An analysis of Korea-China FTA Service Chapters and Implications for Further Negotiations Strategy -With special focus on the Insurance Market- (한-중 FTA 서비스 분야의 분석에 따른 향후 추가협상에 대한 시사점 : 보험시장을 중심으로)

  • As Chinese insurance market grows rapidly due to market reforms, China got recognition as second-largest insurance market in the world in 2016. However Korean insurance companies have had difficulties to grow in Chinese insurance market despite Chinese participation in the World Trade Organization (WTO) and the growth of chinese insurance market. The reason for the decline in Korean insurance companies is economic retaliation due to the deployment of THAAD in Korea. However, this is not a fundamental reason. The underlying cause of the effects of economic retaliation is the result of insufficient negotiations in Korea-China FTA services sector. In Service sector of Korea-China FTA, the level of concession between Korea and China differs greatly, when comparing China and South Korea's FTA. In addition, it has only been a few years since China collected the position of the WTO Doha Agenda, which currently deals with concessions on intellectual property rights and services. More important is that the Korea-China FTA service sector, as it stopped short of being protected by the most-favored-nation state treatment level when Korean insurance companies entered China. Further negotiations to supplement the weak points in the Korea-China FTA service sector were promised in December 2017, but international tensions over THAAD deployment made it impossible to hold such negotiations. However, due to changes in international affairs in 2018, the first additional negotiation was decided and held. This paper implicates strategies of further negotiation between Korea and China for service and investment chapter. Consequently, the aim of this paper suggests directions how to re-enter Chinese insurance market to Korean insurance companies.

An Establishment of the Optimum Sowing Time for a Machine Harvest of Perilla for Seed (종실용 들깨의 기계수확에 적합한 최적 파종시기 설정)

  • In order to promote the mechanized cultivation of perilla for seed, which has been increasing in cultivation area and production recently as demand increases according to the health-functional effects, we carried out this experiment to determine the optimum sowing time of perilla to minimize the seed loss at harvest and increase the yield. We used two different types of perilla varieties, 'Sodam(small-branch)' and 'Deulsaem(multi-branch)', and the sowing time was June 15, June 30, July 15 and August 1. As the sowing time is late, days of growth from sowing to flowering were shortened, and they were shortened from 14, 26 and 31~32 days on June 30, July 15 and August 1 as compared with June 15, respectively. And, the stem length and culm diameter were shortened or tapered and the number of nodes tended to decrease. The number of effective branch was 82%, 61% and 56% on June 30, July 15 and August 1 as compared with June 15, respectively. Accordingly, it seems to make against in securing the yield from July 15. And, the lowest cluster height was generally shorter as the sowing time is late, and the height was below 15cm on July 15 and August 1. It seems that this may work against the machine harvest. There was a high degree of significance between the sowing time and the yield. Although, the total yield was not statistically significant among June 15, June 30 and July 15, the ratio of shattering seed at harvest was in order of July 15, August 1(30.3%)> June 15(15.3%)> June 30(13.5%). Therefore, the net yield except for shattered seed was higher in order of June 30${\geq}$ June 15> July 15> August 1. This tendency was characteristic regardless of variety and sowing method. And, the protein content in perilla seed increased as the sowing time was delayed, and the content was the highest on August 1. The content of crude fat was relatively high on June 15 and July 15 in 'Sodam', and June 30 and July 15 in 'Deulsaem', respectively. And, the content of linolenic acid was found to be the highest on August 1. As a result, the optimal sowing time for machine harvest of perilla for seed is about June 30. At this time, it is determined that the sowing time is the most suitable to be advantageous in increasing the yield of perilla seed, while minimizing the seed loss due to the shattering at harvest.

Analysis of Ice Velocity Variations of Nansen Ice Shelf, East Antarctica, from 2000 to 2017 Using Landsat Multispectral Image Matching (Landsat 다중분광 영상정합을 이용한 동남극 난센 빙붕의 2000-2017년 흐름속도 변화 분석)

