Environmental Impact Assessment(EIA) in Korea has developed as a tool for environmental conservation and decision making since Environmental Impact Statement(EIS) preparation in 1981. For effective implementation of it, we do system development and method enhancement continuously. The recently introduced GIS (Geographic Information System) can integrate geographic and attribute data, which will be applied to scoping, assessment, and alternative assessment, etc. in EIA. This study has three major components. First, it explains building of EIA factors of natural environment, living environment, and socio-economic environment of the study area defined in EIS preparation regulation. Second, the study presents applications of assessment method concerning suitability analysis of landfill site using GIS. Finally, it shows integration of GIS and odor impact assessment. Based on these analysis, the study makes some recommendations and conclusions.

For the purpose of saving the waste disposal cost a self-governing community on the whole reclamates the wetland and uses it as a landfill site. During the operation period of site, the environmental impact by the leachate is usually neglected. Therefore, to predict the environmental impact and dispersion of leachate, the wetland adjacent to the South Han River in Chungju is selected as a site of case study. The main content of this article is to apply the simulation model CONMIG to leachate transfer in the ground water and to derive the impact by the leachate. A kind of non-reacting conservative material, chloride ion is used as a tracer to quantify impacts by the leachate.

To assess preliminarily the contamination potential of water resources including groundwater owing to the hydrogeological characteristics of landfill site and the potential impact to humans and animals through contamination of water resources by leachate, "Landfill Site Preliminary Assessment Model(LASPAS)" was contrived. LASPAS could help them proritization of remediation of landfil sites by the convenient and relatively simple evaluation method of landfill site features. LASPAS was designd to aliot numerical ratings to landfill site related factors undermentioned; 1) hydrogeological factors such as hydraulic conductivity of aquifer, thickness of confining layer over aquifer, topographical slope, net recharge, and subsurface containment 2) water resources contamination factors of impacts on receptors such as proximity to drinking water supply, substitutability of drinking water supply, type of use of water resources, known impact on drinking water supply, and flood potential.

The objective of the study is to produce preferential impact assessment factors for Environmental Impact Assessment by considering regional features and public participation in the initial stages of EIA. In order to produce preferential impact assessment factors, the study was carried out through theoretical research and a survey of public awareness as a ways to reflect public participation based on theoretical research. The survey of public awareness was conducted in the form of an interview to review the impact which the construction of atomic power plants at Hyo-am village, Jang-an, Kyungsang Province and Bi-hak village, Suhsang-myon, Ulsan-Kun will have on the surrounding environment: to reflect public participation on deciding preferential assessment: and to determine the extent of alternatives of the proposed project. As the result of the study, the following were identified as preferential assessment factors in the settlement and surrounding areas cultivation marine products, change of temperature of seawater due to flow of warm water, land use(negative), noise vibration during construction, existing plants, erosion accumulation, influx of manpower for construction(negative), recreation landscaping during construction and operation, change in flow of transportation during construction, the quality of seawater during construction and operation were produced as preferential assessment factors in both settlement area and neighboring areas. In the settlement area, the educational environment(negative & positive) and positive aspects of the influx of manpower for construction were also identified as preferential assessment factors.

This study was carried out to find the problems of assessment on terrestrial ecosystem part in environmental impact analysis(EIA) and to suggest the proper amelioration measures by analyzing 19 environmental impact statements(EIS) published during the period from 1991 to 1994. The results obtained from this study were as follows. Field survey for the investigation of fauna and flora in project areas should be conducted at least 3 times a year and name of investigator should be written on the EIS clearly. Increase or decrease in degree of green naturality and productivity cannot be an absolute criteria for expressing the amount of changes in ecosystem. Evaluation for the ecosystems and their composition in project area is more important than presenting merely the increase or decrease in degree of green naturality and productivity. Alleviation measures in 19 EISs analyzed in this study were summarized into 6 types: They are establishment of landscape plan, transplanting of useful trees preservation of big tree and protected species, restoration and preservation of existent vegetation, establishment of soil conservation measures and diminution of the impact on animal. However, they were somewhat insufficient because they wouldn't suggest the alleviation measures in detail. The more positive counter-proposals are needed to decrease the impact of the project on terrestrial ecosystem.

This study analyzes the problems of environmental laws, development planning laws, Metropolitan Area Development Planning(MADP), and the level of environmental pollution at Pusan and Asan-Bay Metropolitan Area where MADP will be realized in the near future. In order to prevent the environmental pollution by realization of MADP, Environmental Impact Assessment Act and environmental impact assessment systems in Korea should be revised so as to reflect the followings. First, the impact of national landuse planning change on the environment should be considered at the beginning of environmental impact assessment procedures. Second, the overlapping and greater impact of many projects, whose part is the subject of environmental impact assessment, upon surrounding metropolitan area should be simultaneously evaluated and the environmental pollution protection and abatement alternatives must be made according to the above impact of the projects. Thirdly, total effluent regulation of water pollution, air pollution and solid wastes should be enforced based on the self-purification of the metropolitan area environment.

Environmental Impact Assesment(EIA) is composed of various procedures, such as screening, scoping, inventory survey, prediction, assessment, mitigation measure, alternative assessment, and post management. Remote sensing introduced lately begins to be applied ecosystem and land use in inventory survey and assessment of EIA. This study explains on land use classification, buffering analysis of residential area, and overlaying analysis of odor predictive data with residential area for application to EIA with remote sensing data. Residential area extracted from land use classification of remote sensing provides effectively buffering analysis of residential area in selection of landfill site with GIS. It could assess also residential effect to an offensive odor by overlaying analysis. Application methods in EIA should be enlarged to assess effectively.

The resident attitude for preservation and development of amenity in Eulsuk island and its downstream area at estuary of Nakdong river in Korea were investigated by the questionnaires and the field surveys. Based on the results, the characteristics of this study area are the natural ecological preservation area, natural environmental preservation area and curtural assets for migratory birds. And there are a estuary bank, a Dadae beach and a Molundae park. Special amenities are (1) the light (sunrise, sunset etc), (2) the water(river, sea etc.), (3) the air(fresh wind, beautiful sound etc.), (4) the land space(beautiful view, recreation field, reed area, pine forest etc.) and (5) the stream(dancing of migratory birds, water flow, folk dance, history remains etc.). But at present, the environmental qualities as health, aesthetics safety, amenity and culture are deteriorated by development. So the number of migratory birds are decreasing. The residents desired that in future this area be use for the recreation space, the park and the natural leaning fields etc, as well as the restoration of destroyed resources.
