-making model taking into account the cost and loss was established. The 'cost' variable was defined as the heat wave countermeasures budget for Seoul and Busan in 2016, and the 'loss' variable was set as the amount of health insurance claims for those 65 and older obtained from the Health Insurance Review and Assessment Service. Using this model, the value of the HW/W in 2016 was calculated as KRW 4,133M and KRW1,090M for Seoul and Busan, respectively. In addition, if the KMA reduces the False Alarm of the HW/W by a single instance, the value will be increased by KRW 76.6M and KRW 16.8M for the two cities. The results of this study are useful in quantitatively estimation of the value of the HW/W forthe public sector.

Cloud computing is getting a lot of attention by many people and businesses due to IT environmental changes such as the proliferation of smart devices, the increase of digital data, and the cost of IT resources. More individuals use personal cloud computing services for storing and managing information and data. Therefore, this study proposed determinants that are expected to have an influence on evaluating the value of cloud computing based on the value-based adoption model, examining the relationship between the continuous use intention of cloud computing. Results of the study show that usefulness, convenience of information access, extensibility had a positive impact on perceived value while privacy concerns and costs had a negative impact on perceived value. In addition, perceived value was found to have a significant effect on the intention to continue use of cloud computing. Finally, trust was found to have a significant effect on the perceived value and the intention to continue use of cloud computing. The findings are expected to provide useful information for understanding the factors that individual users consider important in the steadily growing cloud computing market.

공공사업의 목적은 사업을 통해서 발생하는 혜택을 인간 및 사회가치 적합하도록 최대한 확산하고자 하는 것이다. 그럼에도 불구하고 당해 사회적 가치를 고려하지 않는 경제 및 정책 범주에서만의 분석은 공공사업의 추진타당성에 신뢰저하를 가져오거나 사업추진지역사회의 막연한 불안감(저항)에 효과적으로 대응하지 못하는 문제를 일으키고 있다. 따라서 타당성 있는 사업추진 및 지역사회 저항을 극복할 수 있는 방법발견은 중요하다고 하겠다. 해결방향은 공공사업으로 영향 받는 당해지역에서의 경제(정책포함)외적인 제약조건까지 파악하여서 전반적인 사회경제적가치(시장가치)를 재발견해 가는데 있다. 그것은 공공사업의 예비타당성 평가시에 잠재적으로 부딪힐 저항이나, 개발이후에 발생할 수 있는 확산가치까지도 대상에 포함시켜야 한다는 의미이다. 주지하는 바와 같이 잠재적 가치는 경제적 요소에서만 발생하기 보다는 당해지역의 사회문화적 잠재성 극대화에서 나온다. 지금까지의 계획수립과정은 정부와 전문가집단이 중심이 되어 계획을 수립하고 작성된 계획안에 대해 시민단체, 환경단체 등 이해당사자들이 공청회나 공람을 통해 의견을 제시하는 소극적 프로세스였다. 한편, 대안적 프로세스는 계획수립의 초기단계부터 다양한 이해당사자를 참여시키고 이들을 보조자가 아닌 계획수립의 주체로서 인정하고 협의와 조정과정을 거쳐 합의를 도출함으로써 계획의 정당성을 확보하고 실행가능성을 높이는 방식이 유용할 것으로 사료된다. 본 연구는 미래지향적 가치를 포괄하고 있는 예비적인 사회적 타당성의 평가항목 및 방법을 제시하고자 한다. 이것은 일반적으로 사회영향평가(SIA: Social Impact Assesment)모델을 통해서 공공사업 및 민간사업이 당해 사회에 미치는 영향을 파악하고, 이의 대응방안 마련에 초점을 맞추고 있다. 주요 내용은 공공사업관리방식의 체계를 파악하고 공공사업의 사회적 타당성 및 국내외 적용사례 분석을 통한 시사점 도출과 사회성 검토항목 및 평가방법을 제시한 후, 우리나라에의 적용방안을 검토하였다.

본 논문에서는 기업의 기존 특허 포트폴리오를 비즈니스 모델 컴포넌트의 관점에서 사업타당성 평가를 수행할 수 있는 연구개발 비즈니스 모델링 및 시뮬레이션 시스템을 제안한다. 제안 시스템은 기업이 보유하고 있는 기존 특허들의 기술적 가치를 평가하는 것이 아니라, 비즈니스 모델의 9가지 컴포넌트 관점에서 특허가 보유하고 있는 비즈니스적 특징을 분석할 수 있는 시스템이다. 평가 모델은 4가지 세부 평가모델로 구성하였으며, 시뮬레이션을 수행할 수 있는 기본 파라미터와 제어 파라미터를 제공하여서 파라미터들의 값을 조정하면서 다양한 환경에서의 평가 결과값을 실시간으로 확인할 수 있도록 구현하였다.

Recently, when evaluating the technology values in the fields of biotechnology, pharmaceuticals and medicine, we have needed more to estimate those values in consideration of the period and cost for the commercialization to be put into in future. The existing discounted cash flow (DCF) method has limitations in that it can not consider consecutive investment or does not reflect the probabilistic property of commercialized input cost of technology-applied products. However, since the value of technology and investment should be considered as opportunity value and the information of decision-making for resource allocation should be taken into account, it is regarded desirable to apply the concept of real options, and in order to reflect the characteristics of business model for the target technology into the concept of volatility in terms of stock price which we usually apply to in evaluation of a firm's value, we need to consider 'the continuity of stock price (relatively minor change)' and 'positive condition'. Thus, as discussed in a lot of literature, it is necessary to investigate the relationship among volatility, underlying asset values, and cost of commercialization in the Black-Scholes model for estimating the technology value based on real options. This study is expected to provide more elaborated real options model, by mathematically deriving whether the ratio of the present value of the underlying asset to the present value of the commercialization cost, which reflects the uncertainty in the option pricing model (OPM), is divided into the "no action taken" (NAT) area under certain threshold conditions or not, and also presenting the estimation logic for option values according to the observation variables (or input values).

It is needed to transfer the technology actively which has already developed to improve a up-to-date technology and foster the technological innovation. The technology transfer also can bring about a commercial success. To promote the technology transfer, it is needed to develop a new technology valuation model for a specific technology from a objective point of view, as well as to equip an institution such as the technology transfer center. The technology valuation from a objective point of view is of importance as the basic information for the price negotiation between a technology-buyer and a technology-seller. This paper takes aim at investigating a new technology valuation model and developing a technology valuation system for promoting the technology transfer. A new technology valuation system is developed as a Web-enabling base. Using this users are able to estimate the value of a specific technology on a real time efficiently.

Game software is tremendous popularity in inside and outside of the country, so it rises market value. Therefore, it is important to study for the evaluation models of game software. In a general way, I think that ISO/IEC 9126 is the international standard of the software quality testing. Especially, game software quality has been more important on users and developers, so we need the compliance testing model of the game software. In this paper, we evaluate the game software quality objectively and quantitatively, we propose the software quality metrics of testing. Also, we propose the evaluation model of game software on the basis of international standard ISO/IEC 9126, six quality characteristic point of view. That is functionality, reliability, usability, efficiency, portability, and maintainability.
