This paper aims to evaluate the regional development model related regional cooperative system, especially, with the governmental-educational-industrial mutual cooperative establishment plan for regional development to propose the basic direction pursued by engineering colleges, regional development policy and policy of science and technology. It proceeds through the analysis of the distinctive qualities of modern scientific technique and the system to pursue it's policy, and the study of the necessity and concepts of regional cooperative system. For this, the present condition and main issues regarding the cooperative research system among the government, education and industry complex such as the regional consortium projects and the regional cooperative research center etc, are analyzed and examined. Besides these, questionnaire survey method for experts on regional development is used concerning the regional cooperating system, their ongoing cooperative research, main issues and the roles of the mutual cooperative system. In conclusion, it proposed evaluating methods for solidifying cooperation and development of mutual relations between regional development and regional cooperative system.

Background: Although collaboration for community health is emphasized, the concept and process of collaboration are rather unclear. International research has classified the types of collaboration and focused on the factors influencing successful collaboration. Greater attention is needed for collaboration practice and research domestically. Findings: By the level of intensity, the types of collaboration range from simpler networking to more formal and sophisticated collaboration. A 4-stage collaboration development consists of formation, implementation, maintenance, and institutionalization stages. Influential factors for collaboration development include: shared goals; operational structure and process; sufficient resources; member and leadership characteristics; environment and climate for collaboration; and information exchange and communication. Discussion: Most of collaboration research so far has dealt with partnerships and coalition building with community-based organizations, and much attention is given to private-public partnership for health. Contextual understanding and collaborative environment are the foremost tasks for us to enhance collaboration for community health in our centralized public health system.

For The purpose of this study is to understand the cultural differences between Yemen and Ethiopia for Koreans who love coffee and to find ways to cooperate with the region. The Islamic region is not able to cooperate directly, so we thought about how to exchange through the coffee industry. Therefore, the regional exchange model and prior research were examined. And examined the characteristics of early cultures and religions. We learned about political and regional relations through cultural cooperation and the history of Islamic conflict in Yemen. Finally, the local coffee industry and culture were explained. In conclusion, education is needed for regional cooperation in Islamic studies, and for this purpose, First, overcoming cultural clashes; Second, new strategic regional cooperation, Third, a cultural approach rather than a religion, Fourth, new technological regional cooperation; Fifth, parallel regional cooperation with Yemeni refugees; Sixth, a method such as a bridgehead in Ethiopia (Yemen trade and regional cooperation) was proposed.

This study inquired the features of restructuring of shipbuilding industry and structure of community cooperation. The Sinhyeon-eup region has experienced rapid changes as a large shipyard location. Prior to Korea, Japan has developed the cooperation of company-community-residents relationships and the reorganization of location systems through division and accumulation system. The restructuring of shipbuilding industry in Korea have focused on the improvement of business environment. So they have not been efficiently settled in the accumulation and the cooperation structure between company and region. Japan established the organic cooperation structure of company and community before the large restructuring, while the shipbuilding industry city of our country commenced it with the crisis of community by the restructuring. In the Sinhyeon-eup region, The connecting ring among the production sections of a core company in center is established. However the structure of community cooperation is weak. The structure of community cooperation as local governance consist of company, pubic institution, local residents, and regional expert. This structure can be a rational channel in which it can not only strengthen the cohesion of the community, but also solve the present questions of the industrial city.

According to the rise of the 4th Industrial Revolution, the need for innovation networks through cooperation between participants is increasing to respond to rapidly changing technologies and corporate environments. Especially, cooperation is essential to solve and innovate problems faced SMEs lacking human and material resources. We conducted a study to revitalize the regional cooperation network by analyzing the current status and problems of the existing SME support network. As a result, We derived a strategy to create a foundation for a regional cooperation network through reorganization of existing cooperation networks, the establishment of customized policies for SMEs, and linkage of support projects. And we derived a strategy for establishing a specialized network for regional innovation as a result of research through Establishing a network for regional bases, strategies for fostering companies by growth stage, and utilizing local data. We expect that it will help establish a policy to support SMEs by preparing an organic cooperation system between local businesses and local networks.

This study is to recognize the function of the regional central library's role and to address its support to the community public libraries ; such is one of the focuses of the revised library law. Through the mixed layer model, the regional central library can contribute to a better cooperation between the national central library and community public library in each region. Regional libraries. under the supervision of regional library service committee, can execute many local enterprises efficiently such as library informatization projects. the associative storage, the regional librarian education and the establishment of information commons through integrating the regional information.

Recently, the third mission as the new role of the university is being emphasized as contributing to the local community through active participation in local and regional problems as well as an economic contribution as an entrepreneurial university. Thus, overseas universities started various university-industry collaboration activities targeting sustainable development based on local community and improve their roles for regional regeneration and innovation. Universities in Korea also tend to set up a cooperative governance with various agents in the local community via university financial support projects by the government and started to promote the university-industry collaboration project for solving the problem of the local community. Therefore, this research tries to find implications in order to expand the role and responsibility as local university and reinforce substantiality and enhancement of university-industry collaboration through a case analysis of university-industry collaboration to solve the problem in local communities in foreign countries. In order to solve the problem of local communities based on local agents-led small-sized projects, it is requested to improve the more active role of the university, local governments and university students.

This study focuses on the collaboration among public libraries and communities through 'One Book, One City' reading campaign. This study introduced the meaning and trend of 'One Book, One City' program on the world. And this study also suggests the ideas for the collaboration among public libraries and communities making use of this reading campaign; activation of reading campaign, building library network, establishing partnership model between private and public sectors.

항만국통제제도는 기항지국별로 항만국통제를 시행하던 것이 지역별로 협력체제를 구축하여 기준미달선 제거를 위해 노력하게 되었다. 하지만 지역협력체제에 법적 구속력이 없어 한계성을 보이고 있으므로 조약화하는 것이 기준미달선을 제거하는 최선의 방법이 될 것이다. 지역협력체제 MOU는 실질적 구속력이 없어 한계성을 보이고 있으므로 강제화한다면 항만국통제 목적을 달성할 것이고 이것이 확대되면 범세계적으로 기준미달선은 제거되고 해상안전과 해양환경보호는 달성될 것이다.

The Library Act, which was revised in 2006, stipulates that systematical organizations should be established concentrating on the responsibilities and roles of the central government and local metropolitan municipalities in connection with the application of library policies. According to the Act, the Regional Central Library is supposed to apply the library policies covering all kinds of local libraries. Through trial cooperative operation led by the Regional Central Library and survey and discussion among staff, this study reviewed the possible alternatives for coordination in a region focusing on the Regional Central Library. The study proposed a 'Cooperative systematic model led by the Regional Central Library', an 'Operational model', and a 'Step-by-step execution plan' in consideration of the types of regions, the class of the libraries, and their fields. In addition, it presented a 'Scheme for the appointment, establishment, and coordination of the Regional Central Library', a 'Scheme for systematic enhancement', and a 'Scheme for the capacity building of respective libraries'.