  • Collapse of an Antarctic ice shelf and its flow velocity changes has the potential to reduce the restraining stress to the seaward flow of the Antarctic Ice Sheet, which can cause sea level rising. In this study, variations in ice velocity from 2000 to 2017 for the Nansen Ice Shelf in East Antarctica that experienced a large-scale collapse in April 2016 were analyzed using Landsat-7 Enhanced Thematic Mapper Plus (ETM+) and Landsat-8 Operational Land Imager (OLI) images. To extract ice velocity, image matching based on orientation correlation was applied to the image pairs of blue, green, red, near-infrared, panchromatic, and the first principal component image of the Landsat multispectral data, from which the results were combined. The Landsat multispectral image matching produced reliable ice velocities for at least 14% wider area on the Nansen Ice Shelf than for the case of using single band (i.e., panchromatic) image matching. The ice velocities derived from the Landsat multispectral image matching have the error of $2.1m\;a^{-1}$ compared to the in situ Global Positioning System (GPS) observation data. The region adjacent to the Drygalski Ice Tongue showed the fastest increase in ice velocity between 2000 and 2017. The ice velocity along the central flow line of the Nansen Ice Shelf was stable before 2010 (${\sim}228m\;a^{-1}$). In 2011-2012, when a rift began to develop near the ice front, the ice flow was accelerated (${\sim}255m\;a^{-1}$) but the velocity was only about 11% faster than 2010. Since 2014, the massive rift had been fully developed, and the ice velocity of the upper region of the rift slightly decreased (${\sim}225m\;a^{-1}$) and stabilized. This means that the development of the rift and the resulting collapse of the ice front had little effect on the ice velocity of the Nansen Ice Shelf.

Effects of Feeding System and NDF Level on Blood Metabolism of Growing Cows (사양체계 및 NDF 급여 수준이 번식용 육성우의 혈중 대사물질 변화에 미치는 영향)

  • This study was conducted to investigate the effects of feeding system and NDF levels of TMR on blood metabolites in Holstein heifers. Fifty heifers were assigned to one of five treatments according to feed type and level of NDF: TMR (total mixed ration), CON (concentration + mixed forage), T1 (${\geq}53%$ NDF), T2 (50~53% NDF), and T3 (${\leq}50%$ NDF). Although GLU concentrate was not effected by feed type, increased significantly as the level of NDF decreased. There was no effect on concentrate of blood metabolite related with protein. As the level of NDF decreased, the blood ALB concentration was increased (p<0.05). The concentration of blood CHOL was higher in CON than those of TMR (p<0.05), and increased as the level of NDF decreased. The concentration of blood lipid was higher in CON than those of TMR and increased at lower level of NDF. The concentration of blood ALT were significantly lower in T3 than T1 and T2 (p<0.05). Thus, the results of this study suggest that the feeding system and NDF level may affect the blood metabolite concentration; however, the feed intake and other nutrient levels should also be considered.

Molecular Characterization and Expression Analysis of Clathrin-Associated Adaptor Protein 3-δ Subunit 2 (AP3S2) in Chicken

  • A chicken clathrin-associated adaptor protein $3-{\delta}$ subunit 2 (AP3S2) is a subunit of AP3, which is involved in cargo protein trafficking to target membrane with clathrin-coated vesicles. AP3S2 may play a role in virus entry into host cells through clathrin-dependent endocytosis. AP3S2 is also known to participate in metabolic disease developments of progressions, such as liver fibrosis with hepatitis C virus infection and type 2 diabetes mellitus. Chicken AP3S2 (chAP3S2) gene was originally identified as one of the differentially expressed genes (DEGs) in chicken kidney which was fed with different calcium doses. This study aims to characterize the molecular characteristics, gene expression patterns, and transcriptional regulation of chAP3S2 in response to the stimulation of Toll-like receptor 3 (TLR3) to understand the involvement of chAP3S2 in metabolic disease in chicken. As a result, the structure prediction of chAP3S2 gene revealed that the gene is highly conserved among AP3S2 orthologs from other species. Evolutionarily, it was suggested that chAP3S2 is relatively closely related to zebrafish, and fairly far from mammal AP3S2. The transcriptional profile revealed that chAP3S2 gene was highly expressed in chicken lung and spleen tissues, and under the stimulation of poly (I:C), the chAP3S2 expression was down-regulated in DF-1 cells (P<0.05). However, the presence of the transcriptional inhibitors, BAY 11-7085 (Bay) as an inhibitor for nuclear factor ${\kappa}B$ ($NF{\kappa}B$) or Tanshinone IIA (Tan-II) as an inhibitor for activated protein 1 (AP-1), did not affect the expressional level of chAP3S2, suggesting that these transcription factors might be dispensable for TLR3 mediated repression. These results suggest that chAP3S2 gene may play a significant role against viral infection and be involved in TLR3 signaling pathway. Further study about the transcriptional regulation of chAP3S2 in TLR3 pathways and the mechanism of chAP3S2 upon virus entry shall be needed.

