It is shown that two step power transformation is more efficient for the normalization of frequency distribution with the coefficient of skewness of zero in comparison with others including SMEMAX and power transformations. It is confirmed that the design low flows calculated using power and two step power transformations used in this study are generally nearer to the observed data as compared with those of SMEMAX transformation at all return periods in the applied watersheds of the Kum, Naktong and Yongsan rivers in Korea.

Weight minimization for the steel bridge girders using an approximation based optimization technique is presented. To accomplish this, an optimization oriented finite element program is used to achieve continuous weight reduction until the optimum is reached. To reduce computational cost, approximation techniques are adopted during the optimization process. Constraint deletion as well as intermediate design variables and responses are also used for higher qualitv of approximations and for a better convergence rate. Both the reliability and the effectiveness of the underlying optimization method are reviewed.

To identify the soft marine clay of the Daebul reclaimed area, the south western part of Korea, and determine their engineering properties, a series of the laboratory and field tests are conducted. The main findings are summarized from laboratory and field investigations. It is also formulated the basic geotechnical characteristic data for the porject area. The established correlations for the engineering properties are reviewed and their applicabilities are studied.

Irrigation water has been mainly used for paddy rice. Irrigated paddy land tends to be recently converted to land for green house, farm house, and rural-industrial complex. Consequently, demand of water for crops, domestic & industrial, rural recreations, small-scaled hydropower, livestocks, and environment in the rural area, so called rural water, is rapidly increasing. In order to supply rural water, water in the existing irrigation reservoir could be enlarged by repairment of irrigation canal and reinforcement of irrigation reservoir, and be saved by the operation rule curve, utilization of dead water, and balanced storage management.

The topographic influences for the hydraulic characteristics in the estuary were studied by the hydraulic model test. The upstream boundary is set up at the Kumkang estuary dike and the downstream boundary at the Kunsan outer port. The geometrical model scales in horizontal and vertical are 1/300 and 1/100 respectively so that the distorted ratio is 3. If there is no or little river flow through the gate, the highest water levels are varied with $\pm$ 5cm compared with those before the project. If there is a flood flow through the gate, the highest water levels in front of the estuary dike are reduced 5~2Ocm depending on the frequency of flood compared with those before the project. This means that there is no important risk of excessive water level rise after the dredging.

Three types of land use were investigated to describe the effect of land use on both surface and ground water quality. Typical land uses of a grazing pasture, Sudan grass field and paddy in Kangwon province were selected and flumes and monitoring wells were installed. Land managements were carefully monitored, water samples were collected periodically and analyzed with respect to nitrate, TP and TKN at a laboratory of Kangwon Provincial Institute of Health and Environment from August, 1993 to May, 1994. Runoff from the pasture was formed mostly with seeping subsurface flow in the lower areas of the pasture. A few overland flows were observed during heavy storms, and when it occurred, runoff increased sharply. For the Sudan grass field, runoff was formed with overland flow. Nitrate concentration in runoff from both land uses seemed not affected by runoff and ranged from 0.241 to 4.137mg'/1. TP and TKN concentrations from the pasture were affected by overland flow. When overland flow occurred, TP and TKN concentrations abruptly increased to 5.726 and 12.841mg/1, respectively, from less than 1.0mg/l. However, these concentrations from the Sudan grass field were quite stable ranging from 0.191 to 0.674mg/l for TP and 0A70 and 1.650mg/l for TKN. Nitrate concentration was significantly affected by land use(Sudan grass field) and the concentration increase reached about 2mg/l per lOOm ground water flow. Nitrate concentration from a well located in the middle of rice fields also was significantly higher than that measured from a well located relatively undisturbed mountain toe area. TP and TKN concentrations in shallow ground water affected by the depth of the monitoring wells. The deeper the monitoring wells, the less TP and TKN concentrations were measured.

To support some knowledge in planning irrigation system, short or long-term irrigation scheduling or determining irrigation reservoir capacity, it is necessary to estimate peak irrigation requirements and seasonal distribution of water demands for various return periods. In this paper Dry Day Index and Probable Evapotranspiration were evaluated to decide seasonal consumptive use of paddy rice for a design year using several decades' daily rainfall data and 5 years'('82~'86) actual evapotranspiration data, respectively. To obtain Dry Day Index that is defined as the number of probable dry days for a given period, Slade unsymmetrical distribution function was adopted. Dry Day Index was analysed for 5 and 10-day intervals. Each of them was evaluated with return periods of 1, 3, 5, 10 and 20 year. Their singnificance was tested by X$^2$ method. Based on these values, the Probable Evaportanspiration, that is the average daily ET both in dry days and rainy days during a given period, was estimated. Crop coefficient was also determined by the modified Penman equation proposed by Doorenbos & Pruitt.
