Abstract
Buildings are accounted for a quarter of national greenhouse gas emission and it is more than half the percentage of emissions in urban area. These buildings have significant impact to create low-carbon and green city, and so, it need multi-dimensional approach to reduce greenhouse gas emission in city. Especially, as public buildings account for a large portion of greenhouse gas emission, the government could lead low-carbon and green city by carbon reduction and greening of public buildings. In this background, this study aims to analyze the amount of carbon emission and carbon reduction effect by applying carbon reduction planning element to public buildings focused on the public offices in Cheongju City. The outcomes are as followings. Firstly, large portion of carbon emission is mostly occupied by indirect emission especially electric power. Secondly, carbon reduction planning elements in building repair and energy efficiency field such as highly dense insulation, highly efficient fittings, and photovoltaic power are very effective in carbon emission. Thirdly, when applying carbon reduction planning elements to public buildings, both carbon reduction efficiency and cost/benefit efficiency are considered as well. Lastly, mixed land use, mass-transit oriented transportation system, and open space linkage system should be well organized in public office complex.