Analysis of Marketing Performances according to Raising Environment in Broilers (육계의 사육환경에 따른 출하성적 분석)

  • This study was conducted to investigate basic data of development for appropriate management system in broiler. Data such as ages at marketing, livability, body weight, etc. were collected from a total of 53 broiler farms located in Chungnam, Chungbuk, Jeollanam, Jeollabuk, Gyeongbuk. 1. Average of ages at marketing were 32 days. Those of windowless house and open-type house were 31.96 and 32.03 days, respectively. The significant difference among four seasons was highly found (P<0.001). The longest ages at marketing were 32.86 days in winter. Average of livability was 96.25%. According to type of chick house, those of windowless house and open-type house were 95.93% and 96.59%, respectively. The livability according to season showed significant difference (P<0.05). The highest livability was 97.39% in autumn. However, the lowest livability was 95.36% in summer. 2. Average body weight at marketing was 1.62 kg. The significant difference was found in marketing weight by season (P<0.05). The heaviest body weight was 1.65 kg in winter, but the lowest weight was 1.60 kg in summer. Average of FCR was 1.62. the significant differences according to the season were highly found (P<0.01). Especially, the best FCR was 1.59 in autumn. Average cycles of marketing was 5.70. The significant differences according to farms size were found (P<0.05), cycles of small farms and big farms were 5.8 and 5.3, respectively. The ages at marketing were highly correlated with marketing weight (r=0.684) and feed conversion (r=0.439). The correlation between feed conversion and livability was highly negative (r=-0.614). According to the above result, livability and body weight at marketing were badly detected in summer. In conclusion, broiler farms should be controlled through properly environmental management system for improvement of performances.

A Performance Evaluation of the e-Gov Standard Framework on PaaS Cloud Computing Environment: A Geo-based Image Processing Case (PaaS 클라우드 컴퓨팅 환경에서 전자정부 표준프레임워크 성능평가: 공간영상 정보처리 사례)

  • Both Platform as a Service (PaaS) as one of the cloud computing service models and the e-government (e-Gov) standard framework from the Ministry of the Interior and Safety (MOIS) provide developers with practical computing environments to build their applications in every web-based services. Web application developers in the geo-spatial information field can utilize and deploy many middleware software or common functions provided by either the cloud-based service or the e-Gov standard framework. However, there are few studies for their applicability and performance in the field of actual geo-spatial information application yet. Therefore, the motivation of this study was to investigate the relevance of these technologies or platform. The applicability of these computing environments and the performance evaluation were performed after a test application deployment of the spatial image processing case service using Web Processing Service (WPS) 2.0 on the e-Gov standard framework. This system was a test service supported by a cloud environment of Cloud Foundry, one of open source PaaS cloud platforms. Using these components, the performance of the test system in two cases of 300 and 500 threads was assessed through a comparison test with two kinds of service: a service case for only the PaaS and that on the e-Gov on the PaaS. The performance measurements were based on the recording of response time with respect to users' requests during 3,600 seconds. According to the experimental results, all the test cases of the e-Gov on PaaS considered showed a greater performance. It is expected that the e-Gov standard framework on the PaaS cloud would be important factors to build the web-based spatial information service, especially in public sectors.

Basic Analysis of Metabolic Parameters by using Metabolic Profile Test (MPT) for Improvement Breeding in Korean Native Cow (한우의 번식률 개선을 위한 영양대사물질 기초분석)

  • The aim of the present study was to identify the metabolic changes that have occurred in Hanwoo Native Cow. Analysis of serum metabolites was carried out to investigate relationship of pregnancy rate and feeding systems. Totally, 281 cows were used for grazing and barn feeding. Grazing was carried out for 5 months in the pasture. In barn feeding, concentrate 3.0 Kg(TDN 68%, CP 14%) and rice straw 6 kg(TDN 50%, CP 6.5%) were fed. Artificial insemination(AI) carried out by timed AI procedure. The level of glucose(mg/dl), cholesterol(mg/mL), BUN(mg/dl), AST(U/l), ALT(U/l), and NEFA(uEq/l) were analyzed. In Table 1, barn feeding with 120% group was showed high Cholesterol and BUN levels compared those with 80% feeding group(p<0.05). In Table 2, 60 pregnant cows in grazing herd showed low Cholesterol, AST and NEFA levels compared to 43 non-pregnant cows($149.8{\pm}4.9$, $99.1{\pm}2.6$, $326.7{\pm}15.7$ vs. $165.9{\pm}4.6$, $108.9{\pm}3.2$, $419.2{\pm}32.8$, respectively, p<0.05). In Table 3, 126 grazing feeding cows showed high Glucose, Cholesterol, AST, ALT, and NEFA levels compared to 22 barn feeding cows($84.8{\pm}1.3$, $142.5{\pm}2.5$, $97.7{\pm}2.3$, $34.3{\pm}0.5$, $317.8{\pm}13.6$ vs. $56.0{\pm}1.3$, $128.9{\pm}4.6$, $80.9{\pm}2.0$, $27.1{\pm}0.9$, $160.2{\pm}18.9$, respectively, p<0.05). Further study needed to obtain more accurate level of metabolites in serum for pregnant and non-pregnant cows.

