Various opinions are expressed about the Internet Regulation. Some people argue that it is impossible to control because of the technical characteristics of Internet, while other people argue that it is easy to control. Recently in Korea, a move to reinforce the Internet Regulation through the extension of cyber real-name system is emerging, whereas the concern for its excessive infringement of the Freedom of Expression is increasing. This paper was intended to draw a reasonable direction for Internet Regulation in our society. And accordingly this paper tried to suggest a desirable direction of Internet Control in the future and to draw a criterion for domestic court judgement by analyzing cases of cyber defamation so far. The result of this study proposed that the Freedom for Expression be widely secured in the case of cyber defamation of criticism and political comments upon public officials and that the legitimacy and effectiveness of Internet Regulation be ensured. This result of study is expected to help establish the direction and principle of Internet Regulation in the future around Korea Communications Commission and Korea Communications Standards Commission.

The visual representation of plants applied to traditional Korean ceramics is based on the consciousness and sentiment of the Korean people, and one can see the auspicious aspirations and exorcisms that people pursued at that time. These symbolic expressions have been extended in new and colorful meanings through the shapes and decorations of ceramics and their fusion. In this study, the phenomena of convergence expression seen in traditional Korean ceramics are divided into type and type, type and decoration, and their special meaning is analyzed. For this purpose, the shapes and decorations of plants used in traditional Korean pottery are considered based on the literature information. Chapter 2 gives a general analysis of plants that have meanings in their shapes and decorations and introduces their meanings. In Chapter 3, based on the characteristics and meanings of plants, it is divided into shapes and shapes, shapes and decorations, and the convergence of decorations and decorations, and presents newly manifested meanings through their fusions.

As the number of IPs and the communication volume among them have constantly increased, on-chip crossbar network is now the most widely-used on-chip communication backbone of contemporary SoCs. The on-chip crossbar network consists of multiple crossbars and the connections among the IPs and the crossbars. As the complexity of SoCs increases, it has also become more and more complex to determine the topology of the crossbar network. To tackle this problem, this paper proposes an on-chip crossbar network topology method for application-specific systems. The proposed method uses mixed integer linear programming to solve the topology synthesis problem, thus the global optimality is guaranteed. Unlike the previous MILP-based methods which represent the topology with adjacency matrixes of IPs and crossbar switches, the proposed method uses the communication edges among IPs as the basic element of the representation. The experimental results show that the proposed MILP formulation outperforms the previous one by improving the synthesis speed by 77.1 times on average, for 4 realistic benchmarks.

This study investigates how learners extract their implicit knowledge into explicit form of the knowledge. The process of implicit-explicit transfer is known to help learners to reconstruct and refine their knowledge which was constructed before in some ways. Also we investigate which types of explicit form are more effective when it is delivered to other learners. In a classroom-based learning environment, students take educational content that is delivered by instructor and go through the process in which they try to fit the content into their cognitive structure by reconstructing the knowledge into their cognitive model. When they try to deliver their own cognitive model for the knowledge to other learners, they have to transform it into explicit form, and through the process, they reconstruct and refine the cognitive model of the knowledge, and find effective and appropriate way to express it. In this research, we experimented the process on a group of 77 college students and analyzed the results. We also did peer evaluated experiments to see which types of explicit format and factors are more effective than others. The results indicate that the types of explicit form of implicit knowledge play an important role in effectiveness of learning.

Some clauses of the prior review rules for broadcasting commercials, which are enforced by the Broadcasting Act violate the right to free speech guaranteed by the Constitution. The range of prohibited expression under the clauses are too vague and overbroad to distinguish between permissible and impermissible broadcasting commercials. The clauses also fail to pass the constitutional principle that restrict government from excessive regulation on constitutional rights. The principle has a four-pronged test on the government action; 1) the validity of its goal; 2) availability of appropriate means; 3) necessity of infringement; 4) and balancing test of interests. Some clauses of the prior review rules that forbid expressions on sensitive political and cultural issues fail to pass none of the four-pronged standards.

