In this research, we studied an estimating method in client's sight to estimate the total construction cost which is based on the historical cost data at the early stage of the office buildings as a public phase. It is very difficult to analyze the estimation accurately and logically. When a client estimates a project, he/she has to consider there are many issues at the planning step, according as office buildings become gradually diversified as well as their roles continuously extended. Therefore, those are usually make problems for wasting the budget in accordance with the cost estimation errors. Moreover, many kinds of public construction projects, especially such as school, office, sports complex, and the others, have been invested the private finances defined as BTL(Build Transfer Lease) method that are required to manage the detailed process more strictly from initial planning. In order to make an effective planning, the long-term users amount and the building life cycle at the beginning of project should be considered previously and then it may enable to achieve an appropriate project plan. But actually considering overall variables in a building planning is impossible. Accordingly, suggesting a regression model based on the historical cost data from many similar types of office building to support client's role known as estimating the total cost at the early stage. And then performing the test against the proposed model to research the reasonability as using the historical cost data of Japan office buildings.

국토해양부(장관 정종환)와 환경부(장관 이만의)는 6개 용도의 신축건축물에만 가능했던 친환경건축물 인증을 모든 용도의 신축건축물에 가능토록 하는 "친환경건축물의 인증에 관한 규칙" 개정안을 지난 5월17일 개정 공포('10.7.1 시행)했다. 이번 개정안은 저탄소 녹색건축물의 공급을 활성화하기 위해 모든 용도의 신축건축물에 대한 친환경인증[공공건축물(1만$m^2$ 이상)은 의무화, 민간건축물은 자발적 참여로 운영] 평가기준 마련과 인증기관의 전문성 강화 등을 주요내용으로 하고 있으며, 취 등록세 감면 등 인센티브 제도가 원활히 시행될 수 있도록 인증시기 및 절차를 개선하고, 인증등급을 세분화(2 $\rightarrow$ 4등급)하는 내용도 포함됐다. 국토해양부와 환경부는 이번 조치로 민간분야의 경우 본인들이 인센티브를 받기를 원하는 경우에는 친환경건축물 인증을 받을 수 있도록 하는 등 민간분야의 친환경설계를 적극 유도할 수 있는 기반을 마련했으며, "친환경건축물의 인증에 관한 규칙"의 차질 없는 시행을 위해 7월 1일까지 "친환경건축물 인증기준" (국토해양부, 환경부 공동 고시)을 개정할 계획이다. 한편, 내년부터는 기존 건축물도 친환경건축물 인증을 받을 수 있도록 그 대상범위를 확대해 나갈 예정이다.

정부가 건축물의 에너지 성능을 20% 이상 끌어올리는 그린리모델링 사업 활성화를 목적으로 올해부터 공공건축물을 그린리모델링 할 경우 설계비와 시공비를 지원하는 등의 사업을 추진한다. 지난해 12월 30일 국토연구원 대강당에서 개최된 그린리모델링 사업설명회에 약 400여명이 참석하는 등 업계의 뜨거운 관심을 받고 있다. 국토교통부는 정부가 추진하는 그린리모델링 사업에 참여할 수 있는 사업자를 오는 1월 17까지 모집할 예정이다.

Purpose: The construction of New Han-ok style public buildings is a construction that can not be seen in traditional Han-ok, and it is a construction that combines traditional wooden structure, RC structure, and steel structure. Therefore, construction different from general construction is complicated and complex. It is necessary to accurately understand the construction method of each field rather than the general construction management method and study the method suitable for New Han-ok style public buildings. Also, since the New Han-ok style public building business is the first business to be introduced in Korea, new process management is needed rather than general process management. Method: The research method is as follows. Analyze process management through theoretical considerations and analyze the differences from general construction projects. Next, we want to identify the characteristics and problems of the process control method applied to real cases. Finally, the results of this analysis suggest ways to improve process management. Result: Therefore, it is necessary to establish a precise plan from the basic design to the construction of the public building construction management. In addition, careful planning should be made so that the supply and demand of materials and the supply and demand of personnel can be achieved smoothly.

The purpose of this study is to investigate the importance of stairs and to provide information on exploring desirable directions for stairs' designs by analyzing the architectural publicity characteristics for stairs in the office buildings. The research method was as follows: 1) Preparatory study and literature reviews to extract the elements of architectural publicity 2) Based on the elements of architectural publicity, each stairs in the office building was evaluated. The results of the case study show that the stairs of office building built since 2000 were characterized by improved architectural publicity. It was concluded that the stairs in an office building should accommodate and provide architectural publicity characteristics such as approachability, openness and amenity for enhancing the interactive atmosphere within the people in the office building.

Currently, green house gas(GHG) emissions in korea is aiming for a 30% reduction that it is compared to BAU by 2020. To this end, the government has proceed to a variety of reduction policies in GHG. In particular, GHG reduction effect in the public buildings is being a active discussion. It needs to reduce GHG for energy efficiency improvements in the way that public buildings are operated and maintained by public taxes. In this background, the purpose of this paper is to study environmental values judgement for non-market goods in the residents who use public buildings. The results of study are as follows; Respond to first suggested price was found the higher in price, the lower in willingness to pay(WTP). The result of second suggested price was as the same. Analysis of DBDC CVM revealed that income level shows a positive impact on WTP, but the other variables are irrelevant to WTP. Therefore, the citizen participation of the local population seems absolutely necessary to more effective GHG reduction of public sector in the future.

한국수자원공사 전북지역본부는 2009년 1월 전북 전주시 여의동에 본부신축공사를 착공하였다. 같은 해 12월 정부는 저탄소 녹색성장을 위해 신축 공공청사 건축물에너지효율 1등급 취득 의무화 제도를 시행하여 2010년 1월부터 신축되는 모든 공공청사는 건물에너지효율 1등급 취득이 의무화 되었다. 전북지역본부와 같이 진행중인 건축물에 대해서는 강제성은 없고 에너지효율 향상을 위한 제반 조치 마련토록 권고하였다. 그러나 전북지역본부는 정부정책과 공사 이미지 제고를 위해 진행중인 공사에 대해 건축물 에너지효율인증등급 향상을 위한 개선 방안을 수립하고 설계변경을 통해 결국 1등급 인증을 획득하였다.

Aging buildings over 15 years reaches about 74% of 177 thousand buildings in Domestic public buildings. Due to the aging building, the energy loss is a serious problem. In order to reduce the energy usage through improving the energy efficiency on the existing buildings, the government & the local autonomous entity conduct the energy efficiency projects through the remodeling, repairing & equipment replacement on the existing buildings. The green remodeling is applied to the existing public buildings in recently revised the act on the creation and support of green building. However, the standard is not obvious that the work scope of green remodeling, financing and project delivery method. This paper propose is to suggest project delivery system for vitalizing the green remodeling. Green remodeling is defined on basis of the occurring work under project life cycle based on the existing building process and the financing method for owners and companies and the project delivery system according to work scope of green remodeling are proposed in this paper
