Evaluation of Face Recognition System based on Scenarios (얼굴인식 시스템의 시나리오 기반 평가 방법론)

  • It has been required to develop an accurate and reliable evaluation method for the performance of biometric systems as their use is getting popular. Among a number of biometric systems, face recognition is one of the most widely used techniques and this leads to develop a stable evaluation method for face recognition systems in order to standardize the performance of face recognition systems. However, it is considered as a difficult task to evaluation such systems due to a large number of factors that affect their performance. Thus, it may be infeasible to take into account all the environmental factors that are related to the performance of face recognition systems and this naturally suggests an evaluation method for the overall performance based on scenarios. In this paper, we have analyzed environmental factors that are related to the performance of general face recognition systems and proposed their evaluation method taking into account those factors. We have proposed an evaluation method based on scenario that considers the combination of individual environment factors instead of evaluating the performance of face recognition systems regarding each factor. Indeed, we have presented examples on the evaluation of face recognition systems based on scenario that takes into account overall environmental factors.

Development of Preliminary Seismic Performance Evaluation Method for Residential Piloti Buildings Using Stiffness-Based Soft Story Ratios (강성기반 연층비를 활용한 주거형 필로티 건축물의 내진성능예비평가 기법 개발)

  • There have been many instances of damage to buildings with soft stories, and it is important to consider vertically irregular buildings when evaluating the seismic performance of existing buildings. However, because conventional methods do not easily reflect vertical irregularities with sufficient accuracy, it is possible to underestimate or overestimate the seismic performance of buildings with vertical irregularities. This study aims to develop a seismic performance evaluation method for vertically irregular buildings using the stiffness-based soft story ratio (SSR), which is a parameter that represents the ratio of the demand and the capacity for displacement and refers to the ratio of displacement concentration in buildings. The seismic performance evaluation method developed in this study is compared with the conventional seismic performance evaluation method for four piloti buildings, using the first-floor column as a variable. Conventional seismic performance evaluation methods often overestimate the seismic performance for models in which vertical irregularities are maximized. However, results of the proposed seismic performance evaluation method are identical to those from a detailed evaluation for all models. Therefore, it is considered that the proposed seismic performance evaluation method can provide more precise seismic performance evaluation results than conventional methods in the case of piloti buildings, where vertical irregularities are maximized.

  • Performance evaluation is essential for the successful management and operation of MIS. The more MIS grows and relevant investment enlarges, the more performance evaluation grows in importance. However, MIS managers as well as top management still have difficulty in evaluating the performance of MIS. This arises from various reasons, such as the specialty of MIS, diversified influences of MIS, multidimensionality of evaluation items, and the difference between evaluation levels. In this paper, MIS is understood in a broad sense. MIS's scope is of a very wide range from each application system to system innovation view. The MIS should support the firm's objectives, and, consequently, MIS evaluation should be implemented at corporate level, not merely at application system level. The most critical problem of MIS evaluation is that a systematic frame covering various viewpoints and factors of MIS evaluation does not exist. Not a single measure covers all aspects of MIS evaluation. To help resolve this problem, this paper proposes an hierarchical approach for practical use that includes most aspects of evaluation approaches from previous studies, and, furthermore, emphasizes the evaluation of strategic aspects of MIS.

  • This paper attempts to improve the typical DEA model that is often used as a performance evaluation method for service firms. The after-sales service system in a Korean electronic company is chosen as a sample case. The performance evaluation method currently practiced in the firm was reviewed and some critical issues of the current method were discussed. DEA model would be considered a solution for solving those Issues. However, typical DEA models has various drawbacks in determining the weights over evaluation criteria. Proposed is the priority-constrained DEA model that accommodates the strategic Importance of each evaluation criterion. The results of the proposed model are compared with those of typical DEA models. It is shown that the priority-constrained DEA model is superior to the others in terms of evaluation quality.

  • This paper presents the evaluation model which is included in a quantitative evaluation methodology for evaluation processes of validity and effectiveness of information budget investment and improving conformance of ROI(Return On Investment). That is, the right efficiency targets of information investment for the development project to GDOC (Government electronic Document Distribution Center), and KPls(Key Performance Indexes) which enable to evaluate objectively effectiveness in the preliminary and post evaluation phases are developed, and then the results were come out by practical investigation study using quantitative evaluation methodology.

  • The condensation performance evaluation is required for improved living environment of apartment housings. In the current condensation performance evaluation process, high demand of manual works and repetitive process cause unexpected risks due to uncertainty and inefficiency by applying 2D CAD drawings in simulation tool. Furthermore, the evaluation requires taking in action responding to the expanding use of BIM. In this study, the analysis of current evaluation process and required functions for the process improvement based on BIM modeling were deducted from interviews with experts. It is expected that the results of this study can be employed to develop of process automation module for condensation simulation evaluation.

  • Recently, ITS has been deployed nationwide and at the same time, the demand for the better accuracy and higher quality of traffic information has been increased. Yet, there is no standard evaluation methods or evaluation equipments to verify ITS device's performance, being unable to secure reliable traffic data. In this study, the standard evaluation methods for ITS device's performance are studied by reviewing other nations' evaluation methods and the evaluation system is developed.

  • The performance database of small-sized centrifugal compressors is needed for the design of high performance machines and also for the verification of design tools and analysis software. An impeller is designed, manufactured and tested. The effects of several parameters on the evaluation of performance are investigated and the performance test of parallel diffuser is also carried out. The proper estimation of static pressure, total temperature and blockage at the impeller exit is important for performance evaluation. 4 method in cooperation with 3-D calculation is suggested. The measured performances are in a good agreement with the predicted results. However, there are some discrepancies in efficiency.

Balanced Scorecard Perspective Analysis of Institutional Performance Evaluation for Government S&T Research Institutes (과학기술계 출연연구기관 기관평가지표의 BSC 관점 분석)

  • This research examines the relationship between the characteristics of Government S&T Research Institutes (GRI) and their institutional performance evaluation system. First, based on Kaplan & Norton (1992) Balanced Scorecard Model, six perspectives suitable to Korean GRI are derived. Second, personnel who works on evaluation job classified current performance measures into the six perspectives. Analyzing comparative weights of individual perspectives, the characteristics of performance evaluation systems among institutes are derived and compared with their missions. The results are as follows: First, GRI evaluation systems put most weight on the customer perspective and least weight on the financial perspective. This result complies with Korean GRI's missions and strategies as well as findings of foreign cases. Second, Basic-technology GRI group relatively more priotizes long-term customer perspective, while Applied-technology GRI Group relatively more priotizes short-term customer perspective. Public-technology GRI Group is located in the middle in terms of priority of customer perspectives. Third, for three yews (2000-2002), performance measure weights of Basic-technology Group are changed much less than those of the other two groups. Further research are needed for reasons of drastic changes for Applied-technology and Public-technology groups and some abnormally high and low measure weights.