The development of games has brought about the birth of game characters that are visually very realistic. At present, one sees much enthusiasm for giving the characters emotions through such devices as avatars and emoticons. However, in a freely changing environment of games, the devices merely allow for the expression of the value derived from a first input rather than creating expressions of emotion that actively respond to their surroundings. As such, there are as of yet no displays of deep emotions among game characters. In light of this, the present article proposes the 'CROSS(Character Reaction on Specific Situation) Model AE Engine' for game characters in order to develop characters that will actively express action and emotion within the environment of the changing face of games. This is accomplished by classifying the emotional components applicable to game characters based on the OCC model, which is one of the most well known cognitive psychological models. Then, the situation of game playing analysis of the commercialized RPG game is systematized by ontology.

This study investigated the effect of systematicity and presentation type of an analog upon students' concept recall and application regarding stoichiometry that included limiting reagent. Systematicity was manipulated by varing the degree of explicit causal structure, and presentation type was in either verbal format or verbal/figurative format. The four types of the analog developed were studied by randomly assigned junior high school students (N=137). Prior to the treatment, the Group Assessment of Logical Thinking was administered and its score was used as a covariate. After the treatment, a research-made conception test was administered immediately and four weeks later. The ANCOVA results indicated that systematicity had a positive effect on immediate application regardless of presentation type. In the application problem of retention test, however, systematicity had no main effect but interaction with presentation type. These suggested that the systematic analog in verbal/figurative format most positively influence concept application. Educational implications are discussed.

Given a domain, client applications over the Internet are in support of the DNS (Domain Name System) to get its corresponding IP address. Currently, only domain names expressed by ASCII code are recognized over the Internet. This enforces the usage of ASCII domain names even in countries which use languages based on multilingual code other than ASCII code. In this paper, we present a methodology to support multilingual domain names on top of the existing DNS. The methodology is based on code translation of domain names in multilingual code into ASCII code via UTF5. We implement a gateway, called Proxy Hangul DNS (P-HDNS) based on the proposed methodology. This paper presents the principles of the methodology and the implementation details of P-HDNS.

Korean fashion designs became important items in Korea in the middle of the 1980s, and it has advanced into the world market in the early part of the 1990s. To achieve success in global fashion world, it is necessary to analyze Korean fashion design thoroughly and prepare strategies to develop designs with mainstream acceptance in the global fashion world. The purpose of this study is to analyze the aesthetic characteristics and Korean beauties of Korean fashion designs. Fashion photos of Korean fashion designs from 2006 S/S to 2012 F/W were analyzed. 357 designs from 608 designs of 4 representative Korean designers were examined and design characteristics, expression styles were studied. The major conclusions of the study are as follows : 1. H Line, slim, fitted silhouette and loose look were applied. 2. 5 major traditional colors, red, blue, yellow, white and black colors were used. Brown color, neutral color, golden color and beige color of the textile material's original color were used. Traditional textile materials like ramie fabric, satin and cotton, wool and metallic fabric were used. 3. Patterns of flower, traditional pattern and Korean letters were applied. Embroidery, patchwork and mother-of-pearl were decorated. 4. The three types of beauty were natural beauty, moderate beauty and decorative beauty. The types that were analyzed were realistic expression type, moderate expression type, image expression type and mixed expression type. To be accepted in global fashion world, Korean traditional design elements should be modified, broken down and reorganized so that Korean fashion design can be recreated.

A new feature extraction technique utilizing strange attractor and artificial neural network for speaker recognition is presented. Since many signals change their characteristics over long periods of time, simple time-domain processing techniques should e capable of providing useful information of signal features. In many cases, normal time series can be viewed as a dynamical system with a low-dimensional attractor that can be reconstructed from the time series using time delay. The reconstruction of strange attractor is described. In the technique, the raw signal will be reproduced into a geometric three dimensional attractor. Classification decision for speaker recognition is based upon the processing or sets of feature vectors that are derived from the attractor. Three different methods for feature extraction will be discussed. The methods include box-counting dimension, natural measure with regular hexahedron and plank-type box. An artificial neural network is designed for training the feature data generated by the method. The recognition rates are about 82%-96% depending on the extraction method.