Reliability of Autorefractometry after Corneal Refractive Surgery (레이저 굴절교정수술 후 자동굴절검사법의 신뢰성)

  • Purpose : To find out the reliability of autorefractometer after laser refractive surgery Methods : We measured and compared spherical and cylinder powers of those undergone LASEK surgery with 1.0 of naked vision after at least 3 months of the surgery with an autorefractometer(CANON Full Auto Ref-Keratometer RK-F1, Japan) and a retinoscope(Streak Retinoscope 18200, WelchAllyn, USA), and also applied spherical equivalent powers. The refractive status before surgery was divided into high, medium, and low myopia according to the results measured using an autorefractometer, and then analyzed again the reliability of the autorefractometer after surgery according to the preoperative refractive status. The agreement of two methods was identified using Bland-Altman(Bland-Altman limits of agreement(LoA)). Results : After the surgery, when comparing spherical, cylinder and equivalent powers in the whole data measured by autorefractometry and retinoscopy significant differences were found(p<0.01). According to the degree of refractive errors, all sort of refractive errors was shown significantly different(p<0.01) except for cylinder power of the medium myopia. In general, the refractive errors especially spherical and spherical equivalent powers by autorefractometry were shown a myopic trend from -0.38 D to -0.53 D. On the other hand, it was shown a hyperopic trend of approximately +0.30 D using retinoscopy. In comparison of two objective refractions, it was shown a myopic trend as $-0.51{\pm}0.45D$(LoA +0.36 D ~ -1.39 D) and compatible. Conclusion : Even though it would be positive in terms of compatibility of the methods, it is necessary that the glasses should be prescribed by subjective refraction since autorefractometry is shown myopic in those undergone the surgery and suffering from myopic regression.

Epidemiology and Clinical Characteristics of Parainfluenza Virus Type 4 in Korean Children: a Single Center Study, 2015-2017 (소아에서 파라인플루엔자 바이러스 4형의 역학 및 임상 양상에 대한 단일기관 연구: 2015-2017)

  • Purpose: We aimed to identify the epidemiology and the clinical characteristics of human parainfluenza virus type 4 (HPIV-4) infection compared to HPIVs 1-3 infections in Korean children. Methods: We reviewed medical records of children with HPIV infection who visited Seoul National University Children's Hospital from 2015 to 2017. Detection of respiratory viruses was performed using real time-polymerase chain reaction (rt-PCR), which could differentiate HPIVs 1-4. Diagnosis was classified as a febrile illness, upper respiratory tract infection (URI), croup, bronchiolitis, or pneumonia. The epidemiology, demographic features, and clinical characteristics among HPIV types were compared. The clinical data were analyzed only for the previously healthy children. Results: Of the 472 children diagnosed with HPIV infection, 108 (22.9%) were previously healthy: 24 (22.2%), 19 (17.6%), 39 (36.1%), and 26 (24.1%) in HPIV types 1, 2, 3, and 4, respectively. The median age of children with HPIV-4 infection was 11 (0-195) months: the proportion of children aged < 2 years and 2 to < 5 years were 65.4% and 19.2%, respectively. Clinical diagnoses of HPIV-4 infection were bronchiolitis (38.5%), pneumonia (30.8%), and URI (30.8%). Croup was the most prevalent in HPIV-2 (21.1%) and none in HPIV-4 infection (P=0.026). Hospital admission rates among HPIV types were not significantly different (P>0.05). Conclusions: We observed seasonal peak of HPIV-4 infection in 2015 and 2017. HPIV-4 was a common respiratory pathogen causing lower respiratory tract infection in hospitalized children.
